It is when one fiscal year ends and another begins, when the next year’s committees become official, and when we say thanks to last year’s leaders and new leadership takes over. In this issue of Iowa CPA, you will find an introduction to your new president and the cur - rent listing of his fellow officers, information on decisions made by last year’s board including those that impact the new 2013-2014 year, and items on recur- ring programs and activities such as the practice review service and the biennial CPA Career Awareness Conference for accounting majors. There is a photo page featuring the outgoing and incoming presi- dents, recipients of ISCPA annual awards, and special recognition for top-scoring new CPAs who completed the CPA exam in 2012. The July/August issue will feature more photographs from the May 10 annual meeting. Plans are to include the candid shots from the day’s events and activities. arly in his career, Don held a position in an industry that is fast disappearing because of the internet. What’s your best guess? Did you think of the print

communications industry? That’s pretty close. Don was a newspaper carrier for the Daily Reporter in Spencer.

Nothing about the industry employing Don today is fast disappearing. He is the chief financial officer and trea-surer with FBL Financial Group, Inc., West Des Moines. Instead of taking pleasure in throwing a newspaper to an exact spot on the porch, these days he likes “working with buy-side and sell-side analysts.” Because, he says, “It is always informative to get investors’ perspective of our company, the industry, and the economy.” From paper carrier to CFO is quite a leap. However, Don is still focus-ing on “doing what would make his mom proud.” He says, “She set the bar pretty high.”

Don’s biggest break was to get a job with a Big 8 CPA firm right out of college. His first job as a CPA was

staff accountant (auditor) for Ernst and Whinney (now Ernst & Young) in 1985. Don says, “Beginning a career in public accounting is a great way to get a lot of diverse business

experience in a short period of time. With a little hard work, those experiences helped me to develop my skills to (eventually) become the CFO of a public company.”

Why did Don choose accounting as a profession? Don says, “I knew the profession would provide me with a good general business background and a launching

spot for a number of different careers if I decided that I did not want to stay in public accounting my entire life. It didn’t hurt to know that the job prospects for a CPA were good since I left college with substantial debt to pay off.”

Even though Don has been employed in business and industry for years, he says, “I keep my CPA license active today, even though I don’t need it in my current position, because the CPA brand carries significant value, as it con-notes integrity, professionalism, and competence.”

• One word that sums him up: Family (Don and his wife, Helen, have two daughters: Molly, who just finished her first year at ISU, and Emily, who is a sophomore at Valley HS)

• A book he recently read: Team of Rivals: The Political Genius of Abraham Lincoln by Doris Kearns Goodwin

• What he likes to do in his “spare” time: exercise (something aerobic or weight lifting), watch Cyclone and Valley High School sports, and play golf

• A vacation spot he likes: anywhere with a sunny beach• A personal goal he has: do a back flip

Support for Windows XP, Office 2003 ends spring 2014

Additional InformationAdditional information on how organizations can prepare for the end of Windows XP and Office 2003 support can be found in a report on Gartner’s website at www.gartner.com/newsroom/id/2434216. The cost to purchase the report is $195.00.

After April 8, 2014, Microsoft will no longer provide support for Windows XP and Office 2003. Gartner, Inc., estimates that more than 15% of midsize and large enterprises will still have Windows XP running on at least 10% of their PCs after that date. Recommendations on what organizations should do now follow.

Understand RisksNot having support means that organizations’ PCs could be vulnerable to attack. Even if a device is on a private network and has no Internet access, another device that is attached can be infected with malware and bring the malware onto and infect the private network and other devices. Plus, many applications will no longer be supported if they are running on Windows XP. Organizations may be on their own to resolve issues and problems with these applications, which could result in system downtime.

Assess Position, Classify ResourcesOrganizations that have not completely finished migrating off Windows XP and/or Office 2003 should immediately review their project plans and ensure that they meet the April 2014 deadline. If your organization is unlikely to complete its migra-tion projects by that deadline, management should address what to do about critical resources first.

Gartner defines a critical application (or the user of criti-cal applications) as one where if the application fails or the user can’t do his or her job, there could be financial or legal consequences. Organizations must analyze their application portfolios to help safeguard the organization after XP sup-port ends, and in preparation for Windows 7 or 8 migrations. For critical applications that can run on Windows 7, consider moving these users first. If Windows 7 can’t be used, priori-tize these applications and users so that you can move them as soon as possible.

Proposed changes to lease accountingBy Dan Hood, Accounting Today

The Financial Accounting Standards Board (FASB) and the International Account-ing Standards Board (IASB) have released for comment a revised exposure draft proposing significant changes to the standards for accounting for leases. The new proposed accounting standards update, Leases (Topic 842) — A revision of the 2010 Proposed FASB Accounting Standards Update, Leases (Topic 840), would create a new, converged approach to lease accounting that would remove the old distinction between operating and capital leases, and require instead that all assets and liabilities arising from leases be recognized on the balance sheet. How leases with terms of more than 12 months are treated will now depend on how much of the economic benefit of the underlying asset the lessee is expected to consume, which in practice will generally come down to whether it’s a lease for real estate, including land and buildings, or for other property, such as equipment, aircraft or trucks. (For leases of under 12 months, the preparer can elect not to apply the proposed standard.)

Simplifying membership categories, restructuring duesAt its April 26, 2013, meeting, the ISCPA Board of Directors approved a proposal to reorganize 12 membership catego-ries into eight, simpler ones. The new categories fit the mission statement, provide for sustainability of the organiza-tion with likelihood of growth in the future, and reinforce the concept of CPA certificate = CPA certificate.

The basic requirement for membership remains the same: Holding a valid CPA certificate. The new structure, however, is built on the number of years one has held his/her original certificate: Five years or less, six to 10 years, and more than 10 years. No longer do potential members have to validate their current positions when applying for membership. Plus, all it takes is basic arithmetic for you to know which category applies to you. Dues amounts progress according to the length of time you have held your CPA certificate.

There continues to be a category for non-resident mem-bers and a new, combined category for those who are not currently employed, have returned to school as a full-time

student, or who have retired. Life members (those with 40+ years of continuous membership) still have their own category.

The Society kept a category for and welcomes associate members (non-CPA owners of a firm and non-CPA account-ing educators at colleges) and affiliates (those employed at a CPA firm or working in industry under a CPA; those eligible to sit for the CPA exam; and those who have sat but who do not yet have their certificate). Accounting students may become and remain student affiliates until they obtain a baccalaureate degree or, if continuously in school, a higher degree.

Members will likely not be impacted by the category changes until the annual membership renewal process begins in October 2013. However, the ISCPA membership applications will have the restructured categories and corresponding dues amounts for applicants. Printed copies of the new application may be re-quested from the Society or accessed online at www.iacpa.org/AboutISCPA/BecomeAMember/MembershipApplication.aspx. Staying sustainable in the modern world of associationsBy Don Seibel, ISCPA President

I applaud the revised dues structure approved by your board of directors on April 26, 2013. It will help enable the Society to fulfill its mission of Advancing the professional success of our members, while remaining on solid financial footing. In addition, the revised structure is easier to understand and is based on research regarding what has worked well for other state societies.

The revised dues structure and new membership categories emphasize that a CPA certificate has equal value, regardless of whether you are a part-ner for a CPA firm or a staff accoun-tant right out of college. The lower fee for students and the tiered structure of the dues based on length of time a certificate is held are designed to encourage the younger generation to become members. The long-term success of the Society is dependent on a high level of engagement by those entering the profession today.

A significant amount of work is done every year during the budgeting process to ensure that the dues for membership are commensurate with the value delivered to members. Benchmarking analysis of CPA society membership dues

indicates that the Iowa Society’s rates are well below the national average. We are able to keep our dues low because the organization is efficiently run and we have a very high qual-ity continuing professional education program that generates adequate revenue.

It is imperative that we grow our membership to continue the high level of member services we have come to expect from the Society. Like all busi-nesses, the cost of providing services increases every year. Yet, dues have not been increased in six out of the past 10 years, and in the four years when a small increase was made, it was not across all categories.

Having a dues structure that is easier to understand will reduce the confusion

you may have had regarding which category applies to you, and should help membership retention over time. Retention means your experience becomes one of our top strengths. It also means you support the work of your state CPA society.

Please underwrite student conferenceThe Career Awareness Committee will offer its 7th half-day conference for college students and faculty on November 1, 2013. It will again be held at the Des Moines Area Commu-nity College (DMACC), Ankeny campus.

The majority of students who attend these conferences are from Iowa’s four-year colleges and community colleges. If you help underwrite the conference, the committee will be able to keep the cost at $15 for a student affiliate to attend and $25 for a nonmember student to attend.
