Instructions make the organization of the course easy to understand
Learning activities foster interaction: instructor-student content-student student-student (if appropriate)
Clear standards are set for instructor response and availability

Quality Matters Principles
![Page 11: Introduction to Quality Matters ™ Inter-Institutional Quality Assurance in Online Learning © MarylandOnline, Inc., 2008. All rights reserved.](https://reader035.fdocuments.us/reader035/viewer/2022062408/56649eb25503460f94bb8b14/html5/thumbnails/11.jpg)
Improves online/hybrid course quality
Stimulates a campus dialog among faculty and instructional development staff on best practices in online instruction
Helps build a campus culture dedicated to the continuous improvement of online learning
Helps persuade internal and external stakeholders that the quality of online and hybrid offerings is a major institutional priority
Principal Value of Quality Matters
![Page 12: Introduction to Quality Matters ™ Inter-Institutional Quality Assurance in Online Learning © MarylandOnline, Inc., 2008. All rights reserved.](https://reader035.fdocuments.us/reader035/viewer/2022062408/56649eb25503460f94bb8b14/html5/thumbnails/12.jpg)
The QM toolset and process are:
1. a faculty-driven, peer review process, and2. a collaborative process among faculty peers3. committed to continuous quality improvement4. based in national standards of best practice,
the research literature and instructional design principles, and
5. designed to promote student learning
Courses do not have to be “perfect” but QM aims at better than just “good enough.”
Underlying Principles
![Page 13: Introduction to Quality Matters ™ Inter-Institutional Quality Assurance in Online Learning © MarylandOnline, Inc., 2008. All rights reserved.](https://reader035.fdocuments.us/reader035/viewer/2022062408/56649eb25503460f94bb8b14/html5/thumbnails/13.jpg)
Not about an individual instructor
(it’s about the design of a specific course)
Not about faculty evaluation
(it’s about the quality and effectiveness of a course)
Not a win/lose or pass/fail test
(it’s a diagnostic process to facilitate continuous improvement of online/hybrid courses)
What the QM Process is Not
![Page 14: Introduction to Quality Matters ™ Inter-Institutional Quality Assurance in Online Learning © MarylandOnline, Inc., 2008. All rights reserved.](https://reader035.fdocuments.us/reader035/viewer/2022062408/56649eb25503460f94bb8b14/html5/thumbnails/14.jpg)
