LocalNewsThe Parish Pump

Please Be SeatedSOME CONSIDERATION FOR US OLD CODGERS

Last year, Stilton Parish Council consultedthe children of Stilton School about makingthe village a better place in which to live. Ingeneral, the younger members of ourcommunity felt it was as good as it couldget. However, they did feel that theirgrandparents would like more public seats, particularly along North Street and HighStreet.

So the Parish Council made its plans, butthen faced some opposition from the CountyCouncil on the grounds of Road Safety, andalso because much of the nation's cables andpipes run under Stilton's grass verges(remember this was the A1 in the bad olddays).

Agreement was finally reached on the sitingof the seats and on their orientation. Pointingeast, children and dogs are less likely to runinto the road, and if a vehicle should veeroff the highway it would hit the back of aseat rather than its occupants.

Ticked OffIf you were wondering what’s happened tothe Memorial Hall clock, it's been with ourvillage clock expert, Marvin Richards, whohas spent endless hours cleaning it and tryingto get the very old, obsolete works to goagain. He has reluctantly admitted defeat andis now looking for a new clock. This isn't aneasy task so it is a case of 'watch this space'!

A1(M) MajorMaintenance

Road Management Services (Peterborough)Ltd. have informed Stilton Parish Council ofplanned road closures as follows:

A1(M) SouthboundJunction 15 (Sawtry)

Exit slip road: 29 July - 15 August

Diversion: Exit A1(M) at Junction 16(Norman Cross) and follow B1043 to Sawtry.

A1(M) SouthboundJunction 16 (Norman Cross)

Entry slip road: 5 Sept - 17 Oct

Diversion: via B1043 to join A1(M) atSawtry J15.

These temporary closures will obviouslyaffect drivers heading south, so please allowsome extra time for important journeys.

A Sign, A Sign...The decorative village signs in North Streetand Caldecote Road need some repair andrenovation. At the same time, a new plaquesaying 'The original Home of Stilton Cheese'will be added. The work will mean the signsbeing removed to Glyn Mold's studio. Sodon't panic if you notice them missing!

Housing SurveyIn the next few weeks, CambridgeshireACRE will be undertaking a Housing NeedsSurvey in the village. Please complete theform and return it in the freepost envelopeprovided.

It is important that we get an accurate pictureof what is required for Stilton. Any housingbuilt as a result of the survey will be allocatedto local people in the first instance, ratherthan people from the general HousingRegister. Your responses and comments willhelp to give us an accurate picture for theParish Council and District Council indeciding the needs of the village. The formswill be confidential and the Parish Councilwill not have sight of them. The results willbe reported at a future Parish meeting.

WHY DO WE NEED THIS?Ten years ago when we completed a fullvillage appraisal the Housing section showedthat the greatest need was for more four-bedroom family houses. Developers tooknote and the most recent new builds havegenerally been of that type. However, thehousing market is very different now and anew survey is urgently needed, so StiltonParish Council welcomes CambridgeshireACRE's offer and urge people who are askedto take part to fill it in. We have theimpression that it is now Stilton's own youngpeople who can't get on the housing ladderin the village but we need the evidence thissurvey will give.

WHO ARE ACRE?Cambridgeshire ACRE is the ruralcommunity council for Cambridgeshire andPeterborough. According to its website,www.cambsacre.org.uk, its mission is to‘Provide encouragement, practical help andsupport to communities throughoutCambridgeshire and Peterborough to enablethem to plan and develop as vibrant places

to live and work. We identify what localpeople need and the issues that are importantto them. We then champion these things withthose who set policy and make decisions inthe county, helping to ensure that ruralCambridgeshire has a voice.’

Parking WoesComplaints are coming from all over thevillage as residents fear that emergencyvehicles cannot get access to the residentialestates. Vehicles parked wholly or partly onfootpaths make life difficult for pedestrians;parking on grass verges destroys the grass, wheelchair users and pram-pushers areforced into the road, overnight and weekendparking of large commercial vehicles takesup much kerb space. In some parts of thevillage roadside parking is inevitable, but inmany places most people have garages anddrives and so should not need to leavevehicles outside on the road.

The other danger from indiscriminateparking is the blocking of sight lines.Enforcement of the yellow lines in the villagecentre would help here - so be warned.

Trees in StiltonFollowing the tragedy in Yaxley, StiltonParish Council has reviewed its policy onpublicly owned trees in Stilton and issatisfied that safety issues have always beenfully considered. Professional tree expertsare called in regularly and check all our treesfor signs of instability. Work, both large-scale and to individual trees, is put in handat once if there is any doubt as to safety. Lastyear considerable work was done on the treesin the cemetery; this year it is the turn of theChurchyard trees and those on the ManorRoad/Apreece Way Green.

The tree that caused the accident in Yaxleywas a poplar, notorious for dropping theirbranches. Stilton doesn't have that problem.

Attention All ShippingSCAN REVISITS AN OLD FRIEND

Of the many icons of Englishness - redtelephone boxes, warm beer etc - one of themost endearing has to be the BBC radioShipping Forecast. Now sadly just anotheranachronism from a lost world, readers of acertain age will no doubt have fondchildhood memories of the strange litanywhich often accompanied their midday meal. Many younger readers, not accustomed tolistening to BBC radio at all, will even bewondering what on earth we're talking about!

Weather is of vital interest to seamen, so theBBC shipping forecast was inaugurated onJanuary 1st 1924 to take advantage of theaffordability of wireless on even the smallestleisure or fishing craft. Back then the BBCregarded itself as a true public service!

Part of what makes the shipping forecast sobeguiling is its unique combination ofmysterious place names - South Utsire,German Bight, Bailey etc - and the crypticphraseology that makes the listener feelalmost that they are eavesdropping on somesecret communication.

The phraseology arose from the need tocombine clarity of information witheconomy of words. To keep within the tighttime slot allocated, the word limit is 350which isn't a lot when you consider the extentof the sea area around Britain. And in orderto describe where in all this expanse of oceanthe weather was taking place, it was dividedinto individual sea areas which would beimmediately relevant to sailors.

These sea areas have not always remainedthe same however; there were originally only13. The rapid growth in maritime trafficfollowing WW2 necessitated more extensivedesignations, so today there are 31. Northand South Utsire were added in 1984.

30 of the 31 sea areas around Britain. The missing one is Trafalgar, off the coast of Spain

SCAN 315 Aug 2011

11Tell advertisers you found them in SCAN!

Readers may have spotted that sea areaFinisterre is now called Fitzroy. It wasrenamed in 2002 to honour Captain RobertFitzroy, one of history's extraordinarycharacters whose story is a book in itself. Asif being captain of the Beagle wasn't enoughof a claim to fame, it was Fitzroy whofounded the Meteorological Office and wasdirectly responsible for the shipping forecastitself. (Interestingly, along with Fitzroy andDarwin in the crew of the Beagle was acertain scientist named Beaufort, who wenton to devise the Beaufort scale of wind speed.Rarely can any single ship’s crew have soutterly transformed the world we live in.)

THE RIGHT WORDS...The words themselves, while seeming fairlyobvious, have very specific meanings. Forexample, the distinction between an ordinary, everyday sort of Gale and a Severe Gale isthat the former denotes winds of force 8(34-40 knots), while the latter means force9 (41-47 knots). Violent Storm to a ferrycaptain means force 11, or gusts of over 69knots; to you and I it means 'better take theEurostar.' Similarly, while the wind directionis clear enough, 'becoming cyclonic' meansa considerable change in wind direction, while 'veering' and 'backing' mean directionchanging around the compass clockwise andanticlockwise respectively. Even 'at first' and'later' are defined; 'later' means in the secondhalf of the forecast period.

Maritime weather communication has, ofcourse, now moved into the high-tech age,but there are still a few sailors who use theBBC service, even if only as a backup. However, probably the strongest reason forkeeping this charming anachronism are thehowls of protest which would arise from thehordes of landlubbers who would startwriting to The Times and their MPs if theBeeb ever did try to switch it off.

...AND THE WRONG WORDThere is certainly something poetic in thefinely crafted prose that is the shippingforecast. It has a sense of elegant efficiencymatched only perhaps by the London tubemap. However, being a live broadcast it canhave its moments. Peter Jefferson had beenthe voice of the forecast for 40 years untilone awful day in September 2009 when heused the f-word on air, not realising that hismicrophone was still open. Although thisonly attracted two complaints (Jonathan Rossand Russell Brand attracted 54,000) he wasnevertheless summarily sacked, in spite of apopular campaign in his support. Standardsmust be maintained, but only on radio itseems.

KEEPING IN SYNCEven such a minor item as the forecastdemands considerable skill from itspresenters. It is principally transmitted onRadio 4 long-wave only (for maximumrange) so FM and LW part companytemporarily and must rejoin seamlessly. Theannouncer has to first study the script andmark up 'time waypoints' at every 30 secondsto help keep on schedule. When the micopens, they then begin simultaneouslyreading the script, watching the clock andlistening through headphones to what isbeing broadcast on FM. Quite a skill! Finally, the LW and FM announcers have tosimultaneously introduce the followingprogramme before the two channels rejoin.

LISTEN INIf you want to be reminded of the timelesscharm of the shipping forecast, you can listenin at 00:48, 05:20, 12:01 and 17:54 on Radio4 LW. Night owls will notice that the 00:48forecast is not only longer than the others (itincludes sea area Trafalgar, for one thing) itis also the only one accompanied by a themetune, Sailing By, by Ronald Binge. Usefulknowledge for the next pub quiz night!

Fun Trail Success!Thank you everyone for making StiltonPlaygroup’s Fun Trail a success. Not deterredby the showers, the families completed thetrail - if you don't count clue #2 which gotmissed on the sign post outside the Bell!Hopefully everyone learnt a bit more aboutour lovely village, practiced the art of mapreading or ventured down a part of the villagethey've not been down before. Some of thechildren even stopped at the park to have aplay together. What a wonderful way tospend a Saturday with the community, exercising, getting fresh air and learning abit about our village.

Thank you to Hi-Lite hairdressers fordisplaying a clue in their window, the farm, and a great BIG THANKYOU to the Talbotfor supplying the Kinder Surprise eggs andhosting the event. Without the Talbot'ssupport the event couldn't have happened.
