1 INTRODUCTION
1.1 Purpose
The purpose of this Request for Proposals (RFP) is to invite prospective offerors to submit a Response
for the Electoral Knowledge Network in Myanmar. The solicitation provides prospective offerors with
the relevant operational and performance requirements.
1.2 Coverage & Participation
IFES reserves the right to reject any and all offers, to add, delete or modify any element of the
solicitation at any time without prior notification and without any liability or obligation of any kind.
This RFP does not obligate IFES to enter into a contract nor does it obligate IFES to pay any costs
incurred in the preparation of submission of any Response.
1.3 Zero Tolerance for Fraud
IFES has zero tolerance for fraud. Fraud is any act or omission that intentionally misleads, or attempts
to mislead, to obtain a benefit or to avoid an obligation. If you have concerns about potential fraud in

2 GENERAL INFORMATION
2.1 The Organization
IFES is an independent, non-governmental organization providing professional support to electoral
democracy. IFES supports citizens’ rights to participate in free and fair elections. Our independent
expertise strengthens electoral systems and builds local capacity to deliver sustainable solutions.
As the global leader in democracy promotion, we advance good governance and democratic rights by:
Providing technical assistance to election officials
Empowering the underrepresented to participate in the political process
Applying field-based research to improve the electoral cycle
Since 1987, IFES has worked in over 145 countries – from developing democracies, to mature
democracies.

2.2 Schedule of Events
The following, tentative schedule will apply to this solicitation. The dates may change in accordance
with IFES’ needs or unforeseen circumstances. IFES will communicate changes to the schedule.
Issuance of RFP March 11, 2016
Technical Questions/Inquiries Due March 16, 2016 by 4pm Myanmar time

3 PROPOSAL PREPARATION INSTRUCTIONS
3.1 Prospective Offerors’ Understanding of the Solicitation
Prospective offerors are responsible for understanding the solicitation in its entirety and each of its
elements, and should make inquiries to IFES as necessary to ensure such understanding. IFES reserves
the right to disqualify any prospective offeror that it determines, at its sole discretion, does not
understand the solicitation or any of its elements. Such disqualification shall be at no fault, cost, or
liability whatsoever to IFES.
3.2 Information from IFES
All information provided by IFES in this solicitation is subject to change at any time. IFES makes no
certification as to the accuracy of any item, and is not responsible or liable for any use of or reliance
on the information or for any claims asserted therefrom.
3.3 Communication
All communications related to the RFP must be in writing. Verbal communication shall not be effective
unless formally confirmed in writing by the procurement official listed in 3.3.1. In no case shall verbal
communication govern over written communication.

3.3.2 Notice of Intention: Prospective offerors that are interested in responding to this
solicitation are encouraged to notify IFES of their interest in the RFP as soon as possible by
completing and submitting the Notice of Intention herewith attached as Schedule A.
However, the Notice of Intention is not mandatory and is not a prerequisite to submitting
a Response.

3.3.3 Formal Communications shall include, but are not limited to the following:
Questions concerning this solicitation and/or inquiries about technical
interpretations must be submitted in writing to the point contact identified in 3.3.1.
or in limited instances, should an offeror not have access to email/internet, questions
will be accepted in hardcopy format to the local Myanmar field office. Questions
must be submitted in a sealed envelope with the “Submission of Offeror Proposal
Form” (Schedule B) on the outside of the envelope by the date stated in Section 2.2.
Errors and omissions in this solicitation, as well as enhancements. Prospective
offerors should notify IFES of any discrepancies, errors, or omissions that may exist
within this solicitation. Prospective offerors should recommend to IFES any
enhancements to the work described in the solicitation which might be in IFES’ best
interests.
3.3.4 Addenda: IFES will make a good-faith effort to provide a written response to the questions
or requests for clarifications in the form of written responses or addenda in accordance
with the Schedule of Events in 2.2.
3.4 Proposal Submission
It is mandatory for prospective offerors to send proposals in electronic copy via e-mail to the individual
listed in 3.3.1 on or prior to the closing date and time shown in the Schedule of Events in 2.2.
In limited instances, should an offeror not have access to email or internet, questions on the RFP and
offeror proposals will be accepted in hardcopy format to the local Myanmar field office. Proposals
must be submitted in a sealed envelope with the “Submission of Offeror Proposal Form” (Schedule B)
on the outside of the envelope. Not following these specific instructions will be grounds for offeror
disqualification.
Note: All communication and offeror proposals must reference “RFQ/16/064 – Request for Proposal
for the Electoral Knowledge Network in Myanmar”.
3.5 Criteria for Selection
The evaluation of each Response to this solicitation will be based on the criteria outlined below. The
purpose of this solicitation is to identify responsible, prospective offerors that have the interest,
capability, and financial strength to supply IFES with the product and/or service identified in the Scope
of Work.
Evaluation Criteria:
1. Proposal’s response to technical requirements 40 points
Demonstrated understanding of the RFP and of IFES’ needs
Demonstrated capacity/ability to conduct the activities required.
Soundness and feasibility of technical approach.

2. Price/Cost effectiveness 20 points
Cost realism in response to RFP requirements
Clear budget presentation of necessary, allocable, and reasonable costs.
3. Organizational structure, management and experience 40 points
Extent to which personnel proposed have relevant qualifications and experience.
Demonstrated capability to organize, manage, and implement the full range of activities required to achieve the program’s goals and objectives.
Demonstrated flexibility to adjust implementation to reflect changing environment.
Demonstrated strong past performance in implementing programs of similar scope and complexity.
3.6 Selection and Notification
IFES will evaluate Responses to identify responsible offerors and responsive offers. Finalists will be
selected to move into the negotiation phase of this process. Written notification will be sent to finalists
via email.
4 SCOPE OF WORK
In the lead-up to the 2015 elections, IFES sponsored the creation of the Electoral Knowledge Network (EKN)
to be an inclusive, accessible and politically independent source of information for the public and civil
society. Established as the Myanmar Electoral Resource and Information Network (MERIN), the EKN
comprises both a resource center and a website. IFES will continue to sponsor the EKN to provide
information on future electoral events such as by-elections and constitutional referendums, as well as
information that increases civic knowledge. The resource center will also serve as a venue for workshops,
trainings and other special events.
IFES will award the sub-grant to an organization to manage and improve the EKN, including re-locating the
resource center to a more accessible location in Yangon, and improving and maintaining functionalities of
the existing website. It is expected that the selected organization will continue to collect materials for the
EKN, translate relevant materials into ethnic languages and ensure that all materials are made available
through the website. IFES will be involved with the organization in the development of this project and
intends to provide capacity building support to the organization that is awarded the sub-grant as needed,
particularly with the website component.
The requirements and expectations for the EKN are outlined in more detail below:
Resource Center
Re-locate the resource center to an accessible and safe location in Yangon. The building in which the
resource center is housed should be accessible to persons with disabilities and reachable by public
transportation. IFES must approve the location of the resource center before the selected organization
rents any property.

Compile and catalogue resources such as civic and voter education posters, relevant legislation and
international conventions, and non-partisan books on elections and political topics. This should also
include any relevant resources from the 2015 elections, such as observer reports, surveys and
assessments. All materials will be considered public information, so the selected organization must
verify and authenticate the resources gathered, with assistance from IFES.
Translate resources into different ethnic languages. IFES will work with the selected organization to
determine what materials should be translated.
Ensure this public resource center is open and available on a daily basis for all, including CSOs, political
parties, journalists, students, and other interested individuals. This is a public center; therefore, there
should be no limit on who can use/visit the center and may require longer availability closer to elections
periods.
Organize trainings, workshops, roundtables and other events with civil society organizations (including
women’s organizations and disabled persons’ organizations), political parties, media and other
stakeholders. These events should cover lessons learned from the 2015 elections and
recommendations for electoral reform, civic education and knowledge, and other current events and
topics related to elections. The selected organization should host at least two special events per month,
but should also encourage other organizations to host events at the resource center.
Website
With the support of IFES, improve the functionality of the existing MERIN website, while keeping a
standardized and easy-to-maintain Content Management System (WordPress).
Provide regular content updates with information that highlights emerging themes in elections in
Myanmar, especially electoral reform, and that emphasizes gender equality, disability rights and
accessibility issues.
Catalogue resources and re-organize current content as needed on the website; link to news articles,
events and social media, including Facebook and Twitter.
Ensure the website is accessible to people who do not have access to high-speed internet. It should
support all mobile devices, including mobile phones, tablets and PCs.
Use security best practices on the website, and keep active communication with IFES IT team to ensure
the site is not susceptible to security threats.
Ensure all the information at the resource center is also available on the website, including all materials
in ethnic languages.
In collaboration with IFES, develop an e-learning course on elections using resources from the EKN and
make it available on the website.
Other
Engage with media outlets and social media networks to promote new materials available at the EKN
and events hosted at the resource center.
Develop an election related curriculum for trainings to be held online through the MERIN website or
offline in the MERIN resource center.
Maintain and regularly update MERIN Facebook page.

Deliverables
Implementation timeline for the establishment of the resource center.
Action plan for management and improvement of the website.
Detailed reporting of civil society organizations that are participating in and using the EKN as a
resource. A minimum of 20 organizations should be engaged during the project, including
organizations that work on women’s empowerment, youth engagement, civic education, ethnic and
religious minorities, and persons with disabilities.
Database list of resources gathered at the resource center and on the website.
A list of events held at the resource center including the topic/purpose of the event and the
organizations involved.
The training materials for the election related curriculum.
Final analysis report of the impact on the resource center and website, which should include
attachments with any qualitative and quantitative data captured.
5 FUNCTIONAL REQUIREMENTS
5.1 Timeline
Prospective offerors must submit a timeline in the Response showing the time required to produce
and consolidate the products and/or deliver services. IFES expects this to be a 7 month award from
May 2016 through November 2016.
6 QUALIFICATIONS & REFERENCES
Prospective offerors must provide the following information for their Response to be considered:
1. A brief outline of the company and services offered, including:
Full legal name and address of the company
Corporate and tax Registration Documents
Year business was started or established
Full name of the legal representative (president or managing director) of the company
Name of any individuals or entities that own 50% of more of the company
U.S. companies must indicate if they are a registered Small Business (Woman owned,
veteran-owned, Minority-owned, Disabled, Service Disabled Veteran-owned)
2. Evidence of successful completion of a project of a similar size and complexity.

3. References: Contact information for no less than three references from projects similar in size,
application, and scope and a brief description of their implementation (including location and
year). IFES reserves the right to request and check additional references.
4. Prospective offeror must be legally registered under the laws of the country in which they are
organized and possess all licenses, permits and government approvals necessary for performance
of the Scope of Work.
5. A certification signed by an officer or authorized representative that the prospective offeror has
sufficient financial, technical and managerial resources and facilities to complete the Scope of
Work.
7 PRICING
Prospective offerors must complete the following cost breakdown for the implementation of their solution
for IFES’ project as described in this solicitation. Prospective offerors must agree to keep these prices valid
for a minimum of 90 calendar days.
Pricing must be in Myanmar Kyat (MMK). Unit prices are required and in the case of discrepancies between
unit prices and the total price, the unit price will be taken as reference basis in the evaluation. Technical
specifications must be shown for each item.
The item descriptions in the budget sample below are only illustrative budget items. Applicants are not
restricted to these items and may add or delete cost categories as needed for their proposal.

8 ADDITIONAL TERMS & CONDITIONS
8.1 Non-Disclosure Agreement
IFES reserves the right to require the prospective offeror to enter into a non-disclosure agreement.
8.2 No Collusion
Collusion is strictly prohibited. Collusion is defined as an agreement or compact, written or oral,
between two or more parties with the goal of limiting fair and open competition by deceiving,
misleading, or defrauding a third party.
8.3 Organizations Owned or Controlled by Government
The prospective offeror must disclose in writing with its Response if a government, its agents, or
agencies, have an ownership or managerial interest in the company. Failure to disclose a government
ownership of managerial interest in the company will result in the prospective offeror’s offer being
removed from consideration.

8.4 Subcontracting
No subcontracting is allowed under this solicitation without IFES’ prior approval in writing
8.5 Costs
The solicitation does not obligate IFES to pay for any costs, of any kind whatsoever, which may be
incurred by a prospective offeror or third parties, in connection with the Response.
8.6 Intellectual Property
Prospective offerors may not use any intellectual property of IFES including, but not limited to, all logos,
trademarks, or trade names of IFES, at any time without the prior written approval of IFES.
8.7 Prospective Offerors’ Responses
All accepted Responses shall become the property of IFES and will not be returned.
8.8 Partial Awarding
IFES reserves the right to accept all or part of the Response when awarding a contract.
8.9 No Liability
IFES reserve the right to accept or reject any Response or to stop the procurement process at any time,
without assigning any reason or liability. IFES shall not be liable to any prospective offeror, person, or
entity for any losses, expenses, costs, claims, or damages of any kind.
8.10 Entire Solicitation
This solicitation, any addenda to it, and any attached schedules, constitute the entire solicitation.
