PMA of GeorgiaRecognized with PHCC
Legislative Service AwardDuring an action-packed
week of education and net-working, the nearly 700people who attended theSept. 21-24 CONNECT 2011in Minneapolis were re-minded exactly why “With-out PHCC, You StandAlone.”
At CONNECT 2011’sAwards Luncheon, spon-sored by InSinkErator, PMAof Georgia received thePHCC Legislative ServiceAward. The award recog-nizes a PHCC chapter and/or a members’ legislativecommitment to the ad-vancement of the p-h-c in-dustry on the state or na-tional level. PMA blockedproposed legislation thatwould have allowed watertreatment installers to ac-cess plumbing fixtures andlines without needing aplumbing license. This wasaccomplished by employinga “grass roots” approach toblocking and tackling.
Here’s how this was ac-complished... PMA’s Lobby-ist informed the PMA boardof HB 57 at our legislativeday February 2 at the capi-tal. Members of the boardsought out the bill sponsorand discussed our concernswith him that day. The billand its potential impactwere communicated toPMA members electroni-
cally. This electronic updateencouraged PMA membersto contact their state repre-sentative to voice concernregarding HB 57. The elec-tronic update provided thesearch engine for membersto find their state represen-tative as well as a list of com-mittee members were the billwas assigned.
PMA’s Lobbyist stayed incontact with the bill sponsorand the house committeechair to see if they would likeus to come down and dis-cuss our concerns. PMAwas able to get the commit-tee chair to hold the bill incommittee on cross overday. The chair urged us tomeet with interested partiesresolve the issue without leg-islation. Based on feed-back gathered by our lobby-ist we found out the bill spon-sor was caught unaware ofthe conflict this bill wouldcause with the currentplumbing license laws.
PMA’s Legislative com-mittee met at the Capitol withthe constituent and mem-bers of the National WaterQuality Association. Prior tothe meeting being sched-uled PMA solicited membersresiding in the rep district tocontact his office to voiceconcerns and discuss. PMAmembers suggested a peti-tion be sent to the bill spon-
sor. PMA sent a notice toall members soliciting theapproval to use their namesand employees names to beadded to the petition. PMAcollected 854 names. Thepetition letter and list ofnames was brought to themeeting but not distributed.PMA representatives at themeeting successfully out-lined how the bill would un-dermine current license lawthat was in place to protectthe safety of potable drink-ing water. The constituentwas encouraged to get aplumbing license.
This was a team effort buthaving members willing tohead to the Capitol to ad-dress the issue was crucial. That included PMA BoardMembers and LegislativeCommittee Members MitziMoore, Sundial Plumbing,Ted Zurn, Zurn Plumbing,Ellen Whitaker, PMA Execu-tive Director and Lobbyist’sJohn Poole and SharonDunn.

Legislatively speaking ona National level, there aresome great things happen-

The latest press releasefrom the top announced onSeptember 27, 2011 and Iquote, “The American Soci-ety of Plumbing Engineers(ASPE) and the AmericanRainwater Catchment Sys-tems Association havesigned an agreement to pub-lish an ARCSA/ASPE con-sensus standard for rainwa-ter catchment systems. Thisagreement brings togetherthe premier association rep-resenting plumbing engi-neering and design with theleading organization in theUnited States promotingrainwater catchment sys-tems. Both organizationshave informally worked to-gether in the past to publishstandards, and the signingof this agreement at the re-cent ASPE Central IndianaChapter meeting formalizesa relationship that will con-tinue to grow and providesignificant benefits to otherorganizations, the plumbingcommunity and ultimatelythe consumer.”
Also, Society is seekingchapter input on proposedchanges to the IAPMOGreen Plumbing and Me-chanical Code supplement.Society Vice President, Leg-islative David E. REDUCE RISK: JUSTADD WATER
For all the high-tech,manmade gadgetry avail-able for locating and identi-fying buried utilities, nothingis more reliable than whatMother Nature provides usin abundance: water. Wateris the main ingredient inpotholing, the act of physi-cally uncovering a buriedutility to verify its location.Potholing is widely held asthe surest, safest method ofdetermining a utility’s exactposition.
And it’s probably safe tosay that the more that utili-ties are verified in this man-ner, the fewer accidental util-ity strikes there would beeach year. Estimates varybecause many strikes arenot reported, but accidentalstrikes are believed to num-ber in the hundreds of thou-
sands annually.The Common Ground Al-
liance (CGA), the organiza-tion dedicated to preventingdamage to underground in-frastructure, keeps track ofthe strikes reported by itsmember organizations. Theofficial CGA figure for 2009(the latest currently avail-able) is 115,232. This is a 15percent decrease from2008, and marks the firsttime since the 2003 launch-ing of the CGA’s DamageInformation Reporting Tool(DIRT) that this figure de-creased from one year tothe next.
Good news, right? It de-pends. The CGA’s 2009DIRT Report cautions thatthis “decrease may be theresult of several factors, in-cluding the reality [of] eco-nomic conditions and lessconstruction activity.”
Whatever the reason, thefigure 115,232 represents asignificant reduction. But itis still way, way too large anumber, considering thetechnology we have avail-able for preventing acci-dents, and considering whateven one utility strike canmean: disruption of essen-tial services, expensive and

Reduce Risktime-consuming repairs, law-suits, injuries, and evendeath.
Because of acceleratedefforts to prevent damage toburied utilities, potholing isbecoming a standard prac-tice on a growing number ofutility jobsites. A great dealof credit goes to the CGA’smarketing efforts and itsidentification and dissemina-tion of construction industrybest practices, consideredto be the most thorough andeffective guidelines for pre-venting damage to under-ground facilities. Govern-ment agencies are adoptingregulations that requirepotholing, and project own-ers and contractors are es-tablishing their own policiesspecifying potholing beforeexcavation or directionaldrilling begins.
Seeing Is Knowing.Potholing is not new. For
years, the process consistedof workers using shovels, aslow and labor-intensive jobthat was not without risks.Even the most skilled andexperienced laborers made
mistakes, often at the end ofa long, hot day when fatiguehad set in. To speed the pro-cess, workers began usingbackhoes, but in manycases this technique onlyreduced the time it took tocut through an electric cableor water line.
Vacuum excavatorsrevolutionized the potholingprocess. When they were in-troduced, vacs were prima-rily used for removing fluidsand spoils from horizontal di-rectional drilling sites, andvarious municipal taskssuch as water-leak repairand cleaning out stormdrains, valve boxes, and util-ity vaults. Then vac systems’“soft” excavation (or hydroexcavation) capabilities be-gan to catch on. Diggingpostholes for new fence in-stallation was a snap with ahigh-pressure stream of wa-ter. And if postholes, why notpotholes?
Most vacuum excavatorsare equipped with high-pres-sure air or water, which is di-rected by a wand with a spe-cial tip to displace soil. Withhigh-pressure water, a vacsystem can quickly createsmall, precisely controlled
potholes to uncover buriedutilities. Using proper tech-niques, the risk of damageinherent with a backhoe, excavator, or other me-chanical tool can be re-duced. Depending on soilconditions, a vacuum exca-vator can complete a 12-inch-square, five-foot-deeppothole in fewer than 30 min-utes. Spoil from thepotholing process then canbe simultaneously vacu-umed to a holding tank forreuse or disposal.
Vacuum excavators arecapable of “digging” muchdeeper than six feet, but util-ity potholes seldom need tobe more than that. And thesmall excavation is easier, faster, and less expensive torepair.
Reducing Risk Also Re-duces Expense.
That’s right: done prop-erly, potholing is not onlysafer, but the actual processof potholing with a vacuumexcavator is also less ex-pensive. Santa Clarita Val-ley, California, is among thegrowing number of munici-palities that have discoveredthe economic benefits ofpotholing.
Like most American com-munities, Santa Clarita hasa utility infrastructure that isshowing its age, and the cityhas no choice but to replaceit, section by section, asfunds allow. In 2008, the City
of Santa Clarita made thedecision to invest nearly$50,000 in a state-of-the-artvacuum excavation systemto perform, among otherthings, the task of potholing

to safely determine whereand where not to excavate.
After looking at the costsof potholing with a vacuumexcavator versus the tradi-tional, labor-intensivemethod, the decision waseasy. Crunching the num-bers, city officials estimatedthat the typical cost of dig-ging 10 potholes with abackhoe was $7185, item-ized this way:
$2400 for paving roughly200 square feet
$3885 for 30 hours of la-bor
$900 for 30 hours ofequipment use
The same job with a newvacuum excavation ma-chine, however, was esti-mated at only $1875, orroughly a quarter of the costof potholing the old-fash-ioned way. Only 40 squarefeet of paving would be re-quired, and only 10 hours oflabor and 10 hours of equip-ment use costs.
Needless to say, thevacuum excavator was asmart investment for the Cityof Santa Clarita, and wouldbe for any community orcompany interested in locat-ing utilities with minimal riskand expense. This wouldseem to include everyone inthe underground construc-tion industry, and there is avacuum excavator for every

Reduce Riskbudget—from the portable vac that can fit in theback of a standard-size pickup truck, to thetrailer-mounted systems, to the large, diesel-pow-ered, skid-mounted vacs with 1200-gallon watertanks, hydraulic booms, and many other optionsand accessories. For those not ready to buy, anaffordable strategy is rental, and many equip-ment rental companies carry vac systems.Whether you buy or rent, be forewarned: aftertrying the potholing method to expose utilities, after experiencing its speed, efficiency, eco-nomic and safety benefits, you might not want togo back to the old way of doing things.
