THE DAVIE UPDATEThe Davie Update is the official publication of the Town of Davie. The magazine is published three times per year and is mailed to residents within the Town under the direction of the Administration Department. The Davie Update also can be viewed on the web at www.davie-fl.gov.

As I write my third State of the Town article, I am proud to state that Davie is stronger than ever and will remain strong because our entire community works together. We are seeing our financial picture improve because of solid decisions and because of our core focus of COMMUNITY FIRST! These efforts ensure that Davie is the best municipality in Broward to live, work, learn, and play.

The Town of Davie has been very busy with the bond rating agencies. The Town either has issued bonds or refinanced bonds on six different occasions since 2010. The bond refinancing will save taxpayers over $270,000 per year going forward. During its compliance reviews, the Town has consistently maintained bond ratings in the A category. For the second consecutive year, the Government Finance Officers Association (GFOA) presented a Distinguished Budget Presentation Award to the Town for its annual budget. In order to receive this prestigious award, the Town must publish a budget document that meets program criteria as a policy document, as an operations guide, as a financial plan, and as a communications device.

Davie Fire Rescue continues to provide superb customer service and patient care to our residents and visitors. The Fire Rescue Department is in the second year of a five-year collaborative contract with Southwest

Ranches. The many synergies of our communities make this collaboration a perfect fit for both towns as it relates to emergency services. On February 1, 2014, the Police Department expanded this collaboration by providing law enforcement services to Southwest Ranches. It is believed that this is the first time in Florida that one municipality has provided law enforcement services for another. This was accomplished through a shared resources approach, which ensures the law enforcement needs of both communities are met without compromising the high standards already in place.

The Utilities Department completed its $120 million water and wastewater plant in November 2013. This plant is one of the most scientifically advanced water and wastewater facilities in the nation. This facility gives the Town’s utility customers high-quality drinking water and allows the Town to move forward with future development and redevelopment for the next 20 to 30 years. The Town, in partnership with the Boys & Girls Club of Broward County, is in the final stages of the construction of a 3,000-square-foot multipurpose area and an 8,000-square-foot gymnasium to the existing Rick and Rita Case Boys & Girls Club. The Town invested $964,000 in federal grant funds toward facility design and construction.

The Town continues its march toward 100,000 residents and a diversified tax base. Through this balanced growth, we will be able to continue providing superior services to you. In 2013, over 700 residential units were constructed Townwide. The bulk of these units were apartment projects (Signature at Davie and Elan at College Crossings) along the Davie Road corridor. The residential boom is continuing as a mixture of single-family, townhomes, multifamily, and student housing projects were approved over the past year. Cumulatively, the Town anticipates over 1,000 residential units to be started or completed in 2014.

We are continuing to see an influx of new commercial and industrial projects. The Rick Case Volkswagen dealership opened in November 2013 to much fanfare. Standing eight stories high and over 328,000 square feet of space, this site is the largest Volkswagen dealership in the world. In addition, Restaurant Depot opened its new and expanded location on Davie Road, and IDI completed its first industrial building of a project that will eventually exceed 700,000 industrial square feet, also on Davie Road. Actavis is expanding its facilities by 30,000 square feet, resulting in the addition of 220 high-wage jobs and a total investment of $40 million. The Tower Shops recently completed façade renovations and will be adding 55,000 square feet of new retail space. The Town and Country Shopping Center, at the southwest corner of State Road 84 and University Drive, will be home to two new tenants, Whole Foods and Hobby Lobby.

We rely on our strong volunteer spirit, as we have over 500 volunteers who provided 71,684 volunteers hours, which is equivalent to approximately $1.6 million in savings to the Town. Town volunteers provided, among other services, staff support and coaches for the various sports programs and are instrumental on our various boards, such as Planning and Zoning. The Town’s Community Endowment Program provided approximately $210,000 to not-for-profit agencies last year. The Town also supported the fight against arthritis by raising over $60,771 with the Arthritis Walk. The Town recently hosted the Davie Road Race 5K/10K with over 390 participants and over $25,000 was raised. These funds will help to continue the education and youth programs implemented by the Davie Police Athletic League and will be used to provide support to the families of fallen police officers through the Davie Police Memorial Foundation.

I look forward to seeing everyone at the 77th Annual Orange Blossom Festival. For more information, please turn to pages 6 and 7. Please note the Orange Blossom Parade will be held on Saturday, February 22, at 10 a.m. This year’s theme is “Davie Honors the Armed Forces and Acknowledges Davie Road as a Purple Heart Trail.” I appreciate the sacrifices that our veterans have made in defending our freedom, and this parade is another step in acknowledging their courage and showing them the honor and the support that they have earned.

T h o u g h t s a n d C o m m e n t s f r o m t h e T o w n C o u n c i l . . .Recently, I had the honor of graduating from the Leaders of Excellence Program, hosted by the Good Government Initiative (GGI). The Leaders of Excellence Program is GGI’s cornerstone effort to provide elected officials with educational opportunities that they can then apply toward their public service. The GGI offers programs for elected officials, candidates, and interested citizens all year. The initiative is independently

incorporated with its own board and advisors and is housed and supported by the University Of Miami, The Miami Foundation, and valued donors and volunteers. I was honored to be chosen as 1 of 16 elected officials from 15 jurisdictions in 3 counties plus two Florida State Representatives to participate in this program.This year’s curriculum included great topics, such as principled leadership and service, ethics, growth, and planning issues, diversity and inclusion, budgets and finance, community involvement, redevelopment strategies, and more. Presenters included a bipartisan array of dignitaries from all levels of government, subject matter experts, and plenty of firsthand accounts from former elected officials who learned from their successes and mistakes. All topics focused on fostering responsible leadership. I was happy to participate in this program which featured case studies, tours, instruction, and lots of lively discussion.Annually, the Town of Davie holds a Martin Luther King, Jr. Day celebration. I had the pleasure of attending this year’s event at Potters Park and want to provide some highlights. The event was included an inspirational speech from Dr. Dolores Smiley of Nova Southeastern University that highlighted Dr. King’s contributions to our society. Several elementary, middle, and high school students were recognized for winning the poetry contest and read their works to the crowd. This celebration is one of the many events that the Parks, Recreation, and Cultural Art Department holds, and I look forward to seeing you at the next one.

The Florida Department of Transportation (FDOT) is adding Express Lanes along I-75, extending 15 miles from N.W. 170th Street, in Miami-Dade County to I-595 in Broward County. The work will be completed in phases to minimize impacts to the public. Work is scheduled to be completed by early 2018.

FDOT is scheduled to begin the first of four segments, Segment E, in early 2014. The Segment

E project limits extend from north of Griffin Road to I-595. Segment E is scheduled to be completed by late 2016.

Throughout Segment E, construction activities will include constructing Express Lanes in the existing median, constructing entrance and exit access points to the Express Lanes at various locations, and constructing a direct connect bridge to the 595 Express Lanes. Additional work includes installing sound barrier walls, adding a new drainage system with ponds, installing Intelligent Transportation (ITS) and Toll Systems, and installing new signage, lighting and landscaping.

The Davie communities within Segment E receiving sound barrier walls include Highland Ranch Estates Vista Filare, Royal Palm Poinciana Parc, and Forest Oak. Sound barrier walls will also be installed within the next segment to the south, Segment D. The Segment D project limits extend from south of Sheridan Street to north of Griffin Road. Communities that will benefit from the installation of sound barrier walls within Segment D include The Crossbow, Falcon’s Lea, Waverly Hundred, Hawkes Bluff, Waterford, and Regency. The Segment D project is scheduled to start in May 2014. The installation of the sound barrier walls are scheduled to be constructed as part of the initial phase of construction for each segment. Travel lanes along I-75 will be minimally impacted during construction. Project information will be posted on the Project website at www.75-express.com.

January was Human Trafficking Awareness Month. The American Association of University Women (AAUW), Weston Branch, held a public discussion to spotlight the fight against human trafficking and I was asked to sit on the panel. The focus was on how to educate and create public awareness. The only way to stop this crime is to identify it and to report it. Florida is an international gateway, but, unfortunately, it also

has one of the highest incidences of human trafficking in the United States. For information on what to do and how to identify this crime, please contact the Broward Human Trafficking Coalition at 954-594-3439 or email [email protected].

On a more positive note, the Town is progressing with the expenditure of the District 3 Open Space Bond funds. We have projects in design that will begin in the near future. In the meantime, I am seeking your assistance to identify projects for the remaining funds. If you are a District 3 resident and would like to suggest a project, please contact me.

Later this spring, we will be holding the 2014 Community Forums, offering residents the opportunity to learn more about the Town’s financial state, ongoing projects, and to provide community feedback. These forums will be held in each council district. Please look out for these meeting notices, and I look forward to hearing your ideas on how we can continue making Davie the best place to live, work, learn, and play.

I hope that you had a good start to 2014, and I wish everyone all the best. Good luck with keeping your New Year’s resolutions. I hope that you are doing better than I am with them! However, I will try to live simply, speak kindly, love generously, and leave the rest to God.

Happy New Year to you all. I had a wonderful Christmas filled with family, and I hope that you did too. As we start the new year, I have some positive news to start us out. First, as many residents may have noticed, our new water treatment plant is online and pumping potable water to our homes in the Davie service area of utilities. The water is clearer, and there is even more water pressure. Second, as your

member of the MPO, I helped to bring $9.9 million worth of street improvements to the Town of Davie. Over the next year, I will work hard to bring even more appropriations to our Town.I also was lucky to be able to assist my neighbors in Valencia Village. The Florida Department of Transportation was attempting to wrong our residents. Town Administrator Richard Lemack, Assistant Town Administrator Macciano Lewis, Mayor Judy Paul, and I were able to bring this issue to a positive resolve. On other fronts, I am still working on issues for my residents in Everglades Mobile Home Park and Park City whom I consider to be family. Sometimes with the Florida Department of Transportation, it is a war of attrition.On a sad / happy note, I recently learned that David and Marcia Getz are retiring from Western High School this year. Both of these science teachers are two of the best people I have ever met. They bring wisdom and compassion to the field of teaching and have provided over 30 years (I capped it at 30!) of education to our Davie youth. If there was ever a poster for the perfect American family, it would be the Getz family. I wish you the best, and I am very happy for you.As always, thank you for the privilege of serving on the Davie Town Council. The Public Works Landscape Division The Public Works Department Landscape Division recently formed a partnership with Whispering Pines School, where the school provides students to work at the Town’s tree nursery in exchange for teaching the students employment skills. Since October, the students have been coming to the nursery four days a week to pull weeds, clean up the nursery, and to begin propagating and planting new trees and shrubs. The students are receiving training in plant identification, tree planting, growing cuttings, and other horticultural practices. A second group of students began volunteering in January and are providing a range of services both at the nursery and at Pine Island Park.

Urban Forester Tim Lee and Public Works Director Mark Collins have been working with Jeanette Wagner, Community Liaison for the Whispering Pines School; Linda Gamba, Job Coach at the school; and several hard-working students.

In the photo below, Whispering Pines student Michael is being taught how to properly plant a tree by Angel Garcia, the owner of Angel’s Landscaping. Angel’s Landscaping is one of our contractors that is currently planting trees at Bamford Park.

Pirtle Memorial Golf ClassicFriday, February 21, 2014The Town of Davie’s 77th Annual Orange Blossom Festival will feature a golf tournament hosted by the Davie Golf and Country Club. The James B. Pirtle Memorial Golf Classic will be held on Friday, February 21, 2014, to kick off the festival weekend.The format of the James B. Pirtle Memorial Golf Classic will be a four-man best ball scramble with a 1:00 p.m. shotgun start. Competition is open to players of all skill levels and handicaps. The Davie Pro Rodeo was voted as the best rodeo east of the Mississippi and has won numerous awards. Come watch cowboys and cowgals challenge 2,000-pound bulls, ride bareback, wrestle cattle, barrel race, and team rope. The kids will love it! The Davie Pro Rodeo will be held on Saturday, February 22, at 7:30 p.m., and on Sunday, February 23, at 2 p.m. Gates open one hour before each rodeo to purchase tickets and so that you can come in and enjoy the food and visit the vendors before the rodeo begins. Advance tickets are $18 (adult) and $8 (ages 3-12). Tickets at the door are $20 (adult) and $10 (ages 3-13). Advance and group-rate

tickets are available at the Special Events Office located at Davie Town Hall, Grifs Western,

and Ticketmaster.

2014 Bulk Trash Collection Schedule The Town of Davie and Waste Management have created new and improved maps and schedules for single-family (curbside) bulk trash collection.

Please note that the date of your collection depends on whether you live in a designated green or gold area, according to the new bulk maps (on this page and on page 9)

Previously, bulk trash was collected during a one-week period, but now each area will have a designated week.

Please note that single-family bulk collection is still one day per month. For example, if your collection day has been on one Monday per month, it will continue to be on one Monday per month.

In addition to this notice, Waste Management mailed a brochure to single-family residences.

Also included in the 2014 Bulk Trash Collection Map and Schedule is the special district schedule (located on the green map) and the Condo/Multifamily schedule (located on both maps).

Fire Prevention Poster and Essay ContestCongratulations to all the students who participated and won awards in the Fire Prevention 17th Annual Poster and Essay Contest. The theme this year was “Prevent Kitchen Fires.” The awards ceremony was held on October 10, 2013, at the Pine Island Multipurpose Center. Students from kindergarten through third grade participated in the poster contest, and students in fourth and fifth grade participated in the essay contest. The photos shown here are the first-place winners from each school for each grade category.

P o l i c e D e p a r t m e n tCivilian Police Academy The Davie Police Department will host its 40th Civilian Police Academy on February 18, 2014. The Civilian Police Academy (CPA) is an informative learning process that provides an opportunity for citizens to receive 11 weeks of both classroom and field instruction about the various responsibilities facing our officers. CPA attendees are also made aware of the procedures and techniques used by officers when handling different situations.

Class attendees receive information and instruction on topics such as use of force, defensive tactics, narcotics enforcement, special operations, criminal investigations, crime lab, evidence-gathering techniques, and much more. The CPA also incorporates scenario-based demonstrations from the Special Response Team, Dive Team, K-9 Unit, and Traffic Unit. All of this is enhanced by an opportunity to ride along with a Patrol Services Officer out in the field.

Class size is limited to no more than 25 attendees, and the class fills up quickly. Classes begin on Tuesday, February 18, and end Tuesday, April 29, 2014. Class hours are from 7 to 10 p.m. (Tuesdays only). All classes will be held at the Davie Police Department located at 1230 South Nob Hill Road. The class is open to anyone who lives or works in Davie and Southwest Ranches. There will be a $25 fee for attending this class. Refreshments will be provided.

The Davie Police Department started a Facebook page in July 2013. The page can be located at www.facebook.com/daviepolice.

The Facebook page has been well-received by Davie residents and employees. It allows for daily updates and keeps readers informed on any current police developments. Old Davie School Historical Museum Upcoming EventsOrange Blossom Festival - Saturday & Sunday, February 22 & 23, 2014Ever wonder how the pioneers lived in the olden days before all the modern conveniences of today? Come to see for yourself as the pioneers reenact life as it was in earlier times in our Pioneer Village area. Reenactments will be held from 12-2 p.m. on both days of the festival. The Old Davie School Historical Museum will offer guided tours at 12, 1, & 2 p.m. each day at no charge.

H e l p N a m e T h e P a r kThe Town of Davie has just completed the construction of its newest park, located at 3000 S. Flamingo Road. For the short-term, this new park is informally named Devine Park. However, the Town is accepting suggestions from Davie residents for a new and permanent park name.

If you would like to submit a suggestion, please go to the Town of Davie website at www.davie-fl.gov under HOT TOPICS, and click on the link titled NAME THE NEW PARK. There you will be asked to list your recommendation and also to provide a brief reason why you think the name would be appropriate for the new park. Deadline for suggestions is March 31, 2014.

Suggestions will be reviewed at a future Town Council Meeting and at their discretion, the Mayor and Councilmembers will select a name.
