The survey was performed for the benefit of the Charter Township of Oakland – Parks and Recreation, and ASTI acknowledges that said parties may rely on the contents and conclusions presented in this letter report. ACM Inspection and Results On March 9, 2017, David Amir of ASTI’s Site Redevelopment Services Group conducted further asbestos testing and evaluation of the above referenced Property. The initial asbestos inspection was performed on March 23, 2012. The purpose of the additional sampling was to evaluate the Property for potential ACMs prior to demolition of the residence that were not accessible during the initial inspection. The limited ACM inspection was done in accordance with the National Emission Standards for Hazardous Air Pollutants (NESHAP) requirements. Mr. Amir’s accreditations (Accreditation No. A16059) are provided as Attachment A. ASTI accessed wall spaces to identify areas where vermiculite attic insulation had fallen into wall spaces. Observations by ASTI identified some minor accumulation of vermiculite within exterior walls in the original front portion of the house. Furthermore, the extent of the vermiculite in the attic included the front original section of the house in the attic. ASTI collected 20 bulk samples of the suspect ACMs and 23 sample layers were analyzed via PLM analysis. In addition, two samples were analyzed via EPA PLM 400 point count analysis. The bulk samples were transmitted under chain-of-custody protocol to Sanair Technologies Laboratory in Powhatan, Virginia for asbestos analysis using polarized light microscopy with dispersion staining (PLM/DS) in accordance with the US Environmental Protection Agency’s (US EPA’s) “Interim Method for the Determination of Asbestos in Bulk Building Materials” (EPA 600/R-93/116), December 1993). Review of the analytical results revealed that none of the additional materials tested were identified as ACMs. The concrete floor (grey) contained asbestos; however, it was less than 1% and is not considered an ACM per NESHAP. However, based on the presence of asbestos, 29 CFR 1926.1101 the OSHA Construction Asbestos Standard, applies to demolition activities. The following ACM’s were identified by ASTI in the initial inspection:

According to classification guidelines set forth in NESHAP, the drywall mud is friable, and thus a regulated asbestos-containing material (RACM). The drywall mud in its current condition represents minimal risk of fiber release. However, as demolition activities will disturb the material, ASTI recommends this ACM be removed by a licensed abatement contractor prior to demolition. According to classification guidelines set forth in NESHAP, the floor tiles and associated mastic are classified as Category I non-friable ACMs. These materials in their current condition represent minimal risk of fiber release. As demolition activities are likely to

disturb these materials, ASTI recommends the flooring and mastic be removed by a licensed abatement contractor prior to disturbance. According to classification guidelines set forth in NESHAP, the sink undercoat is classified as a Category II non-friable ACM. This material in its current condition represents minimal risk of fiber release. As demolition activities are likely to disturb this material, ASTI recommends the sink be removed by a licensed abatement contractor prior to disturbance. In addition to the above, the following assumed materials were identified by ASTI:

Approximately 550 cubic feet of vermiculite insulation was observed in the attic and wall spaces of the Property. Due to the difficulty in obtaining a sample that is representative of this building material, the EPA recommends that all vermiculite be treated as an asbestos-containing material. According to classification guidelines set forth in NESHAP, the vermiculite is friable, and thus, a RACM. Demolition activities will disturb this material and thus removal of this material should be completed by a licensed abatement contractor. ENVIRONMENTAL DUE DILIGENCE AND SITE INVESTIGATION PROJECTS Environmental Site Assessments Completed numerous site assessments for a variety of projects (vacant land, agricultural, residential, commercial, and industrial) to determine the environmental condition of sites for real estate transactions. Projects involved both surface and subsurface evaluations of sites for a variety of hazardous substances. Responsibilities included the preparation and/or review of ASTM Phase I and Phase II ESAs, Baseline Environmental Assessments (BEAs), and Due Care Plans. Mr. Amir is also knowledgeable with All Appropriate Inquiries (AAI) per 40 CFR Part 312 and meets the requirements of an Environmental Professional per AAI. ASBESTOS INSPECTIONS AND ABATEMENT COORDINATION/OVERSIGHT Responsible for asbestos program management including coordination and technical lead for hazardous material surveys, asbestos, lead-based paint and mold related testing activities. Federal Courthouse-Detroit, Michigan Conducted numerous asbestos, lead-based paint and mold testing projects in a large federal courthouse. SE Michigan Hospital Conducted a thorough asbestos inspection of a 5-story hospital in SE Michigan. Coordinated and sampling and inspection activities in sensitive areas to avoid disturbance in building operations.

PRE-DEMOLITION HAZARDOUS MATERIALS EVALUATIONS Airport Terminal- Romulus, MI Coordinated the disposal of waste materials during the demolition of an airline terminal at a major airport. Maintained compliance with NTSB requirements and coordinated disposal of construction debris, type II landfill waste and lab pack and disposal of various janitorial and building maintenance materials. ABOVE AND UNDERGROUND STORAGE TANKS AND PETROLEUM REMEDIATION PROJECTS Commercial Retail Development- Marion Indiana Coordinated the remediation of a former trucking facility, during site development for a national commercial retail company. Work included Phase I ESA and Phase II site investigation to evaluate trucking spills, USTs and hoists onsite, as well as coordinating a GPR survey for additional USTs on site. Assisted with the development bid specifications for site remediation activities including UST and hoist removal, soil remediation and asbestos abatement. Coordinated the removal of seven (7) USTs, one 20,000 gallon AST, 4 in-ground hoists, 4,000 cubic yards of petroleum-impacted soils and 3,000 gallons of groundwater. Fire Station- Plymouth, Michigan Coordinated the closure of a leaking UST site. Activities included free product recovery, coordination and monitoring quarterly groundwater sampling, installation of soil vapor extraction (SVE) system and assisting the client with accessing available state funds to complete cleanup activities and submit closure report. Transportation Facility- Flint, MI Assisted with the removal of 1,500 cubic yards of contaminated soils during building construction and emergency response activities during the release of diesel fuel to a nearby stream. Coordinated follow-up monitoring and cleanup of the stream.
