Letter from the President

By the time this newsletter is in your hands we will be

well into 2011 and moving ahead with our objectives

for the year.

Coming up right away is the deadline for submission of

the Health and Safety Statistics. The deadline date is

11 March 2011. The statistics submission form is

available at www.iploca.com.

From the standpoint of New Technologies, we have set aside funding to

cooperate on research with APIA, PRCI and EPRG. The nature of the research is

being discussed and IPLOCA is seeking to fund projects that are most relevant to

its members and whose results offer the greatest benefits.

After two successful communications seminars last year in Training, and an

informational session on Operator Training provided by Caterpillar, Maats and

Liebherr, and Volvo, we are now investigating the existing possibilities for

pipeliner-specific education and how best to provide that to the membership.

Our HSE Committee continues to develop, and we welcome additional

participation from our members. As usual, awards will be presented this year at

the upcoming Convention in Beijing; The New Technologies Award, sponsored

by BP and the Health & Safety Award, sponsored by Chevron. We may be

adding a new award this year - detailed information about these awards will be

communicated via email and in future newsletters. We are grateful to our award

sponsors for their continuing support.

The 2011 Convention (12-16 September in Beijing) is well under development

and you will find some initial information on page 19. Immediately following

the Convention, on Saturday and Sunday, 17 and 18 September, there is a major

pipeline exhibition taking place in Beijing, hosted by China Petroleum Pipeline

Bureau, a Regular Member company represented on our Board of Directors

by Yujian Zhao. The event is supported by IPLOCA. Be sure to consider your

attendance at this event as you plan your travel to the Far East.

News from Geneva It’s hard to believe that the Secretariat has now been

installed in its “new” offices for a full year. Landscaping

is being put in place and only one office in the Geneva

Airpark building still remains unoccupied. We are gradually

meeting our neighbours and continue to enjoy the

seasonally changing views of Mont Blanc.

The HSE Committee regularly holds meetings in our

conference room and we are now preparing to welcome

the Lowering and Laying Group of Novel Construction for

their meeting on 15 March.

Membership certificates for 2011 have now been mailed out

to those Regular and Associate Members who have already

paid their fees. If you are the designated representative

for your company and have not received your certificate,

please contact [email protected].

New Media Partners We would like to formally welcome our new IPLOCA Media

Partners, already well known to you, no doubt, from their

ongoing support of IPLOCA in general, and their frequent

presence and support of the Convention. Benjamin Media,

Oildom, Palladian Publications and Pennwell are listed

on page 22 of this newsletter. We have an agreement in

place with each partner for the three-year period beginning

October last year.

Board Meeting UpdateThe following are the key outcomes of the IPLOCA Board of

Directors meeting held in Rio de Janeiro in early December.

HSE - The HSE Committee, under the leadership of Immediate

Past President Adam Wynne Hughes has selected carbon

footprint as the main theme for the previously discussed

environmental indicators. A submission form will be

developed in order to collect this data from the membership.

- The Committee will develop a white paper on Road Traffic

Accidents (RTAs), covering IPLOCA statistics, methods

utilised by other organisations in the reduction of RTAs

and testimonials from IPLOCA members.

- It was agreed that next year’s Health and Safety Award,

to be given in Beijing, should be termed the 2011 Health

and Safety Award. Previously the Award had referred to

data gathered during the previous calendar year but the

award parameters have now changed.

- A Corporate Social Responsibility Award has been suggested

and the Committee will develop a detailed proposal.

Training - A second Communications Seminar was successfully

completed at Schiphol Airport. Twenty people attended

the event (employees from A. Hak, CCC, Denys, Dhatec,

Habau, PPS, Rosen, Techint, Sicim, Max Streicher and

Visser & Smit Hanab).

- The committee is investigating a DVD on pipeline

construction safety training used by PLCAC members.

- The possibility of customised training for Operators was

offered by CAT, Maats & Liebherr, and Volvo. Vacuworx

and Worldwide Machinery have also expressed interest.

The informational meeting held in Geneva was attended

by representatives from Bonatti, HABAU, Nacap, PPS,

Spiecapag, Techint and Tekfen. A train the trainer course

is being investigated to ensure that information is always

available within a company.

- Caterpillar has offered an Operator Certification Program.

- A site visit in Canada is under discussion for 2011, with

clients being invited.

- A master’s degree in Pipelines has been suggested.

Content of the course, its length, specific focus and

audience are being discussed and investigated.

The weather did not cooperate very well to allow for the famous views

of Rio from Sugar Loaf or Corcovado, but it was beautifully warm.

New Technologies - The development of a Second Edition of Onshore

Pipelines: The Road to Success is in preparation.

- The individual work group leaders have presented

their road map with specific action items and dates.

This is an opportunity to reshape the format of the

book and to divide it into two parts, making it easier to

insert additional chapters, thus creating more of a live

document than a rigid document.

- IPLOCA has suggested a workshop with the EPRG,

PRCI, and APIA in the USA before the end of January to

develop and co-fund a common research project using

the Road to Success as a basic tool.

Treasurer’s Report - Harald Dresp, Treasurer, provided IPLOCA’s Annual

Forecast for the Board’s review, pointing out total

costs from operations and breakdown of costs and the

excellent sponsorship of the Venice Convention. The 2011

budget was presented and approved.

Presidential Rotation - Latin America has five paid members and thus requested

that a new area be incorporated. This was agreed and

Latin America will be added as an eighth geographical

area and part of the rotation scheme for the presidency.

Membership - BASF, Germany, Challenger Services, USA and Koop

Bronbemaling B.V. were approved by the Board as

Associate Members.

- Resignations were received from Jotun Powder Coatings,

Associate Member, Dubai, and from Regular Member,

LMR Drilling, Germany.

Convention - In order to increase the response rate to the Convention

Questionnaire it will be made available for completion

towards the end of convention week via various

methods. The results of the survey will be posted online.

- Potential speakers for the Beijing convention were

discussed. Suggestions from the membership are most

welcome and should be received by mid-February.

Novel Construction - A Novel Construction meeting will be scheduled for

March, date to be agreed.

Regional Meetings - A regional meeting for Middle East and Africa was

confirmed for Beirut, Lebanon, 17-18 February.

Spotlight Electing and Appointing our IPLOCA LeadersThose who regularly attend the IPLOCA Convention each

year may already be familiar with the election meetings

and the subsequent Annual General Meeting, where the

Regular Members are asked to approve the nominations for

the new Board of Directors.

However, with an increasing number of new companies

joining the Association each year, it would perhaps serve us

well to summarise here the election requirements, process

and presidency rotation in simple terms. Should you wish to

review detailed information, this can be found in IPLOCA’s

By-Laws, published both in the Yearbook, and online at

www.iploca.com under About IPLOCA.

The IPLOCA Board of Directors consists of a minimum of 12 and a maximum of 25 directors.1. Two directors, who have full voting rights on the Board,

are elected by and represent the Associate Members of the

association.

2. The directors representing Regular Members are

the Geographical Area Representatives, elected by the

Regular Members according to the number of member

companies in each area. (Areas with 5-14 members may

elect one director; areas with 15 or more members may

elect a second director.) The eight Geographical Areas are

*” The Americas” region was split into North America (13 Regular

Members) and Latin America (5 Regular Members) following a

decision at the December 2011 Board of Directors meeting.

3. The five Officers of the Board, appointed by the full

Board, form the Executive Committee: They are the

President, 1st Vice President, 2nd Vice President, Treasurer

and Immediate Past President. The President’s term of

office is one year.

4. Up to five Directors at Large, appointed by the Board

of Directors, make up the remainder of the Board.

The Directors at Large are nominated by the Executive

Committee and appointed following the approval of the full

Board. They are selected based on their active involvement

and engagement in the work of the Association, including

in committee work, to capitalise on their knowledge and

ensure continuity of leadership in certain areas.

On the website you will find a document entitled Responsibilities

of Board Membership, an application form and instructions

on sending your brief résumé, all items to be received by the

IPLOCA Executive Secretary no later than Friday 15 July 2011.

Board Members commit to attend four meetings a year

(including the one scheduled for the weekend just prior to the

Convention). The format for the other three meetings generally

includes a welcome dinner, 1.5 days of formal meetings, a

dinner hosted by the President and an opportunity to relax

with other board members and their spouses during a one

day cultural tour of the area. In general the locations chosen

are those being considered for a future IPLOCA Convention,

so that the Board can make an informed decision for this

all-important event.

Election Note Voting for Board elections takes place at the Convention –

but if no-one from your company will be able to attend the

Convention, a proxy vote may be cast. All proxy votes must be

received by the Executive Secretary in the IPLOCA office at the

convention hotel no later than Tuesday, 13 September 2011 in

order to be counted.

Rotation of the Presidency by Geographical AreaIf you are not already familiar with the Geographical Areas,

and the countries included within these areas, please

take a moment to go to the Membership Centre at

www.iploca.com. Here you have access to the Geographical

Areas, and a list of the Regular Member companies included in

each. The current rotation scheme for the presidency of IPLOCA

by area is shown on the chart below.

The President of IPLOCAThe incoming President serves a term of one year. Unless

agreed otherwise by the majority of the Board, s/he must first

serve at least two years on the Board, attend at least six

Board Meetings and serve one year as First Vice President.

The Deadline for the Call for Nominations is Friday 15 July 2011

The incoming President is the figurehead representing IPLOCA to the membership and to the industry at large. As such s/he must be a

strong communicator and must demonstrate active and ongoing support of IPLOCA and its goals. Each region should identify a suitable

director well in advance of the projected presidential tenure, such that the director can serve the required number of years on the Board

and be appointed as an Officer serving on the Executive Committee.

Member NewsProviding Upstream Services for Unique Coal Seam Liquefied Natural Gas ProjectFluor Corporation (NYSE: FLR) has announced that it was

awarded an engineering, procurement and construction

(EPC) contract by Santos Ltd. (STO AU) for its Gladstone

Liquefied Natural Gas (GLNG) project in Queensland,

Australia. Fluor’s EPC contract includes upstream facilities

associated with the 7.8 million tonne-per-year liquefied

natural gas (LNG) project that will extract and liquefy gas

from coal deposits for eventual export to Asia and other

global markets. Fluor booked USD 3.5 billion in its fourth

quarter of 2010 for this new contract.

Leighton India secures US$17m ONGC shallow water project Leighton India has been awarded a USD17 million contract

for work on the G1-GS15 Shallow Water Project, an offshore

field development by the Oil and Natural Gas Corporation

(ONGC). Located at Krishna-Godavari Basin, 20 kilometres

off Amalapuram coast in the Andhra Pradesh state of India,

the G-1 field’s water depth is approximately 250 to 450

metres. The field operates through a sub-sea production

system consisting of sub-sea production wells and

production manifold. The wells are connected by dual sub-

sea pipelines rising to the processing facilities on-shore.

GS15 is a shallow water field lying six kilometres off-shore

which includes two platforms GS15-4 (existing) and GS15-1

(new) and is integrated in the overall field development

project. Leighton’s scope includes:

- Installation of Wye piece and 10-inch piggable full bore

subsea valve.

- Installation of topside extensions on GS15-4 topside (existing).

- Install and tie in riser on GS15-4 and GS15-1 topsides.

- Hook-up and pre-commissioning of topsides.

- De-watering, pigging, hydro testing and onshore tie-in of

subsea pipelines.

- Testing of umbilical.

- Post trenching and backfilling in near shore area.

Leighton’s own purpose-built pipe-lay barge, Leighton Stealth,

will deliver the project. Work commenced in December 2010

and is due to be completed in March 2011.

Lincoln Electric to Hold Free Pipeline Welding Seminar in MarchSessions to Address Safety, Quality and Productivity

Lincoln Electric is offering a free Pipeline Welding Seminar

intended for contractors and professionals in the pipeline

industry. The three-day, in-depth session will take place

on 29-31 March, 2011, at Lincoln Electric’s corporate

headquarters in Cleveland, Ohio.With the growing demand

in energy markets, rehabilitation of existing infrastructure

and construction of new cross-country and subsea pipelines

will continue to increase. The seminar will focus on these

topics, as well as new solutions for overall improved safety,

productivity and quality. Topics will include:

- Solutions to common pipeline welding challenges

- Understanding hydrogen cracking and how to minimize it

- Effects of welding essential variables, including heat

input, on weld metal properties

Lincoln Electric Welding Equipment Gets Screen Time in The Green HornetLincoln Electric has once again gone Hollywood, making

another big screen appearance in the latest superhero

film – The Green Hornet. The company’s POWER MIG® 140C,

Precision TIG® 225 welders, assorted welding helmets, gloves

and accessories are featured on the set of the lab run by

the Green Hornet’s clever sidekick, Kato, who invents the

superhero’s automobile and his trademark sleeping gas gun.

Man, released in 2008, and Iron Man II, released in 2010.

Commencement of Consideration of Business Integration of Nippon Steel Corporation and Sumitomo Metal Industries, Ltd.Nippon Steel Corporation (President: Shoji Muneoka)

and Sumitomo Metal Industries, Ltd. (President: Hiroshi

Tomono) have jointly announced that they have agreed

to commence consideration of the integration of their

entire businesses (the “Business Integration”), targeted for

October 1, 2012. The Companies will, with the spirit of their

relationship being based on equality, proceed to consider

the Business Integration.

SNC-Lavalin Acquires Engineering Firm in ColombiaSNC-Lavalin is pleased to announce its acquisition of

Itansuca Proyectos de Ingenieria S.A., an engineering firm

of 1,000 professionals and administrative staff in the energy

sector based in Bogota, Colombia. Since 1989, Itansuca

has been offering energy consulting, project management,

electromechanical installation, design and supervision

services from its Bogota head office and 21 other locations

around the country to clients in Colombia and in a number

of other countries around the world. The word itansuca

comes from the indigenous Chibcha language meaning to

make a path. With the addition of Itansuca, SNC-Lavalin

now numbers approximately 1,150 employees in Colombia,

including over 150 working in the infrastructure sector from

its current office in Bogota. It has over 4,000 employees in

Latin America and nearly 24,000 worldwide.

Petrofac Awarded USD 1.2 Billion Project in AlgeriaPetrofac, the international oil & gas facilities service

provider, has been awarded a USD1.2 billion lump-sum

engineering, procurement and construction (EPC)

contract by In Salah Gas (ISG), an association between

Sonatrach, BP and Statoil, to develop southern fields in

the In Salah development. The fields to be developed

are Garet el Befinat, Hassi Moumene, In Salah and Gour

Mohmoud. Petrofac’s scope of work includes a new

central production and gas gathering facility at In Salah

comprising two dehydration trains, with the capacity to

produce approximately 16.8 million cubic metres of gas

per day, associated permanent camps, and approximately

300km of pipelines for gas collection from the in-field wells

and export to the existing Krechba facility. Brownfield

modifications will also be undertaken at the existing

Reg facilities with an additional dehydration train plus

modifications for future operation of the compression

facilities. The existing Teg and Krechba compression

facilities will also be upgraded for future operations. The

50-month project, to be completed in phases, will support

the maintenance of plateau gas production rates of 9 billion

cubic metres per annum beyond 2013.

New Pipelayer Being built in China Beijing, China – PipeLine Machinery (Beijing) Co. Ltd. (PLM-

Cat) recently participated in the launch of the new VP72Gs2

pipelayer in China. Partnering with China Petroleum Pipeline

Bureau (CPP), Vanguard Equipment Inc. and under license

from Caterpillar, this new 40-ton pipelayer is built in China

for the China and Asia markets. The VP72Gs2 pipelayer is

designed to meet most of the specifications of the Cat 572R-II

pipelayer. The new pipelayer is built on the Cat D7G2 chassis.

The D7G2 tractor has been manufactured in China for several

years. PLM-Cat President Mel Ternan attended the ceremony

with officials from CPP, Vanguard Equipment Inc. and

Caterpillar. The manufacturing facility selected for the project

is CPP’s Huabei Petroleum Engineering construction (HPEC)

facility at Renqiu in Huabei province, near Beijing. The Huabei

factory has extensive experience in building pipelayers in

China. Through concerted effort and cooperation from all

of the partners in this project over the past 13 months, the

Huabei factory proudly presented three VP72Gs2 pipelayers

for the ceremony on October 27, 2010. The new pipelayer will

be distributed exclusively by PLM-Cat.

Ternan to retire from PLM The Board of Managers of PipeLine

Machinery International (PLM-Cat)

announced in December that

President Mel Ternan would be retiring

effective December 31, 2010. The

Board offered their sincere thanks

and congratulations to Ternan as

he begins the next facet of his life.

“Mel was instrumental in getting this PLM concept off the

ground in 2005 and we will all miss his leadership and

patient diplomacy,” said PLM-Cat Board Chair Brad Tucker.

“His ability to form a dynamic team that has succeeded

in the unprecedented concept of an industry-focused,

non-geographic Cat dealership is respected throughout

the industry and within the Caterpillar community. We are

happy that Mel is heading into retirement with his health

and plans for further adventures in his and his wife Shirle’s

lives.” Leading the PLM-Cat team in January will be Senior

Vice President Tony Fernandez who will take on the new

role of Executive Vice President and General Manager.

Fernandez was also part of the four-dealer founding group

that helped put the PLM-Cat dealership together. He

has been instrumental in leading PLM operations in the

Americas since the company’s inception in May of 2005. He

will continue to expand his role, leading PLM-Cat towards

increased international growth. Assisting in this transition

will be PLM-Cat Board Chair Brad Tucker who will take

on the additional role of President of PipeLine Machinery

International.

Technip Awarded Major Subsea Contract for the Jack & St-Malo Fields in the Gulf of MexicoTechnip has been awarded a contract by Chevron North

America Exploration and Production for the development of

the Jack & St-Malo fields, located in the Walker Ridge area of

the Gulf of Mexico at a water depth of approximately 7,000

feet (2,100 meters). The contract covers the engineering,

fabrication and subsea installation of more than 53 miles

(85 kilometers) of 10.75” outer diameter flowlines(1), steel

catenary risers(2), pipeline end terminations, manifolds,

pump stations and tie-in skids. Technip’s operating center in

Houston, Texas will perform the overall project management.

The flowlines and risers will be welded at the Group’s

spoolbase in Mobile, Alabama. Offshore installation is

scheduled to be completed by the Deep Blue, Technip’s

deepwater pipelay vessel, in 2013.

Technip awarded a key engineering contract for a FLNG in MalaysiaTechnip, in a consortium with Daewoo Shipbuilding

& Marine Engineering Co. Ltd., has been awarded by

Petroliam Nasional Berhad (PETRONAS) and MISC Berhad

a front-end engineering and design contract for a floating

liquefied natural gas (FLNG) unit. The FLNG, which will have

a capacity of one million-tonnes per annum, will be located

in Malaysia. Technip’s operating centers in Paris, France and

Kuala Lumpur, Malaysia will execute the contract, which is

scheduled to be completed by the second half of 2011. This

strategic project combines technologies and know-how

from Technip’s three business segments: Onshore process

of natural gas liquefaction, Offshore floating facilities and

Subsea infrastructures.

Tekfen Construction to build 230 km pipeline for Morocco’s OCPOn January 20th, Tekfen Construction and OCP (Office

Chérifien des Phosphates) top executives met to sign a

contract following Tekfen’s successful tender bid for OCP’s

new Phosphate Slurry Pipeline worth USD 450 million.

The project will be implemented within the scope of OCP’s

USD 5 billion investment wave aiming to increase the

mining and export capacity of the country’s most abundant

natural resource and the largest example of export goods:

phosphate. Among the parties present at the signing

ceremony in OCP headquarters were Erhan Öner, Tekfen

Holding CEO, Osman Birgili, Tekfen Construction Senior Vice

President as well as Mostafa Terrab, OCP CEO, Mohamed

Benabdeljalil OCP Executive Vice President and both

companies large group of executives. The 230 km pipeline

will carry phosphate in the form of slurry from the mining

area of Khourighba to Jorf Lasfar Terminal on the Atlantic

Coast. The project, which consists of a segment of 187 km

of 36” pipeline, the largest diameter to be ever built for

slurry, and a segment of 39 km of 12”-20” pipeline, together

with pump stations and storage facilities, is scheduled for

completion in 28 months.

Willbros to Build a Segment of the Acadian Haynesville extension Project in LouisianaWillbros Group, Inc. has announced that a unit of its Upstream

Oil & Gas segment has been awarded the construction

contract for a portion of the Acadian Haynesville Extension

Project, a natural gas pipeline being developed by Acadian Gas

LLC, a jointly owned subsidiary of Enterprise Products Partners

L.P. and Duncan Energy Partners L.P. The 270-mile project,

which expands the existing Acadian Gas Pipeline System,

will originate in Red River Parish, Louisianna, southeast of

Shreveport, and will terminate near Donaldsonville, Louisiana.

The Acadian Haynesville Extension Project has been divided

into three major segments. Willbros has been awarded the

construction of Segment 1 which includes approximately

106 miles of 42-inch pipeline, 2.5 miles of 36-inch pipeline

and 2.5 miles of 20-inch pipeline. Segment 1 will originate in

the northwest portion of Red River Parish, traverse through

DeSoto and Natchitoches Parishes and terminate near Boyce,

Louisianna. Construction on Segment 1 is expected to begin

in February 2011 with completion in August 2011. Randy Harl,

President and Chief Executive Officer, remarked, “We are

very pleased to have the opportunity to work with Enterprise

as they expand their midstream energy assets. This award is

significant for Willbros as it not only improves visibility for

our U.S. Construction business unit, but it also reinforces our

strategy to leverage our core competencies to perform large

capital projects while expanding our regional capabilities.

On 1 December 2010, our colleague

and friend Mr. Mario Gualandri

passed away at the age of 75.

Mario had more than 40 years of experience in the design,

construction, planning and cost control of chemical and

petrochemical plants, pipelines and related facilities. He

worked for many important companies including Bechtel,

Techint, Saipem, Fluor and ABB Lummus, and in the last

two years worked for Sime as General Superintendent

and support to the business development and commercial

activities. Mario was endowed with a great sense of humor

and both his enthusiasm and his serenity were infectious.

He was a guide and a model for younger colleagues. His

sudden passing shocked everyone and his bright intelligence

and his cheerfulness will be greatly missed by all.

Changes at CRC-Evans IPLOCA Associate MemberDouglas McIntyre, the new CEO of CRC-Evans, took up his

position on 1st January 2011, when Tim Carey, a long-time

friend and supporter of IPLOCA, stepped down. That is not

the only change within the organisation. Past President of

IPLOCA, Adam Wynne Hughes, has also joined the company

as Managing Director of CRC-Evans Inspection Group.

Adam, well known to many following his 2009-2010

Presidency of IPLOCA, joins CRC-Evans at a time when the

PIH Field Joint Coating Division and Inspection Group form

one of the business units within CRC under the leadership

of Phil Bond, the current IPLOCA Director for North West

Europe. Adam will work closely with Carl Vincent, the

Senior Vice President at Pipeline Induction Heat Ltd, to

develop the wider range of services offered to clients whilst

maintaining the individual market area disciplines.

After almost 8 years at the helm, Alan Everett will retire

from the post of Managing Director later on in the year, and

will work closely with Adam over the next few months to

effect a smooth transition. Phil Bond, Managing Director

of PIH and President of the FJC and Inspection Group said

that he was delighted to be able to welcome someone of

Adam’s calibre to the Company. “I am looking forward to the

challenges of leading the Inspection group, particularly the

existing business in South Africa and the Middle East and the

development of UK-based UNISPEC which is supporting CRC-

Evans Offshore in some very exciting projects”, said Adam.

Bacteria Added to Gravel? Visser & Smit Hanab’s BioGrout Aids Stability

Gravel treated with BioGrout

The gas transporting pipeline network in the Netherlands

is currently expanding, strengthening the supply of natural

gas in Europe.

The crossing of the river Waal is a part of this network,

accomplished by means of two horizontal directional

drillings executed by Visser & Smit Hanab’s new 450 ton

drilling rig. This specific project was exceptional because of

the large amount of gravel in the subsurface near the river

to be crossed.

When drilling in loose gravel it often proves difficult to

create a stable borehole, and so Visser & Smit Hanab,

together with Volker Staal & Funderingen (a sister company

of Visser & Smit Hanab within the Volker Wessels Group),

Deltares and Delft University of Technology investigated

means to stabilize such large gravel layers for HDD.

Alternative methods, such as steel casing or concrete

jet grouting are expensive and not always successful.

Therefore it was decided to stabilize the gravel layer with a

sustainable ground improvement method called BioGrout.

BioGrout is an in-situ ground improvement in which a

cementation process is stimulated by injecting a liquid

containing special bacteria. This cementation is a natural

process which normally takes several hundreds of years.

However, by injecting the appropriate bacteria, this process

can be accelerated into a period of several days. The first

application of BioGrout for an HDD in gravel was in June

2010 in The Netherlands. This concerned a 48 inch steel gas

pipeline with a length of 600 meters, underneath a dyke

near the river Waal. The second application of BioGrout,

in July 2010, concerned a 48 inch steel gas pipeline with a

length of 900 meters, underneath the river Waal itself. The

maximum thickness of the gravel layer was 13m, containing

coarse gravel.

The special bacteria used in this process produce Calcium

Carbonate, which cements the grains together until a

strength is obtained between 0.2 to 30 MPa (Unconfined

Compressive Strength). Using only a low injection pressure

(1 to 2 bar), a very large injection distance can be obtained

(up to 10 m). The fluid has a water-like viscosity and can be

injected in both sand and gravel. The speed of the process

is controllable, it does not cause any ground disturbance

and the permeability of the ground does not alter. Having

finished the cementation process and the HDD, both 48

inch steel gas pipelines were successfully installed with no

problems during the pull-in. This was a challenging project

in the Dutch gas transporting pipeline network and with this

project Visser & Smit Hanab provided innovation in an ever

technically-growing market.

maintaining connections, networks and installations for

water and energy. The company’s goal is to be the best in

its professional field of HDD, land and outfalls for cable and

pipeline systems and offshore cable installations.

Training CommitteeTraining Seminar to be offered in DubaiFollowing another highly successful training seminar held

at Schiphol Airport during November, we again propose

to offer Pipeline Project Manager Training: Communication

Skills in an Intercultural Environment in the coming

months. The tentative date is the middle of May, in Dubai.

A major challenge for a group of professionals from an

extremely technical background is their lack of opportunity

in their normal work experience to take time to reflect on

their communications and the impact of their behaviour

on others. Add to that the international and multicultural

aspects, and the challenges are multiplied many times

over. “These days a mono-cultural group on a technical

project is a rare thing,” said S&N International instructor,

Sylla Pahladsingh, who along with her colleague Steffi

Wiesmann led the two day seminar. “One of the major

advantages of a training session like this is the chance

to spend time away from usual work-day pressures to

understand and analyse our interactions. How do we

perceive each other?”

Khoury, IPLOCA Director-at-Large, and Juan Arzuaga, IPLOCA

Executive Secretary, were on hand to greet attendees and to

answer their questions. Several potential member companies

attended, in addition to existing members. A roundtable

discussion was moderated by Nasser Issa, IPLOCA Board

Member and CEO of C.A.T. International Ltd.The formal

schedule of the meeting was followed the next day by

excursions to the Jeita Grotto and a visit to Byblos.

required to submit their annual safety statistics to IPLOCA,

such that aggregate statistics for the industry can be

monitored. The returns should cover pipeline construction

sites or offshore operations and all infrastructure related

projects. Please note that Main Construction and EPC

Contractors and EPCM Contractors should report all

incidents, including those related to their subcontractors. In

case of integrated JVs, the Technical Leader should report

the totality of the JV incidents. The accidents, incidents

and near misses taken into account are those that happen

within the jobsite perimeter, or when travelling from

camp to jobsite or during any other transportation. Travel

accidents, incidents and near misses from home or from

any other private location to the worksite must be included.

If you already have ISO, OHSAS or any other accreditations,

please advise us when you submit your return. Your return

is a confidential document and is not shown or passed to

any third party, other than the HSE Committee working

within the IPLOCA office. Submitting your Health and Safety

Vehicle Fleet Safety Best PracticesFew events are more violent than a vehicle accident. They

rend flesh and lives alike. Routinely, vehicle accidents are

cited as the number one occupational safety risk facing

our member companies. Your IPLOCA HSE Committee

is making the distribution of fleet vehicle safety Best

Practices to the IPLOCA member companies a key theme

in 2011.

This is a world-wide challenge. Looking back to 2002, the

World Health Organization (WHO) and the World Bank

jointly developed the World report on road traffic injury

prevention as a guidance document on how countries

can implement a comprehensive approach to road safety

improvement and reduce the death toll. The UN General

Assembly, recognizing the need for a UN system support

to address the global road safety crisis, invited the WHO

to act as coordinator on road safety issues with the UN.

The WHO recognized that road traffic injuries are a “global

health and developmental problem” causing 50 million

injuries and 1.2 million deaths each year. The WHO predicts

that road traffic injuries will become the leading cause of

death by 2030 – with an estimated 2.4 million deaths per

year. On March 3, 2010, in an effort to stop the increasing

trends in road traffic deaths and injuries around the globe,

the UN General Assembly announced its adoption of a new

resolution on road safety – it proclaimed the first “Decade

of Action for Road Safety 2011-2020”.

distracted driving. There are countless articles on the

hazards of driving while distracted – especially due to using

cell phones while driving. America’s National Safety Council

has published a Fact Sheet on cell phone use while driving

and states that:

- There is no difference in the cognitive distraction

between hand-held and hands-free devices

- Drivers who use cell phones are 4 times more likely to

be in a crash

- Because cell phone use occurs more frequently and

for longer durations than other risky behaviors, the

number-1 source of driver inattention is cell phones

- According the NSC member survey, 45% said that their

companies had cell phone policies with 85% stating that

the policy did not affect productivity

that make up the Initiative will meet both separately and

together with the other groups over one and a half days.

A New Award for 2011 IPLOCA Corporate Social Responsibility Award

Recognizing exemplary success in voluntarily improving the

quality of life of the local community and society at large.

IPLOCA is pleased to announce that a new IPLOCA Corporate

Social Responsibility Award, will be inaugurated at the 2011

Convention to be held in Beijing, China in September 2011.

The intention is to present this Award every two years. A

Convention Update So where will the next Convention be held, after Beijing this year?

The public announcement of the following year’s location is

typically made at the end of Friday evening’s Final Banquet

each year and although it may come as a complete surprise

to most of the attendees, there is, in fact, a method behind

the selection which aims to allow all the areas represented

by our membership to host the Convention.

Based on the distribution of our members worldwide, with

close to 50 percent based in Europe, every other year we

offer the Convention in a location in Europe and for the

other years, alternate between the Americas and the rest of

the world. So you may expect the 2012 Convention to again

be held in a European city...

For the moment, however, we are focused squarely on

Beijing. Executive Secretary, Juan Arzuaga and Convention

Manager, Caroline Green, spent a week there in late

January, meeting with the ground agent and visiting

potential tour and event locations. A few photos on the

side give an idea of what you might anticipate for 12-16

September. Once all the tours and other events are

finalised, Caroline will be putting out a call for sponsorship.

In the HeadlinesEnergy OK after MubarakConditions at an oil pipeline stretching from the Red Sea to

the Mediterranean are normal despite the political uncertainty

in Egypt, an energy company said. The Egyptian military

suspended Parliament and the country’s constitution following

Hosni Mubarak’s resignation last week after 30 years as

president. Energy prices increased as concerns circulated over

shipping lanes in the Suez Canal and key transit networks. Arab

Petroleum Pipelines Co., owner of the Suez-Mediterranean

pipeline, or Sumed, said the 200-mile oil pipeline was operating

as expected. “In fact, Sumed’s throughput level during January

and February 2011 is expected to be considerably higher than

(during the) same period in 2010,” the company was quoted by

the Platts news service as saying. Operations through the Suez

Canal, meanwhile, are “normal,” the company said, noting that,

while the situation in Egypt has changed politically, the military

has pledged to keep the affairs of the state in order.

Ghana Reduces Electricity, Water Rates as Natural Gas Pipeline Cuts CostsGhana will lower the price consumers pay for electricity

starting next month as power-generation costs declined with

availability of natural gas from a regional pipeline that started

last year. Residential electricity users will see their rates fall as

much as 6.2 percent depending on consumption and industrial

consumers get reductions of between 11.8 and 15.9 percent,

Emmanuel Annan, chairman of the Public Utilities Regulatory

Commission, told reporters in Accra, the capital, today. The West

Africa Gas Pipeline brings natural gas from fields in Nigeria,

Africa’s biggest oil producer, to neighboring Benin, Togo and

Ghana. The Ghanaian commission will now start reviewing

tariffs each quarter, Annan said.

South Stream pipeline study under wayGazprom and Bulgarian Energy Holding EAD have awarded a

feasibility study for the Bulgarian stretch of the South Stream

gas pipeline in southeast Europe. The contract was issued to the

YUZHNIIGIPROGAZ/GASTEK BG AD consortium. South Stream

will take gas from the Russkaya compressor station on the

Russian Black Sea coast under the Black Sea to the Bulgarian

coast.The offshore section of the 63 bcm (2.2 tcf) pipeline will

stretch around 900 km (559 mi), with a maximum dept of over

2,000 m (6,561 ft). South Stream will then take supplies to other

countries in southern Europe, following either a northwesterly

or southwesterly route from Bulgaria.

New Sino-Russian pipeline delivers 1.3 m tonnes of crude oil in 1st monthSome 1.318 million tonnes of crude oil had flowed through

an oil pipeline from Russia’s far-east to China by Jan. 31, a

month after the pipeline began operating, an officer of the

Chinese operator of the pipeline said. The pipeline, which

originates in the Russian town of Skovorodino in the far-

eastern Amur region, enters China at Mohe and terminates

at Daqing City of northeast China’s Heilongjiang Province.

The facility withstood the test of the severe cold since it was

put into operation on Jan. 1 and no production accident

has been reported so far, said Gou Hanghai, director of the

Mohe administration station of the pipeline. The pipeline

remains a daily oil delivering capacity of 42,000 tonnes, he

said. The 1,000-km-long pipeline will transport 15 million

tonnes of crude oil from Russia to China per year from 2011

to 2030, according to an agreement signed between the two

countries. Some 72 kilometers of the pipeline is in Russia and

927 kilometers of it is in China.

Uganda says it will build pipeline carrying oil through Congo to Kenya’s coastA Ugandan minister says the East African nation plans to build

an oil pipeline that will take the country’s oil to the coast of

Kenya. Minister of State for Energy Simon D’ujang said that

Kenya and neighbouring Congo will help build the 750-mile

(1,200-kilometre) pipeline from Uganda’s Albertine oil field to

the Kenyan port of Mombasa. He said the three countries will

jointly own the pipeline which will have a capacity to deliver

100,000 barrels of refined oil per day. D’ujang says construction

will start as soon as feasibility studies are completed.

New Onshore Gas FieldIran, OPEC’s second largest oil exporter, has discovered a

new gas field onshore with reserves valued at 50 billion

dollars, Oil Minister Masoud Mirkazemi said. The Khayam

onshore, located in the east of Assaluyeh, on the Gulf, has

260 billion cubic meters of gas, which represents about 24

million cubic meters per day if extracting from 18 rigs, the

minister told reporters. The estimated reserves of the field

are evaluated at 220 million barrels of gas condensates, Oil

Minister further explained. According to the report published

by Iran’s Oil Ministry in August 2010, beginning from August

2009 till August 2010 in Iran were found 13 new oil and gas

onshore. The in-place reserves consisted of 14 billion barrels

of oil and 45 trillion cubic feet of natural gas. In the report, the

total amount of revenues from oil exports during 2009 was

evaluated at $69.1 billion.

Circle Oil, Morocco to start work on gas pipelineBritain’s Circle Oil and Morocco’s state-run mining and

hydrocarbon board ONHYM will start building a gas pipeline

this year to supply the domestic market, the official MAP news

agency said on Wednesday. Quoting an ONHYM statement,

MAP said the pipeline would have an 8-inch (20 cm) diameter

and stretch from Rharb basin to industrial firms in nearby

Kenitra, 40 km (25 miles) north of Rabat. It did not give more

details on the pipeline’s capacity. Oil and gas explorer Circle Oil,

listed on London’s junior market AIM, said on Monday it made

another gas discovery in its Sebou Permit, its second successive

discovery in Morocco in January.

Iran to boost energy exports to ArmeniaIran and Armenia plan to construct a new oil pipeline to increase

energy supply to the Caucasian state, Iranian Oil Minister

Massoud Mirkazemi announced. Speaking on the sidelines

of a meeting with visiting Armenian Minister of Energy and

Natural Resources Armen Movsisian here in Tehran on Saturday

evening Mirkazemi said that the pipeline will begin from Iran’s

Northwestern city of Tabriz and stretch toward the Armenian

border. The minister added that the pipeline can help Armenia

meet parts of its needs for oil products from the Islamic Republic.

Strong fall in crude prices during the first week of 2011Crude oil closed the first week of the year with the biggest weekly

percentage loss in seven weeks as the dollar rose and equities

weakened. U.S. equities fell as bank shares came under pressure from

a court ruling that could invalidate recent mortgage foreclosures. For

the week, NYMEX crude fell USD 3.35, or 3.7 percent, the biggest

weekly percentage loss since the week to November 19, when prices

fell USD 3.37, or 3.97 percent. Compared to the 2011 average (89.7

USD/bbl) the current price is 1.4 percent lower.

Pakistan Seeks U.S. Security for Gas PipelinePakistan has sought U.S. help to ensure security for a proposed

1,680 kilometer-long pipeline that will transport natural gas from

Central Asia to South Asia through war-ravaged Afghanistan.

Pakistan’s finance ministry said in a statement it informed a U.S.

delegation led by David Lipton, senior adviser on economy to the

U.S. president, of its concerns about the security of the proposed

Turkmenistan-Afghanistan-Pakistan-India pipeline. About 735

kilometers of the pipeline will pass through Afghanistan, including

the violent Kandahar province that has high Taliban presence,

and 800 kilometers will pass through Pakistan, including its tribal

areas, posing a big security challenge to the project.
