TheGlobalisationStudiesGroningenInstitute(GSG)oftheUniversityofGroningenisaninter-facultyand interdisciplinary institute that spans the entire University of Groningen. It focuses on issues relat-ingtoglobalisation,developmentandhumanitarianism.Itsmaingoalistodevelopresearch,tolinkwithinternationalpartners,andtoacquireexternalmeansforinnovativeprogrammes.Italsoiniti-atesinter-facultyeducationalprogrammesandactsasaclearinghouseforinformation,internallyandexternally,bringingstakeholderstogetherandhelpingtoincreasetheircompetences.

Humanitariancrisescausedbyconflictornaturaldisastershaveincreasinglybecomethesubjectofstudywithinarangeofdisciplines.Humanitarianstudiesisthenascentfieldofmulti-disciplinarystudiesthataimsatanalysingtheunderlyingcausesofhumanitariancrisesaswellasthesocial,institutional,legal,politicalfactorsthatcanpreventcrisesfromhappening,andthatcanstrengthenthecopingcapacityofcommunitiesandsocialsystems.HumanitarianStudiesincludessuchfieldsasConflictStudies,Humani-tarianLaw,TransitionalJustice,OrganisationalSociology,andAnthropology.Studiesaremostlyconduct-edincollaborationwithinternationalorganisations,Non-GovernmentalOrganisations,andvariouskindsof policy bodies.
Unfortunately,humanitariancriseshavenotonlyincreasedbuthaveaheightenedlevelofcomplexity.Theenvironmentwherehumanitarianactiontakesplaceisevolvingrapidlyandcontinuallywhichposesnewchallenges to the humanitarian community. There is increasing human vulnerability in crisis situations andthenumberofrecordeddisastershasdoubledfrom200to400peryearoverthelasttwodecades.Aconservativeestimaterevealsthat255millionpeopleareaffectedbynaturaldisastersannually.
TheUniversityofGroningenhasastrongtraditioninHumanitarianStudies,beingoneofthecorepart-nersintheHumanitarianNetandtheEuropeanThematicNetworkonHumanitarianDevelopmentStud-ieswhichoperatesaMastersprogrammewithErasmusMundusrecognitioninHumanitarianActionandadoctoralstudiesprogramme.Researchtopicsinclude:evaluation,exitstrategies,gendermainstream-ing,theroleofinternationalpenallawinhumanitarianism,disasterresilienceamongstadolescents,HIV/Aidsandhumanitarianism.ProspectivePhDresearchersareinvitedtopresenttheirresearchplan.

Contemporarysocietiesmaygraduallyovercometheworstformsofpoverty,buttheyarehauntedbysevereformsofsocialexclusion.Unemployedyouths,migrants,war-affectedchildren,slum-dwellers,school-dropouts and even the elderly in many regions are not full members of society. Education can contributeinvariousformstopreventandovercomesuchexclusion,howevercurrenteducationalsystemsareill-fittodoso.Bytheirfocusonformalschoolingandonobtainingdegreesforfurtherlearn-ingthatareunattainabletomany,theymayevencontributetoexclusion.Developingalternativeschool-ingopportunitiesanddevelopingcreativewaysoflinkingunemployedtothelabourmarketarethekeychallengestheworldisfacing.

Whatisabsentfromtheliteratureisanevidence-basedguidethatidentifiesotherlegalmechanismstoenshrinegovernmentcommitmenttouniversalaccess,andtoensurethatessentialpolicycomponentssuchasselection,qualityassurance,financing,supplyandrationaluseofessentialmedicinesoperateasintended. Nexttoimmediateassistance,foodcrisesintheworld,especiallyinAfricaandAsia,requireinnovationorthedevelopmentandintroductionofnew,sustainabletechnologiesthatrecognizetheimportantroleofsmall-scalefarmers.Innovationconsistsofdifferentfieldsofactivity,includingresearch,technologydevelopment,technologyintroduction,communicationandregulation.Thisproposalfocusesontheregulationofbiosafetywithrespecttoinnovationinbiotechnology.
Ingeneral,theaimoftheregulationoftechnologyandinnovationistopreventnegativeoutcomesandstimulate positive effects on the environment and human health. It also concerns the socioeconomic impactsoftechnology.However,mostregulationsystemstodayareofanon-coherentnature,focusedonmicro-levelswhilemissingoutonmacro-developments.
Society,TechnologyandInnovationisaglobalresponsibilityforgovernments,intergovernmentalorgani-zationsandinternationalcivilsocietyalike.Ingeneral,technologyisregulated(research,applicationsand trade) to prevent negative and to stimulate positive effects on the global environment and human health. It also relates to the socioeconomic impact of technology. The voluntary measures of actors may leadtoregulationatgrassrootlevel,butoftentruesuccesscanonlyberealizedandenforcedbynationalorsupra-nationalrulesandinstitutions.Thesubstantialdifferencesbetweenregulationsystemsindiffer-entcountriesandcontinentscanbeovercomethroughglocalisation:benefittingfromglobalknowledgeto local circumstances.
Groningencontributesthroughresearchtothisissue-area,asitaimsto‘glocalize’regulationoftech-nologicalinnovation,i.e.tostrengthenthepositionofsmall-scalefarmersandproducersintheirlocalnetworkswhilstconsideringglobaldevelopments.Theresearchaimsaretwofold.Firstly,toformaclearpictureofhowcurrentinternationalregulationsandinternationalagreementsaffecttheabilityofsmall-scalefarmersandproducerstoinnovate.Secondly,tofindoutwhichtypesofregulationandinternationalagreements are needed to build the innovation capacity of small-scale farmers and producers in their local settings in Africa and Asia.
