1. Summary Issues/Conclusion
WG2 meeting 21 was held in Paris, France from 7-11 October 1991. 30 people, representing 13 national bodies attended. Their names and affiliations are listed in section 1.1. The objective of the meeting was to review the working paper and prepare a proposal for a second DIS to be submitted to SC2.
Many resolutions were taken at this meeting which are specified in detail in other sections of these minutes. These resolutions at this meeting were adopted by general consensus. Specific concerns are highlighted in the appropriate places.
The main conclusions and results of this meeting can be summarized as follows:
1. Detailed adjustments of the repertoire and review of the second DIS working paper N745 was accomplished.
2. The DIS will contain the Basic Multilingual plane as single two byte compaction form. This, together with other resolutions taken, reduces the number of implementation options under this DIS.
3. A preliminary disposition of country response from the balloting of the first DIS was adopted.
4. Deadline for submission to the editor of fonts, code tables and list of names for the accepted new code positions is 26 October, 1991.
The resolutions taken at this meeting together with the resolutions of the August 1991 meeting in Geneva, provide sufficient instructions to the editor to proceed with the preparation of a 2nd DIS 10646.

1.1 Opening and Attendance
ISO-IEC JTC1/SC2/WG2 meeting 21 was called to order at 2:00 PM on 7 October 1991 at AFNOR in Paris, France. The meeting was hosted by AFNOR. The convenor welcomed all of the attendees. The following 30 people attended the meeting, representing 13 countries and 24 affiliations

Several countries and individuals submitted contributions which were classified into several sub-issues by the working group and subsequently reviewed along with the working paper for the 2nd DIS which was prepared reflecting the resolutions taken in Geneva. The subcommittee on naming created in Geneva, met in parallel during part of this discussion. Decisions of the reduced groups are identified below as recommendations and were reviewed and amended in a second pass by the full working group before entered in these minutes as resolutions.

Points of discussion:
Note that the recommendations below were the results of a subgroup within WG2 that reviewed document N 745 while another subgroup was reviewing naming issues. The recommendations are mentioned here only for completeness of the minutes, but the resolutions, which in some cases modified the recommendations, are what counts as far as the results of the meeting is concerned.
1) Coding in O-Zone
The discussion of the status of the O-Zone characters was postponed since it depended on decisions taken about compaction forms. (See 3 below and Resolution 2).
2) Combining method for Korean
The sum of the Korean requirement is to cover the 1930 modern and 1754 ancient Hangul from the KS first expansion set, as well as provide a composition method.
Recommendation A:Add < 100 Korean combining Hangul jamos. Decide on this set by deciding on a combining method before the end of the week.
Include 1754 old Hangul characters pending verification by the Korean delegation with the national body that a delay of inclusion into the first version is acceptable.
3) 2-octet compaction and swapping
- Japan defers requirement for swapping and for a Japanese plane for the DIS-2
- Korea has no requirement for swapping, as long as their character repertoire requirements can be satisfied in the BMP by coding or combining methods.
- China has no requirement for swapping in this DIS
- Egypt: as far as Hieroglyphics are concerned there is no requirement for a swapping method for this DIS. The standard should not prohibit this is in the future. Arabic presentation forms: they would require swapping or include them in BMP (142 characters)
Recommendation B:Change the DIS so that the BMP is the only 2-octet compaction form in the DIS.
4) SGCI usage
Recommendation C:Remove SGCI from DIS-2; reconsider in a future edition of the standard when there is a requirement.
5) Repertoire and allocation
Recommendation D:The diacritical marks in N762 submitted by Germany and which can currently not be represented in the DIS, are added, except the last 15. WG2 would welcome further input from the user group identified by N762 to understand their requirements and propose solutions.
6) Left/right-Open/Close
Recommendation E:Mr. Paterson to write text to make Bidi interpretation non ambiguous.
7) Definitions and explanations
Recommendation F:Add definition and explanation for characters listed in clauses 21 and 22.

:Several (<40) ideographic characters from the Unicode repertoire were not included in the first edition of the Unified Ideographic character set (v1.0 draft). WG2 resolves to include these characters (for round trip mapping integrity) in the CJK-Compatibility Ideographic block of the second DIS (F900-FAFF).

Summary of subgroup on naming issues
i) The group reviewed at least once all lists of names of N745/2.
ii) A series of amendments/adjustments and corrections, most of which are of editorial nature. Example:
* A number of name changes and allocations in Table II were proposed according to information received from USSR by Mr. Van Wingen.
* The Georgian (Table 28) set has been correctly separated into two sets (Khutsuri and Mkhedruli).
* Editorial improvements in tables 36 to 39, 41 to 43.
iii) Agreement with Korean participants on the method for producing names for Korean characters,
iv) Agreement with CJK-JRG participants for the naming of CJK unified ideographs. Their names will be "CJK UNIFIED IDEOGRAPHS - XXXX" where XXXX is the code position in hex on the BMP.
v) Mr. Hasegawa will implement the agreed upon amendments.

5.3 Review of work items from this meeting

:The number of possible modern Hangul characters reaches 11,172. If old Hangul characters are included, the number becomes very large. The BMP includes 2,350 modern characters from KSC 5601 and 1930 modern and about 1,700 old Hangul from KSC 5657. However, Korea is concerned about the large number of remaining, infrequently used Hangul characters. As an auxiliary method of representing the remaining characters, a combining method for the combining Jamos from 31A0 to 31FF can be used. Some systems may also wish to optionally use the combining method for general Hangul characters.
When Korea supplies a normative combining method for combining jamos, it will be addressed by SC2/WG2. In the interim, in the interest of a merger with Unicode, a text describing a combining method will be included in an informative part of this standard.

Paper from Dr. Davis on Alternate Format characters was accepted with minor amendments as provided to the editor. The last section is replaced by a paper from Mr. Ghoneim, which was accepted with minor amendments as provided to the editor.
A standard font format was distributed by Dr. Davis for use in supplying fonts in response to work items.
The text of the liaison letter drafted by Mr. Scheinberg was accepted with minor modifications.

8.3 Other
Next meeting of TC46 on character sets is in May, 1992 in London. Ms. Karen Smith-Yoshimura proposed that SC2 experts participate at this meeting. Ms. Smith-Yoshimura requested that TC46/SC4 put ECMA ATG (Arabic Task Group) on their document distribution.

Mr. Holka provided information on the SC2 plenary meeting in Rennes 14-17 October 1991.
