At the outset, the Secret�?'. (WR, .Rp. & GR/ and Chairman, Advisory Committee

welcomed the participants·. Thereafter, the a13enda items were taken up one by one:

(i) Confirmatiop of th� m.inutes o� 133rd meeting of th� Advisory Committ�e

CE (PAO), CWC ·and Member Secretary informeq that the l33rd meeting of the Advisory Committee of Mo WR, RD&GR on Irrigation, Flood Control and Multi-purpose Projects was held

on 01.05.20p. Summary Record of Disc4ssions was circulated vide letter No. 16/27/2017-� ' ' • ! # I • ' •

PA(N)/886-915 dated 11.05.2017. As no comments on the Summary Record were received,

Advisory Committee eo�firmed thS1 same as circ�lated. I

(ii) Follow up action after the 133:i:� meeting of the Adyi�ory Committee

a. Andhra Pradesh Irrigation and Livt;lihood Improvement Project Phase - II (APILIP-11)

b. Morand & Ganjal Coanplex P�qj�ct, Madhya Pradesh (New Major, Estimated Cost Rs.

It was informed that there is no change in status of above projects since the last meeting.

(iii) Project Proposals considered by the Advisory Committee

A. Irrigation and Multi-purpose Projects

No new Irrigation and Multi-purpose Project was put up io the Committee.

B. Flood Control Projects

1. Revised estimate for the project for construction of pumping station for drainage of flood

water from protected side near Tarlmlani regulator at KM. 30.000 of Maiuni Bund on Left

bank of river Rapti in Distt. Gorakhpur (U.P.) Estimated Cost: Rs. 40.6066 Cr (PL 2017).

B.C Ratio -4.21:1)

CE(PAO) informed that this schem� is proposed to protect an area of. 2838 ha and

approximately 32000 population from the river Rapti in Gorakhpur district of UP. the proposed

scheme envisages installation of I I no. pumps of 30 cusec capacity and 03 no. pumps of 10 cusec

capacity; construction of 1 no. sump and construction of 500 m length of feeder drain .

It was also informed that this scheme was earlier accepted in I 30th meeting of Advisory

Committee of Mo WR, RD&GR for Rs.· 38.1539 Cr. (PL 2013) subject to the following

cond itions :

I. The State should complete the project by 2 years and the BC .Ratio and total cost will hold

valid for this period only.

2. The project authority will constitute a committee to study the possibility of utilizing this pumped water in wa ter deficient area.

3. To provide water to each field this pumped water will be treated as precious and will be

gainfully ut i lized .

Now the cost of the project has been revised by the project authority without change in scope.

Tbe revised cost of the project has been finalized for Rs. 40.6066 Cr (PL2017) by GFCC. The

techno-economic clearance has been accorded by GFCC for above cost.

Thereafter Project Authority made a presentation on theiproposal and the same was discussed as

per details given below:

• Regarding the period for which pumps shall be running during a year the Prnject

Authority informed th(;\.t the pumps.shall.run only during monsoon/flood season.

• Regarding the alternate arrangement for pumping the flood like underground pipe, natural

•

•

spillage arrangement etc; Project Authority informed that as per site conditions and

topography the proposed arrangement is the most suited.

It was enquired as to how many suc.h pumping arra�gement for flooq have been there in

the State of Uttar Pradesh,, the Project A4thority j .informed that such arrangements are 1 •

there in the cities of Varanasi, Lucknow and Go�akhpur and are working fine.

Regarding the arrangements for O&M of pumps/ the Project .Au�hority informed that frrigation Department is having a Mechanical �ing which looks after the O&M of

pumps.

• Project Authority also informed that a Committfte has been constituted to study the

possibility of utilizing pumped water in water deffoient area as decided in the 130th Meeting of the Advisory Committee.

The proposal has been examined by Centtai Water Commission. Their views are as under:

The difference in average bed level of drains/river at Tarkulani regulator and Gurra­

Ramgarh drain confluence is about 1. 5 m. Considering the flat terrain and rainfall

conditions in Nepal Hima,ayas there is high possibility of frequent drainage congestion in

Ramga_rh Tai drain due 1 fq high stag� of Rapti/Gurra rivers. Hence the proposed I

installations of p'J:'mps at rarkulani regulator may provide the desired solution to tackle

the flooding problems due to drainage congestions of Ramgarh Tai .drain. From the

hydrological computatiolfl.s:; it has been found that the proposed pumping c:apacity by the .. \.

project authorities at Tarkulani regulator is! almost opti�al.

In view of the above, the proposal is accepted by the Advisory Committee with the I

condition that the State Finance �on�4rren�e for revised cost of the project i.e. Rs. 40.6066 Cr

will be submitted by the Project Authority immediately.
