Welcome to the December edition of the International Certification Report. With each issue, we are continually amazed and grateful for the increased level of participation from our international colleagues in our ASCPi International Consortium. A new Advisory Board from Thailand joined the Consortium in October, and new members have been appointed to the Japan and Caribbean Advisory Boards. The International Consortium for ASCPi now consists of over 60 volunteers from every region of the world and we applaud you all for your dedication to the enhancement of laboratory testing through international certification of medical laboratory professionals worldwide.

You may have noticed a few significant changes in this issue of the International Certification Report. First and foremost, following the unification of the ASCP Board of Registry (BOR) and the National Credentialing Agency for Laboratory Personnel (NCA), the name of the agency officially changed to ASCP Board of Certification (BOC) in October. In addition, at the October meeting of the BOC Board of Governors, the Board approved a Globalization Committee recommendation to change its name to the International Certification Committee to more accurately reflect our objectives. These exciting changes help to propel us forward in our recognition as the premier certification agency for medical laboratory professionals in the world!

We are delighted that the ASCPi International Certification program continues to grow and is expanding to reach our international colleagues in all corners of the globe. We encourage your on-going participation in these endeavors through your Advisory Board activities. We hope you enjoy the topics included in this issue of ICR and as always, thank you for your continued efforts to promote and support international certification in your regions.

International Technologist in Molecular Pathology, MP(ASCPi) Renamed International Technologist in Molecular Biology, MB(ASCPi)

The ASCP Board of Certification is pleased to announce over 1,000 ASCPi certified applicants and receipt of over 2,000 applications for international certifications! Thank you to our volunteers who have assisted in accomplishing these milestones!

At the October meeting of the ASCP BOC Board of Governors, a motion was passed to rename the Globalization Committee the International Certification Committee to better reflect the purpose of this committee and further define ASCP BOC’s relationship with our international colleagues.

The International Technologist in Molecular Pathology, MP(ASCPi) certification will henceforward be named International Technologist in Molecular Biology, MB(ASCPi). This shift is made to better reflect the responsibilities of the certified

technologist in this category and to reduce confusion among applicants by maintaining consistency with the national examination name shift in the U.S. No changes will be made to other international certification categories at this time.

The ASCP BOC Board of Governors has approved development of a QHD (Qualification in HIV Diagnostics) qualification examination for individuals successfully completing the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) training in Clinical Chemistry, Hematology and CD4 testing. QHD is a formal means to recognize the contributions of hard working laboratorians in PEPFAR countries, assists with World Health Organization (WHO)

accreditation standards and builds loyalty to the profession by allowing these individuals to choose ASCPi as their certification mechanism. In addition, a formal credential underscores the efficacy of the ASCP Institute for Global Outreach’s work in these settings. Most importantly, an international qualification option lends credence to PEPFAR activities and legitimizes organized training.

The International Medical Technologist examination is now available in Spanish! Successful applicants will be awarded the same credential, MT(ASCPi) behind their name. The content guideline is also available in Spanish and may be accessed online.

South Korea Completes 5th ASCP Review Course

Philippine Association of Medical Technologists (PAMET) holds Midyear Convention

On August 22, 2009, a closing ceremony of the 5th ASCP Review Course was held at the Korean Association of Medical Technologists (KAMT) office. During the ceremony, there was also an Awarding Ceremony for the ‘Certificate of Achievement.’ Honored attendees included KAMT President, Mr. Ahn YongHo; Vice President, Mr. Ryu KwangHyun; Seoul City Chapter President,

Dr. Yang ManGil; Professor Emeritus, Dr. Whang SunChul; and Professor Shim MoonJung. Mr. Ryu and Dr. Yang will introduce the new edition of the BOR Study Guide on their respective homepages: in the KAMT Newsletter, KAMT homepage and Seoul City Chapter homepage respectively.

The ASCP BOC Philippine Advisory Board participated in pre-convention activities of the PAMET Midyear Convention in Baguio City May 27-28, 2009. Information on ASCPi was presented to attendees, and names of successful ASCPi certificants were displayed throughout the convention.

Singapore Advisory Board Activities

Singapore Association of Clinical Biochemists, September 2, 2009On the evening of September 2, 2009, the Singapore Advisory Board of the International Consortium for ASCPi inaugurated its first public awareness program on ASCPi certifications at the Pathology Lecture Theatre in Singapore General Hospital. The talk was delivered by Ms. Ong Siew Kim, Chair of the Singapore Advisory Board, to approximately 70 Medical Technologists who attended a professional development program hosted by the Singapore

Association of Clinical Biochemists. The presentation on ASCPi certifications managed to generate a lot of interest among the attendees. Ms. Susan Lim, Secretary, and Mr. Woo Wee Hong, Media Director, were also present to support this event. Dr. Alvin Lim, a Medical Technologist representative at the Ministry of Health, was present for the inaugural ASCPi presentation, and he was enthusiastic about how such a certification program can help to build the career path of a Medical Technologist in Singapore.

8th National Healthcare Group (NHG) Annual Scientific Congress, October 16-17, 2009Organizers anticipated 3,500 participants at the 8th NHG Annual Scientific Congress, and the Singapore Advisory Board arranged for participants of this

Congress to receive flyers about ASCPi certification along with conference materials. The brochures were reprinted in Singapore and included Singapore Advisory Board contact details for further information on the ASCPi certifications.

Caribbean Association of Medical Technologists (CASMET) Biennial General Meeting & Scientific Symposium, October 27-30, 2009

“Vitam Excolimus Per Artes” – We save lives by our skills. This is the motto of the Caribbean Association of Medical Technologists and one of which laboratory professionals worldwide should recognize. CASMET was founded at the Mona campus of the University of the West Indies, Jamaica in 1954 and today includes branches throughout the Caribbean. ASCP was pleased to be able to join them this year at the Biennial General Meeting in Port of Spain, Trinidad.

Highlights from this meeting included an opening ceremony with an address by Jerry Narace, Trinidad Minister of Health and Professor Courtenay Bartholomew, Founder and Director of the Medical Research Foundation of Trinidad and Tobago. traditional arts of the Caribbean as the music of the steel pan drum among other instruments and dance highlighted the multicultural Republic of Trinidad and Tobago. A flag ceremony introduced the Caribbean nations participating in the event.

Ms. Johns delivered a presentation on ASCP International Certification to the Regional Council of CASMET and a separate presentation to members of CASMET during the Scientific Symposium. Both the presentations and the exhibit booth were well attended, generating interest from all areas of the Caribbean. Ms. Uselencia Esajas-Zeegelaar, Chairperson of the Suriname Branch expressed her interest in promoting international certification for Suriname

and was formally appointed to the ASCP BOC Caribbean Advisory Board following the meeting. ASCP further supported the CASMET BGM through co-sponsoring the Awards Banquet where the new Regional Council members took their place on stage and Ms. Janice Wissart, University of Technology Jamaica, was formally inducted as the new President of CASMET.

We look forward to our continued relationship with CASMET as they move forward with their mission to “…encourage members to aspire to the highest standards of professional conduct, thereby promoting delivery of quality healthcare.”

Panama Advisory Board Activities

As part of the decentralized plan of the International Certification Committee, the ASCP is investigating the possibility of satellite offices in various locations worldwide. The first of such offices has been established in Panama. ASCP BOC Regional Representative Alexandra Dólleman has been busy the past several months meeting with local laboratory professionals throughout Panama and Latin America. Below are just some of the meetings she has helped organize in concert with Panama Advisory Board Chair Gloriela de Pinzón.

Hospital Santo Tomás Laboratory, August 19, 2009 - Dr. Gustavo Ramboa, responsible for training and education at Hospital Santo Tomás, in conjunction with Laboratory Director Dr. María Teresa de Iglesias, organized a meeting for ASCP with interested laboratory staff. On August 19, ASCP representatives met with over

20 laboratory personnel at the Hospital Santo Tomás Laboratory. Dr. Ramboa was very pleased with the ASCP presentation since his main goal is accreditation of the hospital, and certification of staff is a top priority as it will be required by law.

Centro Médico Paitilla, October 6, 2009 – Panama Advisory Board members Alexandra Dólleman, Gloriela de Pinzón, and Mónica Guardia met with Laboratory Director Dra. Carmen Barrera and medical technologists at Centro Médico Paitilla to discuss international certification through the ASCP BOC. In a previous meeting, Dr. Jorge Deroux, Laboratory and X-Ray Director of the Paitilla Medical Center, explained that

the laboratory is working on meeting new ISO standards, developing a separate laboratory and blood bank, and looking into adopting a Mexican model of operation. Dr. Deroux believes that the ASCPi certification could be an add-on to these plans and is aware, based on upcoming legislation, that laboratory personnel certification will soon become a requisite for laboratory professionals in Panama.

Hospital Punta Pacífica, September 18, 2009- The Punta Pacífica Hospital is affiliated with John Hopkins Medicine International. As the Hospital is run by an American administration and receives many foreign (mainly American and Canadian) patients, they are working on meeting the requisites to obtain Joint Commission International

accreditation for the Hospital. Consequently, Lic. Alex Barría, Clinical Laboratory Director of the Punta Pacífica Hospital, showed much interest in having laboratory personnel become ASCPi certified. Ms. Dólleman gave a short introduction to the ASCPi

certification process and conducted a formal presentation to the medical technologists on staff.

Gorgas Commemorative Institute, Central Laboratory, September 28, 2009 - In response to a request from Dra. Markela Quinzada, Director of the Central Laboratory, and Raquel Debolaños, Head of Microbiology, on September 29, 2009, Regional Representative Alexandra Dólleman provided a presentation to medical technologists at Gorgas Commemorative Institute. The Central Laboratory of the Gorgas Commemorative Institute for Public Health Investigation falls under the Ministry of Health and is responsible for, among other tasks, diagnosis and quality control for the entire country. The Gorgas Commemorative

Institute employs 15 medical technologists and maintains a research branch at the Gorgas Institute with 25 medical technologists who dedicate their time to biology, virology, parasitology, chemistry and pharmaceutics. Both Dra. Markela Quinzada and Raquel Debolaños expressed interest in having the MTs of the Gorgas Institute certified with the ASCPi credential and recall a time in Panamanian history when ASCP certification was mandatory to work at this particular institution.

Formal presentation held September 29, 2009 on ASCPi for Clinical Laboratorians employed at Hospital del Niño

Hospital del Niño, September 29, 2009 - Regional Representative Alexandra Dólleman and Advisory Board members Gloriela de Pinzón and Mónica Guardia gave an ASCPi presentation to medical technologists at Hospital del Niño. In addition to current practitioners, 6 clinical laboratory students were present to learn about the international certification options available through ASCP. ASCP would like to thank Dra. Gloriela de Villareal for arranging this formal presentation. Dra. Gloriela de Villareal, Laboratory Director at the Hospital del Niño, has been an advocate for ASCPi, arranging a similar conference

previously with ASCP BOC Executive Director, E. Blair Holladay in November 2008. ASCP was also pleased to be joined by Jovana Valdés, head of “Cordon de Vida,” a franchise of core blood services from California, whose current and previous employment in Panama has mandated ASCP certification. The coordinator of the event and Laboratory Manager, Miriam de Guete, also an educator at the Universidad Latina, requested a future presentation be arranged with medical technology students at the Universidad Latina.

Hospital Nacional, October 12, 2009 - The ASCPi presentation was delivered to laboratory practioners at Hospital Nacional. Medical Technologists employed by the Hospital Nacional also work for the CSS, the Social Security Hospital. Laboratory Director Lic. Eva Ríos de González is a proactive manager, preparing her laboratory

for accreditation in accordance with ISO standards and motivating her staff to stay updated, encouraging them to conduct their own research and participate in seminars. ASCP BOC will continue to work with Ms. González to assist in preparing her staff for the ASCPi examinations.

XXI Seminary of Updating HIV Diagnosis, Biosecurity and Blood Bank, Chitré, October 22-24, 2009 - Ms. Dólleman was invited to attend the XXI Seminary of Updating HIV diagnosis, Biosecurity and Blood blank in Chitré, province of Herrera, and give a formal presentation of International Certification through the ASCP BOC. This yearly seminary was organized by the Central Laboratory of Reference in Public Health of the Gorgas Commemorative Institute and attended by more than 100 Medical Technologists from the various provinces of Panama.

The International Visitors Center of Chicago hosted a delegation of 10 Blood safety professionals from Kazakhstan through the US AID sponsored Community Connections program from August 10-24, 2009. Community Outreach Interventions Projects contacted the ASCP BOR to arrange a meeting to discuss laboratory certification, specifically:

What the certification process entails•Continuing education programs for laboratory •technicians and chiefsThe importance of certification and what it adds •to the field

Representatives of Kazakhstan detailed how they are working to meet international laboratory standards, with the Agency for Quality Control directing laboratory certification and accreditation processes beginning in 2009. Such programs are anticipated to become mandatory for all Kazakhstan laboratories in the near future.

In August 2009, Angela Sreckovic, Administrative Assistant for International Activities, met with faculty members at Aristotle University in Thessaloniki, Greece. Ms. Sreckovic gave an informative presentation to prospective applicants on the benefits of ASCPi certification, and faculty members expressed interest in assisting with the promotion of international certification for laboratory professionals in

Greece. Faculty members of the Department of Pathology Vassiliki Kotoula-Dimitriadou, MD, PhD and Elpida Charalambous, PhD led a tour of Aristotle University’s medical laboratories. They shared their experiences of laboratory education and practices in Greece and expressed support for ASCPi certification to benefit the profession by increasing the current standard of competency.
