MONITORING OF SCHOOLS

Land had been acquired from the Bureau of Lands for the construction of the building for Ekiti State Agency for Quality Assurance in Education. The bill for the agency is in process at EKHA.

Stakeholders meeting in the three Education Districts in the State. Meetings held on May 5th, 10th and 17th, 2012;

Approval was given by Mr. Governor for the Department and FMOE to hold a Quality Assurance workshop for Education Officers and Principals of Schools to intimate them with the new Quality Assurance instruments.

The schedule for Whole School Evaluation (WSE)/Monitoring of Schools for 2nd and 3rd Terms were drawn and dispatched to the Parastatals. The schedule was meticulously followed by the Inspectorate Department, Tutors-General and Teaching Service Commission and Area Education Officers.

Approval of ₦16,000,000 for 2012 world teachers day and preparations for the 2012 World Teachers Day (WTD) Celebrations had begun in earnest. The celebration date to be announced.

N9,070,332 was approved and released for handball under-15 world cup “partille cup 2012” in Sweden. The team travelled out two days ago.

AGENCY FOR ADULT AND NON-FORMAL EDUCATION (AANFE)

Payment of 7 months’ outstanding honoraria, airing of radio lesson (N2.41 million) to the 50 facilitators of 2010 Literacy session of Literacy by Radio programme.

Successful airing of Literacy by Radio Programme in the 2011 Literacy session with N2.0 million – 1496 learners participated. The literacy level in the State is now 72.2% as against 67% in 2009.

2000 candidates of Ekiti State benefited from the State JAMB/UTME programme in 2011 while in 2012, 1900 candidates benefited –N11.32 million in 2011 and N8.96 million 2012 were expended.

Development of Ekiti State Basic and Post Literacy Primers that take care of the immediate environment and the interest of the adult learners.

Mr. Governor’s approval to commence Ekiti State Remedial Colleges in the 16 Local Government Areas.

ADULT LEARNERS

AANFE

82 apprentices graduated from PAAM literacy/vocational centre in 2011 while 21 graduated in 2012 in various trades. At OsiVocational centre 26 learners graduated in different vocations on 26th December, 2011.

Items of vocational equipment were distributed to the various women vocational centres in the State – Osi, Erimope, Ijero and Aramoko.

Capacity building for 33 senior members of staff and Board members on the techniques for implementation of Non Formal Education programmes in the State.

Graduation ceremonies were also organized at Ipao and Aramoko for adult learners in Basic and Post Literacy Programmes 33 learners at Ipao and 27 at Aramoko.

Sensitization visits were carried out on the establishment of Early Child Care Development Education in the State. All the 16 Local Government Areas were visited. 14 ECCDE centreswere established in collaboration with State Planning Commission (SPC).

Agency/UNICEF organized workshop on ECCDE for parents/stakeholders took place in the State.

N569,000.00 was approved and released for the procurement of instructional materials in 2011 and 2012 literacy sessions.

Monitoring of NFE programmes by Board Members

BOARD FOR TECHNICAL AND VOCATIONAL EDUCATION (BTVE) A sum of N5m was made available by the State Government in August

2011, for a summer camp where 612 youths were trained in various areas of trade. This is a pet project aimed at inculcating in our youths the culture of creativity with a view to reducing unemployment among our youths in secondary school and also to make them employers of labour later in life.

The state Government released the sum of N5.23m in September 2011 for the accreditation of three courses in Government Technical Colleges Ado-Ekiti and Ikole-Ekiti where a workshop, one of the 17 on-going projects, was completed to facilitate accreditation of Bricklaying and concreting. This has boosted the morale of the staff and students of the colleges.

Government approved and released the sum of N3.33m in September 2011 for the construction of 420 pairs of student’s lockers and chairs by direct labour. This was handled by the Production Unit of the Colleges. This ameliorated the sitting problem of the students on completion and commissioning, it also gave the students added advantage of practical experience.

Government approved a variety of staff capacity building programmes to enhance the service delivery of members of staff of the BTVE:-

N3.9m was expended in August 2011 on 38 members of the technical teaching staff by the State Government.

The sum of N261,600.00 for one day seminar for all members of teaching staff was released and spent in April 2012. This was aimed at increasing staff productivity.

Government in June 2012, approved study visits to National Board for Technical and Vocational Education (NBTE) Kaduna and Education Resource Centre/Technical College Osogbo, by Board Members and Management team of the BTVE with a view to finding out possible ways of expanding the coast of Technical and Vocational Education and Training (TVET) in Ekiti state for economic emancipation at a cost of N318,500.00k. The state Government also sponsored the BTVE Board Chairman and Permanent Ministry of Education, Science and Technology to Canada on study tour to enhance Technical and Vocational Education in the State.

Contract for the Purchase and supply of tools and equipment worth N22m have been awarded under 2012 budget.

Government approved and released a total of N13,594.400.00 running grants to the six technical colleges in the State for effective running of the colleges and the training of students during the past one year, including the last term of 2010/2011 session.

Rehabilitation of the Administrative Block at the Government Technical college Otun-Ekiti at the cost of N3,152,511.12 was carried out between July and November 2011. This is with the view to making administration of the college more convenient.

Government approved the renovation of the electrical Installation workshop at Government Technical College Ado-Ekiti though direct labour by students of the Technical Colleges at total cost of N1.24m giving the students the opportunity for improved practical know how apart from the necessary due maintenance of the building.

N7.49m was released to BTVE for the registration and conduct of the 2012 final year examinations respectively of all the students of the Technical Colleges in the State.

Government, in May 2012, approved the construction of additional 283 pairs of students chairs and lockers at a cost of N3m for the use of students of the Government Technical Colleges in the State.

Government in June 2012 approved the sum of N1.5m for the purchase of relevant text books for the use of students of the Government Technical Colleges in Ekiti.

Government also approved the sum of N124,000.00, in June, 2012, for publicity to facilitate better turn-out of candidates for supplementary admission into Government Technical Colleges in the State. This is because NABTEB which is charged with the responsibly to admit students into Technical Colleges Nationwide has not been proactive in this direction.

The refurbishment of the project vehicle i.eToyota Corrolla had been completed thereby making it easy for the office to visit all its revenue bases without much problems

SCHOLARSHIP BOARD (SB) A total sum of N27,600,000.00 was approved and disbursed for payment of year 2010

law school bursary award for 184 Law School Students in the four Campuses of the Nigeria Law School at the rate of N150,000.00 per student.

Payment of the sum of N7,296,000.00 as the tuition fees of the Maritime students studying in Maritime institute Alexandra, Egypt .

Disbursement of N27,060,000.00 to the first batch undergraduate beneficiaries of year 2010/2011 scholarship award.

Two undergraduate students who were nominated for the Brazilian BEA Scholarship Award have traveled to Brazil at a cost of N3,148,950.00 with the help of the State Government.

Approval of N5000 bursary for every Ekiti State student in Tertiary institutions

In January, 2012 the board was involved in the Federal Scholarship award interview which was conducted for undergraduate students in the state between 23rd and 25fh January 2012 and 28 students were awarded.

The outstanding payments for year 2011 scholarships and 2012 Law School students bursary are now ready for disbursement.

STATE UNIVERSAL BASIC EDUCATION BOARD (SUBEB)

Capacity Building - 4,160 teachers trained in the modern methods of handling the newly introduced primary schools curricula . A total of over 9000 teachers trained over the long vacation.

Promotion of Teachers: The Board promoted 1,953 primary school teachers to various grades under the 2010 promotion year and the letters of promotion were distributed to the affected teachers on February 15, this year as approved by the State Government.

Official Vehicles for Newly Appointed Education Secretaries: Official vehicles were for the first time, presented by Mr. Governor to the Education Secretaries for effective and regular monitoring of schools.

Teachers’ Welfarea. Procurement and distribution of 400 motorcycles to rural teachers to ease their transportation problems.b. The Ekiti State House of Assembly passed an enabling law for the introduction of Housing and Car loans for primary school staff.

Establishment of New School:Nineteen new primary schools were established in the State at the beginning of the current academic session to increase accessibility.

(ii) Village Meetings: Village meeting was initiated to mobilize and sensitize the communities on the need to improve enrolment in rural areas.(iii) Road Walk: For the first time, road walk was initiated where towns and villages were visited by the Board members on school enrolment and support of communities on UBE programme. It was done in conjunction with Glo Mobile Communications, handbills, jingles and campaign vehicles were used to drive home our points.

Independent Projects Committee – (IPC): The team was put in place to monitor and supervise projects to ensure quality jobs, monitor contractors to improve completion rates and compliance on standards.

Subtle Learning:(a) Drama competition: The Board organized Inter-Primary Schools Drama

competition and trophies were donated to the best 3 schools.(b) Literary and Debating society: Every school has been directed to set up literary and debating society to sharpen their spoken ability and confidence in public speaking, and also organized debate and quiz competitions. A quiz competition was organized by PTA with the support of the Board for primary schools. The best schools were rewarded. Furthermore, arrangement has been concluded by the Board with the State owned Television to sponsor Inter-Schools Debate Competition on Air.

Social Mobilisation: The Board embarked on the following:(i) Advocacy Visits: Advocacy visits were made to various stakeholders on their roles and responsibilities towards educational development in the state. Such stakeholders include UNDP, UNESCO, World Bank, UBEC, ETF and Law Enforcement Agents. Also traditional and faith based institutions in Ekiti State were visited to canvass for their support.

Child Friendly Initiative (CFI): Child-friendly initiatives have been introduced to make academic activities more interesting. They are:(i) Open-Day: Open Day programme was organized for schools to enable parents visit their children and wards in Schools and interact with their teachers to access their performances. The visit took place between 14th

May and 23rd May 2012. It was highly successful and applauded by parents/guardians.

(ii) School Sports: Inter-House School Sports Competitions in all the schools is being encouraged and mandated, while participation in both state and national sports competitions have been enhanced. The Board is also mobilizing Multinational Corporations and other stakeholders in this task of developing sports in the state. For example, the Board has organized Inter-Primary Schools Table Tennis Competition in partnership with private individuals.

(iii) Tree Planting: Old students and communities are being mobilized in planting of trees and flowers to beautify primary schools environment and make it more conducive for learning and teaching. This will be flagged off as soon as schools resume.

(iv) Graduation Gown: Branded graduation gowns have been produced for school use to make school graduation ceremonies more academic and child friendly.

Regular and Effective Monitoring Of Schools:The Board has initiated a regular and aggressive monitoring of schools to check indiscipline, truancy, laziness and other vices that are militating against an enhanced basic education programme. Re-Designing Of Report Cards:The Board noted some lapses in the report cards being used for the pupils of primary schools and therefore re-designed the cards to make evaluation more effective and also to reflect the laid down rules of quality assurance.
