Baltimore County Department of Aging Internship Program

Purpose Statement: The purpose of the BCDA internship program is to create a pipeline of students into a professional work environment in which he/she may complete practical experience and education, gaining insight into senior services provided by the Agency to the citizens of Baltimore County. Creating generations of success in senior services.

The purpose of this document is to market BCDA as a viable business and education provider for internship opportunities to local schools/universities interested in placing students enrolled in human service related programs with BCDA as part of their practical experience, related to their education requirements. Additionally this document is to serve as an operational guide to Agency Management.

BCDA is committed to provide each student with the quality attention and guidance necessary (and as articulated in the expectations of each school or university) to have a fulfilling experience, creating the foundation for future career experiences.

BCDA also recognizes the importance of partnering with local schools/universities, maintaining an open dialogue pertaining to skills, competencies, and technical advances ensuring a smooth transition from academic to professional careers for the benefit of the student, community and economic development of the local and bordering counties.

The Program: The enclosed document, BCDA Internship Program, contains the administrative policy and procedures related to on-boarding interns, as well as the Agency expectations for each intern. Additionally, general outlines of exposure have been developed for each division and major area(s) of a given internship. The outlines have been designed to provide an overview of the program, however, the amount of time available to the intern and his/her stated interests in specific disciplines of senior services will determine the final scope. This flexibility will accommodate the student’s interest(s) as well as accounting for the school’s and Agency’s expectations.

For convenience, the BCDA Human Resource Officer will serve as the liaison between the school/university and the Agency for all internship matters.

Policy and Procedures: Internships

Purpose: Define and clarify policy and procedures associated with administration of undergraduate and graduate level student interns in the Department of Aging.

Scope: The policy and procedures will apply to all prospective and actual student interns for the Department of Aging. Supervisors and Interns are expected to review this policy and procedure and comply.

Details: The purpose of an internship experience is to provide participating students with an opportunity to observe and participate in the duties of a particular occupation or program and understand its challenges.

Intern process:School/Student contacts Agency. If contact is not made directly to the Human Resource Officer, School/Student is referred to the Human Resource Officer.

Human Resource Officer reviews resume, considers fit with the Agency and presents profile and schedule of availability to the Division Chiefs for discussion and consideration.

Division Chiefs discuss appropriate fit and whether support and resources are available to the intern.

Prospective Supervisor may wish to interview the intern, review school requirements and discuss interests as well as resources available consistent with the proposed start date.

The intern will receive a broad-based exposure to the respective area of study all within safety guidelines established by the Agency and School sponsor. Based on the education, specific assignments and client exposure the intern may or may not be required to undergo a background check and may or may not work independent of the Agency supervisor or assigned staff member. Decisions to this effect will be made on an individual basis between the Agency Supervisor and Human Resource Officer.

An Internship Agreement and the Education Plan is completed prior to the Intern reporting for internship. The “Agreement” will serve as the guiding document for the internship experience. Any changes will be subject to notice of all involved in the agreement, supervisor, HR Officer, Intern and School. For any student under the age of 18, these forms must include a parent or guardian’s signature, and if applicable, work permit.

Intern will be scheduled to meet with the Human Resource Officer for a “mini-orientation”, beginning the internship. If this cannot be accommodated due to a schedule conflict this will be conducted within the first week of the internship. The HR Officer and the Interns will review the “Agreement” and conduct/compliance standards, as well as answer any questions the intern may have. The process should take no longer than 30 minutes.

The Human Resource Officer will maintain a file on the intern to include: resume, school requirements, and any other pertinent data.

Human Resource Officer will make periodic checks with the supervisor and intern to ensure school requirements are being met and the intern has all necessary resources for an enjoyable and growth oriented experience with the Agency.

Administrative Details:Interns may be paid in rare circumstances as decided by the Agency Director. In the event an intern is paid and enrolled into the monthly employee process, the intern will be expected to comply with the employee parking policy. Unpaid interns will be provided an opportunity to park on the street and move their car as necessary. The Director and Division Chief of Senior Centers will make decisions regarding unpaid intern parking on an individual basis.

Paid interns may be eligible for mileage reimbursement and shall consult with their supervisor to explain the process of completing a mileage reimbursement form.

In either case, paid or unpaid, it shall be the responsibility of the supervisor to make every accommodation possible not to have the intern use their own vehicle and gas to complete requirements associated with their Internship in the Department of Aging.

Interns will not be permitted to transport clients in their vehicles.

Interns whether paid or unpaid do not receive swipe cards or keys to the building/offices.

Confidentiality Agreement

The policy of the Department of Aging requires that all information I obtain related to individual clients, senior center members or participants of the agency is confidential and may not be released for any reason other than through the conduct of my internship as approved by my field supervisor.

Prohibited activities include, but are not limited to, the following:

Disclosing the names, addresses, telephone numbers or any other information about clients/members/participants

Disclosing information about persons in disciplinary action.

Disclosing information about the illness or disability of clients/ senior center members/participants unless in performance of assigned internship duties as approved by my field supervisor.

I agree to abide by the confidentiality policy of the Baltimore County Department of Aging as stated above. Failure to abide by this policy may result in the termination of my internship.

School of Social Work – Definition of Requirements:

UMB SSW field instruction manual indicates that the field instructor must "have an MSW with three years of experience beyond their master's degree, be employed by the agency for at least 6 months prior to becoming a field instructor, and be licensed, at least at the graduate level (LGSW- Maryland) in the state in which they practice.

In addition, the field instructor is expected to be on site for at least 50% of the time that the student is assigned to be there " (2007--2008 manual, p. 14). New Field Instructors through UMB are required to attend an orientation session, generally held in the Fall.

Other schools may have different requirements; therefore, it is important to review school of social work requirements for each student.

Senior Centers and Community Services Intern

Summary of Position (What Intern will do):Individuals who have entered into an internship with the senior center and community services division will be exposed to all the duties required to manage and operate a successful senior citizen activity center. Where possible and under supervision, the intern will be given direct responsibility for the following tasks after being oriented to the center and trained in the following areas:

Create, implement and publicize programs/special events Create or update Excel or Access databases related to membership,

fitness membership, referral sources, program instructors, community partners, advertising opportunities, etc.

Create event flyers, brochures, and assist with monthly newsletter Distribute fliers in the community and identify strategies to increase

awareness of center programs and events Prepare press releases and articles and submit material to local

newspapers and online newspapers such as Patch.com Develop strategies to expand awareness of senior center/center

connection activities in the community Become a certified with Fitness Center monitor and develop campaign

to recruit more members to fitness centers

Services Division, as well as an overview of the rest of BCDA, exposed to all aspects of senior center operations and management

including administration, programming, marketing, membership and volunteer recruitment and retainment, facility operations, nutrition, CountyRide and BCDA community services,

able to interact with older adults in a meaningful and positive way, able to use their creative, management and organizational skills to

enhance the programs and services available at the senior center,able to expand their knowledge of aging issues and trends.

Community Outreach Intern

Location: Cockeysville Senior Center or Catonsville Senior Center

Dates of Service: Flexible

Time Commitment: At least 8 weeks

Supervisor: Susan Wendel or Carol Motto

Summary of Position:

The Community Outreach program is designed to help older Baltimore County residents connect to the programs and services needed to remain living independently in their homes. Community Outreach Specialists (COS) completes assessments of the seniors’ situations, helps them apply for benefits and services, and monitors these services to ensure quality care. The intern will initially shadow the COS as the COS meets with clients in the office and on home visits. The intern will observe the follow up work and documentation completed by the COS. The intern will provide support to the COS in

Ombudsman Student Intern

Location: Office in Towson, Parkville, Dundalk or Catonsville. Visits to nursing homes and/or assisted living facilities in the region close to the office.

Dates of Service: Flexible per school’s internship requirement. Time Commitment: Hours available are Monday- Friday 9-4:30. Hours are flexible to accommodate school’s internship schedule.

Supervisor: Lynn McCamie

Summary of Position:

Advocate, conduct friendly visits and provide resource information to residents who live in nursing homes, assisted living facilities and continuing care retirement communities in Baltimore County.

Work on special projects or assist with creating activities to celebrate national events related to long-term care.

Conduct research, collect data - and make journal entries of resident concerns, issues and complaints.

Guardianship Program Intern

Location: 611 Central Ave.

Dates of Service: Monday – Friday ( 2 days/ week or 3 days/ week as arranged with sponsoring school)

Time Commitment: 8:30 a.m. – 4:30 p.m. (or as arranged with field instructor/ supervisor)

Supervisor: Guardianship Program Manager and staff

Summary of Position (what intern will do):Individuals who have entered into an internship with the Guardianship Program will be exposed to the duties and skills required to provide professional case management services as a public guardian of the person. Under supervision, the intern will manage a small caseload of guardianship clients as part of the Guardianship team. Elements of the internship will include:

Creation of a learning contract in conjunction with the field instructor and subject to the guidelines of the sponsoring school

Becoming familiar with the processes of aging, both “normal” aging and processes associated with incapacity

Becoming familiar with the legal and ethical foundations of public guardianship, as well as the process by which a public guardian is appointed

Becoming familiar with the mission of BCDA and the role of this agency in the arena of public agency service provision

Accompanying Guardianship program staff to court hearings Development of appropriate clinical skills used in the assessment of

clients both prior to appointment of a guardian and post-appointment Development of skills in advocacy for clients under guardianship

(“wards”) and principles of advocacy Becoming familiar with the range of available community resources

available to meet wards’ housing, medical, social, recreational, spiritual, and psychological needs

Maintaining responsibility, with team input and guidance, for 5-10 wards throughout the internship experience

Visiting each assigned ward on a monthly basis Maintaining documentation of assessments of wards and consultations

with providers on behalf of wards; maintaining case records for each assigned ward

Writing reports (semi-annually) for the Adult Public Guardianship Review Board (APGRB), and (annually) for the court on assigned wards

Attending care plan meetings and other key events to plan for the care of assigned wards and to evaluate the effectiveness of plans

Attending monthly meetings of the Adult Public Guardianship Review Board (APGRB), as appropriate

Assisting program staff in preparing documentation to request changes in code status modifications from the court for assigned wards as appropriate

Attending weekly Guardianship team meetings to discuss current issues, ward issues, and other relevant events

Attending professional training as available and relevant to service provision and learning needs

Attending at least one meeting of the Commission on Aging Attending (and where possible, assisting with staffing) at Senior Expo Arranging and carrying out a brief group experience, if appropriate (may

be required by school) Research/ administrative project to be determined in conjunction with

field instructor/ supervisor, if appropriate (may be required by school) Submission of monthly statistical data both to Guardianship manager and

to school as required Submission of process recordings of interactions with clients as required

by school (anticipate 3 each semester)

Objectives of Internship (what intern will get out of experience with BCDA):

At the conclusion of the internship, the intern will have been: Given a thorough orientation to the Guardianship Program, as well as an

overview of the rest of BCDA, Able to discuss and highlight the ethical issues and challenges posed by adult

guardianship, as well as how that impacts one’s social work practice, Exposed to a large resource base of community programs to meet the needs of

our wards and BCDA community services, Able to understand the basics of public guardianship, the court process that

governs guardianship, and the differences between public guardians of the person and guardians of property,

Able to distinguish between one’s right of self-determination and the need to protect incapacitated, vulnerable adults,

able to successfully manage a small caseload of guardianship wards to provide appropriate services and support,

Able to maintain case records and confidential documentation in compliance with HIPAA provisions,

Able to use their clinical skills and creative, management and organizational skills to enhance the provision of appropriate services to both protect and to maximize quality of life for each of our wards,

Able to work as part of an integrated team to provide effective coverage to all of our appointed wards

Able to expand their knowledge of aging issues and trends.

Evaluation of the Program and Exit Processing:

The BCDA internship program will maintain practices of continuous quality improvement through creation of various methods of feedback solicited from the intern and the respective school/university. Feedback methods will include, but may not be limited to: Survey of Student and School, Exit Interview of Student, informal comments/suggestions, and formalized feedback between Agency Supervisor and student as it pertains to education requirements.

Baltimore County Department of Aging invites any school/university and it’s representatives to visit the location of a placed intern upon scheduling an appointment with the Agency Supervisor. The School/University’s feedback is essential to developing a strong scholastic and professional relationship that will ultimately contribute to the intern’s learning and decision of future career goals.

A personal exit interview will be conducted with each intern prior to the conclusion of his or her internship.

A survey will be sent to each respective school/university following internship completion for their comment and feedback regarding the internship experience.
