Hi everyone,

Investing in Community Services Forum

Last week I mentioned my attendance at a forum being facilitated by the Nous Group about investment in community services. The forum was hosted by the Department of Communities, Child Safety and Disability Services and QCOSS. I found it to be one of the most productive forums I’ve attended with government and the community sector focusing conversations on what needs to happen now and into the future in order to achieve better quality outcomes for people in Queensland, particularly those experiencing poverty and disadvantage. Senior representatives from departments such as Premiers, Treasury, Communities, Child Safety and Disability Services, Health, as well as key stakeholders from the community sector, were present. There are key actions to come out of the forum which will be distributed in the near future. I look forward to sharing further messages with you.

Cairns Forum

Yesterday I attended the Cairns Alliance of Social Services meeting. This was a great opportunity for me to share directly with the attendees, numbering around 40, of the work QCOSS has been doing to support the sector and also hear back some of the needs of the sector into the future as it prepares for recommissioning. It was great that Mick Linnan, Regional Executive Director from the Department of Communities, Child Safety and Disability Services in Far North Queensland was also able to attend. It is clear there are challenges and opportunities now and on the horizon, but it is also clear that many organisations are working hard to position themselves well for the future.

Draft Digital Economy Strategy

QCOSS provided a response to the state government’s Draft Queensland Digital Economy Strategy earlier this week, which we will share with you shortly.

QCA’s draft determination for electricity prices in 2014-15

The Queensland Competition Authority today released its draft determination for electricity prices for 2014-15, recommending that prices rise by an average of 13.6 per cent from 1 July next year. The changes will have a greater impact on low-consumption households who have already seen power prices rise by 86 per cent over the past five years, a rate far higher than the average CPI. We have called on the government to commence its proposed review of the concessions framework as quickly as possible and to fast-track improvements ahead of next year’s price rise. 2.1 Results-Based Accountability Training

After the successful Community of Practice event in Brisbane last month, Results Leadership Group will be delivering training in Brisbane in early 2014.

Results-Based Accountability is a disciplined way of thinking and taking action that can be used to improve the quality of life in communities, cities, states, territories and nations. RBA can also be used to improve the performance of programs, agencies and service systems.

Results-Based Accountability supports communities and agencies to use resources effectively, to ensure the work they do is making a difference to their clients and communities. It assists agencies to gather evidence during practice, enables agencies to fulfil the expectation from funding bodies to be using an outcomes framework in their work and creates measurable improvements for clients and communities.

2.2 Are you prepared for storm season?

In the summer of 2010/2011, approximately 75 per cent of Queensland was affected by disaster. While we are hoping for the best this summer, we are strongly urging all of our members to be prepared this storm season.

To be prepared at work, you can find information and links to a number of resources for business continuity planning and risk management on the Community Door website. If you haven’t already, now is the time to develop a contact list of staff with their personal contact details in case you need get in touch over the holiday break.

To prepare yourself and support your clients to be prepared, Emergency Services Queensland has identified four simple steps to prepare for disaster. They have also developed an excellent guide to disaster readiness for people with a disability. Volunteering Queensland has also developed a Disaster Readiness Index, which you can use to help you focus on the things you need to do or support others to do to prepare.

Your local council is responsible for coordinating local disaster responses, so we recommend keeping their phone number and web address handy. For the social media savvy, many emergency services such as police and ambulance also have Twitter and Facebook accounts that you can follow.

We strongly encourage all of our members and stakeholders to have a look at these tools to ensure we are able to respond to whatever comes our way this summer.

3. A Fairer Queensland

3.1 Stating the Case for Change

The latest version of Stating the Case for Change has been released as part of the ongoing Combined Voices campaign. Combined Voices is a coalition of peak bodies and other concerned individuals who have mobilised to improve the safety and wellbeing of Aboriginal and Torres Strait Islander children and

families. Stating the Case for Change outlines the current overrepresentation of Aboriginal and Torres Strait Islander children and families in a range of statistics and sets targets to reduce this overrepresentation.

In 2011-12, Aboriginal and Torres Strait Islander children and young people were:

5.1 times more likely to be notified for alleged harm or risk of harm;

6.0 times more likely to be substantiated for abuse or neglect;

8.7 times more likely to be subject to a care and protection order;

8.7 times more likely to be living away from home;

14.8 times more likely to be on youth justice supervision orders (up from 14.3 in 2009-10);

25.7 times more likely to be in youth detention centres (up from 24.5 in 2009-10);

twice as likely to die between the ages of zero and four than non-Indigenous children;

less likely to access government approved child care than non-Indigenous children;

less likely to complete Year 12 than non-Indigenous young people;

less likely to attend tertiary education than non-Indigenous young people.

QCOSS’s A Fairer Queensland campaign sets out five priorities and nine related actions that overlay our work. Priority one is strong communities, families and children.

4. Tips for your organisation

4.1 IT TIP: Three popular online survey tools – what they give for free

As we all know, the advent of online survey tools has lowered the cost of data collection and made it easier for many organisations to deploy their own online surveys.

There are many online survey tools that offer a free limited version so you can test the tool and have a feel for it. However, not all free versions are equal.

This article compares the three most common online survey tools: SurveyGizmo, SurveyMonkey and QuestionPro.

4.2 SD TIP: Evaluation in Social Services

The Australian Institute of Family Studies has released a range of resources that focuses on evaluation in social services.

These resources comprise a series of five resource sheets aimed at prompting service providers to think carefully and systematically about evaluation, and to guide and support them through the evaluation process. The resources are intended to build the capacity of practitioners to design and conduct or collaborate on evaluations of their programs and services.

There is also an accompanying series of evaluation-themed short articles.

4.3 Community Door: QCOSS Community Service Map

The QCOSS Community Service Map is a tool for designed to support community sector workers find appropriate referral options for their clients. The map has been populated with Department of Communities, Child Safety and Disability data on funded community services in Queensland. If you are responsible for delivering one of these services, you can claim ownership of the corresponding record(s). You can then add additional information such as Current Capacity; Eligibility Criteria; Service Area; Referral Pathway and Cost. You can even attach a referral form or a brochure about your service.

The service is now live to the public so go ahead a check out your own service and other services in your region. Records are organised into Local Government regions and can be filtered by service type or client group. You can view the information in both list and Google map formats.

5.1 VET in Schools 2012 data tables

Information presented in these data tables are about senior secondary school students undertaking vocational education and training (VET) through the program known as VET in Schools during 2012. It includes information on participation, students, courses and qualifications, and subjects. These data tables include VET in Schools students of all ages.

5.2 The Deadly Cards

The Deadly Cards have been designed to explore cultural competence through facilitated conversation, or ‘yarning’. The cards have been developed to support meaningful discussion, understanding and exploration of issues relating to Aboriginal and Torres Strait Islander cultures, inclusion and reconciliation.

Developed by a dedicated team of Aboriginal and Torres Strait Islander people and non-Indigenous educators, each Deadly Card features an engaging Queensland-specific image on the front, coupled with guiding conceptual questions and provocations on the reverse. Together these images and ideas help stimulate conversation and reflection, and will inspire you on your own journey to reconciliation.

The cards are $80 per set including GST and postage.

5.3 Capacity building grants

Expressions of Interest for grants through the Myer Foundation’s Capacity Building Stream are now open.

The Capacity Building Stream of the Poverty and Disadvantage Program is based on a definition and understanding of capacity building that emphasizes organisational effectiveness and impact, and seeks to enhance grant recipient organisation’s ability to achieve their missions.

Grants for capacity building will be made to community-based and not-for-profit organisations that are working with young people aged from 12 to 23 living in or transitioning out of out-of-home care.

5.4 Disability action plan 2014-16 - Australian Council for the Arts

This paper outlines a range of principles and actions that the Australia Council has committed to over the next triennium to ensure people with disabilities have equal opportunity to participate in and contribute to the arts.

5.5 Closing the Credibility Gap in Aboriginal and Torres Strait Islander Health

The University of Melbourne recently hosted a symposium titled Closing the Credibility Gap: Implementation of the National Aboriginal and Torres Strait Islander Health Plan 2013 - 2023. The symposium showcased a number of Aboriginal and Torres Strait Islander health leaders on key issues related to the implementation of the health plan, with a particular focus on closing the credibility gap between what we say we can do and what we actually do to achieve health equity in Australia. Following the event, Croaky (the Crikey Health blog) has posted a number of articles related to the symposium on

topics such as How do we build a health system that is not racist? and Mobs on the margins: getting the messages to services and those at risk.

5.6 New project for new mums

Ethnic Communities Council of Queensland (ECCQ), in partnership with Women’s Health Queensland Wide (Women’s Health) has been successful in Metro North Brisbane Medicare Local’s The Pitch funding round for 2013/14 for a pilot project assisting pregnant and new mums from culturally and linguistically diverse backgrounds.

The project, Looking After You, aims to improve the long-term mental and physical health risks associated with pregnancy for Samoan, Vietnamese and Sri Lankan women.

In partnership with the ECCQ bilingual multicultural health workers, Women’s Health will collect stories about pregnancy, birthing and parenting and produce an appropriate resource to respond to gaps in health knowledge for pregnant and new mothers.

5.7 Engaging men in sexual assault prevention

This paper examines men’s role in the prevention of sexual assault.

5.8 Australian Aboriginal and Torres Strait Islander Health Survey: First Results, Australia, 2012-13

The Australian Aboriginal and Torres Strait Islander Health Survey commenced across Australia in May 2012, involving people living in non-remote and remote areas. The survey is part of the Australian Health Survey and it expands on the information collected about Aboriginal and Torres Strait Islander peoples in previous health surveys conducted by the Australian Bureau of Statistics.

5.9 The tyrannies of distance and disadvantage: Factors related to children’s development in regional and disadvantaged areas of Australia

This research report investigates whether children in regional areas experience a ‘tyranny of distance’ or a ‘tyranny of disadvantage’.

In other words, are the gaps in children's development in regional areas compared to children living in the major cities explained by their distance from the major cities (remoteness), or is it because many regional areas are disadvantaged compared to the cities?

The analyses make use of data from Growing up in Australia: The Longitudinal Study of Australian Children to report on differences in family demographic and economic characteristics, parent wellbeing and parenting style, family social capital and access to services, and children's educational activities, and to relate those differences to how children are developing. The study includes children aged from zero to one up to eight to nine.

5.10 Mobile phone app for depression support

Depression not for profit, beyondblue, has received more than $40,000 to help develop a new mobile application as part of the Vodafone Foundation’s App Aid 2013 competition. beyondblue’s app will link young Australians concerned about a friend going through a difficult time to the support they may need. The app is set to be released next year.

5.11 Royal Commission releases its ‘roadmap’ for addressing justice for victims

The Royal Commission into Institutional Responses to Child Sexual Abuse has released a paper outlining its approach to examining the scope of justice for victims, Justice for Victims: Addressing or Alleviating the Impact of Child Sexual Abuse in Institutions.

The Royal Commission’s examination of the scope of justice for victims will cover:

the criminal justice system

past inquiries, the regulatory system and advocacy bodies, and

civil litigation and redress/compensation schemes.

Along with this paper, the Royal Commission has also released Issues Paper 5 on Civil Litigation and is inviting members of the public to contribute ideas and expertise on the best ways to ensure justice for victims through redress.

Organisations and individuals wishing to respond to Issues Paper 5 have until 17 March 2014 to lodge a submission.

The Royal Commission intends to hold a public forum into the matters raised in Issues Paper 5 in 2014. The submissions received will help to determine the agenda for that forum.

5.12 Bulk order offer on Job Guide 2014

5.13 Productivity Commission inquiry into child care and early childhood learning

The Australian Government has asked the Productivity Commission to undertake a public inquiry into future options for childcare and early childhood learning, with a focus on developing a system that supports workforce participation and addresses children's learning and development needs.

The Commission has been asked to specifically report and make recommendations on the contribution of childcare to workforce participation and child development, current and future need for childcare in Australia, particularly given changes in work patterns, early learning needs, childcare affordability and government assistance. As well as the capacity of the childcare system to ensure a satisfactory transition to schools, in particular for vulnerable or at risk children, alternative models of care, including those overseas, which could be considered for trial in Australia. Also options, within existing funding parameters, for improving the accessibility, flexibility and affordability of childcare for families with diverse circumstances and the impacts of regulatory changes, including the implementation of the National Quality Framework, on the childcare sector over the past decade.

5.14 Australia’s largest salary survey for the not-for-profit sector is now open

Pro Bono Australia’s first salary survey was conducted last year and over 70 per cent of organisations who purchased the survey used the results to educate boards and executive teams on salary benchmarking standards and remuneration information for the not for profit sector.

Pro Bono are again calling on executives and managers in the sector to fill out this short, three-minute survey. Strong participation from across the sector is critical in order to benchmark and analyse year on year salary trends such as benchmarking data for key roles, salary levels for CEOs, executives and

managers, remuneration comparison across location, number of employees and operating budget, professional development trends for executives and managers and remuneration policies used by organisations across the sector.

Armed with last year’s extensive results, this year’s survey will allow for strong comparative analysis of the growth within the sector. All responses will be kept strictly confidential.

5.15 The Regional Education, Skills and Jobs initiative

The Regional Education, Skills and Jobs initiative will help communities in regional Australia become more aware of Australian Government programs that improve participation in education, training and employment in their region.

The initiative includes the government employing local coordinators to develop and implement plans to improve participation in the workforce and educational achievement in regional Australia.

The initiative aims to develop and implement strategies which will improve achievement in regional Australia in early childhood education and care, school education, tertiary education and training, jobs, skills and workforce development.

6.1 Our Dreaming: animating country

Celebrate the opening of State Library of Queensland’s newest exhibition, Our Dreaming: animating country, with a weekend of fantastic events for the whole family.

The telling, retelling, and transformation of stories through new mediums connects younger generations with their cultures, and honours the knowledge passed down from Elders. Be inspired by animations from Queensland and beyond and see how the next generation of Indigenous storytellers has embraced new technologies.

Kicking off with an evening storytelling performance on Friday 13 December and wrapping up the weekend on Sunday with the International Animation Festival, tickets are selling fast so book now to reserve your 'front row seat' for the festivities.

6.3 Commemoration of Nelson Mandela’s life

In accordance with African traditions, African House will be open in the evenings until Sunday 15 December to allow African Australians and the wider community to come together to mourn the passing of Nelson Mandela, reflect on his legacy and celebrate his life.

Details of a community concert to commemorate Mandela's legacy will be announced in the coming days.

6.4 Advocacy and Lobbying Training

People from new and emerging communities who want to increase their knowledge and skills of leadership are invited to attend this training session. The communities include Iraq, Afghanistan, Myanmar, South Sudan, Sri Lanka, Somalia, Democratic Republic of Congo and Bhutan.

This free training will build on and support the existing knowledge and skills of participants in an informal and collaborative manner. A mixture of discussion, group work and formal presentation will be used to provide useful tools and strategies for effective leadership.

6.6 Inspire, Challenge, Influence: Be part of the conversation

For more than 25 years the Australian Winter School has provided a unique forum for people working in the alcohol and other drug sector to share experiences and update skills. The conference also provides opportunities for professional networking and inter-sectoral collaboration, as well as lively discussion and debate.

The aim of this year’s conference is to consider how the alcohol and other drugs sector has and is responding to past and emerging challenges, to identify new opportunities and to reflect collectively on how the sector can evolve to maximise benefits not only for our clients, but ultimately the communities in which we work and live.

Co-ordinated by the local Rotary Clubs of Brisbane Planetarium, Brookfield, Karana Downs, Kenmore and Toowong, Opera in the Gardens aims to raise money for local Rotary community projects as well as local charities Drug Arm Australasia and the Rotary Oceania Medical Aid for Children.
