Message from the Chair Greetings Fellow Members of the IEEE Saint Louis Section, I hope all is well and everyone is enjoying their summers. I had the opportunity to attend the Region 5 Meeting and Green Technology Conference held April 17-20th, 2009 in Lubbock, TX. During this meeting, the sections in the region came together to address and discuss the business of the region. IEEE is making strides and plans to influence policies in Washington and be a strong presence in the energy sectors. I was able to interact with other section chairs and exchange ideas and best practices on different programs and initiatives. In addition, I was also able to see schools from our section such as SIUE, SIUC, and MS&T compete in the robotics competition. The Boeing Company was awarded the Outstanding Large Company Award and Jim Leonard accepted on the company’s behalf. There has been an increased interest from the membership in Professional Development Seminars and Workshops offering PDUs and/or CEUs. Therefore, the theme for September is Professional Excellence. Your leadership team is working to sort out logistics and understand policies and procedures regarding offering these as a service to you, the membership. While we, the leadership, are able to select these seminars, we would much rather prefer your input on what types of seminars that you would be interested in attending. So please send your thoughts, ideas, and comments to [email protected]. We want to make sure we are offering relevant seminars to maximize our participation. Message from the Chair Greetings Fellow Members of the IEEE Saint Louis Section,

I hope all is well and everyone is enjoying their summers. We have reached the midway point of our 2009 operating year and I can honestly say I am excited about what we have accomplished so far and for what we will be accomplishing throughout the remainder of our year. We have had two social events, a Distinguished Lecturer presentation done virtually, as well as participated in Engineer’s Week. We have also been supporting our chapters in their program implementation and recruiting efforts. I had the opportunity to attend the Region 5 Meeting and Green Technology Conference held April 17-20th, 2009 in Lubbock, TX. During this meeting, the sections in the region came together to address and discuss the business of the region. IEEE is making strides and plans to influence policies in Washington and be a strong presence in the energy sectors. I was able to interact with other section chairs and exchange ideas and best practices on different programs and initiatives. In addition, I was also able to see schools from our section such as SIUE, SIUC, and MS&T compete in the robotics competition. The Boeing Company was awarded the Outstanding Large Company Award and Jim Leonard accepted on the company’s behalf.

There has been an increased interest from the membership in Professional Development Seminars and Workshops offering PDUs and/or CEUs. Therefore, the theme for September is Professional Excellence. Section Quarterly Review The ION Saint Louis is the official publication of the Saint Louis Section of IEEE. It is published approximately once per quarter by the Officers of the Section and distributed electronically via the Section Listserv and posted to the Section website.

Any member may submit IEEE-related information to appear in the publication to Bob Becnel at [email protected].

IEEE Celebrates 125 Years The start of 2009 marked the official kickoff of IEEE's 125th Anniversary celebration. IEEE is commemorating this milestone with a variety of activities surrounding the theme of Celebrating 125 Years of Engineering the Future. The official 125th anniversary mark is already visible on ieee.org, and is being used on IEEE publication covers and other materials throughout the year. The latest anniversary information is available on http://www.ieee125.org.

Volunteers are asked to encourage their OUs and IEEE members to plan their own local events and celebrations. All 125th events should be posted to the calendar on the IEEE 125th Anniversary Web site.

Missouri S&T IEEE computer society student branch has been dormant for years. Now it is coming back with renewed vigor!

Two faculty members from Missouri S & T-- Dr. Choi and Dr. Lin -- are devoting their efforts to setting up a dynamic and active student organization towards the goal of enhancing the academic, professional and technological development of the student members.

I joined Missouri University of Science and Technology as an assistant professor in Aug. 2008. Before that, I was a postdoctoral research associate at Purdue University working with Prof. Elisa Bertino. During July to Sep. 2005, I was a visiting scholar at Aalborg University (Denmark) working with Prof. Christian S. Jensen. I obtained my B.S. from Fudan University (Shanghai, China) in 2002 and my Ph.D. from National University of Singapore in 2007 under the supervision of Prof. Beng Chin Ooi.

My main research interests cover many areas in the fields of database systems and information security. My current research includes geographical information systems, spatial-temporal databases, location privacy, and access control policy analysis.

Dr. Choi received his Ph.D. degree from Oklahoma State University on August 2, 2002. Then, he joined the Department of Electrical and Computer Engineering at Missouri University of Science & Technology.

His research mainly focuses on Computer Architecture & VLSI, Embedded Systems, Fault Tolerance, Testing, Quality Assurance, Reliability Modeling and Analysis, Configurable Computing, Parallel & Distributed Systems, Autonomic Computing and Dependable Instrumentation & Measurement. He is a senior member of IEEE.

Section Meeting Information and Map for 2009 Meetings are held at St. Louis University’s Parks College which is McDonnell Douglas Hall on 3450 Lindell Blvd. Meetings begin at 6:00 PM. Parking is available in the garage next door in Olive Garage or you can park on the street. Parking meters are patrolled until 7 PM and take 2 quarters for 1 hour. Enter the building from the side that faces the soccer fields which is opposite of Lindell Blvd. Planning Meetings usually run 1 hour and the Membership Meeting begins at approximately 7:00 PM. Cost is always free along with pizza and soda. Members and guests are always welcome.

Note: We are planning to award PDH certificates in the near future for those that request it. PDH credits are required for Professional Engineering renewal requirements in the State of Missouri and Illinois. More information is to follow. MST Faculty Member Recognized Congratulations to Dr. Venayagamoorthy, who was selected as a Runner Up for the Outstanding Engineering Educator Award 2008 in April for Region 5. Venayagamoorthy’s award was issued at the Annual Region 5 Meeting held in Lubbock, TX in April.

The winner was Dr. Sajal Das of the University of Texas at Arlington.

Call for Articles for IEEE Potentials Magazine

Articles of interest to the EE/CE/CS Undergraduate /Graduate community are of interest for publication in the IEEE Potentials magazine. This magazine goes to all student members of the IEEE (US/Canada - about 40,000) and some regular and international members by subscription. Power & Energy Society Chapter Update

Events

• 8/5/09 Lecture, Energy Storage, 4 PDH

• 11/17/09 Lecture, EPRI/Ameren Smart Grid research, 4 PDH

The St Louis Chapter of PES held a tour on 6/17 of Ameren's, Dorsett Facility, Transformer Repair Shop. Pictures from the tour are shown below. We offered a morning tour, an afternoon tour, and supplied a buffet lunch at Syberg's. We had a full turnout with 61 attendees in all.

We have our next lecture tentatively scheduled for August 5 at Washington University, Lopata 101. The lecture will be given by the U.S. Department of Energy's Imre Gyuk. Mr. Gyuk will hold a 2 hour discussion on Energy Storage.

Our final lecture for 2009 will be on November 17. It will be a 2 part lecture on the subject of Ameren/EPRI's Smart Grid R&D and an overview of IEC standards activities.

For 2009, we will have offered our members the opportunity to earn 11.5 PDH.

At the annual IEEE Region 5 Meeting in Lubbock, Texas, on Saturday, April 18, 2009, Boeing was honored as the Region 5 "OUTSTANDING LARGE COMPANY" for 2008 "For Outstanding Support of the IEEE and its Members". Region 5 IEEE is designated as the Southwest Region with over 29,000 members in states stretching from Wyoming to Texas, and including Missouri, Kansas, and Illinois.

Boeing was also the main sponsor of the IEEE GO GREEN Conference that just preceded the Region 5 Meeting. In 2008, Boeing signed a partnership agreement with IEEE which included a $25 discount for all Boeing employees who renewed or joined IEEE. This discount will be available during the 2010 Membership renewal cycle beginning in September, 2009.

Boeing St. Louis is within the IEEE St. Louis Section boundaries. There are over 150 Boeing employees here in the St. Louis Section. Boeing engineer Tyria Riley is currently the Chair of the St. Louis Section and Bob Becnel is the Treasurer. In addition, there are six universities with the St. Louis Section, and Boeing provides support for their IEEE Student Branch Members.

Boeing is the Platinum Sponsor of the RADARCON09 Conference held in Early May, 2009, in Pasadena, CA. IEEE is in the top tier of professional organizations known as External Technical Affiliations (ETA) supported by Boeing. If you are an IEEE Member at Boeing, and you have not done so, please go the Boeing Total Access site and register on the ETA website as an IEEE member. This will ensure you receive info regarding the $25 discount and other info regarding activities by the internal Boeing/IEEE team.

MST Student Selected for 2009 AESS President’s Achievement Award In 2006, after reading an article in SYSTEMS magazine regarding autonomous flight controls by Dr. Balakrishnen from Missouri University of Science and Technology (MS&T) (formerly UMR), Jim Leonard conceived an idea of getting a group of IEEE student branch members at MS&T to create a UAV project. After meeting with the MS&T IEEE Student branch councilor, Dr. “Jag” Sarangapani and then requesting interested students to apply, Dave Erdos stepped up and organized the team.

They purchased a small scale “piper cub” and set out to design the autonomous flight control systems. Major funding was provided by AESS with additional funding from Boeing, the local St. Louis IEEE Section, and Region 5 IEEE. After months of design, lab simulation and flight test, they entered the Australian Outback Challenge. The scope of the contest entailed flight safety documentation, pretest flight demonstrations and finally, demonstrating autonomous take off, search, locating and dropping a bottle of water to Outback Joe. The award was presented in the venue of the MS&T Academy of Electrical and Computer Engineering Meeting on 16 April 2009. The inscription reads” Presented to Dave Erdos For His Outstanding Accomplishments which include: (1) Organizing the AESS UAV Team; (2) Directing the UAV System Design; (3) Flight Test the UAV at MS&T; (4) Winning 2nd Place in the “Outback Challenge”. It is signed by Bob Rassa (AESS President), Erv Gangl (AESS Awards Chair) and Jim Leonard (AESS Jr Past President.

Dave is planning to go to Grad school and possibly earn a PhD in EE. He is also active in other areas and was recently recognized as the 2008 Outstanding IEEE Student Member in Region 5 IEEE. This summer he plans to be an intern at Boeing, working at Boeing Field near Seattle, Washington.

The 2009 Spring MOCON was held over a two week period in March (18th thru 27th), 2009. Paul Friemel presented his tutorials: Elecrtical Overcurrent Protection and Advanced Electrical Overcurrent Protection during the first week at the Bussmann labs. This was followed in the second week with three tutorials presented by Dr. Tom Van Doren: Grounding and Shielding Day 1 & 2 and Circuit Board Analysis. These were presented at the UMSL Campus. Dr. Jim Hahn presented: Signal Integrity and Ed Scherry presented: Arc Flash Analysis at the MS&T Graduate Extension center at UMSL. Ken Owens presented: Introduction to TCP/IP Networking and Applications and Advanced Network Implementations at the Savvis Communications bldg.

As is noted above, MOCON had a very good turnout during these very bad economic times. Providing continuing education is one means of keeping our local technical community up to date and employable. This is one of the many benefits provided by IEEE. MOCON Registration Advanced registration for the 2009 Fall Missouri Conference (MoCon) Workshop is now open. In these uncertain market conditions for technical employees, engineers need to consider how to stand apart from their colleagues and peers in communications. One such possibility is WCET Certification created by the Communications Society. One such case study is included from the March issue of the WCET newsletter and it is contained below.

WCET stands for Wireless Communication Engineering Technologies. With the IEEE WCET certification, professionals will be able to clearly demonstrate their knowledge of wireless communication technologies to employers or change engineering fields as new opportunities arise in the wireless industry.

Vendor-neutral and trans-national in scope, the IEEE WCET certification program's focus is explicitly on the knowledge and on-the-job experience that a practicing wireless communications professional needs to possess in order to pass the WCET exam. Nothing testifies more to the international nature of the program than the breadth of industry participation at all stages of the development process.

St. Louis Chapter Electronic Rep Association "Spirit of St. Louis" In short, the purpose of our chapter is to act as a business league for independent contractor sales representatives in the electronics industry. To educate these industries as to the economic advantages and other benefits of doing business through independent contractor sales representatives, and to promote the continued growth of the members through educational programs.

We are in the midst of organizing our next Electronics, Engineering & Manufacturing Show to be held in April, 2010 (last several shows have been held at the St. Charles Convention Center) - details will be presented on our website: http://www.erastl.org - also our annual golf tournament is to be held at the Links at Dardenne Golfcourse in O'Fallon, Missouri, Sept. 18 at 8:00 AM, openings for foursomes are still available.

Are Systems-of-Systems in Your Future?

On May 28, 2009, Paul Gartz spoke to the Saint Louis Section as part of the AESS Distinguished Lecturer Series. Paul addressed the topic of Systems Engineering and more specifically, the 787 Gold Care Service. Contained, herein, are the slides that Gartz briefed. The slides presented are covered in the next 6 pages.

Boeing Bio: In Boeing, Paul’s career spans defense, commercial and civil large-scale systems, more than half of which were world firsts. He is currently overall Systems-of-Systems Architect for Boeing’s “GoldCare”, a new, e-based global business for airplane maintenance.

IEEE Bio: In IEEE, Paul has presidency positions in two IEEE business units called “IEEE Organizational Units”. He is Past President of the Aerospace and Electronic Systems Society (AESS) and current President of the IEEE Systems Council. Systems Council address large-scale, integrated, systems-of-systems (SoSs) of “national or global significance”.
