Internal Monitoring Report Lower Bari Doab Canal Improvement Project

EXECUTIVE SUMMARY

1. The Lower Bari Doab Canal Improvement Project (LBDCIP) involves rehabilitation &

up-gradation of Lower Bari Doab Canal and its Distribution Networks. LBDC off takes

from River Ravi at Balloki about 75 km south west of Lahore. Its total length is 201 km.

2. The Project Management Unit (PMU) of LBDCIP has overall responsibility for project

implementation and arranging finances for all resettlement tasks and cross-agency

coordination. The specific institutional arrangements are made in accordance with

mechanism provided in Resettlement Plans to carry out specific Land Acquisition and

Resettlement (LAR) activities.

3. The sub-project NCB-01, NCB-02, ICB-01, ICB-02, ICB-03, ICB-04, ICB-06 A & B &

BB/ICB-01 have been completed. During the implementation of civil work, there were

some changes in the scope of work of the NCBs & ICBs, which were shared with ADB

for concurrence. In all cases, resettlement impact is reduced. Addendums for Land

Acquisition & Resettlement Plan & Short Resettlement Plans of sub-projects NCB-01,

NCB-02, ICB-01, ICB-02, ICB-03 & ICB-06B were prepared by PMU and approved by

ADB. As well as final completion report of implementation of these completed sub-

projects were prepared by PMU and approved by ADB. The same has also been validated

by External Monitor Agency (EMA). Whereas addendum for ICB 04 and ICB 06A are

under preparation and will be submitted to ADB for concurrence.

4. Previous Internal Monitoring Report (IMR) of ongoing sub-projects was shared with

ADB for concurrence. External Monitor Agency (EMA) was mobilized for validation of

Internal Monitoring Report (IMR) and LARP Balloki Barrage. EMA submitted its 5th

External Monitoring Report (EMR) which was cleared by ADB dated 27th November

2015. This EMR has also been disclosed on PMU LBDCIP website dated December

2015.

5. The ICB-04 comprises of the distributaries and minors of Okara Irrigation Division. It

has 84 distributaries and minors. Implementation of SRP has been completed. 24 APs

were expected to be impacted under sub-project civil work execution. Due to change in

scope of civil works as well as execution of civil works during canal closure period, these

all 24 APs are no more under any resettlement impact. Addendum for ICB 04 to

incorporate changes is under preparation and will be submitted to ADB for concurrence

shortly.

6. The ICB-05 comprises of distributaries and minors of Sahiwal Irrigation Division. It has

85 distributaries and minors. Implementation of SRP ICB-05 is under process. PM,

LBDC consultant has been advised to provide the real time impact assessment so that the

payment may be made to the actually impacted APs of sub-project.

7. ICB-06(A) comprises the distribution network of Khanewal Irrigation Division excluding

10-R branch canal and its distribution network. Implementation of SRP ICB-06 (A) has

been completed. Only 03 APs were expected to be impacted under sub-project civil work

execution. Due to change in scope of civil works as well as execution of civil works

during canal closure period, these all 03 APs are no more under any resettlement impact.

Addendum for ICB -06(A) to incorporate changes is under preparation and will be

submitted to ADB for concurrence shortly.

8. Grievance Redress Committees (GRCs) have been notified for all sub-projects. These are

functional in on-going sub-projects.

9. The Internal Monitoring Report (IMR) has been prepared covering details regarding

implementation of Resettlement Plans of all on-going sub-projects of LBDCIP. The

status of implementation of ongoing Resettlement Plans is summarized in the table

below:

1 INTRODUCTION

1. The implementation of the Land Acquisition and Resettlement Plans and Short

Resettlement Plans of following sub-projects has been completed.

During the implementation of civil works, there were some changes in scope of work of

the NCBs & ICBs, Addendums were prepared to incorporate these changes which were

shared with ADB for concurrence. In all the sub-projects, resettlement impact is reduced.

Addendums for Land Acquisition & Resettlement Plan & Short Resettlement Plans of

sub-projects NCB-01, NCB-02, ICB-01, ICB-02, ICB-03 & ICB-06B were prepared by

PMU and approved by ADB. As well as final completion report of implementation of

these competed sub-projects were prepared by PMU and approved by ADB. The same

has also been validated by External Monitor Agency (EMA). Whereas addendums for

ICB 04 and ICB 06A are being prepared and will be submitted to ADB for concurrence.

distributaries and minors. Implementation of SRP ICB-04 has been completed. 24 APs

were to be impacted under sub-project civil work execution. Under sub-project out of

these 24 APs, land of 14 APs was to be temporarily acquired and structures of 10 APs

were to be impacted. During the implementation of civil work, different options were

explored to minimize the impact of resettlement of the sub-project. Most of the proposed

civil works activities are kept within the available land of the Irrigation Department (ID),

Government of Punjab on both sides of the distys/ minors, without acquiring any further

private land. LBDC Consultants confirmed that there is a change in scope of civil work;

structures are rehabilitated instead of new construction (Annex 02 & 03). As well as, civil

works of some sites executed during canal closure period and consequently all APs are

avoided from any sub project resettlement impact. Real time impact assessments for land

and structure have been conducted to confirm that persons to be affected are no more

under any impact (Annex 4 & 5). GRC meeting was held with the community to share

and get their confirmation of the sub-project progress (Annex 6). Changes came during

implementation of civil works are being incorporated. Addendum for SRP ICB 04is

under preparation and will be submitted to ADB for concurrence shortly.

4. The ICB-05 comprises of distribution network of Sahiwal Irrigation Division. It has 85

distributaries and minors. LBDC Consultants has confirmed that rationalization in the

scope of civil work of sub-project is under way (Annex 02). Therefore, LBDC

Consultants has been advised to conduct the Real Time Impact Assessment according to

the rationalized / updated scope of civil works of sub-project (Annex 07). Any change in

the number of APs will be documented in addendum for SRP ICB-05 and will be

submitted to ADB for concurrence.

5. ICB-06(A) comprises the distribution network of Khanewal Irrigation Division excluding

10-R branch canal and its distribution network. Implementation of SRP ICB-06 (A) has

been completed. Only 03 APs were to be impacted under sub-project. Due to changes in

scope of civil works as well as execution of civil work during canal closure period,

impact on all these APs have been avoided. Real time impact assessment has been

conducted which verified that persons to be affected are no more under any resettlement

impact due to civil works execution (Annex 08). GRC meeting was held with the

community members to get their confirmation and sharing of the sub-project progress

(Annex 09). Addendum for SRP ICB-06(A) to incorporate changes came during

implementation of civil work is being prepared and will be submitted to ADB for

concurrence shortly.

2 COMMUNITY STRUCTURES

6. The community structures carry importance for the public. The project is diligently trying

to avoid project impacts to these structures. In this regard ESSU is working closely with

DCSC, PIU and relevant Contractors. However, till date no community structure has

been removed or damaged.

7. If any of the community structures will come under the project impact, then the

replacements for these community structures will be built at same or nearby locations,

identified by the local community. The structures will be constructed through the

management committees consisting of community representatives. Such committee has

already been notified (Annex 10).

3 REAL TIME IMPACT ASSESSMENT OF APs

8. Real time impact assessments were conducted to assess the actually impacted number of

persons, structures and land by the project civil works implementation as compared to the

original LARP & SRPs.

9. These assessments are being jointly conducted by Resident / Assistant Resident Engineer

(Design Construction & Supervision Consultants), Director (Environment & Social

Safeguard), Deputy Director (Community Relations), Resettlement Expert (PMU Support

Consultants), Deputy Director / Assistant Director (Project Implementation Unit) &

Contractor’s Representative. Presence of Resident Engineer (DCSC), Deputy Director /

Assistant Director, PIU and Contractor in the team ensured that APs to be impacted are

identified accurately.

4 GRIEVANCE REDRESSAL

10. In order to provide assistance to APs for redressal of their grievances, a number of

Grievance Redress Committees (GRC) have been notified and are operational on all

ongoing sub-projects (Annex 11-13). The Deputy Director (Community Relations) PMU

is the focal person and responsible for co-ordination between members of the committee

and maintain record of meetings convened and decisions arrived in all such meetings.

Deputy Director Social Safeguard, Deputy Director Concerned Project Implementation

Unit are the members of GRCs. The Affected Persons (APs) representing all the relevant

canal reaches of a sub-project area are also members of GRCs.

11. The meetings of the GRCs are being held on monthly basis or as whenever required basis

and minutes are being recorded regularly. Due to smooth implementation of the project,

no major issues have been brought to agenda of the GRC by the APs. The discussions

generally involve minor issues.
