VIQ changes – Chapter 9 Mooring - ETOPS

Emergency towing-off pennant Systems (ETOPS) :Recognising the continuing instances of injuries to personnel when deploying and retrieving ETOPS, in 2002 OCIMF commenced a study into their effectiveness. The study revealed that whereas since 1967, no instances had been documented where ETOPS had been used, some seventeen hundred injuries to personnel, both minor and serious, had occurred when handling large steel “fire wires”. Efforts were made to determine a lighter rope of fibre construction with strength equivalent to steel wire rope however, a consensus was not reached and n 2007, a risk assessment by Lloyds Register was commissioned. The LR assessment concluded that the use of ETOPS should no longer be recommended and this was accepted by OCIMF. The OCIMF Information Paper “Lloyd’s Register Risk Assessment of Emergency Tow-off Pennant Systems (ETOPS) Onboard Tank Vessels” (1st Ed. 2009) should be reviewed. If the vessel is not deploying ETOPS, questions 9.30, 9.31 and 9.32 must be answered “NA”. Inspectors must bear in mind that certain terminals may continue to require use of ETOPS. In such cases, deployment should be made in accordance with the requirements of the terminal or to the recommendations contained in ISGOTT 26.5.5.1

• New chapter added for Ice Operations

This section is to be completed if the vessel operates in below- freezing temperatures. The IMO Guidelines for Ships Operating In polar Waters sets out recommendations that address ship structure, lifesaving and fire-fighting equipment, operational issues and environmental considerations. These voluntary guidelines are intended for ships constructed after 1 Jan 2011. Existing ships are encourages to comply with the Code as far as reasonable and practical. The OCIMF Briefing Paper for chartering and Vetting Groups titled “The Use of Large Tankers in Seasonal First-Year Ice or Severe Sub-Zero Conditions” contains comprehensive guidance relating to the use of tankers >50,000dwt with no, or low ice class that are likely to encounter first-year ice.
