Program Updates Applications and enrolments for the undergraduate program continue to reflect a healthy pool; an unexpectedly high number of individuals accepted offers of admission this year resulting in a final intake of 213 (109 undergraduate admissions were direct entry from high school and 104 were university transfers this year). The MN program admitted 21 students this year. Admissions to the PhD program are still under suspension but we are hopeful that admissions will resume in fall 2014. It is noteworthy that 4 PhD students convocated in October, 2014.

a) School of Nursing (SON) Transformation Strategy (attachment) The SON has outlined a transformation strategy for the School that is represented in a one page diagram. This represents activities that we are engaging in to strengthen and renew the School. The Strategy was approved a Full Faculty with minor revisions to the original. Progress is being made in all theme areas.

Visibility: The SON website has been re-designed; video profiles of faculty for the website have commenced and a number are posted; the Student Awards Ceremony was re-designed in the fall of 2012 with increased donor recognition; and the Dalhousie Nursing Alumni (DNA) re-vitalization has commenced.

Scholarship: Grant capture has significantly increased; the EB Eddy Professorship was awarded; the Research Coordinator position was successfully expanded and recruited; Boyer’s Model of Scholarship was formally adopted; the WHO/PAHO Collaborating Centre is on site; graduate program changes are in progress.

Scholarly Community: The new SON governance structure has been implemented and statutory committees populated; professional development opportunities are being provided for faculty and staff; a virtual visiting professor is appointed for this year; we have a visiting scholar in Public Health nursing; workplace transparency is in progress.

Academic Strength: Meeting Faculty of Graduate Studies requirements for MN and PhD programs in progress; investments in simulation learning capacity; concept mapping of current undergraduate curriculum in progress.

Effective Business Processes: New administrative organizational chart implemented; re-design of administrative office suite completed; business process mapping of clinical placements completed and some process changes implemented; others in process.

Partnerships: Relationship building (internal and external) is in process; projects to review processes for adjunct professors’ and clinical instructors’ appointments, utilization and engagement are in process.

Physical Space: New space for graduate students is in process; display cabinets for the foyer are in place; planning for new collaborative health education building (CHEB) in process.

b) Implementation of New Governance Model

The new governance model implementation is continuing to progress. It was approved by Full Faculty on June 25, 2012 and the implementation status was reviewed by Senate in December, 2012. All committees have been fully populated and are conducting their business. There are occasional pressures with achieving quorum, however the new structure is definitely supporting the School to conduct its business more effectively and efficiently.

c) Simulation Learning Enhancements As a result of funds allocated from the FHP, the SON will be investing in software and hardware to enhance our capacity for simulation learning for FHP students. Our current roster of manikins will all be upgraded to medium fidelity capacity. A small number of high fidelity manikins (adult and infant) will be purchased to support use of pre-packaged simulation scenarios. A search is still ongoing for a professor to lead the simulation lab activities and to introduce IPEC experiences for nursing and other

FHP students. Discussions with the FOM and CDHA and IWK are ongoing on opportunities to collaborate to build simulation learning capacity among the partners. This would include both pre and post licensure learning. Further, plans for the new Collaborative Health Education (CHEB) building are in full swing – including the simulation learning sites.

d) Strategic Planning The current Academic Plan expired in 2013 and was reviewed and revised and specific outcome measures/indicators of success are being developed for each strategic direction. A Research Strategic Plan has also been drafted in consultation with faculty to align with the SON Academic Plan, and with the Research Strategic plans for the University and for the Faculty of Health Professions. Both of these plans are considered to be “ever green” (i.e. can be updated as context shifts) and will be made public shortly.

e) E.B. Eddy Professorship School Council approved a named Professorship in Teaching (EB Eddy/Bennett Professorship) which utilizes an existing endowment according to its originally articulated purpose. The successful applicant for the 2 year term of the Professorship is Professor Adele Vukic who is using the Professorship to complete her doctoral studies and to focus on publications. Another competition will take place in fall 2014 for the next 2 year term of the Professorship.

f) Joanna Briggs Institute Training

The Joanna Briggs Institute is an entity based in Australia that provides support for scholars to conduct systematic reviews of literature and is complementary to the Cochrane Review methodology because of the inclusion of qualitative studies. This data base and published literature is particularly relevant to clinical practice questions in nursing and other health sciences. The rationale for supporting faculty to learn the methodology emerges from a number of aims: to position the SON to be a resource to our service sector agency partners who may have a need for this kind of information; to support faculty and student publication, since a registered review counts as a peer review publication and the author(s) may also submit a paper based on the review to a peer reviewed journal; to support undergraduate and graduate students to build a publication base for competitive applications to PhD studies; and, potentially, to collaborate directly with the JBI in future. Five faculty were supported to attend the training program offered at Queens University in Kingston Ontario (which has a JBI collaborating centre) in July, 2013 and are currently working jointly on their first review. We are collaborating with the Kellogg Library to ensure continuity of the site license for the JBI database (OVID) by providing 50% of the funds required for the upcoming year with a plan to revisit in 2014. The Library does have the requisite trained Librarian in JBI methodology so we are pleased to be able to support the Library to implement our plans.

g) Provincial Nursing Education Review The Provincial Department of Health & Wellness has commenced its review of all three undergraduate nursing programs in Nova Scotia in partnership with the Department of Labor and Advanced Education. The Project Charter was received November 7, 2012 and the Steering Committee and Advisory Committee have been formed and are actively meeting to complete the work by June 2014 (target date). In the meantime, the Director is reflecting on what we heard from stakeholders and the Advisory Committee and how we can respond effectively to issues raised.

h) Undergraduate Program Evaluation/Accreditation & Curriculum Activities The SON is beginning to plan for the next accreditation cycle for the undergraduate program (2015). We currently hold a 5 year Accreditation from the CASN Accreditation Board. Environmental scanning indicates that it is timely for the SON to undertake a major curriculum review. The last time the BScN curriculum was reviewed was in 2005 and no major changes were made at that time. In preparation for a review, a software program was used to conduct concept mapping of the current curriculum. With a new Associate Director commencing her appointment Nov. 1st, a faculty retreat that will focus

on curriculum is planned for March 2014. It is anticipated that this will be a kick off for intensive activities related to re-design and this will also be informed by the outcomes of the Provincial Review (see item (g) expected June 2014).

i) Senate Review of SON PhD Program A formal report to the SAPRC was submitted to FGS and forwarded to the SAPRC on September 16, 2013 and a motion received via email on September 17, 2013 indicating that we need to provide one final report on student progression to FGS in December 2013. In the meantime, detailed work continues to implement commitments made in response to FGS and the Internal Review Committee recommendations for both the MN and the PhD programs. Changes to courses and to the MN program to separate thesis students from non-thesis students in an MSc stream are in progress. Faculty are working diligently on implementation details.

j) PhD program Achievements One (1) PhD student graduated in May and four (4) students graduated in the fall, 2013 convocation. We are hopeful that admissions will resume for fall, 2014.

Student Involvement in Service Learning Opportunities

Salvation Army Anchorage Program – the students are engaged in facilitating a group that focuses on health education, empowerment and supportive counselling.

St. Paul’s Family Resource Institute – the students are engaged in connecting with a community in Spryfield to organize an annual health fare, based on the evaluation of students in this course in previous years.

Chebucto Connections – engaged students in a new mental health program involving your families in Spryfield, called “Friends for Life”.

The Volunteer Doula Program (Home of the Guardian Angel) – the students are engaging with youth to determine the focus of a youth engagement strategy for those youth who may benefit from the service, as they had not targeted youth in the past.

Feed NS – Help line, shifts on delivery trucks, research project on special diets to inform suppliers.

Metro Housing Authority – health education session for residents.

Metro Housing Association – research project on supportive housing policy

Parker Street Food and Furniture Bank – health fair for clients.

St. Andrews Foot Care – (Project to be determined), students participating in foot care

Faculty News The new Associate Director Undergraduate Studies, Mary van Soeren, PhD, RN, will commence her appointment on November 1, 2013. Dr. van Soeren completed her PhD in Physiology at the University of Guelph in Ontario and she is best known for her recent work on implementation and evaluation of the nurse practitioner role in Canada and for projects related to interprofessional collaboration and simulation learning. Marilyn Macdonald has returned from sabbatical leave and resumed her role as Associate Director, Graduate Studies, where she is leading the many activities related to strengthening our Graduate programs. Audrey Steenbeek has also returned from her sabbatical leave and resumed her role as Assistant Director, Graduate Studies. Thanks to Professors Nancy Edgecombe, Ruth Martin-Misener and Deborah Tamlyn who acted in these respective roles during colleague vacancies and leaves. The School of Nursing welcomed 3 new Tenure Track Faculty in September 2012 and they have been very successful in their initial year. In particular, their grant capture has been particularly successful:

Dr. Marsha Campbell-Yeo, Assistant Professor – Dr. Campbell-Yeo’s research interest is in pediatric pain management.

Dr. Janet Curran, Assistant Professor – Dr. Curran’s research interest is in knowledge translation.

Dr. Sheri Price, Assistant Professor – Dr. Price’s research interest is on career choice, recruitment, socialization and retention within the nursing profession.

And 1 new Limited Term Appointment faculty, also in September 2012: Dr. Ingrid Waldron, Assistant Professor –Dr. Waldron’s research focusses on how inequality shapes

health outcomes and access to health services for diverse communities in Canada. She has also been very successful in grant capture.

Three Limited Term faculty retired or left their positions last year: Susan Youden, Suzanne Foster and Beth Halperin. We would like to thank these individuals for their many contributions to the School of Nursing and to students during their long standing appointments with us and we wish them well in their retirement and/or change in career. Ellie Bethune retired from her long standing position as senior instructor for the Clinical Learning and Simulation Laboratory. Thanks to Ellie for many years of devoted service. We currently have faculty vacancies and competitions are in process. We may be seeing the first wave of predicted nursing faculty shortages as the demographics of the profession shift to more senior nurses and nurses have historically pursued higher academic qualifications later in their careers. SON Council approved the creation of a special working group on faculty recruitment and retention in October to develop a strategic plan for the future.

Academic Achievements (See Appendix 1) Congratulations to Dr. Holly Richardson who successfully defended her thesis and was awarded a PhD in the fall convocation. Dr. Richardson was a student in the Interdisciplinary PhD program at Dalhousie University.

Alumni News – it’s in our DNA Efforts to revitalize the SON Dalhousie Nursing Alumni (DNA) are in full swing. Kate Mahon (BScN, 1980) has been appointed as the incoming President and she is keen to engage in some grassroots work. We have obtained a current alumni list from the Dalhousie Alumni Association and we have provided dedicated office space (shared with Rho Rho Chapter of Sigma Theta Tau) to provide more visibility and connection with the School. Three graduates from the class of 2012 who were active in the Dalhousie University Nursing Society (DUNS) have expressed interest in joining the executive. In honor of the 65th Anniversary of the SON, and in consultation with the DNA, we have identified 65 individuals who will be profiled on the SON website over the next year as “65 Inspiring Minds”. At the end of 2014, these will be collated into a final booklet. Student News Graduate Programs: Congratulations to Dr. Audrey Walsh who successfully defended her PhD thesis and convocated in May 2013. Thesis: The illusion of choice: Mothers' persistent optimizing to feed their preschool age children. Yarmouth Site: (Undergraduate Program)

a) Admissions/Student Affairs: There were 68 applicants to the Yarmouth Site (37 from high school and 20 were transfer/internal transfers).

b) Graduates: May 2013 convocation - 24 students.

c) Student Activities: Yarmouth Dalhousie University Nursing Society (Y-DUNS) continued to be very active. The Society planned and implemented an “orientation week” activities for incoming students; participated in local fund-raisers including Shinerama; hosted a Nursing Ball with invitation extended to the NSCC practical nursing students. Site delegates attended both the Regional and National Canadian Nursing Student Association conferences.

d) Nursing the Future (NTF)/Transition Facilitation Network: Five Yarmouth-based fourth year students took a leadership role in the Generous Leadership Workshop (Truro, November 2012 – sponsored by DHW, CRNNS, RNPDC, Nursing the Future); DHW funding for NTF has not been extended, students have also been involved with the provincial Transition Facilitation Network. Yarmouth-based students also took a leadership role in the April 2012 Yarmouth-based Nursing Transition Conference (RN, LPN); over 100 participants (students, administration, front line staff, administrators)- -Director of Nursing (SWH) and Yarmouth Site Administrator co-chairing Nursing Transition Committee , which includes PN & BScN students, PN & BScN faculty, front line LPN/RN’s (new grads, experienced staff).

Research & Scholarly Activities: Yarmouth based faculty members continue to participate in a variety of research projects, in partnership with the District and/or with members of the Dalhousie University Community (examination psychometrics; simulation; IPHE). Contractual Agreement There was a one-year agreement signed between the DHW, Dalhousie University & South West Health, (April 2013-March 2014); budget remained constant from the 2012-2013 fiscal year. Faculty Development Yarmouth Site faculty participated in Halifax based professional development offerings, including 2 sessions on Civility and Professional Teaching Portfolio. In addition, the site co-sponsored with the Centre for Teaching & Learning three faculty development sessions: Update on BbLearn enhancements (December- onsite in Yarmouth); Using BbLearn with large student numbers (June-onsite); Developing & Planning Effective Assessment Strategies with large class size (Audiovisual presentation by Dr. Suzanne Le-May Sheffield).

Interprofessional Health Education

Yarmouth Site first year students participated via Webinar in the September 2012 IPHE launch.

Clinical IPHE sessions were co-lead by a Yarmouth-based faculty and a South West Health staff member in Winter term (2 IPHE groups-Oncology & Stroke Care Team) and in Spring (Stroke Care Team) 5 week experiences including students from Acadia University, Queens University and Dalhousie programs).

Winter IPHE included a distance component to students completing placements in Digby Hospital (first time for this site’s participation via audiovisual technology).

During the IPHE Collaborating across Boards Conference (June, Vancouver), one Yarmouth Site IPHE Facilitator (Patti Simpson, Director of Dietetic and Food Services, SWH) and Dean Webster participated on an international panel (plenary session) and the Yarmouth Site Administrator and Dalhousie IPHE Experience Coordinator presented a poster presentation.

May 2013 (N1240) - “Dementia Tour” IPHE offering through a partnership with NSCC Mental health Worker program and Yarmouth-based Dalhousie Health Sciences students.

Agreement reached with Yarmouth NSCC Academic Chair of Health & Human Services concerning: participation of Health students in a Yarmouth-based Health Mentor IPHE experience fall 2013.

Co-op (9-weeks)

June-August 2013: 15 students (4 Aboriginal/African Nova Scotian) third year Yarmouth site students participated with experiences in Acute Care, Long Term care and VON.

National Initiatives The School of Nursing hosted a Think Tank of a small number of key informants from education, policy and the service sector in Nov. 2012. One of the outcomes of the published proceedings, The Future of Undergraduate Nursing Education in Canada, was a Summit on Nursing Education jointly hosted by the Canadian Nurses Association and the Canadian Association of Schools of Nursing on Oct. 31, Nov. 1 in Toronto. The Summit aims were to identify key themes for change to undergraduate nursing curricula that will support graduates to meet evolving needs of the health care system and clients. On October 4th, the SON hosted an information session on the Doctor of Nursing Practice (DNP) professional doctorate program at Case Western Reserve University/Frances Payne Bolton School of Nursing. Dr. Donna Dowling represented the CWR/FPB and made an informative presentation which was accessed on line by distance sites, followed by questions and answers. The DNP is intended to be a complementary program of study to the Dalhousie PhD program for those who wish to pursue doctoral studies but who are not interested in a research career. Individuals who are interested in the program are encouraged to contact Dr. Dowling directly and, if as many as 10 individuals are interested in accessing the program, the Dalhousie SON would be pleased to partner with CWR/FPB to support a cohort offering on site. Aurora College – Nurse Practitioner Program The Dalhousie SON partners with Aurora College to offer a NP program at the MN level in Yellowknife, NWT. There were 3 graduates of the MN Nurse Practitioner Program in May, 3013. In fall 2013, the program admitted 4 full time students and one part-time student. In October, Dr. Pertice Moffatt, faculty in the program at Artic College, visited the SON in Halifax to meet colleagues and tour the Forrest Building. The program review and site visit in 2012 was very successful. The program received a five year approval from the RNANT/NU. Congratulations to our Aurora College partners and we look forward to continuing our successful partnership.

Arctic College - BScN Program Distance Site

In June 2013 the Dean, Fiona Buchan-Cory; Program Director Judith Paradis-Pastori,; and Program Manager, Sally Naphan from Arctic College visited Dalhousie form meetings about the program and to make plans for the next program approval in 2014 . Currently there are 30 students enrolled in the program with 6 graduates expected to graduate from Nunavut Arctic College in June and Dalhousie in October 2013.

International Initiatives WHO/PAHO Collaborating Centre on Health Workforce Planning & Research

The WHO/PAHO Collaborating Centre on Health Workforce Planning and Research continued to be very active nationally and internationally. International activities included work with the Centre’s research partners in Australia, Barbados, Belize, Brazil, Jamaica, New Zealand, Trinidad & Tobago, the US and Zambia. Key activities for past year include:

a) Working with PAHO Washington and the Office of Caribbean Program Coordination (OCPC) in Barbados in advancing the 20 goals second assessment and HRH program evaluation related to the Millennium Development Goals (funded project) and the Road Map for Strengthening the Caribbean Health Systems and Workforce (2012-2017) – The Caribbean Learning Network.

b) Working with our Canadian, Australian and New Zealand partners to submit an operating grant to CIHR on health system sustainability.

c) Successfully completing the Global Health Research Initiative-funded study Evaluating the Availability of Adequately Trained Health Care Providers in Rural Zambia through Competency Assessment and Outcome Mapping. During this reporting period, there were 6 abstracts accepted for presentation at national and international conferences and three manuscripts submitted for publication (two in a special edition of the BMC Health Services Research and one in Human Resources for Health). The Zambia-Centre team is working on developing more joint research projects to submit to the Global Health Research Initiative program and CIHR.

d) Receiving funding from IDRC to complete a systematic review of the literature related to training and deployment of health care workers for maternal & child health services in rural areas across Africa.

e) Working with the University of Ottawa and teams from India, Jamaica, Philippines and South Africa on the CIHR funded project ”Source” Country Perspectives on the Migration of Highly Trained Health Personnel”. The Centre has worked most closely with the Jamaican country team on this project.

f) Co-hosting a bi-lateral knowledge exchange workshop in Fortaleza, Brazil. This was the final KE event of the Health Canada funded project “Health Human Resources Planning and Utilization: Capacity Building and Knowledge Exchange between Canada and Brazil”. The 2-day workshop had participation of health researchers, policy-/decision-makers and providers. The theme for this KE exchange was “Planning for improved health systems and HRH planning”. The topics focussed on sharing experiences and best practices in the integration of primary health care services, referral systems and regulation, and emergency service response. From this a concept note for future areas of collaboration was developed.

g) Working with other Dalhousie faculties (Computer Science & Medicine) to develop a project for the CANARIE Research Middleware program, which has received approval for funding (Co-Principal Investigators: Syed (Raza) Abidi and Gail Tomblin Murphy).

h) Working with team members from Political Science, Law and Community Health and Epidemiology on a book being published entitled “Health Care Governance in Canada“(Editor, Fierlbeck, K. Publisher, McGill-Queens University Press). Gail Tomblin Murphy is author of one of the chapters.

i) Actively participating in the Canadian Coalition for Global Health Research (CCGHR), the Canadian HHR Network (a project jointly led by researchers at the University of Ottawa, the Centre and UBC), and the International Health Workforce Collaborative (attending the invitation-only meeting in Quebec City and assisting with the planning of the pre-conference workshop in HHR planning).
