Assessments and verificaons are ongoing in the severely affected districts that will reach an addional 15,000 vulnerable families. Furthermore, the Temporary Selement Support Unit (TSSU) assessment is presently underway in Jacobabad, Kashmore and Shikarpur. Shelter Cluster Activities The Shelter Cluster actively participated in the design, test and implementation of the Multi Sector Initial Rapid assessment (MIRA) initiative under the umbrella of OCHA and National Disaster Management Authority (NDMA). MIRA was conducted in five severely affected districts including Rajanpur, Jacobabad, Kashmore, Nasirabad and Jaffarabad; with the results currently being reviewed by OCHA and NDMA. According to preliminary MIRA findings, shelter needs are acute in the affected areas with one fourth of the affected population (25.5%) lacking any kind of shelter support. The proportion of people living in temporary shelters is exceptionally high with 18.7% people living in makeshift shelters, 27.4% of the population living in temporary shelter arrangements such as tents while 6.6% are using tarpaulins and bamboos. The Shelter Cluster is presently involved in following activities: Coordinating relief activities at the district

level with meetings being held in the affected districts. These meetings are attended by the provincial and district disaster management authorities, UN agencies and local and international NGO and serve as the basis for strategy development and facilitate outreach to the areas with highest needs. Response activities will be further guided by MIRA findings and Shelter Cluster Temporary Settlement Support Unit (TSSU).

The Shelter Cluster is conducting emergency Camp Coordination and Camp Management trainings for staff involved in the ongoing emergency response. Four training sessions have been conducted so far in Kashmore, Jacobabad and Shikarpur and were attended by social mobilizers and community representatives.

Migration Management A dedicated cell, supported by the IOM implemented EU funded project, is being established at the Ministry of Interior for the processing of the readmission applications received under the European Union Readmission Agreement (EURA) signed between Pakistan and the EU in 2010. This cell will endeavor to expedite the processing of the aforementioned EURA agreement. The establishment of this cell will enhance compliance to standards and procedures defined by the National Coordination Committee on Readmission. Additionally, IOM is planning to organize capacity building initiatives including training sessions for representatives of the Pakistan’s diplomatic missions (PDMs) in the selected EU member states. Primary objective of these trainings will be to familiarize officials with procedural mechanisms of the readmission process under the EURA framework. These trainings will be designed to ensure effective coordination between the PDMs and relevant government interlocutors in Pakistan. Migration Health Services Health assessment services were provided to 4,215 prospective migrants and refugees during September. Majority of the health assessments were for UKTB (2,782 cases), followed by Australian Health Assessments (711 cases), Canadian Heath Assessments (690) and New Zealand (32 cases).

Early Recovery Shelter Program IOM’s early recovery shelter program in response to the 2011 floods is underway in Sindh. Key program achievements include: First phase of the project covering 5,500

shelters is 60% complete. 5,500 beneficiaries have received the first

and second tranche whilst the distribution of third tranche is under way.

817 technical training attended by 16, 368 One Room Shelter (ORS) beneficiaries and 4, 966 village members (including 6,485 females) have been conducted by IOM and its implementing partners.

With support from the UK Department for International Development (DFID) and the Office of United States Foreign Disaster Assistance (OFDA), IOM is expanding the shelter interventions to reach an additional 17,200 beneficiary families. The following table outlines the district wise allocation of shelters:

Selection process for the implementing partners (IPs) for shelter programme expansion has been completed. 100 organizations applied in response to an Expression of Interest; 68 organizations were shortlisted for a ranking exercise out of which the highest scoring 20 organizations have been selected. IOM will conduct capacity building sessions including Training of Trainers for the newly inducted IPs. Technical and mentoring support will be provided to the IP staff to enhance their knowledge of disaster risk reduction construction techniques.

Success Story: Child headed household receives shelter assistance Jago, a resident of district Tharparkar, is amongst the millions severely affected by the catastrophic 2011 floods. The heavy monsoon spell not only lead to his mother’s demise but also washed away all of the family’s belongings. Being the only bread earner of the family, Jago has two younger siblings (both adolescents) and a father to support. Loss of shelter forced them to live in temporary shelters and as their village was inundated with water, the family was displaced from their village for three months. “The floods completely changed my life, making me responsible to provide for my family. My mother’s death and the loss of all our material belongings incapacitated my father. As the eldest of the family I started working as a casual labourer but as the floods had destroyed the local economy, it was very difficult to find work. My siblings wanted to help but there was little they could do”, explains Jago. Jago was chosen as beneficiary for IOM’s shelter program. The cash and technical support enabled his family to reconstruct their shelter. Jogo’s younger siblings actively participated in the technical trainings, gaining knowledge of construction practices which combined with the financial support provided as part of the shelter programme enabled the family to work together for their recovery.

Resettlement Movements 147 resettlement movements to Canada, Australia, United States and Europe during September were facilitated during September 2012. The highest number of movements were for Canada (75), followed by Europe (28), Australia (23) and the US (21). 90 participants attended the Canadian Cultural Orientations. 409 individuals were assisted to return to Pakistan under the Assisted Voluntary Returns Project. The Australian government has announced an increase in the intake of refugees for next year which will result in an increase in Australian movements and Australian Cultural Orientation (AUSCO) sessions. The global AUSCO coordinator, visited IOM Islamabad to discuss over all impact of increased caseload and the underlying capabilities required to deliver related results. A one year project focusing on Assisted Voluntary Returns and Reintegration (AVRR) under the Regional Support Office (RSO) was initiated in September 2012. Titled as the “Voluntary Return Support and Reintegration Assistance for Bali Process Member States” this is a pilot project funded by the Australian Government. The implementation will take place in close collaboration with Bali Process Member States and in partnership with UNHCR. Separately, the family tracing project for unaccompanied minors from Italy also resumed during September 2012.

IOM supports the Returns Process Returns programme for Kurram IDPs continues to support off camp families to return to their places of origin. To date 3,441 families have been provided transport, refreshment packs and all purpose basic tool kits for shelter repair and debris removal; 100 extremely vulnerable families were also provided tents to meet interim shelter needs as they rebuild their homes. Furthermore, 458 camp based returning households have also been provided tool kits.

One UN Programme II (2013-2017) Under the One UN Programme II (OP II), working groups of respective Strategic Priority Areas (SPAs) remained involved in finalization of their Operational Plan Results Matrixes with emphasis on performance measures and province-wise budgetary allocations. IOM and UN-Habitat are conveners of SPA 3 – Increased National Resilience to Disasters, Crisis and External Shocks. Following compilation of Operational Plans, a full day PMT retreat was held on 26 September to jointly review and finalize Operational Matrixes for all six SPAs by the Programme Management Team (PMT) and SPA group representatives. Respective SPA groups are now revising their Operational Matrixes in light of the inputs received; this will be followed by briefings for provincial/regional counterparts on the specifics of the OP II.
