OUR GRATITUDE

Sindh Board of Investment is a Primary Investment Promotion Agency with an aim to promote

Investment in Sindh. It is established with broad based responsibility to promote not only traditional

sectors but also non-traditional sectors of the economy in Sindh.

Realizing the immense potential in

Pakistan for development of Halal sector,

a two-member delegation from Sindh

Board of Investment comprising of Mr.

Muhammad Zubair Motiwala, Advisor to

CM on Investment and Secretary

Investment went to Malaysia and met

with the higher management of Halal

Industry Development Corporation

(HDC) for setting up Halal industrial

park and training centre for initiating

cooperation for development of Halal

sector in Pakistan. During the visit, a Memorandum of Understanding was signed between the two

parties on 1st December, 2010.

In follow up of signing of MoU, Sindh Board of Investment (SBI) in collaboration with Halal

Industry Development Corporation (HDC) Malaysia organized an International Halal Conference

(IHC) on 22nd

and 23rd

March, 2011 at Sheraton Hotel Karachi to effectively implement the

provisions of the Memorandum of Understanding. The Malaysian delegation to IHC 2011 was led by

Chairman of HDC, Tan Sri Dato‟ Dr Syed Jalaludin Syed Salim who was accompanied by CEO of

HDC, Dato‟ Seri Jamil Bidin and other senior officials of HDC and also included business

delegations.

An encouraging response was received from Business & Trade Associations, Exporters/ Importers,

Halal Value Chain and Financial Institutions. The Conference attended by HDC Malaysia, Potential

Investors, Foreign Delegates, Diplomatic Corps, Trade Missions, Financial Institutions, Islamic

Scholars, Research Institutions and Government Functionaries.

Executive Summary:

After a series of successful initiatives like Sindh Investment Conference 2010 and Livestock Diary

and Fisheries Exhibition 2011, SBI organized another mega event of International Halal Conference

held at Karachi.

The International Halal Conference 2011

(IHC 2011), was aimed to introduce the

concept of Halal industry to both local

and foreign investors. The Malaysian

delegation to IHC 2011 led by Chairman

of HDC, Tan Sri Dato‟ Dr Syed Jalaludin

Syed Salim who accompanied by CEO of

HDC, Dato‟ Seri Jamil Bidin and other

senior officials including business

delegations. The Chief Minister Sindh,

Hon. Syed Qaim Ali Shah inaugurated

the conference and lauded the Malaysian Government assistance and sharing of expertise with

Pakistan to further explore and equally benefit from the estimated US$1.2 trillion business annually.

The industry's massive potential generated interest among the business community worldwide to opt

for this new trend of industrialization.

The Consul General of Malaysia, Mr. Mohd Khalid Abdul Razak attended the conference and

delivered brief remarks during the opening.

The Conference was inaugurated by Chief Minister Sindh. The event was organized with an idea to

promote Halal industry development in Pakistan and to prepare for a regulatory framework for Halal

certification. The event was aimed to bring local and foreign Investors, Local consumers and buyers

under one roof to make them aware of the trillion dollars economy/industry.

The Conference was the manifestation of commitment of both SBI and HDC to successfully

implement the Memorandum of Understanding (MoU) signed between SBI and HDC on 1st

December, 2010 at Kuala Lampur, Malaysia for the development of Halal Sector in Pakistan. HDC is

the primary Malaysian Agency responsible for promotion of Halal industry in Malaysia.

The Malaysian delegation led by Chairman HDC, Tan Sri Dato, CEO HDC Seri Jamil Bidin, Dr Syed

Jalal-ud-din Syed Salim and other senior officials of HDC.The Malaysian delegation were optimistic

of their alliance with SBI for Halal industry promotion in Pakistan.

Two follow up sessions discussing future course of action for regular framework and trade in Halal

sector were also held on next day of seminar. The two days event received a very positive feedback

from local business community as it provided a good opportunity for brain storming and consultation

between the government officials, local businessmen and the Malaysian delegation.

The Conference witnessed the attendance of more than 500 participants including Foreign diplomats,

Provincial and Federal Government officials and local businessmen and a number of private

organizations/ institutions Pharmaceuticals, and it attracted students as well and provided a valuable

platform to learn the importance and need of Halal Industry development in the country.

The Seminar started with an introduction to the objectives of the event by Mr. Mohammad Younus

Dagha, Secretary Investment/DG SBI followed by briefing the seminar. The first session also

included presentations by HDC Delegation led chairman HDC, Tan Sri Dato, CEO HDC Seri Jamil

Bidin, Dr Syed Jalal-ud-din Syed Salim and other senior officials of HDC.

At the end of the conference and other related activities it was decided that HDC Malaysia and

STEVTA will collaborate to develop training and awareness programme for development of Halal

sector in Pakistan, in Training of Trainers, Capacity Building of Government agencies for

implementation of Halal standards, Training of consultants for Halal compliance. HDC will help

finalize Halal standards develop by PSQCA.

It was also reached to conclusion that HDC Malaysia will extend Support for implementation of

Halal certification and regulatory framework by providing a resident team of experts work with the

certifying agency of the government and HDC Malaysia will also help assist in developing Halal

Parks in Pakistan.

Overview

IHC 2011 - At a Glance:

The IHC Conference 2011 was held on 22nd

and 23rd

March‟2011 at Karachi Sheraton Hotel 2011 at

Sheraton Hotel, Karachi. The Conference was organized by Sindh Board of Investment in

collaboration HDC Malaysia which is a premier

Agency of Malaysia for Halal Industry

Development. The event ended up with the

commitment of SBI and Malaysian delegation to

work collectively to promote Halal industry in

Pakistan.

The Seminar was widely attended by more than 500

participants including Ministers, Secretaries to

Provincial and Federal governments, members of

diplomatic corps and representatives of multinational companies, banks, businessmen from

professionals from all walks of Life .There was a strong presence of media persons in the conference.

The first day of the event comprised of a series of presentations and speeches highlighting the

potentials of trillion dollars Halal industry which could bring the country on export oriented footing.

Syed Qaim Ali Shah, Chief Minister Sindh said that the conference was a step towards bringing

awareness on the latest trends in international market the growing popularity of Halal products and

services by providing the entrepreneurs, especially SMEs with the prospects of developing Halal

products and facilitating them in exploring new avenues for their products.

He hoped that implementation of the recommendations of the conference would take Pakistan to a

new height of export oriented industrial development and economic prosperity because he believed

that industrialization was the lifeblood of any country.

Advisor to Chief Minister on Investment, Mr. Mohammad Zubair Motiwala said that the certification

of Halal products will begin by the end of this year with the help of Malaysian certification authority.

He said that currently HDC was training Pakistanis in Halal certification, after the programme

completes we will be able to six to nine months.

The Secretary Investment/ DG SBI Mr. Mohammad Younus Dagha, highlighted objectives of IHC

2011, saying that the aim of the event is to promote the halal industry and Halal certification in

Pakistan and also highlighted the investment opportunities in this sector of economy. Malaysia have

developed itself as a hub of Halal industry SBI has approached Malaysian Government to help

develop halal certification system in Pakistan.

The Secretary Investment/ Director General Sindh Board of Investment, Mr. Mohammad Younus

Dagha in his presentation highlighted that Malaysia was one of the key players in global Halal

Sectors and Pakistan would be one of those few Muslim countries which would have a legal structure

to develop Halal industry and play due role in the trillion dollar Halal market which continuous to

grow.

Certification of Halal products will begin by the end of the year in Sindh with the help HDC of

Malaysia.

He said that SBI with assistance of HDC was also working on a proposal to develop a Halal Park

with infrastructure to facilitate growth of Halal industry.

The 2nd

day of the event included two parallel sessions between Business community and

Government departments with Malaysian delegation and SBI respectively. The Conference was a

thorough success as it received equal positive feedback from all sectors of economy.

Conference Objectives:

Mr. Mohammad Younus Dagha Secretary Investment

welcomed the participant to the magnificent event. Mr.

Dagha said that Sindh board of investment feel great

honour to have such a valuable gathering which includes

diplomatic missionaries, Government sector, the leading

businessmen of the country ,all business houses and

chambers , all financial institutions and the

representatives of media, he thanked all the participants

for honoring the event.

Sindh Board of Investment plays a vital role in

promoting the competitive advantage of the province to facilitate investment in various sectors. In the

perspective this pivotal objective, SBI has organized International Halal Conference to highlight

investment opportunities and to explore potential areas where investment can be made, which

ultimately contribute towards ecoinomic prosperity of the people of Sindh.

The primary objectives of conference were to sensitize the business and investors community,

financial institutions and the government departments to increase focus on high potential areas of

investment in Halal industry development. Sindh Board of investment is working with dedication to

bring awareness among masses regarding the importance of Halal endorsement of their products and

also to highlight the potentials of Pakistan in Agriculture, Strategic importance, Scope for higher

expansion and higher productivity.

Scope oriented business can be explored in Meat and slaughterhouses, Food & Beverages

manufacturing, Food retailing and restaurants, Leather made-

ups,Cosmetic,personalcareproducts,Pharmaceuticals,Logistic&warehousing,Financing,Insurance

(Takaful), Research for substitution and technology and Standard Audit and Certification.

Secretary investment further briefed the participants that SBI‟s main aim of collaboration with HDC

Malaysia is to create awareness about the prospects of Halal industry in Pakistan, Halal certification

and standards, Development of Halal Park, Halal Trade promotion, Business Match matching and

awareness and training provided by HDC officials to Pakistani concerned authorities/officials & for

the successful implementation of these objectives SBI and HDC have decided future strategy as HDC

will help finalize Halal standards develop by PSQCA.

It was decided that HDC Malaysia will help assist in developing Halal Parks in Pakistan and would

extend its support for implementation of Halal parks in Pakistan, while PSQCA which is working

tremendously on quality and standard authenticity of product will also collaborate with HDC in

bringing awareness in halal development and standard certification. Also TDAP, Livestock &

Fisheries department, Agriculture, Religious Affairs Department, Local Government, Shariah

Scholars, experts of Halal compliance will be taken on board in all future endeavors being taken up

by Sindh Government and HDC Malaysia.

M.Younus Dagha thanked the concerned fellow departments for showing great interest in the Halal

subject and for showing overwhelming participation.

Achievements:

The major objective of the conference was to highlight untapped potential of Global Halal Market

and to create the awareness in local market about Halal. The conference was a major success with

participation of more then 500 people from all walks of life.

The Success proof of the event can be

witnessed by the Number of participants

attended the conference. SBI received

requests for participation in the conference

from government departments, different

organizations, Banks, Academia‟s, Business

Houses and students who were keen to

attend and after procedure of short listing of

target audience SBI finalized the

participants.

The participants were commendable & the

respective audience provided SBI a very

positive feedback of both sessions.

The main achievements of the IHC were the overwhelming presence of more than 500 audiences

which included diplomats, foreign and local businessmen & investors, Provincial and Federal

Secretaries, Provincial and Federal Ministers, Media persons and students.

A successful Business to Business (B2B), Government to Business (G2B) sessions were also held

among Government Departments, Business community, SBI and Malaysian delegation for

brainstorming of future strategy.

The conference was addressed by the highest level political leadership of the province including

Chief Minister Sindh Honorable Mr Qaim Ali Shah and Deputy Speaker Sindh Assembly, Ms Shehla

Raza, which affirmed the future commitments for the promotion of Halal sector in the country

between SBI, Malaysian Government and Business community at large.

The wide pre and post event media coverage both print and electronic was estimable. SBI also

received a warm feedback and the participants desired to have such awareness events in future

according to the feedback survey made by SBI.

I applaud efforts of Sindh Board of Investment for

organizing such a valuable event after the success of LDF

2011.

I must say that the Pakistan is a very appropriate market

for the investment in Halal Sector. The Halal industry is

growing in whole world with a fast pace and there are

ample Opportunities of investment available in this sector

of economy.

This conference will not only provide awareness among local masses regarding halal products, but

will also increase export of the Country.

I am overwhelmed to see such a gathering; I am sure that this development will not only contribute to

the economy of the province but will also benefit the peoples of Pakistan.

This was a step in making an advance and industrialized country, as it is extremely important to bring

First of all I present gratitude to the Honorable Chief

Minister Sindh for accompanying us at this historic

event. I would also like to thank all the worthy

participants including the Malaysian delegation for

joining us.

The main objective of SBI holding this ceremony is to

construct Pakistan‟s first Halal industrial park with

technical assistance from the Halal industry Development Corporation HDC, Malaysia. It is worth

mentioning that this is the first time when Malaysian and Pakistani governments are collaborating in

the halal sector. We all know that Pakistan has huge potential to capitalize on the opportunity offered

by the global Halal market of $1.3 trillion. Pakistan will be one of the few Muslim countries which

have taken concrete steps to develop the industry. We should have make our mark in this market as

not many Muslim countries have developed their Halal industry and Pakistan can phenomenally

increase its pharmaceuticals and food exports, if it acquires Halal Certification, as this will lead to

higher acceptability in international market.

Mr. HJ Saifol Haj Bahli gave a detailed

presentation about HDC Malaysia which is a

Malaysian Government linked company which

provides support to local and international

businesses wishing to participate in the global

Halal market, to grow the industry and to

benefit these businesses in the process, benefit

Muslims and the global Halal industry. He

added that Malaysia is the global hub of halal

industry therefore in may, 2008 the cabinet of

Malaysia government has approved the halal

master plan, addressing the issue of

certification, sectored development, halal

integrity, implementation, time frames and responsibilities and the master plan envisages three

phases of the role-out from 2008 to 2020. Mr. HJ Saifol Haj Bahli said that Malaysia cannot be

involved in every thing therefore focus areas were identified based on demand potential, local

capabilities and potential to create economic impact and Global Reference centre for halal integrity

has been established to ensure export led growth with high priorities given to standards, certification,

Training and consultancy. Through halal standard development and research programme, Malaysia

keen to increase awareness and skills development programmes and to provide support service for

potential SMEs, investment opportunity and hosting of Halal parks, and public equity financing for

FDI‟s through creating and strengthening halal awareness and promotion in manufacturers, producers

and consumers alike. These programmes will be targeting at least 10 companies/products a year using

SME Corp and score system Oppurtunities for Halal producers to increase their production and

efficiency by providing the necessary infrastructure and amenities within the halal park. He said that

halal industry of Malaysia is fastly growing as in 2004 its market size was 6.6 BIL and in 2009

reached to 9.4 Bil, so the estimated annual halal market increase is 2.5% & the no. of halal certified

companies is 3,900.

2. Malaysia Halal Standards & Certification

Halal Certification

Mr .HJ Saifol Haj informed the participants that Halal Certifications is becoming more relevant in

today‟s market mainly because people are more aware of the Halal concept it is not just about

religious related matters but it extends

to the products or services being deemed

safe for consumption as well as have

health benefits. This is what we call

Halalan Thoyyiban which means quality

and wholesome.

He said that halal certification of products

confirm that the ingredients used in a

product are halal certified and the premise

is free from haram or non halal products

and it helps in maintaining halal integrity

from farm to table, as such certification is

very important in multi religious

countries.

Mr. HJ Saifol Haj said that halal certification prevent consumers fraud in the preparation,

distribution and sale of halal food.

Application for HDC certification can be done on-line in different categories including consumer

product, food premise, Slaughter house, cosmetics and logistics.

3. Training and Consultancy on Halal Industry

Mr. HJ Saifol Haj Bahli during his

presentation informed the participants that

there are other global Halal hubs with whom

Malaysia collaborates. Malaysia‟s vision is to

be the preferred destination for certain focus

areas in Halal products and services that lead

to Malaysia economic goals and competitive

advantages & therefore Halal Industry Master

Plan approved by the Malaysian Government.

HDC exists to grow Malaysia‟s Halal industry

by giving businesses the support from Malaysia to participate in the global Halal market. HDC

prioritized and focused on three phases. First phase included development of Malaysia a centre global

centre for Halal integrity and industrial growth, to develop Malaysia as one of the preferred locations

for halal-related businesses and to broaden geographic footprint of home-grown companies. Training

programme included identification and development of halal industry training modules(current &

new), collaboration with subject matter specialists with promotion and marketing of halal training

programmes HDC conducts and manage training

programs both domestic and international.

Consultancy programme will encompass Halalan

Toyibban compliance advisory services and will

consult other organizations globally. He said that

Halal training Programme will help in understanding

halal concept in real sense and its requirements and

it will give maximum exposure of hala market and

Halal Management system globally. HDC has

designed Halal executive programme in Malaysia

which is the world‟s first systematic programme

targeted for public, industry and professionals. He

further added HDC has consulted over 200

companies in Dec 2010 and there are many going requests received from abroad to set-up „Halal

Centre‟.

Presentations 1. Halal Park Development

Dr. Nor Azmah Ngah, Head of Investment and

infrastructure briefed the participants about

Halal Park that it is a community of

manufacturing and service business located on

a common property. In essence, it is a center of

infrastructure excellence, and has been

regarded as one of the building blocks of the

halal industry.

In addition to high quality infrastructure, it

also houses a wide array of hygienic facilities

and uses an integrated approach to maintain

standards.

The objective of halal parks is to improve the economic performance of the participating companies

while minimizing their environmental impact component of this approach includes the “green”

design park structure. The real innovation in creating halal parks is the bringing the real innovation in

creating halal parks is the bringing together of ideas, concepts and practices involving industrial

parks development, food park development, food manufacturing, halal traceability and logistics into a

totally new halal system of supply chain management.

The outcome in mind is the production of halal food, which is safe, hygienic, wholesome, of high

quality and trustworthy that could be trace back from its source- Halalan Toyyiban. HALMAS status

is an accreditation given to the Halal Park Operators who have complied with the requirements under

the HDC Designated Halal Park Development Guidelines.

It is also a mark for world-class park status and an achievement which is in compliant with the seven

(7) criteria namely designing Halal Park to produce Halal product that is of the highest quality,

integrity and safe for consumption.

2. Success Story of Halal Champion by Halagel Sdn Bhd (TBC)

He said that the search and discovery started with

empty hard gelatin capsules when a friend of him

needed hala capsule and during their visit to Pakistan

they realized great potential of halal gelatin in the

region and they started trading business by importing

empty hard gelatine capsules and halal gelatin from

Pakistan.

Halagel has now broaden its business activities from trading to manufacturing & distributing an entire

range of halal products under the Halagel Brand. Today our mission is to serve the world with Halal

products. Halagel Plant (M)SDN BHD started its operation in September 20 and consisted of two

manufacturing line for the production of empty hard gelatin capsules and one manufacturing line for

the production of Softgel.

There is wide range of Halagel consumer products from herbal tooth paste to Edible rock salt. The

metorics success of Halagel gave rise to various

subsidiaries.

He further added that they are now focusing on total

customer satisfaction by continuous improvement of

performance, quality, deliverability, productivity and

effectiveness of quality management system to meet

the stated technical quality needs of costumers.

3. Pakistan ~ Emerging Halal Meat Hub

Dr.Hamid Jalil of Lahore meat company,

Government of Punjab, gave presentation

on emerging halal meat hub.

He said Pakistan is blessed with natural

resources including water land resources

and with world‟s largest and unified

irrigation. Irrigation water availability is

103.5 million acre feet, because of four

seasons and diversified topography

interventions Pakistan has various breeds

and classes of Livestock, ratio of human

and livestock population is 1:1 and

Pakistan has 3rd

largest livestock population. Where livestock feeding is 100% Halal and agro

based. Grain, Agro industry by products and grazing lands are the source of livestock feeding.

Pakistan regional market is vast, which includes Iran, China, Afghanistan, India, Pakistan allows

sea route to China, Afghanistan and central Asian states and has regional Halal market of more

than 360 million consumers.

Dr.Hamid further added that Government of Punjab has taken institutional reforms for potential

investors by establishing food safety agency. A regulatory frame work is being made for

certification system in compliance with international standards (Halal animal feeding, Disease free

animals, No antibiotic residual effect, Halal slaughtering, HACCP & ISO etc).

He told the participants that the provincial government is giving incentives for meat production,

farming and establishing Halal Industrial Park. In public private partnership slaughter houses will

be made 36 districts as major step is joint Red Meat Revolution for boosting Economy-capture

domestic & Global Halal meat market.

4. Global Halal Support Centre

Mr. En Rohaizad Hassan, Head of Information Research Management, Global Halal Research

Centre gave a detailed presentation on mission

statement of GHSC. He said that GHSC is very

particular about its mission statement as we are

committed to make Malaysia a global halal hub.

GHSC is providing world class information to

our consumer countries and providing support

and service to its stakeholders and clients. He

told the participants that GHSC was formely

known as Halal Reference Centre which was a

brainchild of the Malaysian Prime Minister, during the inaugural on 31st December 2008. By

December 2010, Global Halal Support Centre has received approximately 13 million visitors

from more than 100 countries.

Main Participants of the centre are International Companies, public and private researched

and research institutions local as well as stationed abroad GHSC has made a roadmap 2009-

2011 for knowledge management including content acquisition, collaboration with

universities and publication agencies, establishment of call centers, Information distribution

channel and B2B Portal. In the attempt to help consumers locating halal food premises or

restaurants, HDC has introduced Halal Apps on iPhone platform. This World‟s First

Government Halal Certified premise locator developed to assist users to accurately locate

halal food premises using the Global Positioning System (GPS) technology and Google Maps.

Users would be able to locate and do ratings on halal food premises and restaurants certified

by JAKIM. After the successful HDC iPhone Apps launch last year, GHSC has moved

forward with Nokia, our newest collaborator is now optimizing our existing Halal Apps

module into their fleet. Soon HDC Halal Apps will be made available in Nokia‟s OVI store.

This is one of the reach-out program in promoting the lifestyle of “Halalan Thoyyiban”

globally apart its functionality for online business matching through halal directory, GPS

locator for halal premises, restaurant ratings system and knowledge based contents such as

Global News, Ingredients database and related fatwas on halal. Other initiatives included

Modern Compendium of Halal, HDC iKiosk The impact study conducted since July 2010 has

recorded more than 150,000 users have utilized HDC iKiosk, The launch of Global Halal

support centre, Data warehouse, New Portal Development and a long list of such initiatives.

At last to be a truly Global Halal Support Centre (GHSC), it is our vision is to integrate data

between various agencies and institution.

The second day of the conference was committed for B2B interactive sessions between Goverment

bodies, Business community, SBI and Malaysian delegation. Two parallel sessions were organized

session one focused upon way forward and development of Halal certificate session one focused

upon way forward and development of Halal certification and regulatory framework. Second session

was scheduled for having joint discussion of

stakeholders with HDC representative Tuan

Haji Saifol Bahli and SBI officials.

Director Projects, Sindh Board of Investment

welcomed the participants on the onset.

Meeting started with the presentation of Mr.

Saad S Khan, National Project Director of

Pakistan Halal Food Certification System. He

further elaborated initiatives taken by

Ministry of Livestock and Dairy Development Board with the establishment of unified and

centralized government backed halal certification system in Pakistan, which is at project stage and its

PC-2 has been prepared. He elaborated that Pakistan is lacking in unified and government back halal

certification body and. only private sector operators NGO`s commercial motives rather than

regulatory. Halal certification system should be like Malaysia where Government authorities head the

all Halal certification process. Pakistan is in dire need of proper unified Halal certification body.

Ministry of Livestock and Dairy Development Board has its Animal Quarantine Department which is

not in the purview of provincial government and its major task is to keep check on the import and

export of the animal and to contain smuggling of livestock from the country.

He further opined that Ministry of Science and Technology heads bodies/Institutions, which help in

issues of Halal certification. Bodies like PCSIR with large and very well equipped laboratory, can

help in testing food, nutrition and other related components. National Accreditation Council of

Pakistan has allowed 14 private sector operators to issue Halal certification. These many operators

doing same work causes overlapping and disturbance in certification of Halal Products.

Keeping all this in view, it was decided at the Prime Minister‟s level that project to be initiated,

which will rest under one ministry in respect of halal certification.Ulemas can help in strict

compliance of Sharia and technical experts can look into the technical components and micro

ingredients of the products under scrutiny. Within one year project will be on board for unified

Government Halal Certification body and the same shall be recognized by PNAC as per these

standards of PSQCA. Seven Federal Ministries will be a member for Halal Certification System/

Halal Certification Council

And two other Federal Ministries.

Once finalized this composition will be part of parliament act and will have18-25 members. The

project will be headed by Cabinet Division under the direct control of Prime Minister of Pakistan. All

other halal certification bodies will then seize to exist.

It was also told to the participants that Halal is not only about Shariah it is about technicality and due

to non availability of well equipped and highly technical testing facility the quality of the product is

normally compromised. Halal is about generalizing the product, eco friendly, hygiene and technically

oriented with Shariah compliance it is the complete package instead of simple slaughtering the

animal.

Dr. Saifol Bahli of HDC Malaysia said that the challenges in Pakistan are same as we faced about 10

years ago. Halal product is not about logo and slaughtering it is all about safety of product in all

general terms. After all these years now we have reached at a respectable and centrally controlled

position. Now we have centrally controlled certification system under one umbrella. Chemistry

department scrutinize the raw material and for auditing and keep watch on the production companies

we have auditing system in place which has now been outsourced to Private sector. For auditors, they

need to fulfill the requirements at both Shariah and technical compliance and we compliment each

other through transferring of knowledge by having training at different levels. It is must for auditors

to be well versed with not only Shariah knowledge but also highly skilled in technical field. All the

six halal certificating private bodies operating earlier in Malaysia were not ignored in this process,

they are asked to join at national level and share their experiences.

Mr. Hamid CEO, Punjab Meat Company said that Punjab Meat Company established by the

Government of Punjab as a facilitating and regulatory body to facilitate private sector and that the

Government should only be an inspection body. We should support PSQCA in providing us with

unified standards for Halal production plus value chain. Accredition council should develop the rules

and Standard operating Procedures to register any private sector in this field. Government mandates

is to facilitate the private sector and make possible that private sector should adopt the rules and

SoP`s for halal certification which will be accepted by other countries.

Mr.Saad S.Khan National Project Director and Pakistan Halal Food Certification System briefed that

the Federal Government doesn‟t have infrastructure and capacity to inspect the farms and this can

only be done at Provincial level and that‟s why provinces and relevant ministries have prominent

presence in Halal Council. We have to follow the standards made by PSQCA even OIC has asked

PSQCA to formulate Halal standards, which will be replicated into other Muslim countries.

Pakistan Standards and Quality Control Authority is a national standard formulating and

implementing body and is responsible for development of all kind of standards. It comprises of 10

national standard committees. Halal is most difficult aspect which comes under Ministry of science

and technology with Pakistan Council of Science and Industrial Research and Pakistan National

Accreditation Council playing a pivotal role. PSQCA has well equipped laboratories with 11 state of

art technological laboratory in Karachi at the cost of Rs. 414 Million. Other projects are also in

different cities of the country. They have the facility to test foods with expertise and that is why we

are not in a favor of having another Halal certification body when PSQCA has the capacity to fulfill

all standards.

Dr. Ghulam Sarwar Shaikh DG, Livestock Department, Government of Sindh lauded the effort of

Sindh Board of Investment for initiating the much needed Halal discussion with relevant information.

On behalf of Livestock Department, Sindh, after 18 amendment provincial governments has the

permission for having their own regulatory framework in ministries assigned to them. All framework

and regulations will be in line of federal laws. Livestock department is currently running a project

“Bhambore Dairy Village” and we need to have certain framework to scrutinize things and we will

authorize farmer‟s associations and other private sector halal certification bodies to adopt standards

made by PSQCA but definitely our role should only be monitoring and to check either standards are

implemented and followed for all value chain, which may take a year or half.

Mr. Ahmed Afnan Alam from a recently launched Pak Halal Council from Jama-e-Rasheed said that

they have visited South Africa for training at SENHA. In two month course they have studies the

practical application of Halal certification and procedure they have on receipt of any application for

Halal certification SNEHA normally conduct detail meeting with Concern Company and ask them

about raw material, which is then passed on to the regulatory department. Regulatory department will

confirm the whole details of product and its whole value chain. If they found any doubt regarding the

non halal practice at any step in production the whole process is then stopped.SENHA certify meat

processing and the important step, which are mandatory for slaughtering such as one who is

slaughtering should be a practicing Muslim and supervisor must be present during whole process and

no product without the permission of supervisor can go outside the production plant. There should be

a proper accommodation and other living facilities for a Muslim supervisor. Each level of hygiene

has been followed their under supervisor instruction. SENHA has 12-13 Pakistan companies

registered and they don‟t have own Shariah and fatwa board, they ask and get advice from difference

scholars all over the country and then give certification. Pakistan Shariah Council has its own Shariah

board and also has technical board for halal certification. We would like to see Government

certification council role as a monitoring role as the same duty done by SBP in banking sector.

Private sectors should be encouraged, and government should have the standards and these standards

need to be followed by private sector. We should be flexible in term of procedure looking at the

constraint as per country requirement

There should be one proper centralized body controlling the procedure, when one talks about Shariah

there are deviation and difference of opinion and one proper centralized body for certifying products

Dr. Omar Tarar of PCSIR told the audience that we always have standards for each and every

product but in when we talk about halal we don‟t have any global halal standards.

Syed Nazar Ali Director STEVTA gave detailed that they mainly emphasized on technical training

and education. In order to build capacity in Halal certification and standards there is a needto capture

the idea by training the youth through Skill Development and Training Centre. He further requested

the Malaysian government to initiate halal training courses.

Tuan Haji Saifol Bahli HDC, Malaysia said that Halal is all about learning, there is a proper halal

training which is known as Halal Management System and it is not all about slaughtering an animal.

In Malaysia we have 3 modules to train the peoples in Halal Sector We are engaged with Higher

Education for halal courses. We are working with different countries to have agreements for having

unified halal standards and procedures.

Mr. Saad. S. Khan said that our idea is not to replicate any standards from any departments; our

project is to bring all stakeholders under one roof. The major idea is to have a single focal point in a

country for sorting out certification issues. This project may take months or a year but it will be

worth waiting.

Way Forward

Halal certification body is a need of time not only for exporting but also at domestic level. Thing are

going at right level very soon we will capitalize the halal issues at provincial level. STEVTA happy

to be associated with the process and will be

able to implement training, awareness and do

the consultancy part.

PCSIR is working and enhancing its capacity

and within one year will be able to fulfill the

need of all parts of halal certification

Pak Halal Council representative informed that

they would like to assist Government at any

level for halal certification. Dr.Hamid Jalil said

that Investment Department from Sindh and

Punjab should come forward and start

reformulating the Parliament Act for halal

certification. There should be reference

laboratories in all four provinces of the country.

All certifications from public and private sector will be accepted when they accredited by PNAC.

The inspection and auditing institutions should be set up or being declared in all provinces of

country.

PSQCA will be assisting the Halal standards and will help to judge the quality of food through its

laboratories.

Tuan Haji Saifol Bahli said;

A) We need to re-evaluate the process and procedures of halal, as per the flexibility as discussed

B) Halal is not about food, it is moving in all directions of general life we need to take concerned

ministry and train the relevant peoples with halal standards

C) We initiate the standards as per the demand of industry or demand from the consumer. We

may also ask Pakistan authority to come up with their industry standard requirements and we

will figure out standards.

Need Assessment/ Capacity Building

The session II was jointly chaired by Secretary Investment/DG SBI, Mr. Mohammad Younus Dagha

and Dr.Nor Azman Ngah of Malaysia. Secretary

SBI started proceedings with Name of Almighty

Allah and briefed attendees about the proposed

discussion.

The session was based on interactive

brainstorming to clarify and to bring awareness

regarding importance of Halal accreditation and

development of Halal chain of products which

should not be limited to food items only but also

cosmetics, Pharmaceuticals, toiletries and so on.

Dr. Nor Azman briefed the forum about HDC

functions and informed that HDC purpose is to coordinate matters pertaining to Halal capacity

building and to assist Government on Halal policies. HDC aim is to take over global Halal market

and capitalize markets of Halal internationally and to have a check on Halal Logo‟s and originality in

all countries, he further stated that Halal Park concept is to Group all products at one place and to

operate them as a one window facility.

While answering to the question asked regarding Gelatine exported from Pakistan which is only 1%

Halal, and what are the steps HDC and SBI to take in order to cope up and how to create awareness,

Dr. Nor Azman said that Malaysia do have some big industry players in terms of development of

brands, its an issue which needs to be addressed, there is a need to upgrade local SME to Global

standards which requires a better strategy, SME may be capitalize, Niche- product and step by step

capacity building and then step into new market. Mr. Mohammad Yakob was asked about the

feasibility of Gelatin/ ROI to that he said the feasibility is done only Gelatin factory is not feasible

but Halal Gelatin is most usable and 2% of Market is only Halal Gelatin. Pakistan is the only

producer of Halal Gelatin. Enough Raw materials is present in Pakistan to set up plant in Pakistan.

ROI is 40%.

The local investors asked Dr. Nor Azman that dates export do not fulfill result, dates may be exported

to Malaysia, to which he replied that During Ramadan dates are coming to Malaysia, export can be

made but only issue is to have quality of Dates. For this purpose dates sample may be sent to

Malaysia. SBI also have proposed a project for Dates Processing at Khairpur which will add value to

the product.

It was also inquired that how competent is Pakistan in terms of Halal as compared to India and China,

Dr Azman briefed that competitiveness can be compared by products as Gelatine in Pakistan is

number one and china is number 2. In meat quality authenticity of India is ahead of Pakistan and

china because of the fact of massive production and packaging facilities.

Mr. Hussain of Engro foods said that for serious investment Pakistan need to access to reliable data

and how primary access to data can be made to which Dr. Azman briefed about pricing of meat as;

frozen meat from India is RM-8 per kg and fresh meat is RM – 18 per Kg.

Frozen meat from China is same and fresh meat is around RM 25 per Kg.

Volume is around 800,000 Metric tons of frozen meat from India and in case of fresh/chill meat is

around 200,000 Metric tons from Australia. Officers from JAKIM / Government Department will be

sent to different countries for checking the quality. The investors also inquired about procedure of

registering company in Malaysia and how much investment is needed, Mr Zalina of HDC told that

any company who wants to Invest in Malaysia needs to be registered locally. Half Million equity is

needed when company product is not in local market but when product is launched in local market

then one Million RM is required.

License is required – one stop license centre in Port Klang is helpful for Investors.

Mr. Sheeraz Memon said that in Karachi we have 1 million animals and we need good quality

milking system to be installed locally, Dr Nor Azman told the forum that Malaysia produces 5% milk

locally and it is in three forms Fresh, Frozen and processed. He said that built in for wholesalers of

meat middle/retail level rate for frozen whole sale rate is RM 6 and chilled is RM 20. Dr Azman also

briefed about the importance of Halal Gelatine that as Gelatine is an important area in food

processing, pharmaceuticals. In Malaysia, drugs, medicine, manufacture only prefer to use Halal

Gelatine.

Dr Azman told that HDC Malaysia is also approaching not only countries that are new to Halal

market but also planning to do the same in those countries who are already certifying Halal products.

Malaysia is having a disease free zone and representatives of HDC , Veterinary department, JAKIM

and religious body linked through Ministry of Food, check all these Halal standards and make sure

products is disease free.

It was also asked by the forum about the ratio of processes meat versus Raw meat in Malaysia. To at

Dr. Azman said that ratio of processed meat is 10% and raw meat is 90%. And further information is

mentioned in Halal logistics as mentioned on HDC website.

IHC outdoor publicity was positioned beautifully through Bridge Panels and Steamers all over Sindh

Karachi, March 22: The Chief Minister Sindh Syed Qaim Ali Shah inaugurated today International

Halal Conference 2011 organized by Sindh Board of Investment (SBI) in collaboration with Halal

Industry Development Corporation (HDC) of Malaysia, to introduce the concept of Halal industry to

both local and foreign investors. He said that this was a step towards bringing awareness on the latest

trends in international market --- the growing popularity of Halal products and services --- by

providing the entrepreneurs specially SME‟s with prospects of developing Halal products in Pakistan

and facilitating them in exploring new avenues for Pakistani products.

He said the success of this conference will take Pakistan further ahead on the road to export oriented

industrial development and economic prosperity. He emphasized that the implementation of the

recommendations of this conference will take Pakistan to a new height of industrial progress

Mr. Zubair Motiwala Advisor to CM Sindh in his address said the conference is the manifestation of

commitment of both SBI and HDC to effectively implement the provisions of the Memorandum of

Understanding signed between the two parties on 1st December 2010 in Kuala Lumpur, Malaysia for

development of Halal sector in Pakistan. HDC Malaysia is the Government Agency responsible

promotion of Halal industry in Malaysia

Secretary Investment, Mr. Mohammad Younus Dagha said that Malaysia is one of the key players in

global Halal sector, the others being Australia, Brazil, Thailand, India, etc. with China, France and

Japan having plans to enter soon. Pakistan will be one of those few Muslim countries who have taken

concrete steps to develop Halal Industry and play due role in the trillion dollar Halal Market which

continues to grow.

He said that to the non-Muslims, Halal products are quality products. Thus, products certified under

Halal certification are Halal products which are safe to consume or use, nutritious and with quality.

He further informed that Sindh Board of Investment with assistance of HDC is working on a proposal

to develop a Halal Park with infrastructure to facilitate the growth of the Halal industry in Pakistan.

The Halal Park will be a cluster of Halal-oriented businesses / industries built in a special zone where

they will be provided infrastructure and Halal related service support.

The Malaysian delegation is led by Chairman HDC Tan Sri Dato‟ Dr Syed Jalaludin Syed Salim who

is accompanied by CEO HDC Dato‟ Seri Jamil Bidin and other senior official of HDC.

The Malaysian delegates in their presentations informed the participants of the potential of Global

Halal Market and the Malaysian experience in the fields of Halal Certification, Training and

Marketing. They were enthusiastic about the opportunities that would unfold as a result of the

collaboration between the Sindh Board of Investment and Halal Industry Development Corporation

of Malaysia.

They said that the prospects of Halal market can be viewed by the fact that the global Muslim

population is expected to grow from 1.6 billion to 3 billion. Coupled with the fact that non-Muslims

are increasingly accepting Halal products and services, the global trade value for Halal products is

estimated at USD 1.2 trillion annually. The industry's massive potential has generated interest among

the business community worldwide to opt for this new trend of industrialization.
