Thus the Test Bed will help in rolling out smart grid developments from pilots to country-wide rollout in a phased manner. CPRI is planning to setup a unit in Nasik, Maharashtra, mainly to cater to the huge segment of Eelectrical fraternity located near the Mumbai – Vadodara belt. We aim to provide service to the Indian Power Sector at their door step by setting up laboratories all over the country. Smart Grid Research Laboratory (SRL) / Smart Grid Test Bed project is proposed to be set up at CPRI, Bangalore. This Laboratory will also utilize the existing state of art facilities available in various laboratories of CPRI Bangalore like Power Systems Laboratory (RTDS System), Communication Protocol Laboratory, Energy Meter Laboratory, Renewable Energy Laboratory, PMU Laboratory (being established.), etc.It is expected to accommodate new requirements of Smart Grid like Interoperability, Cyber Security, Communication Protocols Testing system, Renewable eEnergy Integration, Power Quality Assessment and advanced research in these broad areas.

Keeping the growing demand of evaluation requirement in the years to come, CPRI in the medium term is planning to expand in the thareas during 12 Five-Year Plan in following areas:

a. Augmentation of High Power Test facilities by installation of two additional 2500 MVA Short Circuit Generators with associated equipment at High Power Laboratory, CPRI, Bangalore, to reach a minimum of 7500 MVA Short Circuit Power. Establishment of 40 kA continuous Current Temperature Rise test facility at HPL, CPRI, Bangalore. This will cater to all the major requirements for conducting the all-important “Short circuit qualification” of all ratings of power equipment.

b. Setting up of a Test Facility for LV, MV, & Power Cables at Northern Region (near Delhi)

c. Augmentation of existing Regional Testing Laboratories at Kolkata & Guwahati and Establishment of New Regional Testing Centres (at Nasik). This will help to cater to the requirements of the Western, Eastern and North-Eastern region of the country.

d. Establishment of Test Facilities in the area of Renewables:

• Solar PV based Grid tied Inverter systems (up to 500 kVA)

• Solar PV modules (up to 500 kWp).

e. Establishment of Phasor Measurement Unit (PMU) System Testing and Calibration, Smart Grid Research Laboratory

f. Establishment of “350 MVA on-line Short Circuit Test Station” at UHV Research Laboratory, Hyderabad

g. Establishment of Short Circuit testing of transformers, Excitation system for existing Generator, up-gradation of High Voltage / Ultra High Voltage Test facilities, Real Time Digital Simulator, Energy Meter & Calibration Laboratory, Protocol and Meter Testing Laboratory

h. Establishment of a Pre-Qualification laboratory for EHV Cables up to 400kV system.

Today, CPRI is one of the largest Research and Testing Houses with a gamut of research facilities under one roof. It's vision is to emerge a leader globally as the single largest service provider in the next 10 years. In this regard, an action plan has been drawn up to plug the gaps in facilities, upgrade the technical manpower skills, focus on customer satisfaction and reach out globally through its nodal offices in emerging power sector economies in the country with the Govt of India vision for providing 'QUALITY AND AFFORDABLE POWER TO ALL'. This provides a unique opportunity for CPRI to showcase and offer its services covering Research, Testing, Consultancy and Training areas in Power Sector.

ISGF has recently completed a study on E-Rickshaws that operate in Delhi and given its policy recommendations to the Transport Department of Delhi Government. Some of its suggestions include, formulate a policy for simplified registration process for E-Rickshaw; mandatory insurance and driving licenses; create smart battery charging infrastructure at public places and recommend the appropriate type of chargers; promote use of Lithium ion batteries; finalise standards for fast charging of batteries that prevent injection of harmonics into the electric grid; and formulate policies for large scale dumping/scrapping of lead acid batteries. From 2015, public utilities in Minnesota will have to provide either off peak tariff or time of use tariff for EV charging. This will not only help in cutting down the cost of EV charging, but will also make Minnesota the first state in the US to encourage zero emission driving. Read More: http://bit.ly/1oCHdUA

A half-day Smart Grid Workshop was organized in Delhi for state regulators of the country, on June 26, 2014. This was done as a prelude to the Forum of Regulators (FOR) meeting on June 27. Regulators from 20+ states attended the workshop.

The Government of Haryana has decided to implement an energy conservation action plan under which solar power generation will be made mandatory for different categories of buildings or areas with a suitable enforcement mechanism which will lead to generation of 200 MW of power. Solar power generation will be made mandatory for residential property, hospitals and nursing homes, industrial establishments, commercial establishments, malls and hotels, among others.

The Delhi Development Authority (DDA) which recently signed an MoU with Solar Energy Corporation of India (SECI), will produce 1MW of electricity by the end of the current financial year. Three sports complexes on which Rooftop Solar PV cells will be set-up, have the capacity to generate over 2MW of electricity. For the project, which will follow the Renewable Energy Service Company (RESCO) model, DDA will provide the space, while SECI will provide the technical expertise, right from the assessment stage to the time that it is completed. Changing technology and the need for more capacity addition from solar has prompted the Karnataka Government to revise its existing solar policy, 2011-2016. With inputs from various stakeholders, the Technical Committee appointed by the State Government gave its recommendations. Consequently, under the new Solar Policy, (2014-2021), the Karnataka Government has set targets to install 2,000 MW by 2021 (1600 MW grid connected utility scale and 400 MW grid connected roof top). This is in sync with its endeavour to achieve a minimum of 3 per cent solar energy out of the total projected consumption.

In order to end the regional monopoly in the residential power market and open it up for full competition, a law was recently passed in the Parliament of Japan. Under this new law, small power producers will also be allowed to supply power to homes and other small consumers from the year 2016. Additionally, a national grid operating firm will be formed to ensure that all suppliers have equal access to the grid.

As per orders issued by the Department of Public Utilities (DPU), electric distribution companies in Massachusetts are required to modernise the electric grid, building on energy efficiency and renewable energy. With these orders, Massachusetts is the first state in the nation which entails that electric distribution companies must take affirmative and far-reaching steps to modernise the electric grid. As per the orders, each utility would be required to develop and implement a 10-year grid modernisation plan, which will be updated regularly and provide several benefits.

ISGF signs MoU with SGIP2.0

Key appointments and transfers

The India Smart Grid Forum (ISGF) and Smart Grid Interoperability Panel (SGIP) recently signed a Memorandum of Understanding (MoU) in order to facilitate and strengthen their relationship. The aim is also to coordinate the use and adoption of standards that enhance interoperability of smart grid devices and systems in accordance with ISGF's responsibility for the India Smart Grid Policy.

Report on preparations for smart metering

The Housing and Development Board (HDB) and Energy Market Authority (EMA) of Singapore signed a deal with Panasonic, to explore the feasibility of a smart home energy pilot. As part of the deal, Panasonic will conduct a year-long study for exploring different energy choices and solutions for HDB homes using Panasonic's technology. Crompton Greaves (CG) will deploy over 1 million smart meters in a Spanish multinational utility firm, Iberdrola. In addition to this, CG was recently awarded a contract to supply 750,000 smart meters to Barcelona-based Gas Natural Fenosa (GNF). CG will be one of GNF's main smart meter supplier for the next two years. Both orders require ZIV-branded single-phase residential smart meters and three-phase commercial smart meters. Itron has partnered with Milsoft, a Minneapolis-based operations software provider, for integrating its smart grid and AMI software with Milsoft's Outage Management System (OMS) to provide a combined, managed service and smart grid offering. Interoperability was tested successfully and Milsoft's OMS was capable of requesting data from all meters. This will help utilities manage electricity in a resourceful manner. The National Audit Office (NAO), UK, recently published a report that reviews the UK government's progress on the program under which energy suppliers must replace 53 million meters in homes and small businesses with smart electricity and gas meters by 2020. According to the report, the program has made good progress in preparing for mass roll-out and has established a framework for passing responsibility fro smart metering to the industry. However, only two of the big six energy suppliers have installed a significant number of smart meters so far.

Cyan technology, an integrated system and software design company delivering mesh based flexible wireless solutions for utility metering and lighting control, will supply their AMI solution, Cylec, to Indian utilities, Tata Power and Essel Utilities. As part of the initial contract, Cylec will be used for the deployment of 5,000 consumer meters in each of the utilities. Cylec operates on the un-licenced 865-867 MHz band. Landis+Gyr, a global industry provider of integrated energy measurement products, recently won contracts in Delhi, West Bengal and Karnataka. As part of the contract in Delhi, it will deploy its solution for a large scale Advanced Demand Response and AMI pilot project by Tata Power Delhi Distribution Limited (TPDDL). The project is presently on operational trial, comprises of Landis+Gyr’s CT/VT operated meters, RF Communication Modules, Gridstream HES and MDMS with consumer portal and data analytics, for select industrial and commercial consumers of TPDDL.

Singapore Power (SP) has collaborated with Silver Spring Networks Inc. to deploy IPv6 network infrastructure and to deliver deregulated energy services to commercial and industrial (C&I) customers in Singapore. This platform will enable customers to choose from a variety of retail energy providers and purchase electricity at wholesale market prices. SP believes that this will not only provide scalable infrastructure for future needs, but also ensure greater savings for its customers. Stem, an advanced energy technology company in the US, is participating actively in the California Independent System Operator market with distributed energy storage devices on the California grid. The aim of the project is to help utilities and grid operators pull together numerous small-scale distributed energy resources like solar panels, smart thermostats or behind-the-meter batteries. By aggregating these resources, participants can help assimilate megawatts which can be fed into the grid services like frequency regulation or demand response programs. Scientists at the University of Southern California have developed a water-based organic battery that is long lasting, cheap and contains eco-friendly components. The new battery, intended for use in power plants, will make the energy grid more resilient and efficient by creating a large scale means to store energy. Apple has confirmed that it is entering the home automation market by introducing an app called HomeKit that brings control of various applications and systems under a single control system. This new app uses a common network protocol to cover all services such as remotely interacting with lights, doors and thermostats.

As part of a project developed by NEDO, Toshiba has started a demonstration of home-energy monitoring system and community management system in Lyon, France. The key initiatives of the demonstration include introduction of an energy management system, a home energy management system and a community management system, and building positive-energy buildings. As part of a Department of Energy (DoE) smart grid demonstration project, Alstom will deliver a Demand Response Management System (DRMS) to Consolidated Edison, a utility in New York. The DRMS will efficiently use the consumer loads to manage energy supply and demand by integrating residential, commercial and industrial DR programs and device technologies used in pilot deployments of all scales. The DoE in theUS has awarded over $10 million to six projects for improving grid reliability and resiliency, and

facilitating quick and effective response to grid conditions. The investments will lead to the development of software that is compatible with synchrophasor technology. Pacific Gas &Electric, Quanta Technology, Peak Reliability, Burns& McDonnell Engineering Company, Electric Power Group, and Hawaiian Electric Company were recipients of the award. A study conducted by Sierra Club, the largest environmental organisation in the US, has revealed that the off-grid, clean energy market is the fastest, cheapest and most effective means of ending energy poverty. This industry would be worth $12 billion by 2030. It is estimated that the off-grid energy market in sub-Saharan Africa would grow at a compound annual growth rate of 95 per cent. In Bangladesh, 80,000 solar home systems are being installed per month and it is envisaged that in India, solar systems in almost all home will be installed by 2019.

Evatran Group Inc. and Mr Electric Franchise Group have signed a Services Agreement to install wireless Electric Vehicle (EV) charging systems across US and Canada. PLUGLESS L2, the world's first wireless charging system, designed for EVs, will be used for installation. This system is available to individual Nissan Leaf and Chevrolet Volt owners. The wireless system charges EVs as fast as wired systems and is certified by Electronic Testing Laboratories (ETL).

Texas Instruments (TI), recently expanded its product line of three-phase, smart meter system-on-chip (SOC) technology by including high performance analog-to-digital converters for energy measurement, an integrated 320-segment LCD that eliminates the need of external drivers, and advanced security and electrostatic discharge components. Furthermore, the additional flash memory can incorporate sophisticated features such as multi-dwelling dynamic pricing, large buffers for interval data, DLMS/COSEM protocol and communications stacks for wired and wireless protocols.

IBM recently announced a partnership with Lodha Group to build and manage smart city infrastructure for Palava, which

funding from ADB. This project involves implementation of the latest technology in the power supply system and enables it to withstand very high-speed cyclones, with wind speed of upto 350-kmph. Under the scheme, the power supply would be made through underground and over ground cables and gas insulated sub-stations with full automation and control. Consumers would be alerted of power cuts through SMS etc. The project is divided into 2 packages: Package-I deals with 132 kV Sub-Station works and Package-II deals with 33 kV Sub-Station works, 11kV and LT Network works. The tender was floated on February 28 and March 3 respectively. The project is likely to be awarded by end of June 2014.

A Smart Grid pilot project covering 5800+ consumers is being taken up with State Government funding at Chhatrapur in Odisha. The DPR prepared by M/s PRDC Bangalore, is presently under review by the Odisha Smart Grid Steering Committee.

A Smart Grid Roadmap for the Calcutta Electric Supply Corporation Limited (CESC) is being prepared by Tetra Tech and ESTA International, Inc under a USTDA grant. The consultants working closely with CESC experts have performed a detailed review of the CESC system and made recommendations for further reliability and power quality improvements, SCADA/DMS/EMS enhancements, communicat ions infrastructure for AMI and Distribution Automation, smart metering and AMI, Enterprise Application Integration and a Pilot Project. The aim is to develop requirements and specifications, to help address a range of electrical grid improvements and smart grid investments, including the integration of smart meters and automated meter reading into CESC's distribution system. The CESC team visited several US smart grid projects in May 2014.

TPDDL has successfully implemented the country's first large scale ADR and AMI project, which has connected 165 commercial and industrial customers. 6 ADR events were carried out in May and June 2014 with 7MVA of Demand Response curtailment achieved This project has successfully demonstrated Demand Response in an automated way, with Smart Meters and AMI including integration with: the Head End System (HES), Meter Data Management System (MDMS), SAP etc. The integration has been done using an Enterprise Service Bus (ESB) and Sub GHz RF and 3G Communications technology have been deployed.

Power Grid Corporation of India Ltd has floated a tender for 3 demonstration projects on grid connected battery energy storage. The technologies specified are: (i) Lithium Iron Batteries; (ii) Advanced Lead Acid Batteries; and (iii) Flow Batteries or Sodium Sulphur Batteries. The capacity envisaged is 500kW & 250 kWH.

The U.S. Trade and Development Agency (USTDA) has provided a grant of US$ 692,000 to the Central Power Research Institute (CPRI) to support the preparation of a detailed planning and procurement document for the implementation of a Smart Grid Test Bed at the institute's main campus. The test bed, which will consist of an integrated Interoperability Laboratory and Smart Grid Technology Demonstration Center, will allow CPRI to research and perform controlled evaluations of integrated Smart Grid Technologies. Smart Grid Technologies selected for research and demonstration are sub-station automation, load management, smart meters (communications and data standards such as the 'Green Button'), cyber security network sensing, energy management, renewables integration and applications for plug-in hybrid electric vehicles (PHEV). When implemented, manufacturers, utilities, service providers and academics would use the Smart Grid Test Bed and related facilities for various testing, certification and training activities. This assistance intends to facilitate the adoption of Smart Grid pilot projects as well as the full-scale deployment of Smart Grid technologies in India. Technical proposals were solicited from interested and qualified firms in March 2014. 9 bids were received by CPRI that are currently under evaluation. The contract should be awarded in June/July 2014.

Bangalore Electricity Supply Company Limited (BESCOM), is implementing a Smart Grid Pilot Project for Indiranagar, Bangalore, with a consumer base of 63,058. It includes 3 components - Advance Metering Infrastructure; Peak Load Management and Solar Rooftop PV Systems (RTPV). Under this project, Smart Meters and Communication Systems will be installed for about 20,000 consumers. IT Infrastructure consisting of servers, MDAS, MDAM and PLM software etc. will be installed in the control centre for data collection, storage and analysis. Around 5,000 Rooftop Systems are planned to be installed in Indiranagar and will be integrated with the distribution system using Net Metering. PGCIL has been appointed as the consultant for implementation of this project. BESCOM has formed a 4-member Experts Committee that will be chaired by the MD of BESCOM, Mr Pankaj Kumar Pandey. Other members of this committee include Reji Kumar Pillai, ISGF President, Retd. Prof. HP Khincha, IISc Bangalore and Prof. SA Khaparde from IIT Bombay.

What is an Electric Vehicle (EV)?

In an electric vehicle (EV), the electric motor gets its power from a controller and the controller in turn, gets its power from an array of rechargeable batteries.

EVs include plug-in electric cars, hybrid electric cars, hydrogen vehicles, electric trains, electric buses, electric rickshaws, electric bikes/scooters etc.

Mahindra Reva's new launch e2o costing Rs. 4.99 lakh, provides a comfor t ab le a l te rnat ive to gasoline based cars. They can be fully charged with a 15Amp electrical socket in 5 hours and can travel upto a distance of 100 KM. With quick to charge technology, these vehicles can be charged in just an hour.

Electric scooters and mopeds:

Ampere Vehicles Pvt Ltd, Green Electric Vehicles (P) Ltd. and other several manufactures are the electric scooter and moped companies in India who have various models running on the road.

The Danish funded EDISON project: It is aimed at utilizing the batteries of electric cars as storage units that are connected to the power grid when the cars are recharging. There will be built in intelligence in the EV to prevent simultaneous charging of several vehicles from same DT. This project will manage ?eet of EVs appropriately to assist the electric grid: electrical load can be shifted in time, and excessive EV battery energy could be fed back into the electrical grid which is called Vehicle to Grid (V2G) technology.

EU funded Green eMotion project: It is an initiative consisting of total 42 partners involving car manufacturers, energy utilities, universities, and technology and research institutions across Europe. This project will develop the design criteria for electric vehicle charging networks, fleet management of electric vehicles and to study the connection and construction techniques for charging points. One of the key objectives of the Green eMotion project is to develop European processes, standards and IT solutions that allow electric vehicle motorists easy and seamless access to charging infrastructure. One of the key learnings from Green eMotion Project is that charging behavior of EV owners are similar to house usage of electricity which means people tend to charge their cars during peak hours!

Better Place project Copenhagen (Denmark): After purchase of EV customer will sign a contract with Better Place for how many miles he drives per year, Better Place will provide him with a battery and a home charging station at the owner’s home. Better place customers can swap batteries at additional charging stations being installed across Denmark. This model will provide customers with their need for trips anywhere in Denmark.

The National Electric Mobility Mission Plan 2020 (NEMMP) released by Ministry of Heavy Industries is the key policy directive for encouraging EVs in India.

The policy envisages 6-7 million units of EVs by 2020. Cumulative net benefits are estimated to have a net profit value of Rs. 4,800 to Rs. 7,100 crores. While initial investments translate to negative returns in the near term, positive benefits are expected from 2018 onwards.

There are 3 types of EVs:

1. Directly powered from an external power source such as electric trains.

2. Powered by stored electricity (Battery EVs) such as e-bikes, golf carts, Nissan Leaf, Tesla etc.

3. Powered by an on-board electrical generator like an internal combustion engine (hybrid electric vehicles) or a hydrogen fuel cell such as the Toyota Prius, Chevrolet Volt/Amperas, Mitsubishi i-MiEV etc.

E-Rickshaw: They can be spotted everywhere on Delhi’s roads! Costing around Rs. 70,000, these vehicles can be easily charged at home with a simple charger. These vehicles have lead acid batteries which take 6 to 8 hours to charge fully, can travel upto 70 KM (on full charge).

A simple DC controller connected to the batteries and the DC motor. If the driver floors the accelerator pedal, the controller delivers the full 96 volts from the batteries to the motor. Some of the other impacts could be over current and over voltage, increase in line loss, over-heating and ageing, error on electrical meters, grid instability etc.

1) V0G or Dumb Charging is the conventional one: plug in the vehicle and get it charged like any other regular load.

2) V1G, also called Smart Charging, can charge the vehicle when grid allows or needs it to. The smart grid concept with advanced metering infrastructure ?ts in this application well. Vehicles can communicate with AMI devices at home through home automation network (HAN); the AMI devices then communicate with the control centre at the grid.

3) V2G (vehicle to grid) is the most complicated scheme. In addition to the functions of V1G, it also allows the energy stored in the EV batteries to be delivered back to the grid for grid supports.

4) V2B (vehicle to building) in V2B, the vehicle does not communicate with the grid, but the building. The energy delivered back from the vehicle will be limited to the building.

What are the different types of EV charging schemes?

Greater adoption of full range of electric vehicles will ensure future energy security for the country. By achieving the targeted sale penetration levels for 5-7 million EVs by 2020, electric mobility initiative is likely to result in significant savings, around 2.2 to 2.5 million tonnes of fuel oil, thereby lowering the petroleum import bill. There are likely to be significant reductions in emission and a net decrease in CO emissions on a ‘well to 2

wheel’ basis. The target is to lower carbon dioxide emissions by 1.3 per cent to 1.5 per cent by 2020.

The support and direction from the governmentis also likely to facilitate a vibrant manufacturing ecosystem for electric vehicles and the Indian automotive industry will be able to compete globally. This will also ensure greater value addition in India, spur manufacturing and generate significant additional employment. In 8-10 years from now OEM can consider exports to markets outside India.

The development of a domestic manufacturing ecosystem for 5-7 million EVs will also have a large cascading beneficial impact on large domestic manufacturing. For instance, development of motors, batteries, controllers etc. will definitely benefit many other segments and not only contribute to manufacturing growth in many other areas, but also help contribute towards improvement in energy efficiency in those sectors.

Wide adoption of EVs will influence distribution system design and operation. Recognising that all distribution circuits will not realise the same level of EV adoption and as initial EV adoption tends to be in a cluster, EV penetration may lead to transformer overloading. The extent of system impacts depends upon the EV penetration and charge behaviours of EV adopters. Very high saturations or coincidental charging behaviours could result in loads beyond what current circuit design can reliably serve.

How EV can be used in the future?

Governments have realised that there are huge benefits in moving away from oil. It is predicted that electric vehicles would be mainstay EVs would become extremely popular as is seen in the chart. The Vehicle to Grid (V2G) and Vehicle to Building (V2B) models would enable users to act as sources of energy themselves and inject back into the grid during peak hours, while charging during off-peak hours. Also, these models would help to create a Virtual Power Plant (VPP) scenario during times of large scale power outages such as storms and other natural disasters.
