TO THE DENR, REGIONAL OFFICE NO. I(2"d Posting)

The Department of Environment and Natural Resources Region I (DENR-D, through theGeneral Appropriations Act (GAA) 2015 intends to apply the sum or SIX HIINDREDTHOUSAND PESOS (Php 600,000.00) being the Approved Budget for the Contract(ABC) to payments under the contract for the Provision of Direct Internet ConnectionService to the DENIR, Regional Office No.I. Bids received in excess of the ABC shall beautomatically rejected at bid opening.

The Department of Environment and Natural Resources Region I (DENR-D now invitesbids for the Provision of Direct Internet Connection Service to the DENR, Regional OfficeNo. l. Delivery of the Service will be within a period of (l) year upon receipt of Notice toProceed. Bidders should have completed within ten (10) years from the date of submissionand receipt of bids, a contract similar to the Project. The description of an eligible bidderis contained in the Bidding Documents, particularly, in Section II. Inshuctions to Bidders.

Bidding will be conducted through open competitive bidding procedures usingnondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations(IRR) of Republic Act 9184 (RA 9ls4), otherwise known as the "Govemment ProcurementReform Act".

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizationswith at least sixty percent (60%) interest or outstanding capital stock belonging to citizensof the Philippines, and to citizens or organizations of a country the laws or regulations ofwhich grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subjectto Commonwealth Act 138.

Interested bidders may obtain further information from the DENR-I RBAC Secretariat andinspect the Bidding Documents at the address given below from May 13 to May 2W015;8:00 A.M. to 5:00 P.M., Mondays to Friduys.

A complete set of Bidding Documents may be purchased by interested Bidders from theaddress below and upon payment of a nonrefundable fee for the Bidding Documents in theamount of One Thousand Pesos (Php 1,000.00).

It may also be downloaded free of charge from the website of the Philippine GovernmentElectronic Procurement System (PhilGEPS) and the website of the Procuring Entity,provided that bidders shall pay the fee for the Bidding Documents not later that thesubmission of their bids.

Bids must be delivered to the address below on or before May ry*015, 12:00 noon attheaddress below. All bids must be accompanied by a bid securitlL- in any of the acceptableforms and in the amount stated in ITB Clause 18.

Bid Opening Shall be on May 2\f015,2:00 PM at the DENR-I Conference Room,Government Center, Sevilla, City-of San Fernando, La union. Bids will be opened in thepresence of the bidders' representatives who choose to attend at the address below. Latebids shall not be accepted.

Bidders should be a telecommunication company or owner of a network having theexpertise and with five (5) year experience in internet service provisioning.

The DENR-I Bids andAwsrds Committee reserves the right to accept or reject any bid, toannul the bidding process, and to reject all bids at any time prior to contract award, withoutthereby incurring any liability to the affected bidder or bidders.
