Losberger RDS

Since decades the Losberger Group hasworked on design, development andmanufacturing of an extensive andcomprehensive range of tents and halls forour customers in the fields of specialevents, business, civil defense and militaryoperations at the highest levels of quality,service and after-sales. Losberger RapidDeployment Systems is the result of a merger of the companies TMB, Bachmann and Autoflug Inflatable

Structures. Losberger RDS is the militarysubsidiary of Losberger France SAS, formerWalter SAS and has been successfullysupplying products for the civilianemergency, disaster control, humanitarianrelief, decontamination and militarymarkets for over 20 years.

Our expertise in these sectors is a result ofbespoke patented designs and the higheststandards of manufacturing, well-trainedand experienced craftsmen and the use ofthe finest quality of materials. Most RDSstructures are designed for military use andcan be rapidly deployed to provide fastand effective protection to people andvaluable equipment. Fast DeployableShelters (AMD)

The ultra-fast deployable AMD shelters are

designed primarily to serve as maintenanceshops, but perform equally well as meetingrooms or reception and conference areas.The AMD is packed on a trailer, a containerplatform or semi-trailer with a hydraulicself-erecting system.

The covered floor space is 60m², 120m²,250m² or 340m², depending on the model.Assembling an AMD is ultra-fast: forinstance, the AMD 60 is deployed in lessthan 10 minutes by just one person.

Modular ShelterSystems (P16)

Modular shelters are primarily used as dryair storage, maintenance halls or serve asgarages. Permanently or semi-permanentlyinstalled, they are anchored to a flatplatform. They may also be installed andweighted down by steel/concrete blocksor water tanks.

Complete waterproofness makes itpossible to control the interior humidity ofthe shelter. Access is made possiblethrough 1 or 2 fully opening gable ends orvia roll-up doors (4.50 m x 4.50 m).These shelters can be transported in 20’containers or on aircraft pallets.

Inflatable Tents (TAGNG 42)

The TAG inflatable NG tent is ready for usein just a few minutes thanks to its inflatableframe. The speed and ease of deploymentmake the TAG NG ideal as medical posts,command centers and emergency sheltersfor example. Its weatherproof and robustconstruction, along with a set ofaccessories, ensures the TAG NG's efficientuse on any type of terrain and climaticcondition. All tents can be carried by handto the place of use. One or two personsusing an electric inflator install theinflatable TAG NG tent in less than 5minutes. Thanks to their modular design,the tents can be connected to each otherin any direction (gable doors and sidedoors). The tent is made of durable fire andUV resistant PVC coated polyester fabric,using HF welding to construct the coverand floor into one enclosure.

MobileHospital/FieldHospital (Field

Hospital TAG NG)A first field hospital has been supplied tothe Italian Red Cross of Lombardy in 2002.This hospital was configured out of tentsranging in size from 40 to 100 m², incompliance with the requirements of theItalian Ministry of Defense. The advantageswere, above all, rapid deployment andmodularity. A 42 m² tent can be erected byjust 2 people in 3 to 5 minutes. Themodularity of the structures allowed asuitable layout of the field wards andoperation theatres depending on thecircumstances of the location. Thehospital has been used since for severalmissions and emergencies (Larino, Iraq, SriLanka). The cooperation with personnel ofthe Italian Red Cross of Lombardy wholived and worked in the structure wascrucial for perfecting the product. Based

on the feedback from the various fieldmissions, the R&D and design departmenthas focused all efforts on improving thetents on numerous details. The result ofthe cooperation with the Red Cross is theNew 2007 Field Hospital. The next-generation pneumatic structures areperfect in modularity, durability and easeof maintenance. We supply inflatable field

hospitals, whether or not in combinationwith (expendable) container for the OT,ICU and ablution for example, from a 2-bed medical post to a 150-bed and fullyequipped turnkey solution.

Our inflatable field hospitals are in use byarmies, emergency response units andhumanitarian aid organizations around theworld.

Inflatable MilitaryCBRN Tents

Inflatable CBRN tents for collectiveprotection of people against NBC threats.These tents combine the rapiddeployment of a TAG NG inflatable tentwith a sealed NBC liner.

The living area inside the tent is over-pressured with filtered air. The entrance isfitted with an over-pressured air lock. Thefabric NBC liner protects the personsinside against all toxic chemicals for aminimum of 24 hours.

Military DomeShelters forProtection

Domes are dedicated to the protectionand cover of sensitive equipment such asradars, missiles, vehicles or helicoptersunder extreme climate conditions.Composed of a galvanized steel frame anda heavy-duty PVC coated fabric caver, thedomes are available in standards diametersof 9, 11, 13, 16 and 20 meters. The domeshelters can open extremely fast: operatedby an electric gearbox, the opening andclosing of the dome takes less than 3seconds and is fitted with a manual safetysystem. Our specialized techniciansprovide worldwide service and support forall the systems we supply.

which the operator can quickly creates apressure to allow the liquid to be sprayed.The COBRA has a metal stainless steelbody and chemical resistant seals andrequires no special preparation before use.The COBRA comes either as a stand aloneunit supplied with a carrying bag whichclips to a belt, or can be incorporated intokit supplied in a robust plastic carry case.Light, Transportable Thermal FoggingSystem - DECOFOG

The Decofog is a light, transportablethermal fogging system designed to applydecontamination solutions as a fog. It issimple to use, has no mechanical parts andcan be set up for use in seconds. Based on“jet-engine technology” it uses hot air tovaporise a solution and turn it into a fogwith particles of 1 to 4 microns. TheDecofog is robust and been designed to beoperator friendly with large grip handles. Itis supplied standard with an operatorsharness and metal travel case. Usingchemically resistant parts it is suitable foruse with aggressive chemicals and needslittle maintenance. The Decofog is used bymultiple NATO countries and has theNATO Stock Number NSN 4230-01-499-5612.

The COBRA is a 0.4 ltrs decontaminationspray unit used for emergencydecontamination or disinfection. Giving aspray area of approximately 11m², theCOBRA can be filled with any liquiddecontamination or disinfection solutionand has been developed in closecooperation with both military and civilcustomers as part of their personalprotective equipment for CBRNoperations. The hand held unit contains apatented pressure pump system with

Decontamination andDisinfection Fogging

Device - FOGBOOSTERThe FOGBOOSTER is the new generationof decontamination and disinfectionfogging devices. By using compressed aircombined with an especially designednozzle, decontamination or disinfectionfluid is microscopically atomized to formparticles on a micro-scale basis to producea highly effective dry mist or fog. TheFOGBOOSTER produces a micro-film mistwhich covers all surfaces and gets into allgaps and joints, detoxifying ordecontaminating all surfaces. TheFogbooster is lightweight (approx 6 kg)quiet and highly mobile and can either usestandard compressed air bottles or acompressor to run.

Fast Response MobileDecontamination

System - SMGDRACCOON

The SMGD has been designed as a fastresponse mobile decontamination system.Completely self contained with its owngenerator, diesel and decontaminationsolution tanks, it is a compactdecontamination unit for the applicationof water-free decontaminants whendecontaminating vehicles, largeequipment, infrastructure, roads and high-value equipment. The system is based ona low pressure spraying system and comescomplete with decon spray lances and anindependent high pressure cleaning unitfor pre-cleaning.

The generator of the SMGD createsenough power to run the decontaminationsystem and provide external power for theindependent sprayer and lights. Designedto be transported to the decontaminationsite on a pick-up, once un-loaded it can beeasily moved easily by one person whilst

still running. The unit is ready to use within1 minute and needs only to be switched on.Multi Purpose Decontamination System -DEDAS

The DEDAS is a universal mixing unit whichcan be programmed to mix allcommercially known decontaminationsolutions. The patented low-pressuresystem allows the mixing of emulsions,foam and diluted solutions fordecontamination purposes, in either smallor large quantities. It has a capacity of upto 200l/min and can even be used withseawater. The DEDAS can be used as astand-alone unit but is used as the heartof the OWR MPD 100 multi purposedecontamination system.

SURF-EXDecontamination

UnitThe SURF-Ex is a decontamination unitwhich uses industrial vacuumingtechnology combined with a spray-extraction system to clean anddecontaminate surfaces of CBRN, HazMatand explosive material. The SURF-Ex canbe used to vacuum all types of dryhazardous dust without danger to theoperator due to its comprehensive filteringand dust collection system. Its can also beused to clear up liquids and uses a spray-extraction system to decontaminate andclean surfaces of hazardous and dangerouschemicals. By using GD-6 with the sprayextraction system, the surfaces of sensitiveequipment can be decontaminatedwithout risk. Using comprehensiveselection of inter-changeable vacuumingand spray heads ensures that the SURF-EXcan be used to tackle multipledecontamination tasks.

The SURF-EX was successfully

demonstrated in Fukushima, Japan and wassuccessfully used to clean vehicles,equipment and external surfaces ofradiation.

Multi PurposeDecontamination

Units - MPDThe Multi Purpose Decontamination Unitor MPD is a complete decontaminationsystem Contained in a 20ft ISO containera standard unit can decontaminate 120persons per hour, 20 light vehicles perhour, or 6000m² of terraindecontamination. Despite its largecapacity, the MPD100 is a highly mobileunit containing 3000 ltrs of water and canbe operated using 4 personnel.

The MPD 100 has recently been upgradedto include the UAM (Universal ApplicationModule). The MPD 100i can apply readymixed decontamination solution using lowpressure technology and offers anenhanced decontamination capacity.

GD-6The decontamination solution GD-6 is aready to use patented decontaminationsolution which is used to decontaminatechemical warfare agents. It is especiallyeffective when used with OWR lowpressure application technology, but canbe used with any spray unit and foggingunits.

chemical elements that constitute thesechemicals. It is therefore possible to detectimpure agents or chemicals manufacturedby terrorists that would not fit intotraditional libraries of other detectors.Moreover AP4C will detect withoutupgrade new agents that will be developedin the future, as well as still not preciselyknown agents like Novichok agents (orNon Traditional agents).

The response time is among the shorteston the market, but what makes the AP4Cunique is the recovery time after a positivedetection.

The AP4C is therefore the chemicaldetector that has the highest level ofavailability of the field.

LEADING BIOLOGICALAND CHEMICAL WARFARE AGENTSFIELD DETECTORS Proengin has developed biological andchemical warfare agents field detectorsusing flame spectrophotometry. The well-known and world widely used AP2C hasproven the capacity of that technology tobe the most reliable on the field with thelowest false alarm rate and the simplestease of use.

New developments such as the AP4C haveextended the capacity of that technologyto include chemical warfare agents andtoxic industrial material in a simultaneousmode. There is no limitation in number ofgas detected by the AP4C. All nerve agents,all blister agents and all blood agents canbe detected by AP4C within therequirements of response time andsensitivity of NATO recommendations.The AP4C has extended the range ofchemicals that can be detected byProengin chemical detectors. Alldangerous compounds containing Sulfur,

Phosphorous, Arsenic and/or HNOchemical bond can be detected in asimultaneous way. Of course, as for theAP2C, the AP4C has the capacity to workin very severe environmental conditions(explosive areas) and the measurementsare unaffected by high humidity levels orby the presence of other organic chemicalcompounds such as paint.

The AP4C technology allows thesimultaneous detection of an unlimitednumber of gas and the identification of the

They also have a uniquepatented interlocking system avoiding theuse of messy glues to hold them in place.This means the rapid construction of aneffective defensive wall with minimalmanpower and resources is now possible.

The Octagon Flood Defence Systemcreates a substantial wall that can bedeployed with less manpower thanconventional sand bags, and at a fractionof the cost of plastic barriers on themarket today. A flood defence wall isprimarily a vertical artificial barrierdesigned to temporarily contain the watersof a river or waterway which may rise tounusual levels during seasonal or extremeweather events.

A Handy Innovationi-bodi Technology has recently designed and developed aHeat Controlled Hand for SATRA Technology, the world'sleading research and technology centre of its kind based inthe UK. Survivability in High-IntensityCounter InsurgencyOperations Enduring Lessonsfrom the UK ExperienceFor the UK forces, operations in Iraq andAfghanistan have brought home theimportance of physical protection to thosedeployed. Preparation for the wrong war,training for conventional tactics, a highlyinnovative enemy, lack of experience in highintensity counter-insurgency and thecumulative impact of squeezed funding onthe land programme conspired to expose thefrailties of the British Army's armouredvehicles and individual protectionequipment.

Since 2005 there has been an incredibledeployment of new capability which hassignificantly enhanced the survivability of UKforces and saved the lives of many soldiersas a result. Delivery of this capability hasseen great advancement in armourtechnology and the design of armouredvehicles. Whilst technology will continue toadvance, there are some enduring lessonswhich are relevant to all armies faced withthe counter-insurgency challenge.

The Threat is Omni–Present The well rehearsed principles described inthe Survivability Onion remain true whateverthe context but the nature of counterinsurgency and the specifics of the mission,threat, terrain and enemy tactics in particularmean that they must be applied in a verydifferent way. Soldiers and security forcesmust operate amongst the population inwhich the enemy resides and so not beingseen is often impossible and not beingacquired or hit is a real challenge. Capabilityplanners must therefore think carefully fromfirst principles and take sound advice before

specifying requirements. Conventionalarmoured vehicles designed for symmetricwarfare are typically protected most heavilyin the frontal (Whittaker) arc but in counter-insurgency, the threat is omni-present andthe enemy is free to attack from the sidesand under-belly as well.

The principles of the Survivability Onion aresound but must be applied differently.

Understanding the ThreatOn counter-insurgency operations the threatis real and understanding it is foremost indetermining the right approach tosurvivability. This sounds obvious butplatforms procured in peacetime benefitfrom capability trades based on theory andassumption and are tested only against thesystem specification document. However, ifthe specification is not appropriate for theoperational deployment then even the mostsophisticated platforms can be overmatchedby a relatively unsophisticated threat. Forthe UK, the roadside bombs in Iraq and theburied IEDs in Afghanistan have consignedconventional armoured fighting vehicles tothe tank park and resulted in theprocurement of over 2,000 new protectedmobility platforms.

Response to the Evolving ThreatCounter-Insurgency operations are generallyprotracted affairs and this gives the enemytime to evolve his weapons and tactics. Theforce must be capable of adapting too andthis includes its approach to survivability, itsvehicles, their protection systems and theirconcept of employment. Emerging threats

usually result in the addition of armour andelectronic systems and hence adaptationrequires platforms that can accommodatethem. Notwithstanding any fundamentaldesign constraint or flaw, the capacity todeliver this capability growth is determinedby weight budgets and power (bothautomotive and electrical). The mostsuccessful platforms have had both inabundance and this should be noted for allfuture procurements. It is too easy to makeover-detailed specifications which forceengineers to design to technical limits – theresult is that the platform becomesredundant with the first change incircumstance. Both Mastiff and Jackal weredesigned with plenty of headroom which isa very significant factor in their currentsuccess, and this will serve them and theBritish Army well in the coming years.

One Size does not fit AllWhilst Mastiff and Jackal have both beensuccessful, they offer very differentcapabilities. At 25 tonnes plus, Mastiff is aheavily protected troop carrier which excelsin transporting soldiers in areas of the highestthreat and despite several hundred IEDstrikes, the survivability record of both thevehicles and the soldiers within has beenoutstanding. Jackal on the other hand (at 6.6tonnes) carries far less armour but its class-leading cross-country mobility and terrainaccessibility mean that soldiers have beenable to avoid the threat. Initially deployedfor long range and extended durationpatrolling, tactics have developed and it isnow used in a number of other roles whichexploit its superior mobility.

Effective Requirement TradesIt is clear from a cursory glance that Jackaland Mastiff are very different and those witheven a limited knowledge of military vehicledesign will understand that it is not possibleto build a vehicle that has the mobility andsize of a Jackal and the protection of aMastiff. This is a stark example but itillustrates a very important point – that thereis no sense striving to procure that which istechnically unfeasible. But this is a trap thatall too often leads to the failure of long termplanned procurement programmes. The lackof clear mission or threat definition, thepromise of technical advancement, thedesire to simplify support arrangements andthe ability to trade theoretical requirementscan allow bureaucratic process andoverindulgence in technical analysis todefeat the case for common sense. For theUK, the operational imperatives of Iraq andAfghanistan have allowed pragmatism toprevail and whilst the complex mix ofvariants in the UK fleet is untidy, it hasdelivered the capability necessary for themost demanding operations.

Technical Expertise in GovernmentThe rapid procurement of new armouredvehicles and protection systems was enabledby a small team in government. Capabilitymanagers worked closely with survivabilityexperts in the Defence Science andTechnology Laboratories (DSTL),procurement staff, the user and industry. Theexperience and multi-disciplined expertise inDSTL was of paramount importance and theadvice provided ensured that the debate wasshort and focussed solely on that whichmattered. As a result, timely and effectivedecisions were made as soon as the best (ormost pragmatic) course of action wasidentified. The sort of knowledge thatresides in an organisation like DSTL can onlybe amassed in a government and that iswhere it should remain. Any nation that isserious about survivability of its armed forcesshould invest in a similar governmentorganisation and listen to those who knowbest.

Close Cooperation between Governmentand IndustryWith close cooperation between capabilitymanagers, government experts, procurementstaff and industry, it is possible to move atgreat pace and deliver highly effectiveresults. Sadly, it has been enemy action thathas provided the impetus for this to happen

in the UK. The challenge for any government(including the UK) is to achieve the rightworking relationships all of the time and notjust during the heat of conflict. Clearly thepolitical drivers are different duringpeacetime but with effective capabilitymanagement and collective endeavour it isstill possible to undertake effectiveprocurement action. And all stakeholderswould do well to remind themselves that theresults of their action will be fully testedwhen soldiers next deploy in harm’s way.

Importance of Individual ProtectionFor the deployed soldier (and his family athome), his individual protection equipment(combat helmet and body armour) is of hugeimportance when he is faced daily with a realthreat from small arms, blast and fragment.The British Army was caught flat-footedwhen it deployed to Iraq and subsequentlyto Afghanistan. To their credit, the UKgovernment and industry moved at pace torectify the situation developing and fieldinghighly effective new solutions inunprecedented time-scales. Thankfully, themindset has changed and this equipment isnow given the most serious consideration at

all levels and every soldier is properly

equipped. During peacetime training it is

easy to gloss over this aspect of force

protection but any army which is serious

about operating in a high threat environment

must make provision to equip itself and train

for the realities of the task.

Conclusion

UK Forces have experienced counter-

insurgency operations in two highly

demanding theatres and faced a significant

array of the most lethal threats. Many

soldiers have lost their lives but many more

have been saved through a concerted effort

to rapidly field the right equipment for the

task. Not every theatre will be like Iraq and

Afghanistan but the lessons that they have

highlighted will be relevant all the same. Any

army which is faced with the challenge of

counter-insurgency operations should seek

to learn these lessons and invest in the right

capabilities before they are required to

deploy.

DHS’ command operations center compriseda DRASH MX Shelter and a 2XB Shelter. TheMX Shelter offers 442 square feet of useablearea and is most recognized as part of theTrailer Mounted Support System (TMSS) forthe Army’s Standard Integrated CommandPost System (SICPS). The 195 square foot 2XBshelter can stand-alone or connect to othershelters, and is known for establishingcommand and control, life support, medicalor surge facilities anywhere quickly andefficiently. An integral part of the commandoperations center was the DC2E equipment.DC2E demonstrated how a lightweight,portable communications integration systemsimplifies information management by fusingmultiple feeds of information onto a singledisplay.

Chemical BiologicalProtective Shelters

(CBPS)Smiths Detection has delivered the firstChemical Biological Protective Shelters (CBPS)to the U.S. Army as part of a $40 million awardfrom the Department of Defense’s JointProgram Executive Office for Chemical andBiological Defense.

The self-contained, mobile shelters with 400square feet of working space will be used forpreventative and emergency care to troops inthe field. Three CBPS M8E1 units have now beendelivered, the first of 111 systems due over thenext two years.

Bob Bohn, Vice President - Sales, SmithsDetection, said: “These CBPS units offer the U.S.Army a critical dual-use capability -- a highly

mobile, protected environment for soldiersoperating under threat of chemical andbiological agents or the harsh conditions of anatural disaster response.”

The CBPS protects against potential chemicaland biological threats, allowing surgeons tooperate in a sterile environment without havingto wear protective clothing. CBPS is a dual-usesystem designed to military specifications butwith homeland mission capability to supportevents such as in the aftermath of a naturaldisaster. The ALPHABEAM® product line includes a rangeof LED (Light Emitting Diode) Aviation lights thatreplace the traditional PAR (ParabolicAluminized Reflector) used on aircraft today.FAA-PMA approval has been granted on mostGeneral Aviation aircraft as well as Taxi andRunway Turnoff lights for commercial aircraft.Additional FAA-PMA approvals are pending fora range of other part numbers and applications.

ALPHABEAM® LED light was the first LEDTaxi/Landing light approved for GeneralAviation, with FAA-PMA certifications on over400 make/model General Aviation aircraft. TheALPHABEAM® also operates on most helicoptermodels, with FAA-PMA certifications expectedin 2014. Additionally the ALPAHBEAM® haspotential for use on vehicle and shipapplications.

The LED light meets all the applicableenvironmental requirements of RTCA-DO-160E,operates on 12VDC to 28VDC and is not polaritysensitive. It is a drop in replacement for existingincandescent halogen lamps, incorporatesscrew terminals and requires no aircraftmodifications for installation. TheALPHABEAM® LED technology gives equivalent

or better brightness than existing lamps, usesless energy and has a calculated MTBF of30,000 hours flight time.

ALPHABEAM® II is FAA-PMA certified to replacePAR46 lamps used in Commercial and BusinessAviation. This configuration is used forTaxi/Runway Turn-off Lights (Part Number2307335-1) and Landing Lights (Part Number2307490-1).

These lamps operate from either a 28VDC or28V, 400Hz supply, and are direct replacementsfor existing incandescent and halogen lamps,incorporate screw terminals and require noaircraft modification for installation. TheALPHABEAM® II incorporates power factorcorrection, an intelligent anti-icing lens andthermal protection from overheating. The lampmeets all the applicable environmentalrequirements of RTCA-DO-160G. The calculatedMTBF is 30,000 hours flight time, significantlyincreasing reliability of aircraft lighting, andreducing power needed for these essentiallamps.

The fourth variant is designed to replace PAR36lamps (ALPHABEAM® Part Number 2307385-1)

for tail and fuselage operator logo illuminationand wing scanning applications.

This LED light directly replaces Q4631 halogenlamps used on commercial aircraft. The benefitis the durability and long life of the light forthese difficult areas to maintenance, as well asreduced power consumption for theseapplications used for longer period than thoseused in landing, taxi and turn-off applications.FAA-PMA certifications for this part number areexpected in Q4-2013.

The two major advantages of LED technologyis the operating life of the lamp and the powersavings. Coupling these features with the superbdesign and manufacturing capabilities ofTeledyne Lighting and Display, these lamps area significant advance for aircraft and many otherlighting applications.
