1. Introduction of Tameer-e-Millat Foundation

Founded by (late) Dr. Zaheer Ahmad in 1987, Tameer-e-Millat Foundation (TMF) is a

charitable, non-profit organization working for the promotion of education, skills

development, women empowerment, and social welfare, with special emphasis to

the underprivileged areas. TMF is registered under Societies Act, XXI of 1860.

After a consistent struggle of 30 years,

TMF has established 13 Community

Primary Schools, 47 Primary/Secondary

Model Schools, 4 Degree Colleges, 4

Vocational Training Centers, and 2

Technical Institutes across 25 districts

spread over all five provinces of

Pakistan. Under the educational network

of TMF 32,000 students have graduated

so far. TMF is committed to providing

quality education to uplift the non-

affording communities of Pakistan,

without any discrimination.

Mission

all academic and professional disciplines, without discrimination of gender, race,

religion, socio-economic status or ethnicity.”



2. Introduction to Tameer-e-Millat City of Education

Tameer-e-Millat City of Education (TMCE) is a mega project of Tameer-e-Millat

Foundation (TMF). It has been established with the aim to provide quality

educational opportunities in all disciplines. Presently, this project spans over 400+

acres. It is located near the New Islamabad Airport at Fateh Jang, District Attock

(50km away from Islamabad).

2.1 History

In 1993, Major (Retd.) Muhammad Ikram established a primary school for educating

the poor children in Village Ratwal of Tehsil Fateh Jang. For this noble cause, local

landlords contributed by donating 16 kanals of land to the school. With this he

planted the seed of Tameer-e-Millat City of Education (TMCE). The foundation of

TMCE was laid in year 2000 and more land was acquired to establish more

educational institutions. The TMCE has the following:

2.2 Educational Institutions

TM School of Excellence for Boys (TMSEB)

TM Model School for Girls (TMMSG)

TM Institute of Technology (TMIT)

TM School of Excellence for Boys (TMSEB)

Established in 2002 as a residential education facility,

TMSEB aims to develop leadership spirit among

talented and brilliant students to excel in all academic

and professional areas. Currently 130 students are

studying in the school.

TM Model School for Girls (TMMSG)

In 1996, TMMSG was established for girls to provide

equal opportunities and enable them to learn and



serve their nation as responsible citizens. Currently 350 students are studying in the

school.

TM Institute of Technology (TMIT)

TMIT offer short courses (plumbing, welding,

quantity surveyor and home appliances repair &

maintenance) as well as 3 year diploma program

(Electrical, Civil, and Dress Designing).

There are two triple story hostel buildings for boys.

Currently, 106 rooms are used for accommodating the

students.

Mosque and Islamic Center

Imparting Islamic values in a structured and spiritual

environment to nuture the young generation. It can

accommodate 1000 men and 600 women. Regular

prayers are offered in congregation.

TM Central Library

TM Central Library provides a modern and conducive

environment to students beyond their classrooms,

where they are encouraged to explore and expand

their horizons.

3. Need Assessment

The management of the TMSE requested the Engineering Consulting firm, SS&A

International, to visit the TMSE building to assess its structural stability as some

defects in the shape of cracks appeared in the existing building. The purpose of the

visit was to inspect the building and submit an engineering report to determine

whether the building was safe and, once if safe, recommend the remedial measure

to correct defects in the building.

SS&A International visited TMSE on 15th February 2017. They inspected the building

and submitted the technical report.

4. Technical Report on the Building

Based on their observations, SS&A International prepared a technical report as

detailed hereunder.

5. Observations

1. The building is a confined masonry two story structure being used for

academic activities. On back left corner it has a mumty access to the

roof. It has vertical R.C.C. ties exhibiting their dowels on the roof. This

explains that the building has been designed for a three storey structure

and only two stories have been constructed yet. Its structural drawings

provided by the school administration were checked and noted that the

foundation of the building is R.C.C. Strip having beams under the walls.

2. Inner portion of the building has a well maintained yard generally in level

and well drained.

3. The building has been abandoned by the administration due to various

cracks in ground and first floor.

4. The back left corner of the building has diagonal cracks where were

more prominent in ground floor class room and stair area of the building.

5. Similar cracks were observed in 1st floor class rooms.

6. It was observed that these cracks are more prominent on outer side of

the building as compared to the inner side

7. The mumty area on the top of stair is more damaged due to these cracks

8. On the front left side of the building there is proper plinth protection and

due to this protection the cracks on this side are minor.

9. On other sides of the other walls there is no proper plinth protection.

10. There is no rainwater down arrangement and even there are no spouts.

Due to no arrangement of rainwater down and spouts the rain water

flows down the roof along the wall and goes straight into the foundation.

11. On the back left side of the building manholes and an abandoned tank

were seen which are chocked.

12. Washrooms on ground and 1st floor are also chocked due improper

routine maintenance.

6. Conclusions

1. The foundation of the building is settled due to over moisture as a result

of seepage of rain water into the foundation.

2. The excessive settlement of the foundation on back-left side is due to

overloading as the building on this side is triple story and settlement is

enhanced due to the seepage from the manholes nearby along with

seepage of rain water.

3. The available structure drawings of the buildings were reviewed and it

was noted that foundation is strip foundation with strip beam with

minimum steel. The strip beam foundation design is satisfactory for

normal buildings but due over moisture and having triple story there is

differential settlement in the foundation

7. Remedial Measures

1. The cracks observed in the building are not dangerous and are

repairable.

2. To make the building safe, plinth protection is required along with toe

wall as shown in the drawing below.



3. The cracks can be repaired for safe function and safe use of the building.

4. The repair may be done by provision of concrete dowels perpendicular to

the propagation of cracks with grade-40 # 2 and #3 rebars as shown in

the drawing below.



5. Small cracks can be repaired by removing the existing plaster and apply

fresh plaster on the cracks

6. Proper Rainwater down pipes arrangement with bottom khurras should

be provided to avoid the rainwater seepage in the foundations because

no remedial measures will be effective / sustainable if the building is not

protected against seepage and rain water propagation into the footing.
