HOW DID WE GET HERE AND WHAT’S NEXT?

IRP BECAME A REALITY 45 YEARS
AGO
Arkansas was the 16th jurisdiction to
participate in IRP 43 years ago.

IRP ONLINE SERVICES
• So much has changed since 1974 with the trucking industry and how the jurisdictions
process apportioned registrations. Gone are the days of processing new accounts,
renewals and supplements solely by hand. Gone are the days of maintaining paper fee
schedules for existing and new IRP jurisdictions. Gone are the days of the old telex and
teletype machines for sending temporary operating authority. Gone are the days of
typed invoices and mailouts for every step in the registration process.

• Arkansas IRP began processing on our first computer system in the early 90’s. The
mindset of many of the employees was we have been replaced by technology and we’re
no longer needed.
• Technology did make the process more efficient and we did realize a reduction in staff
size over time.
• A change to a new vendor in the late 90’s eventually lead to our first online processing.
It wasn’t the easiest system to process on and lacked the versatility needed by our
customers.

• The IRP vendor made the decision to get out of the IRP and IFTA business so IRP had to
begin the search for a new vendor. The Motor Fuel Tax Office had a different vendor for
the IFTA system than the Office of Motor Vehicle had for the IRP system. A decision was
made to have one vendor for both offices and in June of 2009, Arkansas transitioned to
our current vendor, Celtic Systems. Celtic partners with IBM for the IRP and IFTA
solutions in Arkansas.

IRP ONLINE SERVICES
• The Arkansas Motor Carrier System, AMCS, was more flexible than the previous
systems. The system was more efficient and allowed for more timely processing of
transactions internally and externally.
• Motor Fuel Tax had online users from the first day of rollout. IRP customers did not
begin online transactions for almost a year after rollout.

• State government has experienced an increase in online services in about every aspect of
business. Since IRP has only one office in the state and it’s centrally located, Governor
Hutchinson’s office was interested in the development of a registration process for new
account holders to start the process online. This process would eliminate the need to
mail in, fax or email the required documents to set up a new account as well as eliminate
the drive to Little Rock to start this process.
• Office of Motor Vehicle and IRP representatives worked with our vendors to make this
possible and on December 29, 2017, IRP rolled out this new feature.

• Proof of residency documents are uploaded for review.
• Customers receive approval or denial within 72 hours.
• Approved customers receive a new account number and login instructions which allow
them to process their way through the new account process, generate an invoice, pay
online and receive a cab card instantly.
• Now that the application has been keyed, paid for and the registration has been issued,
what happens next? Let’s take a look at Act 532 of 2017.

• Shannon Newton offered to have a bill drafted and sponsored that would generate new
fees to assist with necessary system changes as well as change some of the processing
requirements for online transactions. Attorney Greg Jones began to draft House Bill
1691 and with help from DFA’s legal staff, the bill was finalized. HB 1691 passed and
resulted in Act 532 of 2017.

• The following section from Act 532 has proven to be challenging for many customers:

IRP ONLINE SERVICES
• Act 532 allows for a registrant to process, pay and issue credentials online
without having to provide supporting documents for 30 days. Documents may
be uploaded while processing the application, emailed to
[email protected], or faxed to either (501) 682-4615 or (501) 683-0693.
Some customers still walk in with the documents or mail them to IRP.
• IRP started these new procedures with the self-registration process ahead of the
system modernization.

• If the registrant is adding new equipment that requires titling, the original MSO or title
along with the other documentation and payment must also be submitted within 30 days.
• Failure to submit all required documentation within 30 days results in the vehicle being
suspended.
• Users with too many vehicle suspensions may also be suspended. Suspended users will
have to submit applications the “old” way for processing. Applications will have to be
submitted either in person or be mailed, faxed or emailed to IRP for processing. There is
no 30 day time period for supporting document submission after payment with these
methods.

• Act 532 of 2017 addressed many changes for
modernization efforts to upgrade the AMCS system.
NextGen+ offers more for the internal and external
users when it comes to processing applications, reports,
payments and correspondence.

• Highlights of Act 532:
• $2.00 portal access fee for online application processing.
• $5.00 annual commercial motor vehicle fee for each power unit and trailer.
• $2.00 company logo decal fee for license plates. (For approved carriers only.)
• Ability for approved registrants to have their own inventory of license plates. These
registrants are subject to audit by the DFA Internal Audit Division.
• Elimination of registration decals.
• Credentials will be issued prior to review of supporting documentation for online users.
Registrants have 30 days to submit all required documents or risk vehicle suspensions.

• Additional decisions made by DFA:
• Credit card limit for online payments was increased from $500.00 to $1,000.00.
• Ability to make escrow deposits and payments.
• Elimination of the replace cab card supplement and the $1.00 cab card replacement fee. Users will
be allowed to reprint cab cards free of charge.
• Renewals will not be mailed to customers willing to provide a cell phone number for texts and or
an email address. They system will send text and email alerts regarding their renewal. We ask that
all cell phone numbers and email addresses be reviewed at least annually to make sure we have the
most current information.
• There are new security changes for logging in and password changes.

• Electronic Filing Agreement-must be accepted by all users prior to processing.

• Delete vehicle (no credit can be used at a later date for a replacement)

• Types and amounts
• E-checks: No limit on the payment amount. Users may need to notify their bank of the online
payments to avoid the bank not honoring the payment.
• Credit cards: Maximum of $1,000.00.
• Escrow: Online payments automatically consume escrow when it’s available.

• When a 30 TEAR (temporary evidence of apportioned registration) is needed, the user must
check the I AGREE box in order to receive the temp and then be allowed to pay online.

• The I AGREE box must be checked in order to pay online and receive your credentials.
• Users should be able to print cab cards immediately.
• License plates will be mailed by the IRP Unit once the supplement is paid.
• TEARs and cab cards now contain a State seal watermark.
• TEARs and cab cards now contain the name and address of the carrier responsible for the
safety of the vehicle and not just the USDOT of the carrier.

• Apportioned license plates no longer require a registration decal.
• Blank decals have been issued since the rollout of the system changes so registrants can cover
up the previous decals. Some registrants have been ticketed because the expired decal was
never covered up. Notices were sent out to Arkansas law enforcement as well as
enforcement nationwide through IRP, Inc.

• SECURITY CHANGES
• Each user of the AMCS NextGen+ system must have their own user id and password and
passwords must be changed every 120 days.
• IRP supervisors can set up new users.
• Please notify IRP immediately if an employee that had a login is no longer employed with your
business so that their access can be suspended.
• IRP has suspended access to some users who misuse their access to the account(s) they are
responsible for.
• Users will be notified at 10 days and again at 5 days that their password will be expiring.

• SUPPORT
• IBM maintains a help desk to assist with certain issues encountered by users. The most
common issue is password resets. The help desk number and email is found on the login
screen.

• SUPPORT
• A new feature with the modernized system is the screen capture function. If a user has a
question about a field or an error message they may have received, they can click the screen
capture button and then contact the IRP Unit for assistance with the particular issue.

• Once you click Screen Capture, a message appears that reads “Image saved successfully!”.

• FUTURE PLANS:
• Training classes
• Hands on training classes were held in Little Rock in August of 2018 prior to rollout. Attendance
was low based on the total number of fleets. If options are available to host training classes
throughout the state, we’d like to bring the training to our users without them traveling to Little
Rock.
• Host and record a webinar for training. The in house training allowed users access to a
computer to process in a test setting on their own account. In the absence of a facility with
computers for the users to access, a live and/or recorded webinar could be useful.

• FUTURE PLANS:
• Interface with other agencies to obtain verification to simplify the registration process. IRP
currently performs manual look ups for the AR Public Service Commission annual report
filing, DFA Miscellaneous Tax payment, DSMV (Driver’s Service Motor Vehicle) AIRS title &
registration system for assessment and tax clearance of private carriers, FMCSA (Federal
Motor Carrier Safety Administration) MCMIS (Motor Carrier Management Information
System) system for biennial updates and our CVIEW (Commercial Vehicle Interface Exchange
Window) for UCR payment verification and proof of good standing for a motor carrier. Some
of these systems are state systems and if there is anyway our system can interface with any of
these, the results would be beneficial to our carriers and staff.
