Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies (ISO member bodies). The work of preparing International Standards is normally carried out through ISO technical committees. Each member body interested in a subject for which a technical committee has been established has the right to be represented on that committee. Introduction
0.1 General
0.1.1 The objective of this International Standard is to achieve uniform competency standards for work involving crane inspectors.
0.1.2 There may be in some countries additional authority requirements for the competency of crane insepctors which cannot be ignored.
Typical clauses affected by this are those regarding accreditation (certification).
Secretary's note. Clause 0.1.2 is proposed by the secretary in order to avoid possible conflicts between the requirements in this standard and maybe existing mandatory authority regulations in some countries. When implementing this standard individual ISO member bodies may be forced to refer to existing National Regulations as well.

Cranes — Competency requirements for crane inspectors
1 Scope
This International standard specifies the competency required for persons who carry out the in-service inspections of cranes specified in ISO 4306 -1.
2 Normative references
The following normative documents contain provisions which, through reference in this text, constitute provisions of this International Standard. For dated references, subsequent amendments to, or revisions of, any of these publications do not apply. However, parties to agreements based on this International Standard are encouraged to investigate the possibility of applying the most recent editions of the normative documents indicated below. For undated references, the latest edition of the normative document referred to applies. Members of ISO and IEC maintain registers of currently valid International Standards.

3 Definitions
For the purpose of this international standard, the definitions given in ISO 4306 - 1 and ISO 4310, together with the following definitions, shall apply.
Note: the definition of inspection body is defined by ISO/IEC 17020.
3.1 crane inspector
A person with the ability to perform the crane inspection according to the criteria prescribed in this standard
3.2 accreditation body
An approved organization to certify that the crane inspector meets the requirements of this standard.
3.3 training body
An approved organization that undertakes the training of a crane inspector.
3.4 in-service inspection
Inspection carried out in an interval specified for a crane or its installation

4 Requirements for crane inspectors
4.1 Independence, impartiality and integrity
Inspectors shall be free from any commercial, financial and other pressures which may affect their judgememt.
4.2 Technical knowledge
Crane inspectors shall possess the following technical knowledge and practical techniques for crane inspection as applicable.
1) Parts of cranes to be inspected, e.g. structural memebers and driving mechanism, mechanical elements, safety devices and their accessories, brakes and clutches, wire ropes
2) Electrical machines, equipment and control system
3) Internal combustion engine and hydraulic system
4) Material and strength requirements for parts of cranes and wire ropes
5) National legislation related to cranes and of ISO Standards related to cranes
6) Inspection techniques, e.g. non-destructive testing
7) Maintenance requirements
8) Basic crane operation (driving/operating techniques)
9) Documenting and recording systems and requirements
10) Safety requirements during inspection
11) Load test requirements
4.3 Experience requirements
The crane inspector shall possess the following experience:
a) Sufficient duration of theoretical experience and education to facilitate crane inspection;
b) Sufficient duration of practical experience to facilitate the crane inspection.
The above experiences can be obtained by engaging in designing, manufacturing or installing cranes, crane handling, inspection or maintenance.
4.4 Techniques for crane inspection
Crane inspectors shall be capable of inspecting crane parts with appropriate inspection procedures and judging according to specified inspection criteria (refer to ISO 9927–1 Cranes – Inspection – Part 1: General and ISO 9927- 3 Cranes-Inspections-Part 3:Tower cranes). D

5 Training of crane inspectors
5.1 Training instructors
The following persons who have been accredited (certified) by an approved accreditation body may be assigned as an instrucor..
a) Persons who are employed in inspection bodies and conduct the crane inspection;
b) Persons who implement the crane inspection service and conduct the crane inspection.
5.2 Training course
Approved training bodies shall conduct the training course to applicants regarding the technical knowledge listed 4.2, 1) through 4.2, 11). The duration of this training course shall be sufficient.
NOTE The duration of training course prescribed in 5.2 should, as a general rule, be a minimum of 40 hours if national regulations do not prescribe any other requirements.
5.3 Practical training
Regarding the practical inspection technique, applicants shall undergo the practical training based on the following table 1. The practical training should be carried out with on-the-job-training (OJT) basis under the instructor assigned by inspection bodies.

5.4 Assessment
The acreditation body shall assess the competency of applicants who have completed the above training and issue the certificate (give accreditation) to those who are deemed competent.
5.5 Classification of inspector
The inspector may be classified in the following categories corresponding to the scope of the training course.
a) Tire-mounted mobile crane inspector
b) Crawler-mounted mobile crane inspector
c) Jib crane inspector

d) Tower crane inspector
e) Bridge & gantry crane inspector
f) Inspector for specific type such as cable crane, container handling crane, etc.
5.6 Training follow-up
It is required to plan sessions for updating inspectors’ knowledge and technique in order to give the advanced training in technical changes.
