• Develop a collective vision for the future of the whole Region

• Position the Bay of Plenty in the upper North Island, NZ and overseas

• A regional view on how all the parts will work together

• Guide central and local government investment across the region

• Collaborative working – ahead of central government requirements

• A basis for future shared services
