1. Background

The Ministry of New and Renewable Energy, Government of India has set an ambitious target

towards achieving 100 GW solar power capacity under the Jawaharlal Nehru National Solar Mission

by 2022. The 60 GW capacity of solar power is targeted from on-ground projects and 40 GW from

grid connected rooftop solar power.

MNRE, GoI has set a target of installation of additional 350 MW capacity Solar Power Plants in

Uttarakhand state by 2022, out of which a target of 44 MW has been sanctioned in first phase. Under

Grid Connected Rooftop and Small Solar Power Plants Programme solar rooftop plants from 1.0

KWp to 500 KWp capacities can be set up for which guidelines vide no. 30/11/2012-13/NSM dated

26-06-2014 shall prevail.

Uttarakhand state has a good potential of Solar Energy. About 300 sunny days are available in the

State which provides an excellent potential for installation of Rooftop and other Small Solar Power

Plants in the State. Keeping the above in view, 5 kW capacity grid interactive rooftop or small SPV

system will be supported under this scheme.

The generated power from such SPV system/project will be first utilized by powering captive loads

during the day time and any surplus power will be fed into the grid as long as grid is available. In

case, where solar power is not sufficient due to cloud cover etc., the captive loads will be served by

drawing power from the grid.

The grid-interactive rooftop system can work on net metering basis wherein the beneficiary pays to

the utility on net meter reading basis only. Alternatively two meters can also be installed to measure

the export and import of power separately. Ideally, grid interactive systems do not require battery

back-up as grid acts as the back-up for feeding excess solar power and vice-versa.

The feed in tariff for the power generated from the Solar Power Plant will be decided by Hon’ble

Uttarakhand Electricity Regulatory Commission (UERC) in such a manner that it provides a

safeguard to all stakeholders including UPCL. The availability of electricity grid near the solar

installation is an essential component which needs to be provided by the concerned agencies i.e.

UPCL/PTCUL.

Therefore, to promote Grid-interactive rooftop and small solar PV power projects in the state, it is

essential to formulate a comprehensive scheme which aims to accelerate growth of Grid-interactive

rooftop and small solar PV power projects in Uttarakhand by providing a favorable environment for

all the stakeholders.

2. Definitions

Following expressions used in the scheme would have meanings assigned to them as defined

hereunder:

a. “Act” means the Electricity Act 2003 (36 of 2003)

b. ‘GoI’ Government of India.

c. ‘GoUK’ Government of Uttarakhand

d. ‘CERC’ means the Central Electricity Regulatory Commission of India, constituted under

sub-section (1) of Section 76 of the Electricity Act, 2003, or its successors.

e. ‘UPCL’ means Uttarakhand Power Corporation Ltd Which is the authorized licensee to

operate and maintain a distribution system for supplying electricity to the consumers in

Uttarakhand.

f. “MNRE” means the Ministry of New and Renewable Energy of the Government of India.

g. ‘PTCUL’ means the Power Transmission Corporation of Uttarakhand Ltd.

h. ‘State’ means the State of Uttarakhand, unless stated otherwise.

i. “Commission” means the Uttarakhand Electricity Regulatory Commission

j. ‘UERC’ means Uttarakhand Electricity Regulatory Commission, constituted under sub-

section 1 of section 82 of the Electricity Act 2003, or its successors.

k. ‘UREDA’ means the Uttarakhand Renewable Energy Development Agency, the designated

State Nodal Agency of the Ministry of New & Renewable Energy, Government of India that

owns the mandate for implementation of all renewable energy programmes in the state of

Uttarakhand.

l. ‘DPR’ means Detailed Project Report.

m. ‘GoUK’ means Govt. Of Uttarakhand.

n. ‘Eligible Consumer’ means a consumer of electricity in the area of supply of distribution

licensee, who has a rooftop or small solar system in its premises, to offset part or all of its

electrical requirements.

o. ‘Premises’ means the land, building or infrastructure or part or combination thereof including

the rooftops or/and elevated area owned by eligible consumer.

p. ‘Interconnection point’ shall mean interface point of renewable energy generating facility

with the transmission system or distribution system which shall be line isolator on outgoing

feeder on HV side of generator transformer as defined in UERC (Tariff and Other Terms for

Supply of Electricity from Renewable Energy Sources and non-fossil fuel based Co-

generating Stations) Regulations, 2013 or as amended from time to time.

q. ‘Billing cycle’ or ‘Billing period’ means a period of one month for which electricity bills

shall be prepared for each Eligible Consumers by licensee.

r. ‘Tariff period’ means the period for which tariff is to be determined by the Commission on

the basis of norms specified under these Regulations;

s. ‘LOA’ Letter Of Allotment for the project to be given by UREDA to the successful

developer.

t. ‘Grid Interactive Rooftop and small Solar PV power Project’ means Rooftop Solar PV

power projects with capacity of 5 KW in the state of Uttarakhand.

u. ‘Scheme’ means this scheme for development of Grid Interactive Rooftop and small Solar PV

power project of 5 KW, unless stated otherwise.

v. “Power Purchase Agreement or PPA” means a long term agreement between a generating

company and a distribution licensee for supply of power on the terms and conditions specified

therein and with the provision that the tariff for sale of power shall be as determined by the

Commission from time to time.

w. “Date of commercial operation or Commissioning (CoD)” in relation to a unit means the

date declared by the generator on achieving maximum continuous rating through a successful

trial run and in relation to the generating station, the date of commercial operation means the

date of commercial operation of the last unit or block of generating station and expression

‘commissioning’ shall be construed accordingly

x. ‘Project’ means a generating station and the evacuation system upto inter-connection point

means

y. ‘Generating station’ means Grid Interactive Rooftop and small Solar PV power Project with

capacity of 5 KW in the state of Uttarakhand.

z. ‘Project site’ means the shadow free south facing area in which Solar Power Project is to be

installed and is having UPCL meter connection.

aa. ‘CFA’ means the admissible central financial assistance being provided by MNRE. In case of

revision in the CFA by MNRE it will be admissible accordingly.

bb. ‘State Subsidy’ means the admissible state financial assistance being provided by GoUK. In

case of revision in the state subsidy by GoUK it will be admissible accordingly.

The terms not defined above will have their usual meaning.

3. Objective

To create condition conducive to private sector/community participation in Grid Interactive Rooftop

and small Solar PV power Project in the state. In particular:

3.1 To promote the decentralized power generation through small size solar power plants of 5

KW capacity utilising space on the rooftops/ premises

3.2 To harness the environment friendly Solar Energy resources and enhance their contribution to

the socio-economic development of the state.

3.3 To improve quality of life in rural Uttarakhand by addressing access to energy issues through

electricity generated from Solar PV power projects.

3.4 To provide decentralized energy supply to agriculture, industry, commercial & household

sector.

3.5 To create a favourable environment for community ownership and private sector

participation in Solar PV power sector in Uttarakhand.

3.6 To promote the development of Solar PV power projects as a clean source of energy in the

State.

3.7 To promote grid-compatible power generation and strengthen the quality of grid.

3.8 To create employment opportunities in rural areas.

4. Title of the Scheme

This Scheme will be known as “Scheme for Development of Grid Interactive Rooftop and

Small Solar PV Power Plant (5 KW capacity)- 2015”.

5. Nodal Agency

Uttarakhand Renewable Energy Development Agency (UREDA) shall be the Nodal Agency for

implementation of this scheme in the state.

6. Eligibility/Incentives

6.1 This scheme is for Hilly Region of Uttarakhand only. The definition of Hilly region is as per

the Industrial Department order no. 2930/VII-II/123-Udyog/08/2011 dated 18/11/2011. The

nodal agency out of the total capacity of 10 MW would allot district wise target.

6.2 Under this scheme, the project of 5 KW capacity shall be allocated to various individuals

having domestic electrical connections and suitable space on the rooftop/premises of the

proposed building located in Uttarakhand.

6.3 Projects under this scheme shall be eligible for 90% CFA (which includes MNRE CFA and

State subsidy) on the benchmark cost of the system. Remaining capital cost shall have to be

borne by the applicant.

6.4 At present the benchmark cost for installation of Solar Power Project is Rs. 0.80 Lack per

KW which can be revised by MNRE. Further UREDA shall also empanel various technically

capable EPC contractors from the channel partners of MNRE on the basis of lowest rates

offered by them for installation of Solar Power Project. In case the rates finalized by

UREDA are lower than the bench mark cost, the subsidy shall be admissible on UREDA

rates.

6.5 The completion period for the projects shall be as per the time frame given by MNRE.

6.6 The benchmark cost applicable for subsidy and completion period for commissioning of the

project shall be defined in the letter of allotment.

6.7 The domestic content requirement (for modules made in India) will be mandatory for those

installations where subsidy will be provided.

6.8 The following benefits shall also be available for installation of Grid Connected Rooftop and

small Solar Power Plants till these are provided by the central Govt.

1. Accelerated depreciation,

2. Custom duty concessions excise duty exemptions

3. 10 years tax holiday.

4. Provision of bank loans as a part of home loan/ home improvement loans.

6.9 The applicable financial support to the projects shall be disbursed after commissioning and

satisfactory inspection report of the project on submission of at least one month generation

data.

6.10 Under this scheme only one project up to the maximum extent of 5 KW shall be allocated to

an applicant.

6.11 Eligible consumers who have already been allotted projects under the earlier floated grid

interactive rooftop scheme by UREDA/ Uttarakhand Govt. will not be eligible for any further

allotment under present scheme.

6.12 30% capacity of the total projects to be allotted under this scheme shall be reserved for BPL

Category applicants in each district.

7. Site Requirement

7.1 The applicant should be an existing connection holder of UPCL.

7.2 The area available on rooftops of various buildings and their premises can be utilized for

installation of Grid connected rooftop and small solar PV power project.

7.3 Rooftop systems shall be connected on low voltage single phase supply.

7.4 Export Import meters/two way meters shall be installed with the facility of net metering. Two

way meters can also be used as they are cheaper and give better idea about power exported.

The meter may also be finalized in consultation with the UPCL.

8. Procedure for allotment of projects

8.1 Complete filled in application form (annexure-1) along with the prescribed registration fee

@ Rs. 500/- per application in the form of DD drawn in favor of Director, UREDA, Dehradun

and other documents shall have to be submitted by the applicants through post/courier to

concerned district level officer of UREDA as per the list enclosed at annexure-3. The

application submitted by hand shall not be entertained.

8.2 The application form must be accompanied by the required application fee, a self attested

copy of a photo identity card, copy of recent electricity bill, and a self addressed and Rs.25/-

stamped envelope. Applications without prescribed application fee, required details and other

documents will be summarily rejected.

8.3 District level officer of UREDA shall register the projects on first come first serve basis

(subject to the condition that application is complete in all respects). In the acknowledgement

of the application submitted by applicant, District level officer of UREDA shall allot a

registration number to every application. The registration shall not be transferable to another

beneficiary or site/building and any request in this regard shall not be entertain. In such cases

the application shall be out rightly rejected.

8.4 After registration, District level office of UREDA shall examine the technical feasibility of

the site. Meanwhile applicant shall have to submit NOC from UPCL for grid feasibility within

15 days. On the basis of the technical examination of the site and positive grid feasibility

report the registered project may be selected or rejected. The application fees of the registered

projects which are technically rejected shall be refunded.

8.5 A letter of allotment (LoA) shall be issued by District level officer of UREDA to the selected

projects. The benchmark cost applicable for subsidy and completion period for

commissioning of the project shall be defined in the letter of allotment.

8.6 Plants constructed without getting the Allotment Letter from UREDA or without following

the instructions/ specifications contained in the Allotment Letter given by UREDA, will not

be considered for release of subsidy.

8.7 For the purpose of Bank loan, Detail Project Report (DPR) on the prescribed formats

(Annexure-2) shall be prepared by beneficiary with the help of District level officer of

UREDA within 15 days from the date of letter of allotment.

8.8 The terms and conditions mentioned in the scheme shall prevail according to the guidelines of

MNRE and Government of Uttarakhand from time to time.

9. Power Purchase Agreement (PPA)

9.1 Beneficiary shall have to sign the PPA with UPCL for sale of power for 25 years and submit

the copy to UREDA within 1 month of issue of the allotment letter.

9.2 The PPA between UPCL and the owner of building/premise/Solar Project shall be signed on

the net metering basis. Billing cycle and suitable payment security mechanism shall be as per

directions of UERC.

10. Tariff

10.1 For the projects allotted under this scheme, the beneficiary will first consume the power for

self load and then the surplus power (if any) will be sold to UPCL. UPCL is bound to

purchase the surplus electricity generated from the project.

10.2 The Power Purchase Agreement will be executed as per the prevailing tariff order of UERC

and subsequent amendments.

10.3 The tariff for purchase of surplus power by UPCL from solar power project is decided /

revised by UERC on the basis of total cost of the project, admissible subsidy and beneficiary

contribution. The existing tariff at 90% subsidy decided by UERC is Rs. 4.35/KWh for plants

commissioned on or before 31st March, 2016, which may be revised by Hon’ble UERC for

next financial year.

11. Technical Support

UREDA shall empanel various technically capable EPC contractors from the channel partners

of MNRE and shall decide the lowest competitive rates for the installation of Grid Interactive

Rooftop and Small Solar PV Power Projects. Applicants willing to get their projects installed

by the various EPC contractors empanelled by UREDA may get their projects installed

through them.

12. Metering of Electricity

Metering arrangement shall be made as per Central Electricity Authority (Installation &

Operation of Meters) Regulations, 2006, the Grid Code, the Metering Code and other relevant

regulations issued by UERC/CERC in this regard.

13. Power Evacuation and Grid Interfacing Facility

Power evacuation and grid interfacing arrangement will be as per the regulation/procedures

defined by UERC and as per subsequent amendments. The point of interconnection for grid

feeding shall be the premises of Solar Power Plant. The necessary transmission line from Solar

Power Plant to nearest substation shall be the responsibility of UPCL however the UPCL may

opt to get it constructed through applicant for which incremental tariff decided by Hon’ble

UERC shall be paid by UPCL to applicant.

14. Insurance

The project under this scheme shall be insured by applicant during its execution and operation

15. Power to remove Difficulties

If any difficulty arises in giving effect to this scheme, Principal Secretary/ Secretary, Renewable

Energy Department, GoUK/ Chairman UREDA is authorized to issue clarification as well as

interpretation to such provisions, as may appear to be necessary for removing the difficulty

either on its own motion or after hearing those parties who have represented for change in any

provision.

16. Amendments/Relaxation/Interpretation/Disambiguation of Provisions of the

Policies

UREDA shall have powers to amend/relax/interpret/disambiguate provisions under the scheme.

17. Applicability

Regulations of UERC shall prevail for the installation of Grid Connected Rooftop and Small

Solar PV Power Plants. The Scheme will come into operation with effect from the date of issue

and will remain in force until superseded or modified by another Scheme.
