CRISIS IN MOSUL CITY, NINEWA, IRAQ - IOM EMERGENCY RESPONSE ACTIVITY REPORT ASSESSMENTS, DISTRIBUTIONS, AND FIELD VISITS IOM Activity Report, Issue #3, 2 July 2014 At the onset of violence between Iraqi Security Forces (ISF) and Armed Opposition Groups (AOGs) in the city of Mosul in early June, it was reported that hundreds of thousands of Iraqis had fled the city and surrounding disputed districts. In response, IOM immediately deployed Rapid Assessment and Response Teams (RART) to identify exact locations and numbers of IDPs using the Displacement Tracking Matrix (DTM) tool in which the overall displacement master list is regularly updated with basic information. The DTM, an information management tool developed by IOM to gather baseline information on displaced populations and conditions in areas of temporary settlement, has been instrumental in the collection of accurate displacement data in the days following violence and massive displacement in and from Mosul. To adapt the DTM to the rapidly evolving displacement context in the city of Mosul and surrounding affected areas, IOM established the DTM+, a specialized tool that establishes the complete profile of a displaced family in affected governorates as rapidly as possible, collecting information such as displacement locations, type of shelter, and priority needs IDPs. 42 IOM RART personnel in the eight governorates most affected by violence and displacement, of a total RART team of 68 field staff, have been actively collecting data from Key Informants (KIs) for the DTM+ since the beginning of June, as illustrated in the table on page 2. As of 25 June, DTM Field Teams have identified 390 new displacement locations containing 62,559 IDP families (an estimated 375,354 individuals) in Iraq in the month of June alone, as a result of the crisis in the city of Mosul and surrounding districts. Following one month of conducting DTM+ in the most affected governorates of northern and central Iraq, IOM has been able to capture hundreds of new IDP locations. IOM will continue to conduct DTM+ in July for the most affected governorates, but will close DTM+ and transition back to standard DTM across all governorates of Iraq beginning in August 2014, when the majority of new displacement locations will likely be identified.

By combining standard DTM data from Rounds I-IV with data captured in June 2014 using the DTM+ methodology, IOM is able to illustrate the overall displacement landscape in Iraq since January 2014. As of 2 July, IOM’s complete DTM Field Team, including those mentioned above conducting DTM+ in June, have identified 1,220 displacement locations containing 141,908 IDP families (an estimated 851,448 individuals) from all governorates of Iraq, as a result of the crisis that began in the governorate of Anbar in December 2013 and spread to the northern city of Mosul in June 2014.

IOM has produced reports detailing displacement data, program activities, and the overall displacement landscape in Iraq since the onset of the crisis in the governorate of Anbar through the June displacement events in Mosul and surrounding districts. Additionally, when a rapid and massive displacement incident occurs, such as the displacement of 2,235 Christian families from Qaraqosh from 26-27 June, IOM produces a Flash Report for HCT partners and other interested parties. IOM coordinates with the UN Office for the Coordination of Humanitarian Affairs (OCHA) and the Humanitarian Country Team of Iraq (HCT), and shares all data sets, maps, and reports on the following pages:

JANUARY TO JUNE DISPLACEMENT: FIELD STAFF CONDUCTING STANDARD DTM IN JUNE 2014

The standard DTM information managment tool was established at IOM Iraq in response to the present IDP crisis following violence and massive displacement in the governorate of Anbar in January 2013. Upon the onset of violence and displacement throughout the northern region of Iraq, IOM divided data collection methodoloy into two distinct groups: RART personnel working in areas that were significantly affected by June 2014 displacement started to conduct DTM+, while RART personnel working in areas that were mildly affected by displacement from Mosul continued conducting standard DTM. As of 31 May, DTM Field Teams identified 830 displacement locations containing 79,349 IDP families (an estimated 476,094 individuals) in Iraq since the onset of the crisis in the governorate of Anbar. Currently, RART personnel in the governorates outside of those most affected by Mosul displacement, a total of 24 RART employees, have continued to conduct Round IV of IOM’s standard DTM through the month of June.

IOM RESPONSE: EMERGENCY ASSISTANCE DISTRIBUTION MAP

Since the beginning of June, violence in northern Iraq has resulted in massive displacement, forcing families out of their homes and cities empty-handed. IOM immediately responded to the overwhelming needs of IDPs; since 12 June, IOM has distributed life-saving emergency relief items to vulnerable IDP families in the governorates of Ninewa, Erbil, and Sulaymaniah. The rapid distribution of Non-Food Item (NFI) kits to vulnerable populations provides sufficient emergency equipment to sustain a displaced family during the initial stages of a crisis. IOM has provided IDP families with the standard IOM NFI kit, which contains 4 blankets, 4 mattresses, 4 pillows, a carpet, cleaning powder, a 4-burner gas cooker, a fan, a 4-drawer plastic cupboard, 4 towels and other sanitary items.

In response to identified IDP population needs, IOM Iraq RART personnel have, since the 15 June, provided NFI kits to 2,890 IDP families (an estimated 17,340 individuals) located in the sub-districts of Bahindawa, Bashiqa, Garmawa Shekhan, Kalakchi, Mala Brwan, Tal Usquf, Qasrok, Zummar, and the Khazir camp of the governorate of Ninewa; the Ainkawa, Kalak and Bahrka sub-districts of the governorate of Erbil; and the sub-districts of Darbandikhan and Kalar of the governorate of Sulaymaniah. In addition to this, IOM has also been facilitating the delivery of food parcels on behalf of the World Food Program (WFP) and hygiene kits on behalf of UNICEF to vulnerable families displaced within Ninewa, Erbil, and Sulaymaniah. Therefore, IOM is contributing to three priority needs of IDP families: NFIs, Food Items (FIs), and hygiene items. In total, IOM has dis-tributed 5,586 separate kits over a period of just 21 days. These distributions were implemented in coordination with local authorities and the HCT.

Funding is now being sought and allocated for the procurement and distribution of further emergency response kits for the IDP population located in priority areas. IOM’s RART personnel will continue to assess and identify the vulnerabilities of IDP families in Mosul and surrounding affected areas.

IOM SURGE CAPACITY: STAFF PRESENCE IN IRAQ FOLLOWING THE CRISIS IN MOSULFollowing the displacement crisis in the city of Mosul in the beginning of June, IOM mobilized national and international staff to respond immediately to the needs of IDPs in northern Iraq. IOM has brought technical experts from IOM Headquarters in Geneva, the Regional Office in Nairobi, Kenya, the IOM Iraq support office in Amman, Jordan, and the Baghdad and Basra Regional Hubs. Newly arrived staff have technical expertise in various fields vital for successful emergency operations, including emergency operations management, DTM, data collection and encoding, mapping, humanitarian coordination, security, public information, project development, and donor relations. In addition, IOM has brought various national field staff members with years of experience in disputed areas, such as the governorates of Baghdad and Anbar, to the Erbil Hub to assist in national emergency response efforts.

While the security situation has deteriorated significantly in Iraq, IOM field teams have continued to capture accurate displacement data across the country utilizing the DTM methodology, and have delivered emergency assistance to IDPs located in secure areas in the governorates of Ninewa, Erbil, and Sulaymaniah. As of 2 July, some areas in the governorates of Anbar, Salah al-Din, Baghdad, and Diyala, presently the centers of violence in Iraq, are inaccessible as a result of security conditions. IOM staff members will continue to monitor security conditions in these disputed areas, to facilitate rapid distribution of emergency assistance to vulnerable IDP families when the security situation improves.
