( Foreword) - Insert the following before the last para:
'A scheme for labelling environment friendly products known as ECO Mark hasbeen introduced at the instance of the Ministry of Environment and Forests(MEF), Government of India. The ECO Mark would be administered by theBureau of Indian Standards (BIS) under the SIS Act, 1986 as per the ResolutionNo. 71 dated 21 February 1991 and No. 42S dated 28 October 1992 published inthe Gazette of the Government of India. For a product to be eligible for markingwith ECO logo, it shall also carry the lSI Mark of BIS besides meeting additionaloptional environment friendly requirements. For this purpose, the StandardMark of BIS would be single mark being a combination of the lSI Mark and theECO logo. Requirements to be satisfied for a product to qualify for the BISStandard Mark for BCO friendliness being included in the relevant publishedstandards through an amendment. These requirements are optional;manufactwing units are free to opt for the lSI Mark alone also.
The amendment is based on the Gazette Notification No. 160 dated 1 April 1999for Fire Extinguishers as environment friendly products published in the Gazetteof the Government of India.'
( Page 4, clause 10 ) - Insert the following new clauses after 10 andrenumber the subsequent clauses:
'11 OPTIONAL REQUIREMENTS FOR ECO MARK
11.1 General Requirements
11.1.1 Any fire extinguisher having BIS Standard Mark qualifies forconsideration ofECO Mark.
11..1.2 The products manufacturer must produce the consent clearance as perprovision of the Water (Prevention &: Control of Pollution) Act, 1974, Water(Prevention &: Control of Pollution) Cess Act, 1977 and Air (Prevention &:

ControlofPollution) Act, 1981 respectively, alongwith authorization if requiredunder Environment (Protection) Act, 1986,and the Rulesmade thereunder to theBureau of Indian Standards while applying for EeO Mark.
11.1.3 The products may display in brief thecriteria based on which the producthasbeenawarded BeO Mark.
11.1.4 The product may carry along with instructions for proper use so as tomaximize product performance with statutory warning, if any, minimize wasteand method of safe disposal.
11.1.5 The material used for product packaging ( excluding refills) shall berecyclable, reusable or biodegradable.
11.1.6 The product must display a list of critical ingredients in descendinsorderof quantity present in percent by weight The list of such critical ingredientsshall be identified by the Bureau of Indian Standards.
11.2 Spedftc Requirements
11.2.1 The fire extinguisher shall not contain any Ozone Depleting Substance(ODS) relevant to fire extinguishers industry as identified under the MontrealProtocol (Annex D).
11.2.2 Oas based extinguishing media once discharged in the atmosphere shouldnot have atmospheric life time of more than a year (Annex E).
11.2.3 Chemical used should not have global wanning potential (Annex F).
11.2.4 The metallic body and other meta) parts of the rue extinguishers shall befreeof lead or lead alloys.
11.2.5 The coating used for the metallic part shall not be fonnulated withmercury and mercury compounds or be tinted with pigments of lead, cadmium,chromium VI and their oxides. Excluded are natural impwitics entailed by theproduction process up to the amount 0.1 percent by weight whicti are containedin the raw material.

66.1 The cylinder shall be of welded construction having cold or hot drawncylindrical portion with hemispherical elliproidal or torispherical endswelded toit or two halves (upper half shorter) cold or hot drawn having dome and bottomdish of hemispherical or ellipsoidal or torispherical and circumferentially weldedtogether. A cylindrical skirt having minimum 2S mm height shall be welded tothe bottom dish.
6.1.1 Where carrying handle and/or supporting fittings an: fitted to the body.these shall be either welded or brazed. The carrying handle shall be made ofmild steel or stainless steel rod J10l less than 6 mm in diameter or fabricated outof mild steel or stainless steel sheets of same thickness as thebody and the clampshall be of mild steel or stainless steel thickness of 2 mm, minimum.
6.2 Body
The material used in the construction of extinguisher bodies shall be weldable.The filler materials shall be compatible to the body steel to given good welds. Acylindrical ring shall be fitted/welded to the bottom dish. Minimum wallthickness of the body shall be calculated using the formula:

FOREWORD
This IndianStandard(FirstRevision)wasadoptedbythe Bureauof Indian Standards,afterthedraftfmalizedbythe FireFightingSectionalCommittee had beenapprovedby the Civil Engineering DivisionCouncil.
Dry powder flre extinguishers (trolley mounted)are largerversion of theportabledrypowderfireextinguishersand likethe latter they maybeusedfordealingwithclassA, 8 and C fires which may be beyondthe capacityof the portable fire extinguishers but which can still be controlled without the aid of fife engines/crashtenders. In principle,the operation of such fire extinguishers and portable fire extinguishers are similar; butbecauseoflarger capacity,bulkandmass of the former, thesehaveto bemountedon a wheeled carnage trolleyand the design of the fittingshave to be modifiedto suit the mode of operationand their capacity. The detailsin regard to the maintenanceare given in IS2190 : 1992'Selection installationand maintenanceof'first-aidflreextinguishers-Code of practice (second revision)'.
The extinguisher and component shall be designed taking into account the working pressure required toachieve satisfactoryperformanceunderminimumambienttemperatureof 35°Canddesignpressurewhichshallbe maximumpressureachievedat 600C ambienttemperatureor maximumpressurelikelyto be developedin thesystem with stoppage of powder flow due to obstructionwhicheveris more.
This standard has been prepared with a view to guide the industries for the manufacturer and the users inobtaining the extinguisher capable of giving satisfactory performance. This standard was first publishedin 1983. The principal modificationsmade in this revisionare inrespectof (a) materials specifiedfor differentcomponentsgivenin tabularformand for somecomponents additional materials havebeen specified,(b) newclauses for actuating mechanism,bore size of syphon tube, epoxy polyesterpowder coating, and (c) updatingthe various clauses based on the use of this type of extinguisher. The amendment issued has also beenincorporatedin the revised version.
The Composition of the technical committee responsible for the formulation of this standard is given atAnnexC.
For the purposeof decidingwhethera particularrequirement of this standard is compliedwith, the fmal value,observed or calculated, expressing the result of a test or analysis, shall be rounded off in accordance withIS 2:1960'Rules forrounding offnumerical values(revised)'. Thenumberof significant placesretained intherounded otTvalue should be the same as that of the specified value in this standard.

4 PRINCIPLE
4.1 Themethodofexpulsionof dry powdershanbebymeans of pressure produced from compressed orliquitied gas from gas cylinderattachedto the bodyand suitably mounted on trolley or gas cartridgeattached to the cap.

6 CONSTRUCI1ON
6.1 Body
The construction of the body shall be weldedconforming to therequirements givenin IS9595. The
shapeofthebody shall becylindricalhavingdiameternot more than 75 em, The domed ends of the bodyshall be without reverse of curvature and shall bedished outwardsto a radiusnot exceedingthe internaldiameter of the body to which these are fixed. Theminimumthickness of the body shall be calculated asunderwithanextraallowanceof0.5mm forcorrosion:

6.1 Neck Ring
The neckringshallprovidea clearopeningof not lessthan 75 nun. It shall have parallel screw threads foreffectivelength of not lessthan 22nun. The neckringshall be firmly secured to the body by brazing orwelding.
6.3 Cap
Thecapshallbe threadedfor fixingto the neckring inthebodyfor not lessthan22mmeffectivelength. Theparallel threads shall be in accordancewith IS 2643(Part 1).At least3 holes ofnot less than3 mmdiametereach shall be drilled through the threads of the capto fonn ventsforrelease of any pressure remaininginthe bodyduringwithdrawalof thecap. The centresoftheventholesshallbe 6.5mmmaximum fromthe faceof thecap jointwasher. Theextinguishershallbefittedwith safety valve which shall releaseat a pressure of

2.5 MN/m2 (25 kgf/cm 2) as per requirement ofIS 5903.
6.4 CapJolntWasber
The capjoint washershaU beprovidedintherecessinthe cap asshown in Fig. I.
6.5 Expansion Space
A space shall be providedabove dry powderlevel inthe body of the extinguisher. It shall be of sufficientvolume to ensure that when discharge nozzle istemporarilyclosedand the extinguisher isoperatedata temperatureof 27 ± 5°C, the internalpressureshallnotexceed1.5MN/m2 (I Skgf/cm2
) and thebodyshallnot show any sign of leakage.
NOTE - For testing this requirement the adapter with
pressure gauge be titted in place of cap.
6.6 Discharge Hose
Discharge hose shall be of braidedrubber or PVCofnominal bore 19mm diameterfittedwithnot lessthan3 m incaseof2S kg;'Sm incaseof SO kgand7Skg,and
8 m in caseof 100 kg lengthof hose. Thehoseshallhaveburstingpressureof not less thanSO kgflcm2

6.7 Cylinder
The CO2
gascylindershall conform to IS 7285 andshall be ofcapacity I.Slitresfor25kgsizeand3 litresfor SO and7S kg size and shall be filled with carbondioxide (seeIS307) havingmaximum filling ratioof0.667 which is the ratio of mass of carbon dioxidechargedintheCOJ1tainer to the- mass of waterrequiredto fill thecontainerat 27°C.
6.8 CopperTubing(RequiredIfGasCylinder is Used)
It shallconformto burstingpressureof275 kgf/cm2•
6.9 Nozzle and Other Discharge Fittings
The nozzle shall be trigger controlled and shall becapable ofdischargingdry powderas in 9.1, and shallbeso designedas to eximinatemoisturepenetration.
6.10 Actuation Mechanism
The CO2 cylindershallhavewheelvalveas shown inFig. I to operateand dischargegas.

6.11 Drain Plug
The drain plug ofnot less than 25 mm diameter shall beprovided on the body except in case of25 kg capacityand the washer shall be provided to make the jointwatertight.
6.12 The dry powder used in the extinguisher shallconformto IS 4308 or IS 14609.
6.13 The bore of syphon tube shall not be less than19mm.
6.14 Provision shall be made for an internal pressuretest on the body. For this purpose, the union towhich the discharge hose is connected shall bescrewed with threads which shall be in accordance withG 1/2 or G 3/4 ofIS 2643 (Part I) so that a test pipe maybe connected at this point.
7 ANTI-CORROSIVETREATMENT
7.1 All internal and external surfaces of the body andinternal parts shall be completely coated with zinc orlead-tin alloy (tin 10 percent minimum) applied byhot-dipping or electrolytic process to a thickness of

not less than 0.025 mm. The thickness ofthe coatingshall be measured as given in IS 3203. There shall beno visible uncoated area both internally and externally.
7.2 Phosphating (see IS 36 I 8) may be applied on theexternal surface ofthe body as an alternative to zinc orlead-tin alloy coating.
7.3 Epoxy polyester powder coating of 50 micronthickness may beapplied on both surfaces ofthe bodyas an alternative to lead-tin alloy coating.
8 PAINTING
8.1 Each extinguisher shall be painted fire redconforming to shade No. 536 of IS 5. All componentsoftrolley andother items other than the fire extinguishershall be painted with the primer and finishing paintsof two coats each. The paint shall conform toIS 2932.
9 TFSTREQUIREMENfS
9.1 PerformaDceTest
The extinguisher shall be capable of dischargingminimum of 85 percent by mass of the actual rated

capacity of dry powder when the extinguisher isoperated at a temperature of27 ± SoC in still weathercondition. The contents shall be expelled in the formofa continuous discharge which shall comply with thefollowing requirements:

9.2 Hydraulic Test
The extinguisher shall be tested to an internal hydraulicpressure of3.0 MN/m2 (30 kgf/cm'). The test pressureshall be held for a minimum period of two and a halfminutes. During the test, it shall not show any sign ofleakage.
9.3 Bunting Test

10 WHEELED CARRIAGE
The fire extinguisher shall be provided with wheeledcarriage according to details given in Fig. 1. The fittingshall ensure that the lowest part of the body remainsnot lessthan 10em for 25 kg and 20 em for 50 kg, 75 kgand 100 kg above the ground when it is in the verticalposition.
11 MARKING
11.1 Each extinguisher shallbeclearlyand permanentlymarked with the following information:
a) Name of the manufacturer or trade-mark, ifany;
b) Method ofoperation in prominent letter;
c) Words 'Dry Powder Extinguisher';
d) Capacity ofthe extinguisher in kg;
e) Words'Recharge After Use';
f) A declaration to the effect that the body ofthe extinguisher has been tested to a pressureof3.0 MN/m2 (30 kgflcm2
) ;
g) Letters indicating the various classes of firesfor which the extinguisher is suitable;
h) Year ofmanufacture;
J) Working and design pressure;
k) Capacity of gas cartridge; and
m) Capacity ofgas cylinder with filling ratio.
11.2 DIS Certification Marking
The product may also be marked with the StandardMark.
11.2.1 The use of the Standard Mark is governed bythe provisions ofBureau ofIndian Standards Act, 1986and the Rules and Regulations made thereunder. Thedetails ofconditions under which the licence for theuse ofStandard Mark may begranted to manufacturersor producers may be obtained from the Bureau ofIndian Standards.

SAMPLINGANDCRITERIA FORCONFORMITY
B-OGENERAL
B-O.I The risk involved in failure ofa fire extinguisherto work when needed is extremely large. Fire extinguishers, therefore, ought to have a high degree ofreliability of performance during the entire period ofits service. It can be achieved only through adequatedesign and control at all stages of manufacture andassembly.
B-1 SAMPLING
8-1.1 Lot
All fire extinguishers of the same type, shape, designand capacity, produced by the same manufacturer fromsimilar materials under almost identical conditions ofmanufacture shall be grouped together to constitute a lot.
8-1.2 Each lot shall be considered individually for thepurpose of evaluation of quality in accordance withthis specification.

8-1.2.1 The number of samples for testing to betakenat random from a lot and the criteria for conformityshall be as given in 8-1.2.2 and 8-1.2.3.
8-1.2.2 From each lot a number ofsamples as indicatedin col 2 of Table 2 shall be selected at random.
8-1.2.3 They shall be examined visually, as far aspossible, in respect of requirements specified in 3, 5to 8, 11 and then in respect ofhydraulic pressure test(see 9).
8-1.2.3.1 All the samples tested shall pass thesetests for the lot to be declared to conform to theserequirements.
8-1.2.4 In respect ofperformance test (see 9.1), onesample shall be tested for this property. and the sampleshall pass this test for the lot to be declared to conformto this requirement.
8-1.2.5 In respect ofbursting pressure (see 9.3), one

type test shall be done and these should conform tothe requirementslaiddown in the specification.
B-l.2.~ In the absence of a certificate from amanufacturerabout conformity of specifications forthe various components (see 5) and the charge(see 6.12) froma samplefire extinguisher, such itemsshallbe takenseparatelyandexaminedindividually inrespect of the relevantrequirements laid down in thespecification. The lot shall be consideredsatisfactoryif all the itemssatisfytherelevantrequirements of thisspecification.
