• WTO 규정하에 전 세계적으로 ISO 표준사용

• ISO 표준화 활동에는 이미 환경분야가포함되어 있음.

• 이미 평가 메커니즘과 관련된 ISO 표준이 존재하며, 이러한 표준은 인정/인증기관과의 공조를 통해 개발

• ISO standards are used around the world under WTO rules.

• ISO’s standard activities already include the environment.

• ISO has auditing & conformity assessment mechanisms already developed and works with certification/accreditation bodies

표준화의 목적• 기후변화에 대한 노력을 촉진하기 위함.• 교토의정서에 서명한 국가와 미국간 부합성추구

• 투명하고, 비관료적인 프로세스 및 적은 거래비용을 목표로 함.

• WBCSD / WRI, ICC 등과 협조하여 IPCC 및UNFCCC의 업무 지원

• 환경적으로 건전한 혁신 및 기술개발, 기술이전 증진

The purpose of standadization• Develop standards that facilitate positive action on climate change

• Facilitate compatibility between Kyoto countries and the USA

• Having two different systems won’t be helpful!

• Contain processes which are transparent, non-bureaucratic and keep transaction costs low

• Support but not duplicate the work of the IPCC and UNFCCC

• And work in partnership with WBCSD / WRI, ICC, etc

• Promote innovation and technology development and transfer, as well as environmental integrity

CDM 프로젝트에서의 주요 발견사항

• 포괄적 GHG 전략과 유리된 CDM 사업 추진 결정• 추진 전, 조직에서의 CDM 사업의 필요성 또는 섹터베이스라인 관점에서의 필요성이 설명되지 못함.

• CDM M&P 및 PDD 가이던스, ISO 16062와 같은 규정 및 표준의 사전 이해 미흡

• PDD에 객관적 증거(문서)를 활용한 CDM 사업의 정당성 입증 능력 부족

• 모니터링 계획 및 실행과정에서 핵심 파라미터 파악및 관리 누락.

Findings in CDM projects• Incremental Decion making not integrated into comprehensive GHG strategies.

• Not be explained the necessity of CDM project in the Organization before its proceeding or in the context of sector baseline.

• Don’t understand rules and standards such as CDM M&P, PDD Guidance, ISO 14062 etc.

• Lack of demonstration using of documentary evidence in the PDD

• Omissions of key parameters in Monitoring plan and its implementation.
