1.Unless otherwise provided for in its laws and regulations, a Party shall not deny the legal validity of a signature solely on the grounds that the signature is in electronic form.

2.A Party shall not adopt or maintain measures regulating electronic authentication and electronic signature that would:✓ prohibit parties to an electronic transaction from mutually determining the appropriate electronic

authentication methods for their transaction; or✓ prevent parties to electronic transactions from having the opportunity to establish before judicial or

administrative authorities that their electronic transactions comply with any legal requirements with respect to electronic authentication and electronic signature.

3.Notwithstanding paragraph 2, each Party may require that, for a particular category of transactions, the method of authentication meets certain performance standards or is certified by an authority accredited in accordance with its laws and regulations

A society in which “DATA” analyzed and generated by computers without human intervention is essential for social life from the huge amount of data not only from humans but also from IoT.

In order to realize the "super-smart society" that enjoys convenience by using digital data safely and security, it is necessary to consider the ideal way of trust service that guarantees the trust of distributed data.

・Since digital can be corrected without trace, it is easy to falsify information.

・There is a risk of spoofing and eavesdropping.

・ There is a possibility of denial after the fact that it is not possible to remove

the suspicion of tampering or fabrication.

・ In a digital society that can be easily copied and transmitted to the whole
