During my time away Deputy Mayor Harvey Nolan has had the extra commitments on top of his own meeting schedule. I thank him for his diligence and extra effort. Travel always provides a learning experience and during our stay in Venice it was an interesting and informative encounter when two cruise ships arrived on the weekend and 6,500 passengers disembarked. All of whom concentrated in St Mark’s Square. As a result, the Square is inundated with market stalls and pop up shops, some illegal, which the local authorities are constantly chasing. Local businesses with generational origin to Venice, famed for quality products, are aggrieved by the cheap replicas offered by the stalls, many of whom pay little rent or rates. The lesson for Robe is that the cruise ships have the potential for opportunity for Robe and exposure to a customer base whom may return for longer stays. There will be, however, the potential burden on ratepayers and other logistical matters that will require prudent management. The other observation very relevant to Robe is that of the English village high streets (main street). Areas such as the Lake District and the Cotswold’s experience vast visitor numbers. Over time they have introduced speed humps, bollards and traffic calming devices. The daily newspapers contain numerous articles claiming “Death of the High Street (main street)”, or “Minister Urges Councils to Act”. The cry is to remove the bollards and devices; lack of parking is killing the High streets. Large supermarket chains encour- age the inclusion of these devices as the lack of parking kills the high street, forcing shoppers to the free car parks offered by the large complexes. As Robe considers its 2040 vision statement, consideration should be given learning from growth areas where this has already happened. Robe does not need to repeat their mistakes. Beach Energy Meeting Beach Energy conducted an information evening to provide the community with details on the future drilling project they propose to carry out in the region. This is a very important opportunity to gain vital information on this controversial subject. I urge everyone to get informed on this matter. Coal seam gas and shale oil gas are likely to be very huge issues in the next few years. This is not something to be left to your Councillors for a decision, everyone needs to get informed and share their views. Elected Members Code of Conduct Until recently all Councils throughout South Australia had their individual Elected Members Codes of Conduct which set out how elected members needed to conduct themselves. The State Government in response to some recent issues involving the conduct and behavior of elected members has now legislated a common Code of Conduct which applies to all Councils in South Australia. A copy of the Code is available at the Council office or can be downloaded from Councils website www.robe.sa.gov.au A précis of the code is provided below; The Code is divided into three parts being; 1. Principles – the principles of good governance and constructive behaviors that foster community confidence and trust. These principles are not enforceable. 2. Behaviors Details behavioral requirements of Elected Members (This section of the code mandates compliance and therefore is enforceable) All elected members must comply with all council resolutions, policies and codes. Details the sanctions that may be applied for breaches of the code under this section (which means that Council is unable to decide upon sanctions that are applied). Complaints under this section are made to the principal member (Mayor) or Chief Executive and complaints are investigated in accordance with the procedures adopted by Council. Failure of an Elected Member to comply with a sanction as detailed in this section is grounds for a complaint under section 3 of the code – Misconduct 3. Misconduct Mandates compliance and references the Independent Commission against Corruption (ICAC) legislation, A breach of this section of the code can be reported to Council, the Ombudsman or the Office of Public Integrity, The code states that irrespective of who receives the allegation, all allegations are referred to the Ombudsman for investigation. Failure of an Elected Member to comply with the Ombudsman’s recommendations will result in the complaint being lodged in the District Court and criminal penalties are attached. Elected Members cannot accept gifts applicable to their role as an elected member and any gift or benefit received over the value of $100 must be recorded in a gift register kept by the Chief Executive. Elected Members can receive hospitality as part of undertaking their duties, hospitality refers to food and beverage. The gift register is to be available for inspection at the Council office and posted on Councils website. Elected Members are required under this section of the code to make decisions without bias and in the best interests of the whole community and failure to do so constitute misconduct. The changes contained within this new code are a substantial change from the previous codes of conduct that applied to Elected Members.

COUNCIL NEWS CONT…..

Dry Zone Again the township of Robe will be a Dry Zone over New Years Eve and more publicity will be provided as the date gets closer. Robe Surf Life Saving Council has granted the Robe Surf Living Saving Service permis-sion to place a storage container at the Second Ramp Car Park which will enable them to store their equipment over the summer months while they run their Nippers Programs and life saving ser-vices on Long Beach. The Container is to be positioned and painted so to provide the least visual impact as possible and it is planned that eventually a permanent Clubrooms and service facilities will be erected by the Group in a suitable location in the near future. Coastal Protection works The recent spate of rough weather which included a north westerly swell has caused further damage to the coastal dunes along town beach. Officers from Coast Protection have met with officers of Council to plan remedial works along town beach which will protect the dunes, and therefore the properties that adjoin the dunes, should we receive future similar weather patterns. This work will commence with repairs to the rock groyne at the eastern end of town beach. Repairs to this structure will ensure that sand is re-tained within town beach and not swept along the coast to long beach. This work will commence as soon as weather and tides per-mit and while there will be some disruption to the ability of people to access town beach it is planned that this disruption will be mini-mized. Council also hopes to work with Coast Protection to secure funding in 2014-2015 to undertake sand replenishment on town beach to protect the coastal dunes and adjacent properties.

Regional Trails Master Plan Robe Council as part of the South East Local Government Associa-tion (SELGA) has been successful in obtaining grant funding to pre-pare a Regional Trails Master Plan. The geography of the South East is ideally suited for the establishment of walking, cycling and horse riding trails and the development of a Regional Plan will; assist the South East Councils coordinate their individual trails

so that patrons can easily move from one region to the next, assist in sourcing funding to help develop trails assist in the promotion of recreational tourism. Outdoor Dining Council has adopted an outdoor dining policy which will regulate the use of the Council footpaths for outdoor dining and other ancillary users. Robes café culture including its outdoor dining is one of the tourism icons of Robe and Council doesn’t want to inhibit the ability of business to continue with this practice. By regulating the use of the footpath for business activities Council is looking to protect; The businesses that use the footpath by providing them with

approval to do so, Council , as currently this activity is occurring on Council land

without any legal basis, and Pedestrians who use the footpaths from obstruction and haz-

ards. Businesses that use the footpath will be required to have a license to do so, will be required to pay a small administration fee and en-sure their tables or displays do not restrict pedestrian access to the footpath.

There are many definitions of Resilience. The ability to meet adversity and trauma and learn how to survive and move forward with confidence is one interpretation. At CCOWS we realise that resili ence is one skill that will benefit children through their lifetime. Knowing how to ‘pick themselves up’ or ‘bounce back’ will assist children to meet tricky situations, learn what consequences can occur, and know how to manage when things do not always ‘go their way’. It would be lovely to have less tantrums and road rage, wouldn't it? CCOWS aims to encourage children in solving problems, in respecting others and in regulating their own behaviour. We can all help, by not solving all their problems and by not fixing every dilemma. Children need to experience failure sometimes, so they can truly appreciate when things are well done and success is achieved.

The bus driver for October will be Don Thorpe, phone

8768 2822 or 0458 195 384.

The bus runs every Thursday morning for local shop‐ping including, bank, post office, library, super mar‐ket etc. You will be picked up at approximately 10:00am and returned to your home between 12 noon and 12:15 pm.

Please ring the bus driver on the above number so that he knows who requires transport and where to pick‐up passengers.

If you wish to go to Mount Gambier on Friday 25th October 2013, please remember to ring Don prior to the day. Should the date of this trip be changed, the new date will be placed on the No ce Board inside the front gate of the RSL Hall.

The bus will pick you up at approximately 8:00am and return to Robe about 5:30pm. The dona on [$17] is appreciated as it contributes to the running of the bus.
