    This guide is intended for all industry partners that intend

    on offering Cloud Computing Services on the IT

    Schedule 70 Cloud Computing Services Special Item

    Number (SIN)

    Provide information on the type of process for each type

    of industry partner in order to offer services on the Cloud

    SIN

    Current and prospective IT Schedule 70 holders

    understand the required process steps for holding a

    Cloud SIN

  • Cloud SIN Information

    The Cloud Computing Services SIN (132-40) will provide ordering activities with access to

    technical services that run in cloud environments and meet the NIST Essential

    Characteristics. Sub-categories in scope are the three NIST Service Models, Software as a

    Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS).

    SIN Description Sub-Categories (Optional for Industry Partners to Select)

    ● Commercially available cloud computing

    services

    ● Meets the National Institute for Standards

    and Technology (NIST) definition of Cloud

    Computing

    ● Open to all deployment models (private,

    public, community or hybrid), vendors

    specify deployment models

    1. Software as a Service (SaaS): Consumer uses provider’s

    applications on cloud infrastructure. Does not

    manage/control platform or infrastructure. Limited

    application level configuration may be available.

    2. Platform as a Service (PaaS): Consumer deploys

    applications onto cloud platform service using provider-

    supplied tools. Has control over deployed applications and

    some limited platform configuration but does not manage

    the platform or infrastructure.

    3. Infrastructure as a Service (IaaS): Consumer provisions

    computing resources. Has control over OS, storage,

    platform, deployed applications and some limited

    infrastructure configuration, but does not manage the

    infrastructure.

  • Description of Transition Plan

    1. Existing IT Schedule 70 holders will be responsible for submitting a modification through eMod to add the Cloud SIN if they wish to offer cloud services through the SIN*

    2. EaaS and IaaS BPA holders will be responsible for submitting a modification through eMod to add the Cloud SIN*

    3. New market entrants who do not currently have an IT Schedule 70 contract will have to submit a proposal through the eOffer system, and include the Cloud SIN

    All industry partners wishing to offer cloud computing services through the Cloud SIN are responsible for meeting the evaluation factor(s) and Terms and Conditions as outlined since there are specific requirements and standards that will be required for selling cloud on the Cloud SIN. Industry partners will follow normal procedures for adding a SIN and/or submitting a proposal for an IT Schedule 70 contract.

    *Must submit modification requests in accordance with 552.243-72 MODIFICATIONS (MULTIPLE AWARD

    SCHEDULE).

    • Q: What advantages are there to listing my services on the Cloud SIN?

    • A: The Cloud SIN provides agencies with an ‘easy to find, easy to buy’ central location to

    research and compare prequalified cloud services. Listing your offerings under the SIN will give

    your services more visibility for cloud-focused buyers than listing them solely under your existing

    SIN where they are possibly mixed in with non-cloud services.

    • Q: What kinds of new evaluation criteria are required for listing under the Cloud SIN?

    • A: The SIN evaluation criteria will ensure that all offerings listed under the Cloud SIN are true

    cloud services as defined by NIST essential characteristics, service and deployment definitions.

    • Q: I am a current IT Schedule 70 holder selling cloud services and want the advantages of

    the Cloud SIN. Am I required to take any action to list my services under the SIN?

    • A: Yes, if you want to sell services on the Cloud SIN, yes you need to submit a modification

    through eOffer/eMod.

    • Q: If I list under the Cloud SIN, can I keep selling cloud services on IT Schedule 70, outside

    of the Cloud SIN?

    • A: Yes. There is no requirement to add your cloud services to the Cloud SIN, and adding your

    offering to the Cloud SIN does not remove it from other SINs, if any. However for your benefit and

    your customers ease of access, adding the cloud SIN is encouraged because it will make your

    cloud services more available as ‘easy to find, easy to buy’.

    • Q: I am an EaaS or IaaS BPA holder. Does this cancel or affect my EaaS or IaaS contract?

    • A: No this is not a cancellation or modification of your contract, and existing task orders will not be

    affected. If you wish to sell cloud services on the Cloud SIN in addition to your BPA, you will need

    to initiate a modification on your Schedule contract.

    • Q: I am an EaaS or IaaS BPA holder. Since I already hold an IT Schedule 70 contract as well as

    proven cloud services on either the IaaS or EaaS BPAs, why should I begin the modification

    process?

    • A: All services being offered on IT Schedule 70 need to be documented on an appropriate SIN. We

    highly encourage you to migrate to the new SIN to create a central marketplace and your services will

    be better marketed under the new SIN. If your solution is consistent with your original BPA offering it

    should represent a lesser amount of work (leverage existing documentation on how solution meets

    NIST characteristics for evaluation factor, etc.).

    • Q: What will proposals have to look like?

    • A: GSA plans to have a template/checklist available for industry partners to complete their proposals

    with guidelines for brief and succinct responses.

    • Q: Will this SIN have a Small Business Set Aside?

    • A: No. This SIN will not be a small business set-aside as it is simply a category of available services.

    Under Schedules, Ordering Activities have the ability to set aside Task Orders for small business.

    • Q: Does the new SIN replace the IaaS/EaaS BPAs?

    • A: The new SIN is not replacement of the IaaS/EaaS BPAs; it encompasses a much broader

    range of cloud services available on IT Schedule 70 in general.

    • Q: Will GSA sunset SIN 132-52?

    • A: No. There is no plan to sunset 132-52 as it is not exclusively a Cloud SIN. Other electronic

    commerce and subscription services are available on 132-52 and will continue to be available.

    • Q: Will there be a standard Service Level Agreement (SLA)?

    • A: SLAs can vary depending on the cloud service being procured as well as the individual

    ordering activity, and GSA does not expect to require a single SLA to all cloud services being

    proposed on the Cloud SIN.

    • Q: When it is anticipated that the RFQ will be released?

    • A: The IT Schedule 70 Solicitation Refresh – which includes the Cloud SIN – was issued on April

    29, 2015.
