1 Introduction

1.1 Allianz OverviewThe Allianz Group is one of the leading integrated financial services providers worldwide. Allianz started its operations in Indonesia with a representative office in 1981. In 1989, Allianz established PT Asuransi Allianz Utama Indonesia, a general insurance company. Furthermore, Allianz entered the Indonesian life insurance market by opening PT Asuransi Allianz Life Indonesia in 1996.

Today, Allianz in Indonesia is one of the leading insurance groups in the market who has been trusted to serve more than 1.000.000 policyholders consisting of individual and corporate customers. Allianz Utama and Allianz Life Indonesia draw on support from nearly 12,000 dedicated financial consultants and operate a wide service network of over 80 offices in more than 44 locations nationwide.

1.2 RFP OverviewIn Allianz Indonesia, access to timely, accurate and consistent data used to measure company performance is difficult due to lack of controls. Key data is now lying in disparate sources and across various departments. They are either manually extracted through the production systems (e.g. OPUS), standalone databases or “manually calculated” in spreadsheets. This leads to various issues including the lack of control over the use of data, inefficient duplicate generations of the same data, inconsistent data definitions and untimely reports.

The issues will be addressed via the centralizing of data in the Local Data Warehouse. This is address by 3 main areas OPT (Organization, Processes and Technology).

Organisation (O): All report writers in the company will be consolidated in phases into a single Reporting team. User requests for data and information will first be routed to the Reporting team, which will advise on the next step of action. This includes furnishing them with available reports that have been generated, produce new ones for users or reject if it is not justifiable.

Processes (P): This will be enhanced to ensure timely, consistent and accurate cleansed data delivery into a centralized data warehouse. Controls will be built to define the access and usage rights. Report writers should be able to generate reports by accessing the data warehouse to extract data without having to perform “manual calculations” or direct access to the production systems.

Technology (T): Development in 2012 will be primarily based on the existing technology and tools. The limitation on the existing MS SQL database with MS Reporting Service and OLAP reporting tools creates a need for a new technology direction and the IBM Cognos Business Intelligence and IBM Infosphere technology stack has been chosen to meet those needs.

The bidder should be able to: Provide a proposal for implementing the Cognos BI and IBM Infosphere

technologies to deliver to Allianz Indonesia an Enterprise Data Warehouse solution to be utilized by all operating areas within PT Asuransi Allianz Utama Indonesia and PT Asuransi Allianz Life Indonesia

Provide a clear Implementation approach, plan and timeline.

Provide architecture, design, development, testing, implementation and project management services.

Provide training and knowledge transfer services to ensure Allianz Indonesia staff can perform ongoing maintenance and enhancement activities.

Implement an Enterprise Data Warehouse governance process to ensure the ongoing value of the Enterprise Data Warehouse is realized.

Provide a minimum of two customer references, that are available to be contacted and where a similar project has been undertaken (Allianz Indonesia will contact those customers during the selection process).

Allianz invites Bidders to submit a proposal for this RFP and complete in full the APPENDIX E DWH Project – Professional Services Questionnaire V 1.0.

2 Instructions and Notices to Bidders

2.3 ConfidentialityThe Bidder acknowledges that and shall treat all information in this RFP and its Appendices confidential. The Bidder shall not disclose it without the prior written consent of the Allianz procurement representative listed on the Organizational Information table under section 1.3.

The Information may be used by the Bidder only relating to the RFP and associated process. The Bidder may disclose the information to its staff and to third-party personnel only on a strict need-to-know basis provided that it has imposed upon such staff and third-party personnel the obligation, backed in writing, to comply with confidentiality obligations.

This does not include information (i) which is or becomes publicly available e.g. 1.1 and 2.1 in this RFP or (ii) which is acquired by the Bidder from a third party.

2.4 Questions and ClarificationsIn the event that any Bidder requires clarification regarding this RFP, Bidders are expected to send their queries in writing, via email, to the Allianz procurement representative listed on the Organizational Information table under section 1.3. Any queries received later than specified on the RFP timetable will not be considered.

All answers will be consolidated and emailed to all Bidders. Bidder-specific identifying information will be removed before the consolidated answers will be sent out.

Allianz reserves the right not to respond to questions it perceives as non-relevant.

2.5 Restrictions on ContactsAny communication must be directed to the Allianz representative listed on the Organizational Information table under section 1.3. Contact to any other Allianz personnel or agencies working with Allianz on this RFP is not allowed. Bidders making unauthorized contact will be eliminated from the proposal process

2.6 Response SubmissionProposals must be returned no later than the date stated on the RFP timetable. Any proposals received after that date will not be considered.

Proposals must be submitted:

1) One (1) electronic copy to the Allianz representative at the email address listed on the Organizational Information table under section 1.3. Standard software applications must be used (e.g. MS Office products, Adobe PDF, etc.)

2) One (1) hard copy duly signed by an authorized officer of your company to the Allianz procurement representative at the office address listed on the Organizational Information table under section 1.3.

2.7 Response FormatThe proposal must be technically and commercially complete, clear, legible, concise and completely responsive to the RFP in order to serve as an adequate basis for evaluation.

In order to enable a fair and thorough evaluation of the proposals, Bidders are asked to respond in detail to each one of the paragraphs in Section 3. Please provide answers in the same order and table format.

The pricing sheet(s) must be completed in the specified format and needs to be sent as a separate appendix to your proposal.

2.8 Additional Information / AssumptionsThe Bidder is requested to supply the following information, in a separate appendix to their response of this RFP:

Any recommendation, additional information or innovations you consider relevant to your proposal

Any assumptions made by you in your response to this RFP whether technical, managerial, financial, commercial, contractual, quality-related or other is also to be supplied

2.9 Proposal ValiditySubmitted proposals must be binding in all respects for no less than 90 days from the RFP closing date stated on the RFP Timetable.

2.10 Contract TermsAllianz requires its Requirements / Scope of Work discussed in 3. to form the basis for the Bidder’s proposal and the subsequent contract between Allianz and Bidder.

Allianz expects the Bidder to accept Allianz Standard Contract Terms.

2.11 Notification of DecisionAward of contract will be confirmed in writing. Unsuccessful Bidders will also be notified in writing.

3 Requirement

3.1.1 General Requirements

3.1.1.1 Enterprise Data Warehouse Governance, Administration and Management

The vendor will be responsible for establishing the IBM Cognos BI, and IBM Infosphere technology platform and for developing and establishing operational procedures and processes to ensure the successful governance, administration and management of the entire Enterprise Data Warehouse solution by Allianz Indonesia.

3.1.1.2 Architecture and design

The vendor will be responsible for defining the architecture and design of the Enterprise Data Warehouse databases, ETL tools, data extraction techniques, and the Cognos reporting platform. Including all data modeling, meta data management, data quality, data relevance, data consistency, integration, and data governance.

3.1.1.3 ETL (Extract Transform Load)

The vendor will be responsible for building all ETL components, including data cleansing activities, required to populate the Enterprise Data Warehouse and for establishing the appropriate operational and monitoring technologies and processes that will be used to ensure that accurate, timely and clean data is loaded into the Enterprise Data Warehouse.

3.1.1.4 Reports

The vendor will be responsible for delivering the reports listed in APPENDIX B DWH Project -DWH '11 Allianz Life _Survey of reports, and for recommending and implementing appropriate distribution methods that utilize the distribution features of the IBM Cognos BI technology platform. The Vendor should not consider this to be the final list of reports as further analysis is currently underway at Allianz Indonesia. However this list represents 90% of the maximum number of reports that will be generated.

3.1.1.5 Ad Hoc Reporting

The vendor will be responsible for defining, configuring and implementing ad hoc reporting capabilities, processes and procedures to be used by Allianz Indonesia.

3.1.1.6 Documentation

At a minimum the vendor will be required to provide to Allianz Indonesia all project documentation and the appropriate level of documentation to allow for the continued ongoing maintenance and support of the delivered solution. This includes, but is not limited to a comprehensive master data dictionary, operations manual, and production support guide.

3.1.1.7 Security

The vendor must ensure that the delivered solution adheres to the Allianz Group security and data classification APPENDIX F DWH Project - Security and Data Privacy Policy attached.

3.1.1.8 Resilience and Availability

The vendor will be responsible for providing a solution that provides 99.85% availability to the reports from 6 am to 12 midnight seven days a week. The solution must also be available from the Allianz Disaster Recovery site following the initiation of a disaster recovery scenario with a minimum RTO of 4 hours and a minimum RPO of 15 minutes.

3.1.1.9 Data Retention

The vendor will be responsible for ensuring that the solution meets data retention requirements. The requirement is 10 years for financial data and 5 years for non financial data.

3.1.1.10 Data Sources

The vendor will be responsible for extracting the required data for the Enterprise Data Warehouse from the source systems listed in APPENDIX A2 – Data Sources. The Vendor should not consider this to be the final list of data sources and should include within their proposal a means by which the project and delivery team can include additional data sources as required.

3.2 Project Approach and PlanThe Vendor will be responsible for the development and maintenance of the project task plan and schedule, based on the approach, methodology and tools used successfully by the Vendor in previous engagements. The Vendor will be responsible for regular reporting of progress against the plan, recommending corrective actions to be taken in the event of unanticipated changes to the plan or schedule, and regular updates to the plan and schedule to accommodate any changes.

3.3 Project Staffing and QualificationsThe Vendor is responsible to provide and maintain sufficient numbers of qualified management, technical and functional staff to meet the needs of this project and provide the services outlined in the Vendor’s response to this RFP. The Vendor is also responsible for the development of a detailed resource plan for both Vendor and Allianz Indonesia, which defines the staffing and staff organization, identifies all team participants and their roles and responsibilities. The Vendor must identify key staff and will be required to commit these staff for the life of the project. Any replacement of key staff should have skills and qualifications equal to or greater than the individual that departed. In any case, Allianz reserves the right to interview and agree or not agree on the replacement.

3.4 Knowledge TransferThe vendor is responsible for implementing a knowledge transfer, training and up- skilling process designed to enable Allianz Indonesia to properly support the operation and continuous improvement of the entire Enterprise Data Warehouse solution without the support of external consultants. The Vendor will be responsible for development of a knowledge transfer plan for the Allianz Indonesia support team.

3.5 System installation and maintenanceThe Vendor will be responsible for assisting in the initial system, database and security set up encompassing all components of the Enterprise Data Warehouse project including but not limited to ETL tools, databases, application servers, reporting servers and end user reporting tools. During the project, the Vendor will be responsible for supporting Allianz Indonesia with administration during the project. This support will include analysis and recommendation for installation of all interim and final configurations of the Enterprise Data Warehouse solution.

3.6 GovernanceThe Vendor will be responsible for the implementation of ongoing processes and procedures that will be used by Allianz Indonesia to ensure effective meta data management; the quality and consistency of information delivered by the Enterprise Data Warehouse; the timely and accurate delivery of information; and the addition of future data sources and reports.

3.7 Insurance Industry best practices and value added servicesThe Vendor is responsible for delivering Insurance Industry best practices and tools such as Insurance Industry based data models, BI development templates, and insurance industry governance approaches. The Vendor should also deliver value added services that show clear value to Allianz Indonesia.

3.8 Change ControlThe Vendor will be responsible for implementing a change control program early in the project and for rigorously imposing it throughout the duration of the project. The Vendor will be responsible for working with Allianz Indonesia to manage and limit changes to the scope of work during the project implementation phase.

3.9 Release ManagementThe Vendor will be responsible for implementing release management processes, procedures and tools to ensure the successful iterative releases of the Enterprise Data Warehouse components from development, SIT, UAT, Staging and finally into the Production environment.

3.10 QualityThe Vendor will be responsible for developing and implementing a quality and testing strategy, approach and plan to ensure that all components of the delivered Enterprise Data Warehouse solution meets all functional and non functional requirements.

3.11 ToolsThe Vendor will be responsible for including within their proposal software tools and technologies, not included within the technologies listed in APPENDIX A1 Planned Products and Versions that may be required to deliver the Enterprise Data Warehouse solution. The vendor will need to provide clear justification for the use of those tools or technologies in delivering the Enterprise Data Warehouse solution.
