IMPORTANT QUARTER FOR NSW GBOTA MEMBERSOn Sunday, May 20 the NSW GBOTA held it’s Bi-Annual at Wentworth Park. The meeting was moved in 2018 due to the Special Resolution before members with regards to Constitutional Changes.

The joint Bi-Annual and Extraordinary General Meeting moved the special resolution to adopt the amended constitution. Votes were collated and declared at 77.5% for and 22.5% against. As a consequence the updated constitution will be rolled out for the Association. The NSW GBOTA will now undertake work to review the benefits for members, support mechanisms and increased governance oversight.

Code of Practice Development After months of consultation, in April 2018, the Victorian State Government released its new Code of Practice for Greyhounds. The NSW GBOTA made submission to the consultation process for the Victorian code given the likely impact of the code on the development of the NSW Code of Practice.

Due for implementation in January 2020, the Victorian Code of Practice has a range of positive outcomes. The Association’s Membership and Advocacy Committee have reviewed the document and will make submission to the GWIC as to a few areas in which it believes further improvements can be made for the NSW industry. These include wording around transfer of ownership, maximum use of walking machines for training purposes, assistance in developing veterinary agreements, infrastructure for training in extreme temperatures, and staff to greyhound ratios. Members are encouraged to review the Victorian Code of Practice in preparation for consultation on the NSW Code of Practice in the near future; http://agriculture.vic.gov.au/pets/dogs/greyhounds/code-of-practice

Branches will be asked to discuss at their June meetings and return feedback to Head Office for inclusion in the Association’s submission development.

Raceday Hydration and other policiesMembers would be aware that GRNSW is currently undertaking the day to day regulation of the NSW greyhound industry prior to the separation of functions at the end of June, 2018. At that point, regulation of the industry will fall - in the main - to GWIC. Given this, many current policies of GRNSW will be initially adopted by GWIC but potentially subjected to review prior to July 1, 2018 or soon after.

NSW GBOTA will meet with GWIC in early June and reinforce its views on various policies, including ongoing opposition to the operation and evidence base upon which the current Raceday Hydration policy was based.

FIRST QUARTER TRACK STAR AWARDIn January 2018, the NSW GBOTA announced a new incentive system for members and participants.The Annual Awards will see a leading greyhound, trainer and breeder announced for each NSW GBOTA venue. In the development of the Awards, Directors also implemented quarterly awards to benefit members. Full details are on the NSW GBOTA website.

NSW GBOTA SUBMISSION TO GA RULESThe NSW Greyhound Breeders, Owners and Trainers Association, on behalf of its members, made the following submission with regards to the proposed Greyhounds Australasia Rule changes in March 2018.

Introduction

The NSW Greyhound Breeders, Owners and Trainers Association (NSW GBOTA) is an advocacy body which seeks to promote the position of NSW participants. It believes that the development of rules and regulation should be undertaken in strong consultation with industry stakeholders so as to ensure that sound policies and rules are developed, based upon science and evidence, which are able to be clearly understood and complied with.

The development of the proposed rule changes by Greyhounds Australasia has not been undertaken with prior consultation with industry stakeholders. Therefore, NSW GBOTA believes that a number of the proposed changes are not holistic in their approach, have not been supported by research, nor do they have regard, in all instances, for the racing greyhound’s welfare.

Greyhounds Australasia released the proposed rule changes in February 2018 with an intent of implementation on March 1, 2018. NSW GBOTA believes that for NSW, consideration of rule implementation must be delayed so as to allow consideration by the NSW Greyhound Welfare and Integrity Commission (GWIC). This consideration may also include a full review of the rules of racing, as per the Greyhound Racing Act 2017:

12 Functions of Commission The Commission has the following functions:

(a) to control, supervise and regulate (subject to this Act) greyhound racing in the State,

(b) to initiate, develop and implement policies relating to the welfare of greyhounds

(c) to undertake research and investigation into any aspect of the breeding of greyhounds and of greyhound racing generally

(d) to consult with animal welfare bodies in developing change to legislation relating to the welfare of greyhounds

e) to provide the Minister with such information, advice or reports as the Minister may request

(f) to inform the Minister about any event or matter that may adversely affect the integrity of greyhound racing

(g) such other functions as are conferred or imposed on the Commission by or under this or any other Act.

The NSW GBOTA would therefore call on GRNSW to delay the consideration of the proposed changes until at least September 1, 2018 to allow the GWIC review.

The following response has been provided to each proposal so to assist GWIC consideration in the latter half of 2018.

GAR 1 – Definition of Prohibited Substances

The NSW GBOTA is opposed to the proposed rule change. The Association’s objection relates to:

(b) lxii: vitamins administered by injection

(e) unusual or abnormal amounts of an endogenous, environmental, dietary or otherwise naturally present, substance;

Greyhounds Australasia’s release indicates that the rule changes are to align the industry rules with the other codes of racing. (e) does not align to RNSW Rules of Racing as an example, however. This clause, in particular, is so broad that it does not provide participants with clear guidelines for racing. Given the obligation upon a participant to present a greyhound for racing in accordance

with NRR 83(a)2: The owner, trainer or person in charge of a greyhound – shall present the greyhound free of any prohibited substance, NSW GBOTA believes absolute clarity must be provided to the participant to ensure compliance with the Rules of Racing. Currently (e) as proposed, would make this impossible.

With regards to (b) lxii: vitamins administered by injection, NSW GBOTA seeks clarity as to the intent of the rule. Greyhounds race with greater frequency than either gallopers or trotters. Therefore, the ability for participants to safely aid the recovery process is imperative to the overall welfare of the greyhound. In addition, it is not uncommon for greyhounds to have to travel for greater periods of time to and from race meetings, as well as be kennelled for a period of up to four hours without trainer access or monitoring. Therefore, rules must have regard for the differences that apply in the racing codes and the metabolism variations that apply. At the current time it is the position of NSW GBOTA that insufficient research has been conducted around the use of injectable vitamins and their impact upon assisting greyhounds which for example cramp or are poor travellers and whether Vitamin B12, C or B-Complex do provide performance enhancing benefits. This work should be undertaken prior to any rule change implementation.

Further to this proposed change, NSW GBOTA believes that the GWIC needs to undertake further industry consultation around the understanding and terminology of “prohibited substances” and “permanently banned substances”. NSW GBOTA believes that further education and ongoing support is required including details on withholding periods, applications and impact upon racing. Education remains critical to the industry’s approach to improved welfare outcomes.

GAR 1 – Norethisterone exemption

The NSW GBOTA supports the proposed change and further consideration of alternatives into the future.

GAR 21A – National Ban on consecutive days racing

The NSW GBOTA supports the proposed rule change, however, support systems and procedures must be updated also. Examples of why are provided in full submission on NSW GBOTA website.

GAR 79A – Out of Competition Testing / List of permanently banned prohibited substances to be expanded in Greyhounds Australasia Rules

NSW GBOTA believes that, as it is currently written, the rules are a catch all and don’t have regard for examples where appropriate animal welfare considerations are being undertaken, supported by veterinarian guidance. As the application of 79A applies from birth to retirement, as stated by GA’s own release, the use of listed prohibited substances could therefore be considered against the rules of racing, despite being undertaken for the benefit of the greyhound. Examples are provided in full submission on NSW GBOTA website.

The proposed rules, due to a lack of consultation, do not have regard for the reasons participants may seek to administer product such as electrolyte supplement. “Only normal feeding and supplementation that can be achieved by the greyhound voluntarily eating or drinking can be considered acceptable on the day of racing. For the avoidance of doubt, in order to comply with this rule no tablets, capsules, caplets, pills, etc or any liquid, paste, etc that requires syringing into the oral cavity to encourage administration should be administered on the day of racing. Standard administration of an oral electrolyte supplement is acceptable if voluntarily drunk or eaten by the greyhound.” There are a range of greyhounds which, due to temperament, are unlikely to consume products such as electrolytes. The proposed rule and application is therefore very concerning to NSW GBOTA, and should not be implemented without further testing and industry consultation.

GAR84A – Treatment record requirement

NSW GBOTA believes that until there is the development of a system which allows more comprehensive recording and ease of recording, that daily recording requirements should not be enforceable. It is the view of the Association that records do need to be kept up to date, but within a reasonable period of 5-7 days may be more suitable.

Further, the rule as written references a greyhound, without stipulating age or in fact where it applies only to a racing greyhound. The suggestion within the paper is for the records to commence at 16 months of age. This should be supported which specific detail within the rule.

Conclusion

NSW GBOTA supports the early engagement with industry stakeholders to ensure rule changes will not be detrimental to the overall welfare of the greyhound. It is the view of the NSW GBOTA that a delay must be undertaken in NSW so to allow proper consideration of the rules in line with the Greyhound Racing Act 2017.

POSITIVE ENGAGEMENT AT CORE OF ADVOCACY STRATEGYRepresentatives of the NSW GBOTA Board and Management met

with the Minister for Racing, The Honourable Paul Toole and NSW Greyhound Welfare and Integrity Commission CEO Ms

Judy Lind in February 2018.

The separate meetings sought to foster the importance of the relationships, to receive an update from both parties as to important industry matters and to also put before the Minister and Ms Lind the critical importance of industry consultation as the industry continues to reform. Reform is part and parcel of industry sustainability but the reform must be sensible, affordable and under-written by training, education and support where needed.

Since this meeting, the NSW GBOTA has continued communication with both the Minister’s Office and the Commission on the range of items discussed at the meetings and emerging industry issues. These matters include:

• Access to the NSW Race Safety Fund for priority works

• Industry licensing

• Industry communication

• Proposed Bond

• Rules development, reviews and implementation, including supporting systems associated with introduction or changed rules

• Procedures around future policy development and reviews

With specific regard to the NSW Race Safety Fund, we were able to put to the Minister for Racing that access to the $30m fund needed to be made available as soon as possible. During the greyhound racing ban period, NSW GBOTA and Industry participants committed to upholding an uncompromising approach to race safety. Whilst there are many contributing factors associated with the delivery of optimum race safety, it is clear that track design, track construction and track maintenance are amongst the more important. The Race Safety Fund was announced by the Government at the time of the Greyhound Prohibition Act being repealed in April 2017 to specifically deal with the race safety risk being managed by the current NSW greyhound industry as a consequence of out-dated racing Infrasturcture. The Minister responded to our overtures positively and GRNSW is now progressing with a number of applications.

In late March 2018, the NSW GBOTA presented a detailed submission to the GWIC with regard to that organisation’s ongoing consideration of a bond for all NSW bred greyhounds. The Bond is being considered as it was included in the recommendations of the McHugh Special Commission (NSW), the McSporran Report (Qld) and the Reform Panel Report (NSW).

The NSW GBOTA submission proposes that any consideration of a bond in NSW should be deferred for three years so as to allow the NSW greyhound industry to introduce its total reform agenda and for the impact on breeding levels to be fully understood. We also pointed out that breeding and participant activity since the various reports were tabled had changed significantly and that the introduction of a bond at this point would almost certainly disrupt the delicately balanced breeding and participation levels in NSW.

Both McHugh and McSporran. of course, made their recommendations in the belief that the industry was over-breeding and would continue to do so. In addition, it Is clear that they lacked confidence in the data around industry euthanasia levels and felt that greater focus by owners toward post racing and/or retirement responsibility was required. However, both over-estimated the magnitude of euthanasia levels and under-estimated the number of retired greyhounds that were in fact being retained post racing by owners and formed cultural conclusions on a fact basis that has been subsequently discredited. Tellingly, Racing Queensland has deferred consideration of a bond in Queensland in direct response to altered breeding patterns over the past two years.

The Reform Panel, following industry stakeholder submissions, recognized that the bond, if introduced at unreasonable levels, could impact on the finely balanced industry breeding and participation levels that had applied post February 2015. Secondly, the Reform Panel recognised that the bond (better described as a subsidy toward post racing and/or retirement costs) could be funded as the industry expense.

The NSW GBOTA submission also advised of opposition to any consideration of the Reform Panel’s bond recommendation in isolation. The Reform Panel recommendations – taken as a total – support an industry where its breeding levels are managed, best practice animal welfare standards and a participant code of practice are central to the industry’s operating culture, unnecessary euthanasia is eradicated and total lifecycle management responsibility is embedded. NSW GBOTA believes that these objectives will be priorities in the strategic planning and subsequent tactical actions of GRNSW and GWIC. As such, there is a solid argument that suggests the impact of these strategic plans should be measured before the introduction of a participant funded bond, given the potential of a participant funded model to disturb current breeding and participation levels.

NSW GBOTA is deeply concerned that a participant funded bond – no matter how modest – will impact on breeding and participation levels. This in turn impacts on the capacity of the industry to meet its commercial responsibilities to the wagering operators and, any impact on the commercial model, impacts on the industry’s capacity to fund its animal welfare responsibilities with much of these costs in the near term being fixed costs associated with infrastructure and property acquisition.

As such, our preference is for both GRNSW and GWIC to continue with a strategic and holistic approach to total lifecycle management that ensures the NSW greyhound industry is able to deliver a reformed and sustainable industry via proactive rather than reactionary planning.

NSW GBOTA recommendations to GWIC

(a) That GWIC consider

(i) the industry’s cultural shift (including owner responsibility on a whole of natural life basis);

(ii) the market adjustment and reduction in breeding levels;

(iii) the full complexities and interconnectivity between national breeding levels, viable racing pool numbers, commercial returns and the industry’s future viability and sustainability and;

(iv) the progress of total lifecycle management reform

and seek cabinet approval to defer consideration of the owners’ bond for a period of up to three years so as to allow time to evaluate trends and reform progress and better understand the need for a bond, including how it and other post racing industry responsibilities should be funded.

(b) That, in the event GWIC concludes that there is a compelling and urgent need to introduce an owner’s bond, the bond be

(i) Introduced at very modest levels and;

(ii) GRNSW be provided with the opportunity to consider how the industry commercial returns might be distributed so as to ensure that the bond is replaced by an industry funded retirement fund*.

2018 GOLDEN EASTER EGG

The 2018 Ladbrokes Golden Easter Egg saw theState’s feature event return to its best with astunning three week carnival resulting insensational racing and off track activities.Efforts were made in 2018 to bolster the Carnival’s off track events for participants and patrons. This saw a change of menu for Wednesday events, increased entertainment throughout the Carnival and more giveaways.

All came together on March 31, with the spectacular Ladbrokes Golden Easter Egg Final night with over 2500 patrons in attendance.

Miss Splendamiro recorded the second fastest time ever seen at Kennerson Park to win the 2018 Ladbrokes Bathurst Gold Cup.

The Hank Vanderburg-trained Miss Splendamiro battled with Kilkee May in the opening half of the $18,000 feature race but once the Barcia Bale bitch hit the front she was never going to be caught.

Miss Splendamiro clocked 29.40 to beat Ferrero Miss and Kilkee May. Co-owners Mick Phillips, Rod Yendle and David Blench have enjoyed a remarkable run of success with Miss Splendamiro, speaking to the Western Advocate after the race.

“It’s one of the best fields I’ve ever seen assembled at Bathurst. It was an outstanding effort. She’s a super bitch. We’re off now to the Group 2 Richmond Oaks next Friday,” Phillips said.

“She pushed up really hard with a lot of grit and determination. To hook out up the back and go past a very smart local bitch was a great thrill.

“David and I bred her. Rod’s been out of dogs for about 10 years but he’s come back into the sport. I’ve known Hank for 20-plus years. When we asked would he rear her and train her he welcomed us with open arms.

“The rest is history. She’s given us 14 wins now. We couldn’t ask for anything more from her. She’s given us a great journey.”

The Gatt family have claimed many Bulli feature events, but the 2018 Ladbrokes Cyril Rowe Gold Cup was one of the sweetest, with Ritza Lenny claiming the $40,000 prize.

Bred by Cawdor based Ray & Sharron Webster, Ritza Lenny was the fastest heat qualifier and was well away in the final, leading all the way in the 25.95 victory. Classy Victorian runner, Jimmy Newob finished in second, while the Webster’s had Lagoon Pirate finish in third.

Trainer Mark Gatt’s brother, Daniel is pictured in the winning shot, after receiving the trophy from Molly Rowe, wife of the late Cyril Rowe.

Aston Duke might not be the fastest greyhound Jason Mackay has trained but his Maitland Gold Cup win put the seal on the dog’s tenacity.

Aston Duke, who exited box two, outpaced Cavatron (box one) and railed underneath Aston Dinnigan (three) in the charge to the first bend and took over at that point.

He held on gamely to hold off track record holder Hone In, who had won his heat in 24.63, stopping the clock at 24.88 for the 450m.

Aston Duke’s Cup figures, while wide of the record, were the quickest of the past seven years.

“Aston Duke is not the quickest dog I have trained but he has a lot going for him,’’ Mackay said.

“He is a good beginner, has a fine turn of early speed, and most importantly, is a tenacious chaser.’’

Aston Duke is owned by businessman Ray Borda, who ranks alongside Paul Wheeler and Marty Hallinan among Australia’s most successful owners and breeders.

Borda, who races the 2017 Melbourne Cup winner Aston Dee Bee, and has earned $791,000 in stakes, phoned Mackay within minutes of the Maitland final offering his congratulations. Aston Dee Bee is an older half brother to Aston Duke.

TEMORA CUPTemora GBOTA Ladbrokes Cup; the pride and joy for the Temora Club and what a race the 2018 running turned out to be. Race favourite and track record holder Millionaire Max drew the 4 box and didn’t get a good run from that alley. Nitro Blast, flew the lids from box 8 and ran away from the field to win by 2 ¾ lengths in a time of 25.96. It was a fantastic run from Nitro Blast for owner trainer Craig Tuntler and a very happy and emotional Amanda Ginn. Wighton finished in second and favourite Millionaire Max third. Local member Steph Cook presented the Temora Cup worth $10,000, an exuberant Amanda Ginn; partner of Tuntler, said that the win was a thrill.

“I’m just so proud of Craig, the team and can’t thank the Temora team enough. It is a such a great track, we love our dogs so much so this is such a great moment and win.”

GOSFORD AND GUNNEDAHTO BE REDEVELOPED On 16 February 2018 GRNSW

made the decision to suspend racing at the Gosford GBOTA race track due to ongoing track safety

concerns relative to a number of track legacy issues including an unsatisfactory stone issue throughout the track profile.

Racing was immediately transferred to Maitland GBOTA.

As a result of the track legacy issues, GRNSW developed and provided the NSW GBOTA and UTS with a proposal which outlined GRNSW’s intention to redevelop the track base, track surface, elements of the track design and to further upgrade existing racing infrastructure throughout March and April 2018.

GRNSW further scheduled a number of meetings with UTS and GRV relative to the selection of the final cambers and grades to be implemented at Gosford which included a formal inspection of the Horsham GRC track by GRNSW Track Maintenance Staff and a subsequent meeting with UTS and the NSW GBOTA.

This project will be GRNSW’s largest undertaking since the development of the Track Maintenance Department. The works came to a stop in mid April after GRNSW encountered issues with the sub base which required a sign off of further funding. The NSW GBOTA

continues to lobby both GRNSW and the Minister for Racing with regards to the progression of works and adequate funding to ensure the job is completed as soon as possible, ensuring the appropriate standards are met.

In addition to the Gosford track, Gunnedah was suspended from racing in late March, with a similar scope of works to be undertaken. Sub base investigative works have been completed and a Gunnedah specific scope of works and timelines are currently being developed by GRNSW.

The NSW GBOTA has requested that GRNSW consider external contractors for the Gunnedah project so to expedite the redevelopment process for the benefit of participants.

THE GOSFORD TRACK REDEVELOPMENT SCOPE OF WORKS INCLUDES BUT IS NOT LIMITED TO:

The NSW GBOTA continues to communicate with GRNSW with regards to the placement of replacement meetings so to ensure the best possible outcome for each regions participants.

The two hour catch ups were designed to assist participants and adoptee families to have a safe space to meet, interact and play. Dates have been set for the 2018/19 financial year

with the next events to be held in July. Each Club will promote their specific date and time, so keep any eye out around the Club, their Social Media and website.

April 29 saw the first National Adoption Day, with Wentworth Park playing host to the NSW event. Over 40 greyhounds were adopted on the day, with over 200 greyhounds nationally finding new homes. Congratulations to all involved in these events.

The NSW GBOTA will expand the Member Dog initiative in 2018/19 to be run at each meeting. The Member Dog scheme was developed to aid patrons in meeting a racing greyhound and understanding the commitment to health and care that is provided to each racing greyhound. The Association is working hard to develop a range of initiatives which are positive for members and the industry. Members are encouraged to speak with their local manager as to the next Members Dog meeting and how to get involved

EVENTS

2018 NATIONALSThe 2018 Nationals qualifiers will be held at Wentworth Park at the start of August. The State Finals will be run on Thursday, August 9. All State Finals are being aligned in order to maximise feature final coverage.

The Championships, will be held in Melbourne at Sandown on Friday, August 24. Participants are encouraged to ensure they have met the docility clauses of the Nationals so they are nominating with the correct controlling authority.

2018 GUNNEDAH CUPWith track works to be undertaken at Gunnedah, participants are advised that the dates for the Ladbrokes Gunnedah Cup will be monitored and updated provided as soon as possible.

Currently the Carnival is due to commence at the end of May, however this is unlikely to proceed. The NSW GBOTA will seek to run a meeting prior to the running of the Cup program.

WOMEN IN RACINGWentworth Park’s Group 3 Evans & Son Jewellers Ladies Bracelet not only saw sensational on track efforts by the women, but also of plenty of off track activities too.

Saturday saw both recognition for NSW Women In Racing, as well as a fundraiser for vulnerable members of the community with fundraising for The Beauty Bank.

Conducted by the NSW Greyhound Breeders, Owners and Trainers Association the Women In Racing awards were developed to encourage higher levels of female participation across all facets of the industry.

NSW GBOTA Operations Manager, Ellen Harris, said that the awards were an important step to opening more doors to the industry.

“Despite so many families being involved, many outside of the industry still perceive the sport as a bloke’s domain,” Harris said.

“This isn’t the reflective of the open and inclusive industry we are, and these awards are just one step to breaking down those walls and encouraging more into our passion, past time and even livelihood.”

The inaugural awards, presented by the Association’s Deputy Chair, Susan Absalom, saw a range of nominations from both the Club and NSW GBOTA Branch sector.

“The Association wanted to offer the opportunity to all NSW Clubs but also our Branch networks to nominate worthy recipients and demonstrate why people should get involved in their local Branch,” Absalom said.

“I congratulate the nominees; Margaret Bright, Diane Cotroneo, Margaret Enright, Robyn Hayes, Anne Hector, Denise Hill, Vivian Jones, Danielle Matic, Christine McKenzie, Barbara Rees, Raelee Shearer, Lyn

White and Donna Widdows, not only on the recognition but also their contributions.

“The women nominated reflected not only those which have dedicated years to their Branch and local Clubs, but our next generation of participant,” Absalom added.

Claiming the $1,000 winners prizes were Hunter participant Raelee Shearer and Riverina administrator and participant Donna Widdows.

Raelee Shearer was put forward by the Newcastle GRC and Gosford Club for her regular and dedicated fundraising efforts for causes such as Breast Cancer research, Children’s Christmas Appeal and assisting participants in need.

“I was honoured to receive the award and being recognised for my contributions for giving back to the community over many years,” Mrs Shearer said.

For Riverina administrator and participant Donna Widdows the win was a real shock.

“I was just honoured to have been nominated by our local Temora Branch, but to win was an enormous thrill and surprise, because there were so many women who have given back to their community as well,” Ms Widdows said.

In addition to the awards, the NSW GBOTA hosted a cocktail fundraiser on Level 1 which raised in excess of $2,000 in cash and in kind donations.

The Association hopes that the night can be built upon, with more clubs and branches nominating worthy recipients and causes in 2019.
