    BACKGROUND NFJPIA-R3 Council aims to promote socio-civic and cultural consciousness among JPIAns through social, economic, environmental and cultural development projects as stated in Section 3, Article IV of the 2012 Constitution and By-Laws of the National Federation of Junior Philippine Institute of Accountants Region 3. The Non Academic Events in the 19th Annual Regional Convention (ARC) are important part for the total development of JPIAns. Through these activities, they shall have an opportunity to develop the value of sportsmanship through engaging in different sports event, cultivate a wholesome competitive spirit and acquire the ability to work closely together with other JPIANs in the region. These activities also allow the JPIAns to be exposed in performing arts, visual arts activities and other social and team-building events.

    GENERAL OBJECTIVES

    To build camaraderie and establish one unified NFJPIA-R3.

    To showcase the talents and increase the interest of JPIAns in non academic competition.

    To promote leadership, stability and meaningful social development through a diverse activities and programs.

    To field teams that are skilled, disciplined, dedicated and motivated to provide a holistic development to the

    members.

    GENERAL GUIDELINES The Non Academic Events in the 16th RMYC shall comprise the following: A. Shake it UP! B. The VOX Search for the next JPIAn Idol C. Clash of the LCs: A Battle for Supremacy D. Chalk Fest E. CineJPIA Year 4 F. 1st Silakbo Debate Open

    QUALIFICATIONS

    1. The Non Academic Events in the 19th ARC is open to all bona fide members of the NFJPIA-R3 FY 20122013 and registered delegate of the 19th ARC.

    2. There is no limit as to the number of events which a delegate can join. 3. Champion of a particular Non Academic Event in prior years can still participate in the same contest.

    GENERAL REQUIREMENTS 1. Each Local Chapter must submit the following requirements (in softcopy only):

    Duly accomplished Non Academic Application Form for each contestant per Non Academic Event (in prescribed MS Excel format) (Please see Application Form Non Academics (ARC).xlsx)

    Master list of all Non Academic Event contestants (in prescribed MS Excel format) (Please see Masterlist Non Academic Competitions (ARC).xlsx).

    A scanned copy of the Endorsement Letter of all contestants of the Non Academic Events. (signed by the JPIA President, JPIA Adviser, Department Head/Dean)

    A scanned copy of certification that all contestants of the Non Academic Events are Accountancy students and are bona-fide MEMBERS of the Local Chapter. (signed by the JPIA President, JPIA Adviser, Department Head/Dean)

    2. The requirements listed above must be sent via email to [email protected] on or before December 30, 2012 for the application forms only and on January 11, 2013 for all other requirements. For the late submission of requirements, 5 points shall be deducted from the total average scores on event it is related.

    3. Change of contestants for any of the Non Academic Events shall be allowed provided that it shall be communicated to the Regional Vice President for Non Academics and all requirements shall be submitted on or before December 30, 2012. Failure to do such would invalidate the substitution of contestants.

    4. Each Local Chapter must select and appoint a representative (e.g. VP Non Academics) who shall act as Liaison Officer. Shall act as the main contact of the Regional Vice President for Non Academics in the Local Chapter. Shall be the only person to be allowed to raise concerns, clarifications, complaints and questions to the Non

    Academics Committee. The Liaison Officer may not be substituted by any Local Chapter Officer or member.

    CONTEST RULES AND MECHANICS (GENERAL) 1. Board of judges shall be selected by the Regional Council and shall have the appropriate credentials to judge a

    particular event. The board of judges shall be independent in fact and in appearance, thus, shall not be directly or closely related to any Local Chapter to maintain the integrity of the competitions.

    2. The board of judges has the sole and exclusive authority to clear or answer any protest/clarification related to the judging of a particular event raised by the contestants. The decision of the board of judges is final and irrevocable.

    3. All concerns, clarifications, complaints or questions must be directly addressed to the Regional Vice President for Non Academics after the competition by the Liaison Officer. Any concerns, clarifications, complaints or questions raised by any Local Chapter officer other than the Liaison Officer shall not be entertained.

    4. Contestants are advised to be at the designated area of competition 30 minutes before the time schedule. 5. Contestants who arrive within 15 minutes after the start of the competition shall still be allowed to join the

    competition but no time extensions shall be given. 6. Contestants, who are 15 minutes late, shall be automatically disqualified from the competition. 7. All submitted works, outputs and products of the competitions shall belong to NFJPIA Region III. 8. Gross violation of this IRR and Debate Memorandum shall merit a deduction of 5% of their total average score on

    the particular event in which the violation was made. 9. The Regional Council shall have the exclusive power to interpret the provisions of the IRR and Debate

    Memorandum and shall be vested with the power to give sanctions to any contestant who shall violate any provisions in this IRR and Debate Memorandum.

    10. In case there are any concerns or protests which are not covered in this IRR, the Regional Council shall have the absolute power and sole authority to decide and interpret the implementing rules and regulations of the ARC Regional Non Academic League, upon consultation with the Regional Adviser, on matters which he deems necessary to preserve and protect the integrity of the event. Should there be any ambiguity encountered by any party, such should be addressed on a timely basis. The decision of the Regional Council shall be final and irrevocable.

    CONTEST RULES AND MECHANICS

    A. Shake it UP!

    1. Shake it UP! is a ballroom dance competition. 2. Each Local Chapter is allowed to send one pair (male and female) only. 3. The competition is composed of two rounds: a) The Exhibition and b) The Shake Off. 4. In THE EXHIBITION round, the contestants may choose any music of their choice and each pair shall be

    allowed to choose only one kind of ballroom dance which shall be limited to any of the following: Tango Double Swing Salsa Double Step Rumba

    5. Each pair shall be given a minimum of 1 minute and 30 seconds and a maximum of 2 minutes, which includes the entrance and exit, to perform the dance number.

    6. In THE SHAKE OFF round, the organizers shall provide in advance to all the contestants a 3-minute remix music which is composed the following: 1 minute for Cha-Cha 1 minute for Jive 1 minute for Contemporary Ballroom.

    7. Use of props to enhance the performance of the pair shall be allowed. However, use of pyrotechnics, live animals, explosive materials, liquid materials and any other materials that may damage the venue are strictly prohibited. Contestants who shall violate this provision shall be automatically disqualified.

    8. The contestants may wear any costume of their choice provided that its appropriate for the competition. Decency must be strictly observed. Contestants who shall violate this provision shall be automatically disqualified.

    9. Music must be in CD audio file and a back up copy must be saved in a USB flash drive or hard disk. 10. The CD containing the music to be used in the competition shall be submitted on the 1st day of the convention

    and labeled with the following:

    11. The criteria for judging are as follows:

    12. The top three highest pointers shall be declared as the Champion, 2nd place and 3rd place respectively.

    B. The VOX Search for the next JPIAn Idol

    1. The VOX Search for the next JPIAn Idol is an individual singing competition. 2. Each Local Chapter is only allowed to send one contestant. Backup singers shall not be allowed. 3. Each contestant shall render one song number either an English or Filipino song of their choice. 4. The song must not contain any subliminal, sexually suggestive or vulgar lyrics. Contestants who shall violate

    this provision shall be automatically disqualified. 5. Each contestant shall be given a minimum of 3 minutes and a maximum of 4 minutes, which includes the

    entrance and exit, to perform the song number. 6. Accompanying music should be a minus-one. Singing acapella or with live accompaniment shall not be

    allowed. 7. Multiplex music and alterations on a particular version of a song shall not be allowed. Thus, mashed up

    music, music remix and any alterations on the tempo and melody of a particular version of a song are strictly prohibited. Contestants who shall violate this provision shall be automatically disqualified.

    8. Minus-one must be in CD audio file and a back up copy must be saved in a USB flash drive or hard disk. 9. The CD containing the minus-one to be used in the competition shall be submitted on the 1st day of the

    convention and labeled with the following:

    10. The contestants may wear any costume of their choice provided that its appropriate for the competition.

    Decency must be strictly observed. Contestants who shall violate this provision shall be automatically disqualified.

    11. The criteria for judging are as follows:

    Voice Quality and Singing Ability 40% Mastery and Timing 30% Star Appeal 20% Audience Impact 10% Total 100%

    12. The top three highest pointers shall be declared as the Champion, 2nd place and 3rd place respectively.

    C. Clash of the LCs: A Battle for Supremacy

    1. Clash of the LCs: A Battle for Supremacy is an individual competition open only for LC officers. 2. Each Local Chapter is allowed to send a maximum of 3 LC officers including their LC President. 3. There shall be a 10 minutes call for contestants and 5 minutes defaulting time after the call. 4. The competition is composed of three rounds: a) Eradication, b) Purgatory and c) Survival Round. 5. ERADICATION AND PURGATORY ROUNDS are a quiz type rounds. 6. The questions level of difficulty shall vary from easy, average and difficult and the questions shall be

    composed of accounting, general information and jologs questions. 7. In the ERADICATION ROUND, three contestants shall play at a time. 8. There shall be three poles, labeled with letters A, B and C, which correspond to the choices of each question. 9. The Game Master shall announce the name of the contestants before reading the question. 10. Questions shall be read twice and the contestants shall proceed to the letter of their answer only after the

    Game Master says GO. However, only one contestant is allowed to select a particular letter, thus, only one contestant shall proceed to the next level.

    11. The process shall be repeated until only ten contestants are left who shall proceed to the next round. 12. The PURGATORY ROUND is a buzzer type round.

    13. The 10 contestants from the eradication round shall advance in the purgatory round. This round shall test the speed of the contestant to answer the questions using a buzzer.

    14. The 1st contestant who pressed the buzzer shall get the chance to answer the question. No steals shall be allowed.

    15. There shall be 50 questions for this round. 16. Contestants shall be given one point for every correct answer and the five highest pointers shall be moving to

    the final round. 17. The round shall end after exhausting the 50 questions. 18. In case of tie, clincher questions shall be given until the deadlock is broken. The 1st contestant who answered

    the question correctly shall be declared as the winner. 19. The SURVIVAL ROUND is a Human Board Game Competition. Game mechanics shall be discussed before the

    game starts.

    20. All contestants must be physically, mentally and emotionally prepared on this round. 21. A judge or board of judges shall be a selected by the Council who can give an intelligent and independent

    decision. 22. The judge or the board of judges shall have the sole and exclusive authority to clear or answer any

    protest/clarification raised by the contestants. The decision of the judge or board of judges is final and irrevocable.

    23. The top three highest pointers shall be declared as the Champion, 2nd place and 3rd place respectively.

    D. Chalk Fest

    1. Chalk Fest is an art competition wherein the medium to be used shall be chalk and charcoal. 2. Each Local Chapter is only allowed to send one group with three representatives. 3. Each group shall provide the materials to be used for the competition such as chalks, charcoal and other art

    materials if needed. 4. The organizers shall provide each group a certain floor area measuring 2 x 3 meters. 5. The theme shall be given on the day of the competition. 6. Each group shall be given 4 hours to finish their masterpiece. 7. The criteria for judging are as follows:

    Relevance to the Theme 40% Originality and Artistry 30% Neatness, Color Harmony and Presentation 20% Technical Accuracy 10% Total 100%

    8. The top three highest pointers shall be declared as the Champion, 2nd place and 3rd place respectively.

    E. CineJPIA Year 4

    1. CineJPIA Year 4 is a documentary film making competition. Documentary films are visual essays that seek to

    present historical subjects, current social or political issues, or specific human experiences in such a way as to have a dramatic impact upon the viewing audience. Documentaries may be filmed in the style where camera and microphone merely record the event without injecting the comments or subjective conclusions of the filmmaker or may be a re-enactment. In the latter case, the distinction between dramatic and documentary film lies in the fact that while dramatic film is fictional, documentary film deals with real, factual situations and circumstances.

    2. Each Local Chapter is allowed send one entry for this competition. 3. The plot of the documentary film should highlight a certain issue that a JPIAn is facing nowadays. 4. The documentary film should be at least 15 minutes but not longer than 20 minutes and this already includes

    the introduction and the credits. 5. The following requirements must be submitted 15 days before the convention.

    Soft copy of movie poster 2-minute trailer

    6. Local Chapters may use any software in creating the movie trailer but the copy which shall be submitted to the Council shall be in .wmv format.

    7. The Local Chapter shall upload the film on YOUTUBE and shall send the link of the video to [email protected] 5 days before the convention.

    8. The DVD-R containing the documentary film shall be submitted on the 1st day of the convention in DVD format. DVDs shall no longer be returned to the Local Chapters.

    9. Submission of entries beyond the time allotted is shall no longer be accepted. 10. The DVD shall be labeled with the following:

    Title of the Documentary

    Name of person most responsible for the production (Maximum of 2) Name of Local Chapter

    11. The criteria for judging are as follows:

    Topic Relevance to the theme or title of the film

    which should highlight a certain issue that a JPIAn is facing nowadays

    Storyline The storylines compelling characteristic and its message is clear and coherent

    Production, Entertainment and Execution

    Quality of the production which include the good audio and visual quality. This also includes the effective use of technology and its overall effects. Lastly, the film should have an entertainment value.

    Originality and Credibility Creativity, originality of story and innovation. At the same time, the film must be highly credible.

    Discussion The films ability to stimulate thoughtful, informative and meaningful discussion

    F. 1st Silakbo Debate Open

    1. Rules are modified from the Asian Parliamentary Debate Association. The rules of debate are known as the

    Standing Orders of the House. All members of the audience shall be considered to be members of the House. A Memorandum separate from this IRR shall be the basis of the debate proceedings in accordance to the modification of Asian Parliamentary Debate Association scheme. The aforementioned rules stated expressly at the memorandum shall be deemed superior with any other releases of information for the debate

    proceedings. Adjudicators, participants, coaches and any individual with interest with the debate tournament must adhere to the provisions of the memorandum. (Please see second part of the IRR.)

    2. Only a maximum of eight (8) teams shall be allowed for the entirety of the debate tournament. In case the number of teams shall be less than eight (8), the pairing shall be followed for the purpose of determining the top four (4) teams to advance to the final round.

    3. The discretion of the Committee headed by the Vice President for Non Academics shall be followed solely in handling rules on eliminations shall there be odd numbers of teams or shall there be less than four teams which will advance in the semi-finals.

    4. Local Chapters who shall submit their requirements from November 10, 2012 until the deadline of the submission of the requirements shall be given the chance to join the debate tournament.

    5. Reservation of slots on the debate tournament shall be on first submitted, first served policy. 6. After the deadline, no teams shall be allowed to back-out from the tournament, thus, waiting list shall no

    longer be entertained. In case team/s shall back out, the match-up shall still be considered an entry for the eliminations, thus, they shall be given entries. Simply put, competitors of defaulting teams shall advance to semi-final round automatically.

    7. Each Local Chapter is allowed to send only one team composed of four (4) members with three main debaters and one (1) alternate debater.

    8. Rosters must be filled up for registration 30 minutes before the start of the program which includes the following information: Name of Prime Minister/Leader of the Opposition Name of Deputy Prime Minister/Deputy Leader of the Opposition Name of Government Whip/Opposition Whip Name of Alternate Debater Local Chapter Official Debate Team Coach/es

    9. All participants are required to be in corporate attire. Participants who shall violate this provision shall be automatically disqualified.

    10. Criteria for judging and awards are specified further in the memorandum.

    ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS A. It shall be the primary duty of the Regional Vice President for Non Academics and the Council to effectively

    enforce the provisions of this Implementing Rules and Regulations. The Council also has the sole right to interpret the contents of this Implementing Rules & Regulations and their decision shall be binding and irrevocable.

    B. The Regional Adviser or his duly designated representative shall act as legal adviser to the Regional Vice President for Non Academics and the Council and shall render legal assistance as may be necessary in carrying out the provisions of this Implementing Rules and Regulations.

    AMENDMENTS OR REVISIONS

    A. The Council shall be vested with the exclusive power to revise and amend the Implementing Rules and Regulations.

    B. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed by any member of any local chapter upon a written request of such member, stating the reasons thereto.

    C. Any request for amendments and revisions as well as proposed amendments must initially be reviewed by the Regional Vice President for Non Academics then to be forwarded to the Regional Executive Officers for discussion, editing and final approval and to be noted by the Regional Adviser.

    D. The Regional Executive Officers shall have the right to debunk any proposed revisions and amendments, submitted to them by the Regional Vice President for Non Academics, which are deemed unnecessary. The final decision on any inclusions and exclusions to this Implementing Rules and Regulations must be determined by a majority vote of all Regional Executive Officers in which the Regional Vice President for Non Academics is included.

    E. Amendments to particular provisions in this Implementing Rules and Regulations shall be allowed provided that such amendments shall be communicated to stakeholders at least two weeks before it could take effect.

    SEPARABILITY CLAUSE

    If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be declared unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other part hereof, but shall be merely confined to the clause, provision, paragraph or part directly involved in the controversy in which such judgment has been rendered.

    REPEALING CLAUSE

    Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this Implementing Rules and Regulations are hereby repealed or modified accordingly.

    EFFECTIVITY This Implementing Rules and Regulations shall take effect immediately after its presentation and approval from the Assembly. Promulgated in the City of Pampanga this 7th day of November, 2012.

    MEMORANDUM IN THE CONDUCT OF THE 1st SILAKBO DEBATE OPEN

    TOURNAMENT MANAGEMENT

    GENERAL RULES

    A. There shall be no props/exhibits/paraphernalia permitted. Such are understood to include visual aids, presentations, and/or pieces of paper distributed to the public and to the adjudicators.

    B. Engaging in distortion and fabrication are acts of cheating, thus, these are considered major violations on the rules of the debate. These terms shall be defined as the following: Distortion: To misrepresent a piece of evidence. (Source: Basic Debate, 4th Ed., pg.43) Fabrication: To make up a piece of evidence. (Source: Basic Debate, 4th Ed., pg.43)

    C. There shall be a 10 minutes call for participants and 5 minutes defaulting time after the call.

    TOURNAMENT DIRECTOR

    A. The Regional Council shall appoint a Tournament Director for the debate tournament and he/she shall not be a coach of any participating teams.

    B. The Tournament Director shall head the debate proceedings of the debate in clarifying protests and ensuring a healthy debate competition.

    C. The Tournament Director shall not merit any right to assess the performance of teams in determining the winners of the debate.

    ADJUDICATORS

    A. The debate shall be adjudicated by odd number of adjudicators (i.e., 1, 3 or 5). B. Board of adjudicators shall be selected by the Regional Council and shall have the appropriate credentials to judge

    a particular event. C. No person should be allowed to become an adjudicator unless he or she has attended a workshop for debate or

    has past experiences as a debater or as a debate adjudicator, unless exempted by the organizers after thorough deliberation.

    D. The board of adjudicators shall be independent in fact and in appearance, thus, shall not be directly or closely related to any Local Chapter to maintain the integrity of the debate tournament, thus, official coaches of the participating teams shall not be permitted to become an adjudicator.

    E. The board of adjudicators in each debate room shall serve as the chairperson or speaker of the house, whose task is to regulate the proceedings of the house.

    Copy of the IRR and Memorandum G. Critique and ballot sheets shall be filled out by the Tournament Director. These sheets shall contain the details of

    each round which shall include the team numbers and names of participants for both the government and the opposition.

    DEBATE FORMAT

    A. The teams shall be composed of the following:

    AFFIRMATIVE: NEGATIVE: Leader of the affirmative side or Prime Minister (PM)

    Leader of the negative side or Leader of Opposition (LOA)

    B. Debaters shall speak in the following order

    1. Leader of the affirmative side or Prime Minister Constructive Speech 7 minutes 2. Leader of the negative side or the Leader of Opposition Constructive Speech 7 minutes 3. Second affirmative or Deputy Prime Minister Constructive Speech 7 minutes 4. Second negative or Deputy Leader of Opposition Constructive Speech 7 minutes 5.     C. The time-keeper shall be selected by the Regional Council and shall be trained and rehearsed by the Tournament

    Director before the competition. Training shall include the proper handling of timing equipment which shall include a stopwatch, gavel or timecards.

    D. The board of adjudicators or coaches shall not be allowed to become time-keepers of the debate tournament. E. The time-keeper for the debate shall give a single audible signal (a knock with a gavel or similar instrument) at

    the end of the 1st minute of the substantive speech (except for the reply) to signify the availability to raise Points of Information (POI). No points of information are allowed during reply speeches.

    F. A second audible signal shall be given by the time-keeper at the end of the 6th minute of substantive speech (this shall be the 1st audible signal which signifies the 3rd minute of the reply speech) to signify the last minute of the substantive speech.

    G. At exactly 7 minutes (4 minutes for reply speech) double knock shall be given signifying the end of speech. H. If a debater exceeds the allotted time, every minute shall have a one-point deduction. After the 7th minute, there

    shall be a grace period of 30 seconds to allow the debater to wrap up his/her speech. The one-point deduction shall start from the 31st second. Thus, 00:07:31-00:08:00 shall have a one-point deduction, 00:08:00-00:09:00 shall have another one-point deduction and so on. Regarding under time, almost same rules shall apply

    I. The time-keeper shall raise a card signalling the debater to STOP. If the debater continues, the board of adjudicators shall instruct the debater to stop.

    J. Six minutes shall be the minimum range of time. For those who shall incur a time range below that shall have one-point deduction minute as well. Thus, 00:05:59-00:05:00 shall have one-point deduction and so on.

    K. In addition to the audible signal mentioned above, the time-keeper shall display a new card every minute in ascending order (1, 2, 3, 4, 5, 6 & 7) until the final minute.

    L. Timer-keepers shall display the time cards at all times. Timers shall not display a new card until the time is reached.

    M. The stopwatch should not, under any circumstances, be stopped until the debater has finished his/her speech, even though the time cards may display STOP.

    PROTEST

    A. Each debate team are required to have at least one coach which shall have the following responsibilities: Exercise mature judgment for guiding the participants in preparation for the debate tournament. Instill a feeling of friendly competition. Teach by example good sportsmanship in both winning and losing situations.

    B. Only registered coach/es are allowed to raise complaints or protests to the Tournament Director. Coaches shall refrain from harassing the board of adjudicators, Tournament Director and organizers.

    C. Protest must be filed in writing, dated, signed by the participants and coach, and shall be given to the Tournament Director immediately after the protested round.

    D. If two Local Chapters are involved in the protest, the coaches of each debate team are required to be present at a meeting to discuss and resolve the matter.

    E. The Tournament Director has the sole and exclusive authority to clear or answer any protest/clarification related to the debate tournament raised by the coaches. The decision of the Tournament Director is final and irrevocable.

    TOURNAMENT PROCEDURES

    I. RULES OF DEBATE

    A. Procedure for determining the winner: 1. There debate tournament shall be divided into three (3) rounds, namely: Elimination, Semi-final and

    Final Round. ALL rounds are SINGLE ELIMINATION rounds.

    2. ELIMINATION ROUND shall be composed of four (4) matches.

    3. Winners of the elimination round shall advance to the semi-final round.

    4. SEMI-FINAL ROUND shall be composed of two (2) matches.

    5. The winners of the semi-final round shall advance to the FINAL ROUND while the non-winners of the

    semi-final round shall compete for the 3rd place.

    B. Procedure for match pairings of the debate: 1. Pairing of matches for the elimination and semi-final round shall be done thirty (30) minutes before the

    start preparation time schedule of 1st match and pairing shall be done using draw-lots by the coaches

    of the competing teams.

    2. The match ups shall be announced at the beginning of the tournament.

    3. Two matches shall be done simultaneously.

    C. Procedure for choosing side of the debate: 1. The sides for the 1st elimination round shall be determined through a toss coin. They shall be referred to

    as government & the opposition. Subsequently, they shall change sides in an alternate manner.

    2. In case both teams came from the same side from the previous round, they shall settle the matter

    through a toss coin again.

    D. Procedure for choosing the debate motion (topic): 1. The Tournament Director shall prepare three motions in every round and shall be announced before the

    start of each match.

    2. The teams shall discuss the three motions separately (less than 2 minutes) wherein they shall rank the

    motions in order of preference (1-most preferred; 3-least preferred)

    3. Each team shall compare their preferences and the motion for the debate shall be determined as follows:

    If the number ones for both teams happen to be the same, it shall be adopted as the motion.

    If the number ones for both teams are not the same, as a start, all threes of the teams shall be

    eliminated immediately. The remaining motion after eliminating the number threes shall be adopted as the motion.

    affirmative side shall choose the resolution adopted.

    4. Once the motion has been chosen, the teams shall be given thirty (30) minutes preparation time.

    II. POINTS OF INFORMATION (POI)

    A. Points of Information (POI) may be offered during constructive speeches. However, the first and final minute of each speech shall be protected time, during which no points may be offered. Also, no points of information during reply speeches.

    B. POI may draw attention to the offer by saying on that point Sir/Madam or Point of Information Sir/Madam. Also, POI may also be indicated by a member of the opposing team from rising from his/her seat, placing one hand on top of his/her head and extended the other towards the member holding the floor.

    C. It is then up to the speaker holding the floor (i.e. giving the substantive speech) to decide whether he or she wants to accept or decline the point. If he or she chooses to decline the point, the speaker who offered it must sit down immediately.

    D. A member holding the floor must respond to an opposing member or members offering POI in one of the following ways: 1. A clear gesture of hand signal rejecting the offer.

    2. A verbal rejection of the offer of a verbal acceptance of the offer.

    E. It is entirely at the discretion of the speaker holding the floor as to whether or not he or she shall accept POI. It is, however, considered bad form in a debate if a speaker does not take at least one POI during his or her speech, and adjudicators are likely to deduct marks from a speaker who takes none.

    F. If the POI is accepted, the point should be phrased as a question or clarification, or comment, and made in two sentences (or less) or approximately 15 seconds.

    G. Points of information should be kept short and courteous. They should not be used as an attempt to bully or drown out the speaker holding the Floor.

    H. The clock shall not be stopped while points of information are being made.

    III. COMMUNICATION DURING THE DEBATE

    A. The three speakers on a team are allowed to confer with each other during the debate. However, they are not permitted to communicate with a teammate while he or she is delivering his or her constructive or reply speech, and then the conferring must either take place in every quiet whisper, or must be done by passing each other written notes.

    B. For the duration of the debate, the three speakers on the team may not have in their possession any form of electronic device which might allow them to communicate with or receive information from outside the debate room.

    C. Devices such as mobile phones, pagers and computers must not be brought to the teams table. If the speakers wish to have a timing device with them during the debate, it must be a watch or stopwatch and not a mobile phone.

    D. Debaters may use notes while speaking to remind them of the arguments they intend to make. E. Speakers are NOT permitted to use visual aids of any sort during the tournament.

    IV. GUIDELINES FOR ASIAN PARLIAMENTARY DEBATE

    A. Summary of Speakers Roles:

    Every speech should have a clear introduction and conclusion. These should remind the audience and the

    board of adjudicators of the teams base-line argument and to briefly outline/reiterate the main points of the

    speech.

    Leader of the affirmative side or Prime Minister

    1. Defines the motion by explaining the meaning of the key items in the motion.

    2. Briefly discuss the stakeholders of the motion.

    3. State the teams base-line argument (the principles behind the teams case).

    4. Set the parameters (limits) to the debate (such motion is voluntaryit should only be done if the team

    thinks it shall lead to a better debate).

    5. Outline the teams main points or sections/items of the constructive speeches and the team split (whose

    member of the team shall explain each section/item) (2-6 main arguments).

    7. Summarize the arguments raised during the constructive speech.

    Leader of the negative side or the Leader of Opposition

    1. Make a direct clash (direct negation) to the set-up made by the government side (preferred) or provide a

    counter proposal to the proposal of the government side.

    2. If absolutely necessary, issues a strong definitional challenge in case the Prime Minister failed to provide

    a good definition of the key items in the motion.

    3. Challenge the set-up and parameters defined by the government side in case the Prime Minister failed to

    properly set-up the debate or if the parameters set are no longer debatable.

    4. Rebut the arguments raised by the Prime Minister and points out the most crucial flaws in their case.

    5. Explain the oppositions base-line argument (the principles behind the teams case) whether its a direct

    clash or a counter proposal.

    6. Outline the teams main points or sections/items of the constructive speeches and the team split (whose

    member of the team shall explain each section/item) (2-6 main arguments).

    7. Provide constructive speech by raising arguments and providing evidences that shall support the teams

    stand on the motion (2 3 main arguments) whether is a direct negation or a counter proposal.

    8. Summarize the arguments raised during the constructive speech.

    Second affirmative or Deputy Prime Minister

    1. If a definitional challenge has been raised by the opposition, reassert the governments definition and

    defends the rationale behind it. Reestablish the set-up made and parameters defined by the Prime

    Minister.

    2. Rebut the key arguments raised by the Leader of the Opposition and points out the most crucial flaws in

    their case.

    3. Briefly recap the points raised by the Prime Minister.

    4. Further develop the teams case by providing constructive arguments in addition to what the Prime

    Minister has raised based on the team split outlined by the Prime Minister. Provide further evidences

    that shall support the teams stand on the motion (2 3 main arguments).

    5. Summarize the arguments raised during the constructive speech.

    Second negative or Deputy Leader of Opposition

    1. Reassert, further explain and defend the definitional challenge and reestablish the set-up and parameter

    challenge made by the Leader of the Opposition.

    further evidences that shall support the teams stand on the motion (2 3 main arguments).

    5. Summarize the arguments raised during the constructive speech.

    Third affirmative or government whip

    1. Rebuts the oppositions case by refuting their assertions and examples by highlighting point-by-point the

    weaknesses in their arguments and their inability to deal with the motion.

    2. Recap the arguments raised by the constructive speakers of the government side and provide a thorough

    analysis of the debate by outlining the strong arguments raised by the government side and

    summarizing the failure of the opposition to respond on the governments arguments.

    3. The government whip should NOT add new matters or arguments to the teams case.

    Third negative or opposition whip

    1. Rebuts the governments case by refuting their assertions and examples by highlighting point-by-point

    the weaknesses in their arguments and their inability to deal with the motion.

    2. Recap the arguments raised by the constructive speakers of the opposition side and provide a thorough

    analysis of the debate by outlining the strong arguments raised by the opposition side and summarizing

    the failure of the government to respond on the oppositions arguments.

    3. The opposition whip should NOT add new matters or arguments to the teams case.

    Reply of the negative side

    1. Sum up the debate for the team by identifying the key areas of clash between the two teams and showing

    how the oppositions arguments in all of these areas have been superior.

    2. Summarize the flaws of the government side in terms of technicalities and this could include the

    following:

    Failure to fulfill speaker roles (e.g., failure of the Prime Minister to properly define the motion, improper set-up and improper definition of parameters of the debate, parroting (Deputy Prime Minister repeating the arguments of the Prime Minister), new arguments made by the government whip)

    Failure to provide substantial arguments /evidence to support the teams case (e.g., assumptions, distortion or fabrication by the government side)

    3. Summarize the reasons why the opposition should win the debate.

    Reply of the affirmative side

    1. Sum up the debate for the team by identifying the key areas of clash between the two teams and showing

    how the governments arguments in all of these areas have been superior.

    2. Summarize the flaws of the opposition side in terms of technicalities and this could include the

    following:

    Failure to fulfill speaker roles (e.g., flaws on the definitional challenge of the Leader of the Opposition, parroting (Deputy Leader of the Opposition repeating the arguments of the Leader of the Opposition), new arguments made by the opposition whip)

    Failure to provide substantial arguments/evidence to support the teams case (e.g., assumptions, distortion or fabrication by the opposition side)

    Under time (speech less than 6 minutes) Failure to raise or accept POIs

    3. Summarize the reasons why the government should win the debate.

    B. Adjudication

    The board of adjudicators shall be given three criteria to assess the performance of debaters: CONTENT,

    STRATEGY and STYLE. At the end of a debate, each adjudicator shall fill out a criteria sheet. Every speaker in

    the debate shall be given a score for content, strategy and style. These marks are added to give each speaker

    a total score. The adjudicator shall award the win to the team with the highest number of speaker marks. The

    following notes aim to provide an idea of what adjudicators shall consider when assessing the debaters

    performance, both as an individual and as a team.

    Content or Matter 40%

    1. Analysis: Adjudicators expects the debaters to be analytical; therefore, debaters should clearly explain

    the main points of their case and why their line of argument is stronger than that of the other team.

    While it is vital to present evidence to support a case, speakers should not present an argument which is

    merely a series of examples. Debaters should be rewarded if they demonstrate a perceptive

    understanding of the big issues in the debate, and are able to relate the smaller issues to that.

    Adjudicators shall also look for analysis of points made by opponents, (e.g. the ability to spot

    unsubstantiated assertions, logical flaws and contradictions in their answer). This shall constitute 50%

    of the Content Bearing.

    2. Evidence: The citing of relevant examples or authorities to back up arguments is vital to a speakers

    persuasiveness. The absence of such evidence shall be penalized. However, adjudicators shall not

    penalize a debater who is guilty of a minor evidential flow that is not recognized by their opposition and

    would only be apparent to someone exceptionally well-versed in the topic. It is also very important that

    every example used is clearly linked to an argument. If it is not clear how a particular example supports

    an argument, the adjudicators, shall not be able to give the debater full credit for it. This shall constitute

    40% of the Content Bearing.

    3. Relevance: All speeches should be germane to the motion and the way it is defined. Persistent

    irrelevance and the clear avoidance of certain issues shall be penalized. This shall constitute 10% of the

    Content Bearing.

    Strategy or Method 40%

    1. Roles of Speakers: Every member of a team has a specific role to fill. Adjudicators shall be looking out

    to see if a speaker does his or her job. Those who do fulfill their role effectively shall be rewarded. Those

    who fail to do so shall be penalized. This shall constitute 20% of the Strategy Bearing.

    2. Teamwork: A three-member team should work together to produce a consistent argument that flows

    from one speaker to another. Speakers shall be rewarded for developing the teams line of argument and

    penalized for contradicting things that teammates have said. This shall constitute 10% of the Strategy

    Bearing.

    3. Structure and Timing: A speech in a debate should follow a logical pattern so that it can be easily

    understood by the audience. The efficient use of time in a speech shall be rewarded. Examples of

    inefficient timing can be seen when speakers make overly-long (and sometimes irrelevant)

    introductions, or where so much time is spent on one point, that other points are hurriedly covered in

    the last minute. Speeches which substantially exceed or under-run the allotted time shall also be

    penalized. This shall constitute 25% of the Strategy Bearing.

    4. Understanding the Issues: Adjudicators shall expect speakers to listen to what the other team has been

    saying and attempt to rebut their key arguments. In most debates there shall be a few main issues in the

    argument between the two teams, as well as a few trivial side issues. Speakers who focus on the main

    issues and do not get side-tracked talking about irrelevant points shall be rewarded. This shall constitute

    25% of the Strategy Bearing.

    5. POIs: Speakers are obliged to offer and accept points of information during the debate. Speakers shall be

    rewarded for answering points made by opponents effectively and for offering relevant points during

    speeches by the other team. Speakers who fail to accept and/or offer points shall be penalized. This shall

    constitute 20% of the Strategy Bearing.

    Style or Manner 20%

    1. Delivery: Adjudicators shall consider a speakers public speaking skills. This includes their fluency,

    audibility, variance of tone and ability to connect with and relate to the audience for example by

    establishing eye contact. Speakers who project a sense of confidence and are clearly making attempt to

    come across in a way which shall be persuasive to an audience shall be rewarded. While speeches can

    often benefit from the use of humor and gesture, they should not become pantomimic or reliant on

    gimmickry. Humor is only likely to be rewarded if it relates to the arguments in the debate and could not

    be considered personally insulting to members of the other team. The constant repetition of linking

    phrases (e.g. Mr. Chairman, Ladies and Gentlemen), shall often be penalized as it can become irritating

    and could be a sign that a speaker is trying to waste time because they dont have very much to say. This

    shall constitute 70% of the Style Bearing.

    2. Use of Notes: Debaters shall be expected to use brief notes to remind them of their arguments. The

    notes should not be so detailed that the speaker spends most of his or her time looking at the notes

    rather than making eye-contact with the audience and the adjudicators. Speakers who write out their

    speeches word-for-word and then read them out shall be heavily penalized. This shall constitute 30% of

    the Style Bearing.

    V. ADDITIONAL CONSIDERATIONS FOR JUDGING DEBATE

    The following questions may be useful to judges in arriving at a decision:

    A. Analysis, Argument and Reasoning (Content)

    1. Is the analysis and interpretation of the motion sound and reasonable?

    2. Is the faculty of analysis exercised throughout, including following though the crucial issues?

    3. Is the reasoning sound? Is it quick and agile?

    4. Are fallacies avoided and detected?

    5. Is there evidence of original thinking?

    B. Use of Evidence (Content)

    1. Does the debater show knowledge of the motion and its various phases?

    2. Does he/she avoid both unsupported assertions and the continual citation of authorities?

    3. Is there sufficient evidence without being wearisome?

    4. Is evidence used effectively and honestly?

    C. Ability in Point of Information Q &A (Strategy)

    3. Which team regardless of individual stars constitutes the better-balanced group?

    E. Attitude and Style (Style)

    1. Does the debater speak with forceful, direct communicativeness? Does the use note interfere with his or

    her audience contact?

    2. Does he/she adapt, in manner and content, to his/her opponents and the audience? Does he or she

    extemporize effectively?

    3. Does he/she persuade as well as convince? Does he/she introduce variety and/or humor effectively?

    4. Does he/she give the impression of genuineness and sincerity?

    5. Does he/she seem at home on the platform, in posture and gesture?

    6. Does he or she have a pleasant voice? Does he or she use it intelligently? Does he or she speak distinctly?

    7. Does he/she speak at a rate that is intelligible to his/her opponents and to the judge?

    8. Is the speaker courteous to opponents?

    9. Is he or she overly controversial? Is he/she cocky or bombastic?

    10. Is he/she offensively sarcastic?

    AWARDS AND RECOGNITION

    A. The DEBATE TEAM CHAMPION shall be determined after the FINAL ROUND. Each debater of the team shall receive a certificate and a medal.

    B. The BEST COACH shall be awarded to the Official Coach/Coaches of the Debate Team Champion and shall receive a certificate.

    C. The BEST SPEAKER shall also be awarded after the FINAL ROUND and shall be determined by the board of adjudicators and shall be given to a speaker in the FINAL ROUND who garnered the highest scores in the last two criteria: Strategy and Style.

    D. The BEST DEBATER shall also be awarded after the FINAL ROUND and shall be determined by the board of adjudicators and shall be given to a speaker in the FINAL ROUND who garnered the highest scores in the first two criteria: Content and Strategy.
