EXTERNAL SITUATION REPORT 28 December 2014 - 4 January 2015 IOM Regional Response to South Sudan Crisis OVERVIEW 1.4 million IDPs are displaced within South Sudan, and an addional 480,000 refugees have fled the country. Health issues remain a high concern and sustained efforts to ensure access to adequate connuity of health care is crically needed. Malaria and respiratory tract infecons connue to be the most frequent medical condions seen at the IOM-run clinics . The Tomping Protecon of Civilians (PoC) Site in Juba was closed on 29 December and all IDPs have been successfully relocated to UN House PoC Sites. The 2015 Response Plan is now in effect. The humanitarian community is need of USD 1.8 Billion over the course of the year, and of this, USD 600 million is needed by February 2015 to put in place the migaon measures needed to protect IDPs over the course of the year. Over the fesve season, Juba remained calm as security personnel were deployed along strategic points across the city. However, in Unity State, there were reports on 30 December that several rounds of rockets were fired at the Unity oil fields. Separately, on 1 January sporadic gunshots were reported in the Nasser region. Upper Nile State remained relavely calm during this reporng period. In Benu PoC Site, an esmated 2,036 IDPs arrived, during this reporng period and are awaing verificaon and relocaon. An inter-agency assessment in Unity State of displacement sites and numbers of IDPs within sites has been completed and its findings will be tabled soon. An esmated 28,623 displaced people are concentrated in different locaons. Since the beginning of the conflict, 44,575 South Sudanese refugees have crossed into Kenya, 194,300 refugees into Ethiopia, and 115,451 refugees into Sudan (Source: OCHA Sitrep, 1 January 2015). IOM RESPONSE CARGO MOVEMENT SOUTH SUDAN: The Common Transport Service (CTS) - a free service provided by IOM for transporting humanitarian supplies in South Sudan - is helping partners to deliver aid across the country. CTS trucks remain strategically positioned across the country to provide transport assistance to humanitarian partners. IOM Regional Response to South Sudan Crisis

OVERVIEW 1.4 million IDPs are displaced within South Sudan, and an additional 480,000 refugees have fled the country. Health issues remain a high concern and sustained efforts to ensure access to adequate continuity of health care is critically needed. Malaria and respiratory tract infections continue to be the most frequent medical conditions seen at the IOM-run clinics . The Tomping Protection of Civilians (PoC) Site in Juba was closed on 29 December and all IDPs have been successfully relocated to UN House PoC Sites. The 2015 Response Plan is now in effect. TRANSPORTATION ASSISTANCE ETHIOPIA: The voluntary relocation of refugees Gambella region to Fungido refugee camp continued with a total of 483 refugees relocated during this reporting period. The Administration for Refugee and Returnee Affairs (ARRA) and UNHCR are providing protection and registration to support this process. The number of refugees registering for voluntary movement to Fugnido is still decreasing with an average of fifty refugees registering per day. The declining water level in Baro River has become a major deterrent to boat movement and is slowing down humanitarian assistance. Road maintenance from Matar to Gambella is ongoing and once finalized will be used instead of boat movement. ARRA informed IOM that the next phase of relocation will be targeting Nip Nip and Leitchour camps. The first priority will be to relocate 7,000 refugees from Nip Nip camp to Fugnido camp. The remaining refugees in Nip Nip who require relocation will be moved to new camp sites once Fugnido camp is filled up. KENYA: During this reporting period, IOM provided transportation assistance to 62 refugees. The refugees who had crossed over to South Sudan to reunite with their families during the holiday season are returning back to Kakuma Refugee Camp. The refugees crossing over the Nadapal border point are relocated to Kakuma Refugee camp three days a week. Meanwhile, WFP resumed providing full food rations to refugees in Kenya including those in Kakuma following new donor contributions. In mid-November, insufficient funding forced WFP to reduce the size of their food rations by half. CAMP COORDINATION AND CAMP MANAGEMENT (CCCM) SOUTH SUDAN: Tomping PoC Site in Juba was closed on 29 December and all IDPs have been successfully relocated to UN House PoC Sites . In total, 17,492 individuals have been moved from Tongping to POC3. IOM is currently dismantling the Tomping PoC site. Furthermore, the biometric registration of a large backlog of IDPs is complete. The IDP population in Malakal PoC now stands at 21,420. WATER SANITATION AND HYGIENE (WASH) SOUTH SUDAN: As lead provider of WASH response at the Doro camp, IOM continues to meet the needs of the camp’s refugee population. IOM has completed the construction of the second T-70 platform at Doro extension. Bucket chlorination at the 13 hand pumps continued during this reporting period. Routine repair and maintenance of the water system including of vandalized pipelines and replacements of 24 leaking taps in Jidi, Borfa, Chali, Baldugo and Bee tap stands was completed. 17 household communal latrines were decommissioned in Chali Village of

Doro Camp. Latrine GPS location exercises are also being undertaken in the Camp to improve access to latrines in the Camps. 5,560 IDPs were sensitized on hygiene and sanitation promotion messages (4,357 through house visits, and 1,203 through open sessions). All sectors in the new POC in Malakal are receiving clean water through water trucks. An average of 13.7 Litres/person/day was supplied during this reporting period. IOM supported the NGO Concern Worldwide during the Non Food Items (NFI) distribution in Bentiu town by providing water during the distribution and hand washing promotion sessions at the different waiting areas. IOM also supported Concern Worldwide for the construction of two latrines in POC 4. HEALTH SOUTH SUDAN: During this reporting period, IOM ensured the delivery of basic preventive and curative health care services through the IOM clinics in Malakal and Bentiu. In Malakal IOM health staff treated IDPs mostly coming for Respiratory Tract Infections and malaria. 45 children were vaccinated under the Extended Programme of Immunization (EPI) programme. As part of health promotion activities, 10 health education sessions were held for 424 IDPs at the static Malakal PoC Clinic while 1,347 men and women IDPs benefitted from outreach activities in the PoC areas. In Bentiu, reproductive health activities continued with 59 women receiving ante-natal care and advice and 6 birth deliveries were assisted by IOM trained midwives. 13 women received post-natal care. One mother started anti-retro viral therapy for the prevention of mother to child transmission of HIV. During this reporting period, the most common medical conditions were Respiratory Tract Infections and Urinary Tract Infections. 288 children received their vaccinations as part of the regular EPI activities. IOM donated one wheelchair to Bentiu Clinic. SHELTER ETHIOPIA: IOM is continuing with the construction of shelters to house 39,000 refugees in Kule Refugee Camp in Gambella. So far, IOM has completed the construction of 650 shelters with refugees already occupying 400 shelters.
