Activities:

Completion and release of INTERTANKO “Guidance on the Selection and Installation of Ballast Water Management Systems” to assist member during the process of selection of water ballast management treatment systems

Provides comment and advice on regional ballast water regulations, e.g. New York State, USCG.

Ballast Water Management Contributing to INTERTANKO’s work (with its industry partners)

to make a submission at MEPC 64 to address the potential discrepancy between the degree of testing performed in one installation only for each physical and biological parameter versus the control under the PSC regime (i.e. very tight control for each of the installations on board all ships)o At the Bulk Liquid and Gases (BLG) meeting it was argued

that the compliance sampling and testing had become detached from the initial type approval of the system.

o The concern is that a type approved system may not pass the sampling compliance test by PSC, leaving the owner in a situation of uncertainty after investing in a new ballast water treatment system.

Port Reception Facilities

Activities:

Participation in international forums • Encourage the wider provision and use of reception facilities; • Increase its knowledge on reception facilities and associated

procedures (to be communicated to members)

Port Reception Facilities

Communication with EU during development of the “EU Directive on Port Waste Reception Facilities”o to prevent the problem of various interpretations of the

compulsory discharge requirement and the ample storage capacity

o to ensure that interpretation are provided in its guidelines to prevent variations in understanding of how each country and port may apply the guidelines.

The Environmental Committee aims for certainty on interpretation of “compulsory discharge”, “sufficient storage” and “fee mechanisms” across European ports.

Garbage Management

Activities:

Participated in IMO WG on recent revisions to MARPOL Annex V

At MEPC 63 the IMO concluded its revised Guidelines for

MARPOL Annex V (based on the revised Annex V which will

enter into force on 1st January 2013)

Garbage Management

In order to assist members in implementing the new requirements, the EC is developing a “Guidance on Garbage Management” which will provide best practices guidance and clarifications on the terms and definitions used in the revised MARPOL Annex V and its associated guidelines

Members are invited to contribute to EC, their companies good practice concepts, in the management of garbage

Recommends use of ISO 21070:2011 standard for the “Management and handling of shipboard garbage”, which contains procedures for the shipboard management of garbage, including handling, collection, separation, marking, treatment and storage. It also describes the vessel-to-shore interface and the delivery of garbage from the ship to the port reception facility

Ship RecyclingActivities

Provides information on ‘better’ facilities (website)o Identifies recycling facilities striving to meet the HK Convention

standards (based on information from ship owners)

Greenhouse Gas Emissions

Activities Gathering feedback to provide members with

guidance for a harmonized approach on the implementation of Ship Energy Efficiency Management Plan (SEEMP) - entry into force 1/1/13

Following the adoption of IMO’s 2012 “Guidelines for the Development of a SEEMP” (in March 2012), the EC is developing a guidance to be included as an appendix in the 2nd edition TEEMP Guide

Activities

The EC is working together with ISTEC in order to establish a set of Environmental KPIs to be used for benchmarking and/or member’s internal improvement

In December 2011 a workshop was convened at the request of ISTEC and the Environmental Committee with the propose of developing a (common) set of Environmental KPIs together with respective calculation formulas to be used by the members

The working group will meet again to propose best use of the proposed KPIs e.g. which KPIs are to be used for benchmarking and which are to be used for internal improvement

Concluding Remarks

Environmental Committee’s Priorities:

• Continuous improvement of member’s understanding on environmental issues and participate in an informed manner

• Represent members on environmental and legislative issues directly effecting the tanker industry

• Proactively develop environmental policies for INTERTANKO to follow up at IMO and elsewhere

• Establish effective dialogue with stakeholders
