Call to Order, Chair Richard LaMere Chair Richard LaMere called the meeting to order. Chair Richard LaMere asked for a motion to approve the April 5, 2019 minutes. Rebecca Williams

made a motion and Dr. Lisa Hill seconded the motion. All members were in favor of approving the minutes, motion passed.

The next Board meeting will be June 7, 2019 in Mt. Pleasant. The board meeting will be held at the Mt. Pleasant Correctional Facility at 9:00 a.m. (A meeting notice will be posted on the DOC website: https://doc.iowa.gov/)

Iowa Medical & Classification Center (IMCC) M Unit, Warden James McKinney and IMCC Staff It’s the people that make a difference in the facilities. The M Unit was created about three years ago because we had a group of people that were so

unmanageable they were causing havoc where ever they went in the DOC. They were in different institutions, really causing problems with the people around them. We decided to bring them to M Unit - a 16 bed Unit, it’s a small environment. We realized right away that our only chance for this to work was to find a small group of people that wanted to work in this environment and let them buy-in in how the unit ran. Let the officers, nurses, counselors, and psychologists all be part of what we’re going to do. It can’t be somebody else saying this is what we’re going to do. One of the things we decided to do was we’d discuss what’s going on with these people weekly on a statewide call. Our criteria was they have mental health problems, but a lot of what is going on with them is personality driven. They spend a half-hour a day coming out of their cell talking to an officer, the expectation is they are going to come out and they are going to sit with an officer play a game, talk about things, and every one of those guys that comes in they’re like “I’m not talking to an officer. I am not doing that.” But that is part of the requirement.

Approximately 33 people have graduated from this program in two years. We’ve had 10 people get paroles or work releases or move into the community. These are guys that couldn’t get out of their cell, guys that couldn’t do anything in corrections and we were able to get them into work release and they’re successful.

One hundred fifty guys have completed MRT (Moral Recognition Therapy) another 150 are in the program right now. We continue to add people. You can get through this in 16 weeks.

We’re not trying to make better inmates, we’re trying to make better citizens. We try to encourage people that they can be successful when they walk out.

Ombudsman Report, Kristie Hirchman The Ombudsman is under Iowa Code 2C, their 50th Anniversary is next year. Former Governor

Robert D. Ray proposed creating the office of the Ombudsman. He said the Ombudsman should serve as a channel for redressing individual grievances which are beyond the reach of present court procedures and leave many people voiceless. Additionally the Ombudsman would analyze grievances and seek better administration of public agencies. He would improve the performance of legislative functions through identification and recurring problems which may require corrective legislation. Finally experience has shown that an Ombudsman improves the moral of public servants and increases public confidence in them by ventilating unfounded criticism and rejecting unfounded complaints.

The Ombudsman is a non-partisan, impartial office. They are housed within the legislature. They are not advocates, they are impartial fact-finders. They’re independent should be viewed as risk manager.

IPI Farm Land Sale, Dan Clark The Great River Regional Waster Authority would like to purchase IPI farm land in Lee County.

The appraised value was $678,800 or $9,600 per acre. IPI would like to use the funds from this sale towards the purchase of the fence for the home building project at the Newton Correctional Facility.

Chair Richard LaMere asked for a motion to approve the IPI farm land sale. Mark DeJong made a motion to approve land sale. Dr. Lisa Hill seconded motion. All members were in favor of approving the IPI farm land sale, motion passed.

Legislative Update, Michael Savala Legislature adjourned last Saturday. The Governor has 30 days to sign legislation after the legislature adjourns. The Governor is still

reviewing some of our bills, including our appropriations bill. The following bills impact the DOC and are currently on the Governor’s desk to be signed.

HF 421 Transfer of Patients HF 423 Medicaid Eligibility Suspension for Criminal Offenders HF 393 Gifts and Bequests Reports, Electronic Filing HF 634 Justice Advisory Board

SF 273 Sexual Misconduct with Offenders - did not make it through session.

Budget Update, Michael Savala The budget is on the Governor’s desk. A brief update on the appropriations for DOC for FY20 was provided. Once the Governor has

approved the appropriations a more detailed report will be given.

The DOC received $629,000 from the Technology Reinvestment Fund which will go towards some technology upgrades that are badly needed at facilities around the state.

Policy Approval, Board Members These policies are research and evidence based practices that we’ve been having staff do at our

institutions and community based corrections, we just now wrote policies. Chair Richard LaMere asked for a motion to approve IDOC policies AD-TS-06 Core Correctional

Practices (CCP) and AD-TS-07 Continued Quality Improvement (CQI). Rebecca Williams made a motion to approve IDOC policies AD-TS-06 and AD-TS-07. Webster Kranto seconded motion. All members were in favor of approving the policies, motion passed.

Re Entry Coordinator MPCF

   Participates  in primary classification hearing upon  Incarcerated  Individuals  (I/I) entrance  to MPCF.  

During this meeting offender, treatment goals are outlined, including release plans.    Serves  as  liaison  to  the  Social  Security  Administration  in  completing  disability  hearings  for  I/I 

incarcerated prior to their release.    Assist special needs I/I with Center Point Coordinator funding for medical and psychiatric funding.   

  Completes individual counseling sessions with I/I pertaining to reentry issues.   

Coordinates the DOC/DHS Parent Partners program in conjunction with Department of Humans 

Services.  This grant funded program is an effort to involve incarcerated parents in their children’s 

lives.  The program provides tools to improve and strengthen relations between incarcerated fathers 

and their families.  

  Advise and consult with correctional staff in assisting with release planning on problem placement 

cases.     Provide staff and I/I with resources available in the community.     Represent MPCF at multi‐disciplinary meetings for reentry issues.   Liaison to the community corrections for placement issues.   Complete SafeNet RX Program to pay for mental health medication in the work release facilities.    Complete Iowa Health and Wellness paperwork for insurance at release.

Reentry Information-

In order to prepare for your release the staff recommends you do the following:

Successfully complete recommended treatment.

Take care of any detainers or warrants prior to release.

For your parole plan you will need to fill out a home placement questionnaire (HPQ) and have it returned in

30-60 days. You will need a letter confirming your employment if possible. Please review letters with your

counselor as soon as possible so they can make the appropriate ICON entry. You will keep the letters in your

possession.

Money on your phone account to make phone calls for parole/work release information

A good parole housing plan that includes the following-

Parolee cannot parole to self unless approved by the PO. No one else in the house can be on parole/probation. Everyone in the house will need a background check. No guns, weapons, or ammunition in the house. No alcohol or drugs in the house. Victim may not be present or a regular visitor to the house. Must be able to reside in the house for a minimum of 60 days. This cannot be a temporary placement. Parole

officers would like to see you in there for 6 months. If the house/apartment is rented the owner must agree to let the parolee live in the house. If the property is

rented, there must be no exclusions on the lease for the parolee to live there. (This is a common problem) Must be space for the parolee to live there not just a couch to sleep on. Is the house close to transportation or will you have access to transportation for a job, treatment, parole

meeting. $100 fee for OUT OF STATE parole plans (in state paroles do not cost anything)

Please review the follow information to help you plan your release. You should start planning for your

release as soon as you enter MPCF. Do not wait, start right now.

You will go to a release class when you receive a parole from the BOP or are 90 days from discharge

that covers release issues. Records will put you in the class automatically, do not kite the reentry

coordinator.

Social Security Card. A Social Security number is important because you need it to get a job, collect Social Security benefits, and receive some other government services. If you do not have a social security card central records staff will work with you in filling out the forms. If you do not know if you have a card please check with your family member.

Social Security Administration (SSA) Disability - To apply for disability kite your counselor for the release forms from SSA. We cannot talk to SSA without a signed release. The counselor will send them to the Reentry Coordinator for information. The reentry coordinator will contact you with information from SSA on the next steps.

Employment. We have a representative from IowaWORKS, Terry Zmolek, available to assist you with your pre-employment and employment needs. He is able to help you with employment registration, resume writing, application completion, interview skills and other additional items that might get you a head start on employment. When you are 6 months from release, please Kiosk Terry to request a meeting time that works with your schedule. Keep in mind that Terry is the only full-time IowaWORKS representative at the prison, so be patient as he is serving the entire population. If you do not receive a response within 2 weeks, please Kiosk Terry again.

Work Release/District information – For information on any of the eight judicial offices in Iowa or the information on the work release facilities please review the information in the institutional library. The library has all the work release handbooks with the rules and regulations of the facility.

Legal Issues –For personal issues such as family issues, divorce, or child custody cases you may contact Iowa Legal Aid Iowa City Regional Office 1700 South 1st Avenue, Suite 10, Iowa City, IA 52240 OR go to the library and use the law library legal site. Most legal forms are in the library.

Release Packet. You will receive a copy of End of Sentence information, Dept. of Transportation letter, Parole/work release agreement, along with your medical information and banking pay card when you leave. If you have any paperwork in your legal file you will take that also.

Medicine for release- Offenders will be given a 30 day supply of their medicine and a 60 day prescription. You should set up an appointment to see your health provider before you leave to ensure that you do not run out of medicine. Some mental health clinics take up to 90 days to receive an appointment. For a list of mental health providers in your area please look at the binder in the library.

Open Treatment groups at MPTC

Incarcerated fathers – is a group of fathers who discuss parenting techniques. Meeting are held on Monday at 8:00am or Saturday 9:00 am in the south core meeting room

Alcoholics Anonymous is a fellowship of men who share their experience, strength and hope with each other that they may solve their common problem and help others to recover from alcoholism. AA meets Thursday at 8:00 am and Tuesday at 6:00 pm for 1 hour in the south core meeting room.

Narcotics Anonymous offers recovery to addicts around the world. We focus on the disease of addiction rather than any particular drug. Our message is broad enough to attract addicts from any social class or nationality. NA meets on Fridays at 7:00 pm and Wednesdays at 8:00 am in the south core meeting room.

Incarcerated Veterans Group- Veterans group is a self help group that offers fellowship with other veterans. Incarcerated

Vets meets on first Wednesday on the month 1:00 pm -2:00 pm south core meeting.

PREA- can be reported to any staff member. We have a zero tolerance policy in the DOC.

Mental Health Wellness Clinic- to discuss issues with the psychologist. MHWG meets Thursdays 8:00 am in

the 1st floor psychologist area. Unit A- 1st week- B – 2nd week C- 3rd D- 4th week. Please see the schedule

posted on your unit for your unit’s day. There is NO CHARGE for this service.

DHS assistance is available if you have childcare issues. Please talk to your counselor for a referral or kite

Reentry.

If you have questions about your release, please see your counselor. If they cannot assist you they will refer you

to the Reentry Coordinator, Andrea Wright.
