1. Identity

1.1 Presentation ISLA – International Smart Lab is an association of young researchers who stands at the center of its activities the development and testing of innovative technologies in various sectors.

Main areas of interest are:

SEISMIC, GEOLOGICAL AND ENVIRONMENTAL RISKS

Analysis and mitigation of major risk factors, alarm and monitoring systems detection;

URBAN AND REGIONAL PLANNING OF COMPLEX SYSTEMS

Shared and participatory planning with particular attention to the dynamics that involve complex systems;

SMART CITIES / SMART POLIS / SMART RISK MANAGEMENT

Development of SMART systems and technologies applied to town and territory and creation of scenarios / vision on SMART POLIS, extending the application to the entire public field in urban and regional level, including through the involvement of main stakeholders;

TRAINING, PARTICIPATION AND ACTIVE CITIZENSHIP

Promoting the development of quality training opportunities for technicians, citizens and young people, to increase skills in education for a democratic and active citizenship, in reference to a good management of the territory.

1.2 Vision, mission and goals

ISLA's vision is put on the net all the stakeholders who live and inhabit the territory (local authorities, private citizen, researchers) to support and manage the achievement of a sustainable balance of environmental, economic and socio-cultural dimensions.

ISLA's mission is the development and testing of projects, policies and innovative technologies about issues of seismic, geological, environmental and climate changes hazard, resilience, urban and regional planning of complex systems, smart cities / smart polis / smart risk management and GIS systems, training, participation and active citizenship in close collaboration with national and international partners (universities, research centers, SMEs, NGOs, public administrations).

The association aims to achieve exclusively aims of social solidarity through the protection and   enhancement of nature, environment, territory, landscape and cultural heritage of the city for a sustainable planning and a defense of citizens through the multi-sectoral analysis of risks with the exception of collecting and recycling of urban, special and dangerous waste.

In particular, the aim of the association is to, in its functional autonomy, promote, organize and manage activities shared with other public or private partners, operating at local, national, and international level, in fields related to its institutional capacity purposes through training, information, research and development. The conduct of these activities is mostly aimed to assist young people, even providing for their involvement.

In order to achieve its purpose, ISLA may perform the following tasks:

A. local, national and international planning; B. fund raising for public sector, third sector and profit world; C. training courses of basic and advanced level, for high schools, public administrations,

associations and NGOs; D. organisation of events, workshops, seminars, conferences at national and European

level; E. enter into agreements and memoranda of understanding with public administrations,

companies, research centers, universities, associations and NGOs.

These aims can be achieved through the organization of cultural events, conferences, meetings with the world of public administration, SMEs and with people involved in the process, presentation of projects, participation and organization of competitions, and any other activity and

/ or initiatives for the achievement of the objectives.

ISLA will ensure its collaboration with other organizations to carry out initiatives falling within their own purposes. For the best achievement of its aims, ISLA , among other things, may own and / or manage and / or take or give on lease assets, whether movable and immovable, make contracts and / or agreements with other associations and / or third parties.

2. Undertaken activities 2013/14

In the 1st year 2013/2014 ISLA has set up a working group aimed at the participation of calls (European, national, local), conferences, national meetings and community.

In particular ISLA lists the submission of the following project proposals and works:

submission “Smartrisk - Interdisciplinary Platform for Government of Urban Risks” in reference to the EU COST program, as project manager e coordinator.

Lead partner: University of Camerino (UNICAM, Prof. Emanuele Tondi).

Partnership: University of Camerino, Italia; National Research Council (CNR) - Institute of Geosciences and Georesources, Italy; University of Venice, Italy; Istanbul Technical University, Turkey; National Observatory of Athens, Greece - public authority; Academy of Sciences, Geological Institute, Bulgaria; Academy of Sciences, Engineering Geology Department, Czech Republic; University of Aveiro, Portugal; Synyo, Austria - sme.

The project idea is to open a discussion among a multidisciplinary and integrated partnership on the possibility to develop technologies and solutions that address security gaps and lead to a reduction of natural risk from security threats in urban systems. In the last years, research in the field of natural hazards has produced significant scientific advances relevant to their management and prevention, which, however, are not reflected in the protection of society. Sectors concerned are those of urban and regional planning, natural hazards, mitigation of risks.

Work is based on the census conducted by the Regional Direction for Cultural and Landscape Heritage of Marche Region (2003), and published in 2005 entitled "Clay Architecture in Marche Region."

submission SMART RES project, in reference to SCINTILLE 2014 call, funded by the National Order of Engineers.

The overall objective of SMART RES project is to strengthen the resilience of urban and territorial complex systems to natural disasters (such as earthquakes, floods, landslides, forest fires), considering the ripple effects and impacts of climate change on Italian scale, in order to reduce the loss of life, environmental , economic and material damage.

Involved sectors are those of resilience, urban and regional planning, engineering, geology, natural hazards, risk mitigation, smart city.

The overall objective of rEUsilience2020 project is to improve the resilience of urban and territorial complex systems in relation to natural disasters (such as earthquakes, floods, landslides, forest fires), considering the ripple effects and their related impacts of climate change on European scale, in order to reduce the loss of life, environmental, economic and material damage. REUsilience2020 project wants to establish guidelines for a shared management and planning of risk mitigation and an assessment of resilience of urban and territorial complex systems (EU-RMG), identifying structural, scientific and technologically advanced solutions to respond effectively to the specific conditions of emergency .

Involved sectors are: resilience, urban and regional planning, EU design, engineering, geology, natural hazards, risk mitigation, smart city.

The aim of the project is to enhance young people actions from an aggregation point of view in their region through activities that implement their information and orientation, with particularly regard to training and employment, developing educational opportunities complementary to the traditional system of learning. Actions aimed at facilitation of contacts between young people and the subjects of economic and productive world, institutions and associations involved in the project, will be included in the project too.

3. Institutional activities

3.1 Description of social needs to which the Association responds on territorial and international scale. The association is developed in a local (Aso), national and global context in which disasters have increased due to non-compliance with a policy of prevention. The consequences of this wrong approach involve citizens and consist of an increase of costs for the community (local, national and European), in terms of human lives and environmental, socio-cultural and economic damage. This phenomenon could become a resource to plan a good land management, involving not just the private and public authorities in charge to do it, but all citizens. The multi-disciplinary approach that characterizes ISLA (geology, architecture, urban planning, engineering, computer science, international design) is a guarantee for a holistic, integrated and synergic approach, about topics of interest.

3.2 Networking on the territory ISLA has set up partnerships with other public and private agencies at local, national and international levels. In particular, we list the MoUs and agreements at the regional level:

4. Prospects 2014/2015

With the material produced for the writing of rEUsilience2020 project, ISLA can participate in numerous calls:

➔ HORIZON 2020 Program, ➔ URBACT 2014 Program, ➔ Erasmus Plus Program, ➔ Europe for Citizens Program, ➔ LifeProgram, ➔ EuropeAID Program , ➔ Interrreg Europe Interregional Cooperation Program, ➔ Italia-Croazia Cross Border Cooperation Program; ➔ Adriatic - Ionic 2014-2020 Cross Border Cooperation Program; ➔ Italia-Albania-Montenegro 2014-2020 Cross Border Cooperation Program; ➔ Italia Sicura Project .

Partnership network will be implemented after conclusion of Memoranda of Understanding with various official national and international organizations (universities, research centers, government, associations).

Moreover, concerning collaborations to activate, ISLA will begin to propose itself as technical design consultant to public and private authorities, with a package of calls of interest.

All ISLA components will deepen participation in international and national financing channels through the submission of calls of the most important financing channels mentioned above.

Finally, a mission in Lithuania will be carried out in October 2014, in response to the invitation by Mykolas Romeris University to participate in an international conference to be held on October 23-24 2014 and attended by many key players, potential partners for different projects. Before leaving for Lithuania, the members of ISLA will undertake to draw up a plan of projects to be proposed at the University and \ or to persons attending the conference.
