1. Ms L S Makhubela-Mashele (ANC) to ask the President of the Republic:

In light of the fact that the South African economy and the economies of other African

countries have been severely affected by the Covid-19 pandemic which resulted in an

international lockdown to curb its spread, disrupting domestic and international trade

and bringing many industries such as travel and tourism to the verge of collapse as well

as stalling the timetable for the implementation of the African Continental Free Trade

Agreement, (a) what measures has the Government put in place to accelerate the

recovery of the South African economy and (b) how is he coordinating the economic

recovery in Africa as the Chair of the African Union? NO1350E

2. The Leader of the Opposition (DA) to ask the President of the Republic:

(a) What are the relevant details of the scientific risk assessment that the Government’s

National Coronavirus Command Council (NCCC) allegedly relied on with regard to

the modelling used to predict the number of deaths and the projected number of deaths

upon which he announced the institution of a national hard lockdown to curb the spread

of Covid-19 from 26 March 2020 and (b) how did the refining of the scientific evidence,

since 26 March 2020, in respect of the modelling with regard to any changes in the

projected number of deaths, influence the decisions of the NCCC pertaining to the

institution of the national hard lockdown? NO1416E

3. Mr J S Malema (EFF) to ask the President of the Republic:

(1) Whether his decision to ease the lockdown from alert level 5 to level 4 and level

3 within a short space of time was informed by scientific evidence; if so, how

has he found the specified scientific evidence presented to him different to the

scientific-based recommendation by the World Health Organisation which

advised that numbers of infections must be visibly declining before lockdown

should be eased, as he decided to ease the lockdown in spite of infections

increasing exponentially; if not,

(2) whether he had been lobbied by any persons to ease the lockdown for business

to resume operations, despite the lack of preparedness by the workplace and

public healthcare services; if so, what are the names of the persons who lobbied

him and on whose account he will have to take personal responsibility for the

hundreds who will die of Covid-19 due to the premature opening of the

4. Mr F Jacobs (ANC) to ask the President of the Republic:

In light of the United Nations survey that had found that approximately three million

workers that work in the informal sector will require assistance to compensate for loss

of income due to the impact of Covid-19 and given the efforts of the Government, what

would be his policy directives to the Department of Small Business Development and

small, medium and micro enterprises that will strike a balance between saving lives and

5. Mr N Singh (IFP) to ask the President of the Republic:

Whether, with reference to his reply to oral question 2 on 7 March 2019 in which he

welcomed as refreshing the idea of establishing an independent Chapter 9 Institution,

which would explicitly deal with the prevention, combating, investigation and

prosecution of grand corruption and given the challenging and uncertain times the

Republic is under, the billions of rand allocated for government spending in response

to the Covid-19 pandemic and the opportunities for corruption this create for criminal

elements in the public service, he has found that it is now more important than ever to

establish such a Chapter 9 Institution; if not, what is the position in this regard; if so,

what are the further relevant details? NO1356E

Fisheries:

With reference to the Breaking Point: Uncovering South Africa's Shameful Live

Wildlife Trade with China, the second part of The Extinction Business investigative

report series, and given that her department has publicly declared that the Republic’s

trade in wildlife is well regulated, (a) why were the majority of the permits found to be

in breach of the regulations of the Convention on International Trade in Endangered

Species of Wild Fauna and Flora (details furnished) and (b) what action does her

department intend to take against the (i)(aa) traders, (bb) exporters and (cc) agents and

(ii)(aa) authorities and (bb) individuals found to have issued non-compliant permits? NW1353E

1062. Mr N Singh (IFP) to ask the Minister of Environmental Affairs, Forestry and

Fisheries:

(1) Amid the devastation of the Covid-19 pandemic on the economy and the loss of

human life and noting that 60% of all human diseases and 75% of emerging

infectious diseases are zoonotic in origin, how does her department justify

allowing the trade in wild animals by 15 local exporters to the risk and detriment

of so many others;

(2) in view of the Republic being the largest exporter of live wild animals to China,

how does the Government intend to mitigate against the risk of prosecution in

the international courts due to any possible future outbreak in which it was

complicit as an exporter of wild animals? NW1354E

Whether, in view of the conclusion of the investigative report series Breaking Point:

Uncovering South Africa's Shameful Live Wildlife Trade with China, the second part of

The Extinction Business, that wildlife trade between the Republic and China is massive,

ever-expanding, ecologically unsustainable, damaging and closely intertwined with

illegal activities, she is aware that some of the wildlife traders in the Republic have

links to international organised crime syndicates and that animal trade forms a crucial

link in their illegal activities; if so, (a) how does her department intend to ensure that

the reportedly identified traders are not issued permits in future and (b) what are the

relevant details in this regard? NW1355E

1064. Inkosi R N Cebekhulu (IFP) to ask the Minister of Defence and Military Veterans:

(1) What (a) total number of cases of misconduct by SA National Defence Force

(SANDF) members where civilians have fallen victim has she identified since

details in this regard;

Whether his department has taken into account that due to more movement under alert

level 3 and the increased number of commuters who will be using the extremely limited

public transport system, the percentage limits on buses and taxis remain the same and

yet only one train line has been opened in each area with Metrorail; if so, has (a) he

found that the percentage limits and limited train lines will meet the transport needs of

commuters and (b) the cost discrepancy between taking the subsidised bus and/or train

versus the unsubsidised taxis been considered, especially since the poorest members of

the public make up the bulk of commuters? NW1359E

1066. Ms M D Hlengwa (IFP) to ask the Minister in The Presidency for Women, Youth

and Persons with Disabilities:

(1) What monitoring mechanisms does her Office have in place, given that the week

of 31 May to 7 June 2020 marked the observance of the National Child

Protection Week, to monitor the Government’s progress in fulfilling the

mandate to promote and protect the rights of children, especially during this

time of uncertainty and fears around the coronavirus and interruptions in

schools;

(2) whether her Office has any plans to ensure that the specified vision is achieved;

Minimum Emission Standards (MES) licence, what were the real emissions of

Particular Matter, Sulphur Dioxide and Nitrogen Oxide of the power station that

lead to the closing of units 1 and 5 of the power station;

(2) whether she will provide Ms A M M Weber with the report regarding the

Minimum Emission Standards (MES) that was sent to the Centre for

Environmental Rights; if not, why not; if so, what are the relevant details;

(3) whether she will provide Ms A M M Weber with the correct monthly MES for

Particular Matter, Sulphur Dioxide and Nitrogen Oxide of each of the 15 coal-

fired plants in the Highveld Priority area for the period 1 January 2019 until 31

against the section ranger of the Vlakteplaas section who was found to be

Act 1 of 1999 (PFMA), what is the date by which the Auditor-General will be tabling
