No. (1917) on 12- 09- 2004 As for the issuance of an internal bylaw
For Faculty of Physical Education (Boy- Girls), Assiut University

• Having reviewed law No. 49 year 1972 of Universities Organization and its
amendments.
• According to the presidential resolution No. 809 year 1975 regarding the issuance of
the executive bylaw of universities organization law and its amending resolution.
• According to the ministerial resolution no. 930 on 25- 09- 1984 regarding the issuance
of the internal bylaw of Faculty of Physical Education – Assiut University and its amending
resolutions.
• According to the approval of Assiut University council on 23- 03- 2004 and 25- 07-
2004.
• According to the approval of the Physical Education sector on 26- 06- 2004 and 29- 07-
2004.
• According to the resolution of supreme council of Universities on 9, 10 – 09 – 1998 as
regards the delegation of the Minister of Higher Education and Research (The Head of the
Supreme council of universities in approving the issuance of internal bylaws and their
amendments of Faculties and Higher institutes after the approval of academic educational
committees.
The Minister of Higher Education and Research decided the following:
(Article I)
The enclosed internal bylaw of the Faculty of Physical Education be effective and
any other contradicting terms are considered void.
(Article II)
All authorities concerned are to implement this resolution

Introduction:
The study at the Faculty of Physical Education started in the academic year 1980 /
1981 as a section of Faculty of Education – Assiut University and the ministerial resolution
No. (930), on 25- 09- 1984 was issued to approve the internal bylaw of Faculty of Physical
Education – Assiut University. Since that time, the faculty has been in continuous
development, and the number of faculty members has become greater as well as other
facilities such as constructions, sports equipment, academic and administrative buildings
in a limited period of time and in the framework of a dynamic strategy adopted by Assiut
University to upgrade the curricula, developing the education and research process to
cope with recent improvements and advancements.
After 23 years from its establishment, the Faculty of Physical Education is now
coping with current improvements and introduces its first updates of the curricula in the
fields of Physical and athletic education and aspires for promising future for its graduates
to be as responsible in the fields of teaching, training and managing of Physical Education
in the various institutions. In this consideration the administration adopts modern
development inputs to guarantee the continuity of this faculty in as development and
dynamic to cope with educational variables and recent advancements such as adding new
Majors, preparing qualified cadres able to fit in the labor market through three sections
represented in teaching, training or managing sports activities. In addition to this, the
administration generate new Majors to post graduate studies to meet community needs.
The new bylaw of undergraduate and post graduate studies provides the required
impartment which we aspire to accomplish the set objectives in order realize the hopes of
our country represented in preparing distinguished cadres capable of creation.

Item (1):
The Faculty Mission:
Preparing graduates who have cultural, social and Physical abilities and acquainted
with the basic theories and applications to cope with their responsibilities and roles in
serving citizens in Educational and cultural institutions. The faculty mission also extends to
elevate the professional and scientific level of those who work in the Physical Education
field through higher studies programs and the specialized training courses.

Item (5):
The Faculty Council approves the scientific content of each course of the study
after being specified by the Department Council. The Faculty Council may modify the
scientific content of the courses according to the suggestions of the specialized
Departments within the limits of this plan and the articles of this bylaw.
Item (6):
Scientific Degrees & Diplomas:
Upon recommendations of the Faculty of Physical Education Council Assiut
University Council grants according to the following Scientific degrees and Diplomas:
First: The Scientific Degrees:
A- The Bachelor's Degree of Physical Education in the following Major:
1. Physical Education Teaching.
2. Athletic Training (in selected athletic activities).
3. Athletic Administration.
B- Master's Degree in Physical Education in one of the Majors of the following
Majors:
1. Curricula & methods of teaching Physical Education.
2. Physical Training & kinetic sciences.
3. Science of Athletic Hygiene.
4. Athletic Management and recreation.
5. Athletic Educational & Psychological Sciences.

C- The Ph.D. degree in the following majors of Physical Education:

Second Section
Bachelor Degree
Article (7):
Upon recommendation of the faculty of Physical Education Council, Assiut
University Council grants the bachelor's degree in one of the following majors:
A- Physical Education Teaching.
B- Sports Training.
C- Sports Administration.
Article (8):
Enrollment requirements for the Bachelor's Degree in Physical Education:
Students applying for enrollment at the Bachelor's Degree in Physical Education
should get the general secondary certificate or its equivalent:
• Applicants must pass the admission tests set by the Faculty Council.
• Applicants must pass the medical examination at the destination allocated by Assiut
University according to the suggestion of Faculty Council.
Article (9):
A- Study system and its Duration:
The duration of study for the Bachelor's Degree of Physical Education in the majors
of (Physical Education Teaching / Sport Training / Sport Administration) is four academic
years (8 semesters). The study consists of two semesters (fifteen weeks each).
B- Stage of study:
Study in the bachelor's stage is divided into two stages:
- The Main Period: is a general study for the first and second years in which students
study the main courses as a preparation to join one of the three majors (Teaching of
Physical Education, Sports Training, Sports Administration).
- The Specialized Period: is the specialized study for the third and fourth years in which
students study the specialized courses according to the majors (Teaching of Physical
Education / Sports Training / Sports Administration).

Article (10):
Distribution of students on the specialized majors:
The students are distributed to the majors according to the regulations of the
Faculty Council in the light of the suggestions of the departments' councils.
Article (11):
Field Training:
1. The faculty council determines the system of students field training according to the
demand of department councils in the light of the study plan.
2. The department of curricula and teaching of physical education trains the students of
teaching physical education major and supervises their internal and external training at
sports and educational institutions.
3. The department of sports training and kinetics supervises the training of sports training
students whether the internal training at the faculty or the external training at sports and
educational institutions.
4. The department of sports administration and recreation supervises the training of sport s
administration students in the internal and external training at various institutions.
5. A minimum of 60% of the total score of the course of field training- is a must for students
success in this course.
6. In case of a student's failure in the course of field training, even if he/ she passes all the
other courses, he is considered failing and must remain for one whole year to take a resit
exam.
7. The faculty council sets the regulations related to year works and the final applied exam
in field training per each major in the light of the suggestions of department councils.
Article (12):
Camps:
A- A camp is organized for students of first year for environmental and society service in
the fields of Physical Education (sports caravans). The attendance and commitment of
students to the camp program is a must for promotion to the second year.
B- A camp is organized for training students of the third year on the skills of forming scout
teams leadership and the student's attendance and commitment to the camp program is a
must for promotion to the fourth year.

Article (13):
Lectures Attendance:
Each student must attend at least 75% of the practical and theoretical lectures in
each course.
Upon the demand of department council and the approval of the faculty council,
absent students are forbidden from taking the final exam of the courses in which they do
not attend and the student will be considered failing.
If the student justifies his absence with an acceptable excuse to the faculty council,
he will be absent with an excuse.
Article (14):
The grades of the Bachelor Degree:
Student are evaluated whether in each course or in the total result according to the
following:
- Excellent: for students who get 85% and more of the total score.
- Very Good: for students who get between 75% and less than 85% of the total score.
- Good: for students who get between 65% and less than 75% of the total score.
- Pass: for students who get between 50% and less than 65% of the total score.
If a student fails, he will get one of the following grades:
- Poor: if the student gets between 30% and less then 50% of the total score.
- Very Poor: if the student gets less than 30% of the total score.
Article (15):
• The student will be promoted to the next year during the study stage if he pass all
courses or failed in not more than two courses except (English Language).
• The student will not promoted from basic period to specialized period unless he
passes all courses of the basic period.
• In September an annual reset exam is scheduled for students of the basic stage
with two failures at most.
• In November, reset exam is scheduled for students of the final stage with two
failures at most.

Article (16)
Transitional Rules:
The rules of this bylaw apply to students joining the first year, immediately after this bylaw
is approved, while old bylaw remains effective for courses of students of the other years.
Cases which do not fall under the details of this bylaw are examined by the faculty council
for proper decision.

Post Graduates Studies
First: General Diploma in Physical Education:
Article No. (19)
In March every year, Faculty of Physical Education Council determines the required
Major and possibly accepted numbers in those Majors determined by the bylaw and the
attached schedule . According to the council suggestions of the Scientific departments.
Article No. (20)
The following conditions should be met to get the general diploma in physical
education:
1. The student should get the B.Sc. degree in Physical Education or an equal degree from
one of the Egyptian Universities or a reputable scientific institute.
2. The student should devote himself for two days at least to study with a permission from
his workplace.
3. The student should apply for registration after the advertisement. The council of the
scientific department and the committee of post graduate studies should make a decision
before the request is submitted to the faculty council.
Article No. (21)
The study duration of the general diploma in Physical Education is one year (No
less than thirty weeks). The attached schedules indicate the study plan, curricula, number
of hours, maximum and minimum marks, marks of written and practical exams, year
works, and the exam duration for each Major.
Article No. (22)
The Faculty Council determines the content of the curricula according to the
recommendation of the councils of the scientific departments. The faculty council has the
right to amend the content of the curricula according to the recommendation of the
councils of the scientific departments.
Article No. (23)
٣٥
Aِ percentage of 75% is a must for students to take the exams. The faculty council
has the right to deprive the student from the exams in the courses he does not meet the
attendance percentage according to the recommendation of the council of the scientific
department. In this case, the student will be considered failure in this course, unless he
provides an accepted excuse, so that he could be absent with an excuse.
Article No. (24)
The student's success in the courses and the general grades are evaluated as
follows:
(Excellent) from 90% and above of the maximum mark.
(Very Good) from 80% to less than 90% of the maximum mark.
(Good) from 70% to less than 80% of the maximum mark.
(Pass) from 80% to less than 70% of the maximum mark.
The student fails; if he gets less than 60% of the maximum score of each course.
(Poor from 50% to less than 60%).
(V. Poor) less than 50%.
Article No. (25)
The exams of the diploma are held twice for all Majors:
One in June in all courses, and one in September of the same year in two subjects
only. The student will be examined in the courses in which he failed, and if he does not
succeed, he will be examined in those subjects in the following year. The faculty council
determines the exam times according to the recommendation of post graduate studies and
research council.
Second: Master's Degree in Physical Education:
Article No. (26)
The following conditions should be met for registration in the Master's Degree in Physical
Education:
1. The student should be a holder of B.Sc. degree in Physical Education or an equal
degree from one of the Egyptian Universities or a reputable scientific institute with a
general grade of "Good" at least, or a holder of the diploma of post graduate studies in
physical education.

2. The student should apply to be registration after the advertisement . The scientific
department council and the post graduate studies committee should give a decision before
the request is submitted to the faculty council.
3. The student should devote himself for two days at least to study with a permission from
his workplace.
4. Other conditions put by the faculty council select the number of accepted applicants.
Article No. (27)
The following conditions should be met for granting the Master's degree in Physical
Education:
1. The student should pass the exams of the first and second years which are indicated in
the schedules attached to the bylaw. Article No. (23) must be applied for exam taking .
2. The student should successfully complete an English course according to the rules and
level determined by Assiut University as a condition for the Master's thesis defense.
3. After the student successfully passes the exams of the first year, he should register the
topic of his Master's thesis after the acceptance of the faculty council and upon
recommendation of the council of the scientific department and the committee of post
graduate studies.
4. The thesis is defended publicly in front of the arbitration committee after one year (at
least) from the date of the faculty council's approval of the topic registration , in condition
that the student must have passed the exams of the first and second year of the Master.
5. The student has the right to change the research topic. The date of the faculty council's
approval of the research topic is new date of registration.
Article No. (28) :
The student's success in the courses and the general grade in the Master's of
Physical Education are evaluated as mentioned in article No. 24
Article No. (29):
The exams of the first and second year of the Master's are held as mentioned in
article No. 25.

Article No. (30):
The study duration for the Master's in Physical Education is two years and the
student will not be granted the Master's degree unless he succeeds in the first and second
year, and his thesis is accepted.
Article No. (31):
The supervisor(s) submit a report every 6 months about the student's progress in
his research. They also submit a final report to the council of the scientific department
about the validity of the thesis to be submitted to the arbitration committee accompanied
by suggestion of the arbitration committee members to submit to the faculty council.
Article No. (32):
The student's registration for the Master's Degree will be cancelled in the following
cases:
1. If he is not granted the degree in the course of five years from the date of registration,
unless the faculty council decides to extend the period for another year upon
recommendation of the supervisor and the approval of the council of the scientific
department and the committee of post graduate studies.
2. If the supervisor(s) submit two consequent reports about the student's disinterest in his
research, after the recommendation of the department council, the approval of the
committee of post graduates studies, and the approval of the acceptance of the faculty
council. In this case, the student is formally notified of the cancellation of his registration .
3. If the student doesn't follow his study for two academic years without an accepted
excuse. This should be upon the recommendation of the department council and the
approval of committee of post graduate studies, and the faculty council. The student is to
be formally notified.
4. If the arbitration committee absolutely refuses the thesis.
5. If the student applies a formal request to cancel his registration.
6. If he does not meet the conditions of article No. 27 of this bylaw.
Third: Ph.D. degree in Physical Education:
Article No. (33):
The following conditions should be met to be registered to get the Ph.D. degree in
Physical Education:
1. The student should be a holder of the the Master's degree in Physical Education or an
equivalent degree from one of the Egyptian Universities or a reputable scientific institute.

2. The student should be devote for two days ( at least with a permission from his
workplace.
3. The student should apply for the qualifying exam held by the faculty to be submitted to
the department council and the faculty council.
4. The student has to successfully pass the qualifying exam held by the faculty according
to the rules set by the faculty council.
Article No. (34):
The following conditions should be met to get the Ph.D. degree in Physical
Education:
1. The student should pass the exams of the first and second years as indicated in the
schedules attached to this bylaw. Article No. 23 of this bylaw should be applied.
2. The student should pass successfully a course in the English language according to the
system and the level which the Assiut University decided as a condition to discuss the
Ph.D.
3. The student after his success in the courses of the Ph.D. first year, should register a
search in Ph.D. and this is after the approval of the Faculty Council according to the
suggestion of the department council and the opinion of the high studies research
committee.
4. The dissertation should be discussed in public in front of the discussion committee after
2 years at least from the date of Faculty Council approval on registering the dissertation on
condition that passing the exams of the first and second years of the Ph.D. study plan.
5. The student has aright to change the dissertation topic, and the date of Faculty Council
approval on the change will be considered the date of the new registration and the student
has not right to register more than one time.
Article (35):
The student's success in the courses and the general grades of the Ph.D. stage on
the physical educational is evaluated according to article (24) of this bylaw.
Article (36):
The exams of the Ph.D. first and second stage are hold according to what
mentioned in the article (25) of this bylaw.

Article (37):
The duration of study to got the Ph.D. degree in the physical education is three (3)
years, and the student will not be granted the Ph.D. degree unless he passed the first
and second years courses and got the acceptance of the dissertation topic.
Article (38):
The supervisor(s) submit a report every 6 months about the student's progress in
his research. and also he/they should present a final report to the concerned department
council to be submitted to the discussion committee, and this report should be supported
with a suggestion to form board committee to be submitted to faculty council.
Article (39): The student's registration for the PH.D Degree will be cancelled in the
following cases:
1. If he is not granted the degree in the course of five years from the date of registration,
unless the faculty council decides to extend the period for another year upon
recommendation of the supervisor and the approval of the council of the scientific
department and the committee of post graduate studies.
2. If the supervisor(s) submit two consequent reports about the student's disinterest in his
research, after the recommendation of the department council, the approval of the
committee of post graduates studies, and the approval of the acceptance of the faculty
council. In this case, the student is formally notified of the cancellation of his registration .
3. If the student doesn't follow his study for two academic years without an accepted
excuse. This should be upon the recommendation of the department council and the
approval of committee of post graduate studies, and the faculty council. The student is to
be formally notified.
4. If the arbitration committee absolutely refuses the thesis.
5. If the student applies a formal request to cancel his registration.
6. If he does not meet the conditions of article No. 34 of this bylaw.

Article (40):
Training Programs:
The faculty council may, after taking the opinion of the concerned academic department
councils, organize training courses or specific studies that follow special system aiming at
rising the scientific and practical standard or presenting the modern scientific knowledge in
the fields of physical education for the persons who got the accredited academic degree to
serve the different sectors of the physical education, and these studies or programs don
not qualify the student to get any academic degree, but can be ended be ended by
exams and grant the successors a certify to confirm their attendance.
Article (41):
Transitional Rules:
- The regulations of this bylaw are applied from the beginning of the next academic year of
the date of its endorsement on the new students of the post graduates studies, while old
bylaw is still effective for old students who joined the high studies stage before the
endorsement of the new bylaw.
- The cases which don't fall under the details of this bylaw and not mentioned in these
provisional regulations, are examined by the faculty council for proper decision., after
taking the opinion of the concerned department council and then submit these cases to the
university council.
