MEETING MINUTES

January 20, 1987

The Interagency Coordinating Committee (ICC) held itsregular meeting at 9:30 a.m. on Tuesday, January 20, 1987, inRoom 1571 of the Los Angeles Department of Water and Power (DWP)General Office Building. Mr. Mike Hopkins, Chairman-elect of theICC, conducted the meeting. The meeting agenda and attendance listare attached (Attachments 1 and 2).

II. APPROVAL OF MINUTES

The minutes of the November 4, 1986 meeting were approvedas written.

III. PROGRESS REPORT OF SUBCOMMITTEE ACTIVITIES

A. Public Education Program

S. Tanaka reported that this subcommittee is currentlygathering information on Household Hazardous Waste collectionprograms that have been operated by various governmentalorganizations over the past few years. This investigationwill be beneficial in evaluating the possibility of a similarprogram for Los Angeles.

The next meeting of this subcommittee was scheduled forThursday, February 12, 1987.

B. Regulation of Private Disposal Systems (PDS)

P. Aliwalas briefed the committee on the progress ofsending out compliance notices. Out of the 1391 sitestentatively identified as needing sewer connections; 638are already connected, or do not require connection and75 notices to connect have been issued so far.

The first compliance notices were issued in May 1986.The next phase of the program will include mailing outa second notice eight months after the original mailing,if no action has been taken by the recipient.

Enforcement

M. Toy reported that 75 sites were determined to have apotential to discharge industrial waste improperlythrough their PDS. A total of 45 sites were sampled andanalyzed to determine if this were so. Only 22 samplesshowed evidence of very low levels of industrial chemicalcontamination. These 22 sites have been issued correctionnotices.

C. Regulation of Storage Tanks, Sumps, and Pipelines

J. Hall outlined the LAFD policy on abandoned undergroundstorage tanks (UST). If contamination from a leaking USTis found to threaten the groundwater, the case is referredto the RWQCB; otherwise the LAFD will handle any controloperation.

The LAFD is maintaining a record of all UST permitsissued in Los Angeles City, regardless of whether thetank is abandoned or removed.

The subcommittee is currently investigating if anyadjustments must be made in reporting leaks from UST'sto comply with Proposition 65 requirements.

The next meeting for this subcommittee was scheduled forFebruary 4, 1987.

D. Regulation of Landfills - Groundwater Monitoring Program

Sanitation has a reached formal agreement with IT Corp.for a SKAT report for the Sheldon-Arleta Landfill andwith LeRoy Crandall and Associates for a SWAT reportfor the Lopez Canyon Landfill.

SWAT reports are to be developed for the Toyon, Branford,and Gaffey Landfills.

DWP Rinaldi-Toluca (R-T) wells 2-6 have been drilled anddeveloped.

R-T wells 7-11 have been contracted to Me Calla Bros.Construction may begin in February 1987.

The AB 1803 monitoring program for the SFVB iscontinuing in compliance with State requirements.

Well packers have been installed on 10 North Hollywoodarea DWP wells. Tests on the water quality from thesewells are being continued and a more complete updatewill be made at the next ICC meeting.

H. Yacoub reported that the mitigation programs forLockheed, Rocketdyne, Centralab and Riker Labs areunderway. Each of these companies working to clean upcontamination resulting from spills or leaking tanks.

E. Aquifer Management and Groundwater Treatment Program

L. McReynolds gave an update on the status of the NorthHollywood-Burbank aeration facility. At this point, thepumps and motors for the extration wells have been ordered.Specifications for the tower and for drilling 6-10extraction wells are being drawn up. The contract for thecollection line will be awarded soon.

DWP has secured a $250,000 grant from EPA to work withUCLA professor Dr. William Glaze & Montgomery Engrs. onalternative treatment technologies to treat SFVB ground-water. Preliminary results using an ozone and hydrogenperoxide combination has shown some favorable results.The next phase will entail a scaled up lab testingprogram that may lead to the development of a fieldpilot facility.

IV. Superfund StatusSan Fernando Valley Basin

Patti Cleary has returned from vacation and will resume herposition on the ICC as EPA representative.

The EPA has received many public interest group comments on theOU/FS. EPA will be responding to these comments soon.

EPA is currently reviewing the design specificatons for theaeration facility.

EPA has received the draft of the cooperative agreement andexpects to award the contract in the near future.

V. Old Business

Policy on Visitors to ICC Meetings

A general consensus of the representatives was reached onallowing visitors to the future ICC meetings. The committeewill accept requests, on a space availability basis, from anyparty interested in attending future ICC meetings. There willbe a limit of one representative per group. This person shallact only as an observer and not as an active participant.

VI. New Business

Due to the resignation of D. Kile, formerly of the City ofBurbank, the position of chairman of the ICC was opened fornomination. Mike Hopkins of the City of Glendale, ICC Vice-chairman and Acting Chairman for this meeting, was nominatedand appoved for the position of ICC Chairman. The choiceof Vice-chairman of the ICC was postponed until the next ICCmeeting.

VII. Next Meeting

The next ICC meeting is scheduled for March 24, 1987 at9:30 a.m. in Room 1571 of the DWP General Office Building.

The Interagency Coordinating Committee (ICC) held itsregular meeting at 9:30 a.m. on Tuesday, March 24, 1987, inRoom 1571 of the Los Angeles Department of Water and Power (DWP)General Office Building. Mr. Mike Hopkins, Chairman of theICC, conducted the meeting. The meeting agenda and attendance listare attached (Attachments 1 and 2).

The minutes of the January 20 1986 meeting were approvedwith corrections (see enclosures).

III. PROGRESS REPORT OF SUBCOMMITTEE ACTIVITIES

A. Public Education Program

No report.

B. Regulation of Private Disposal Systems (PDS)

Sewer Construction Program

R. Van Ark informed the committee of the progress on theSewer Construction Program. He said that the projectstart times will follow the schedule listed below:

First Project December 1987Second Project March 1988Third Project May 1988Fourth Project July 1988

In total, 20 projects are planned for completion by theyear 1991.

P. Aliwalas reported on the program to inform propertyowners to install a connection to an available sewer andto discontinue the use of their PDS. He offered thefollowing list to summarize the developments to date:

753 connection notices have been issued135 properties are in compliance82 properties have been deemed exempt from

compliance536 properties remain that should be connected to

available sewers

Enforcement

M. Toy reported that all property owners that have beenidentified as users of PDS, and are located withinreach of an existing sewer line, have been mailed sewerconnection compliance notices. The next round ofinitial notices will be mailed after the next sewerproject is completed and accepted.

M. Toy also noted that out of 73 sites identified aspotential PDS sources of organic contaminant, 57 siteshave been analysed. Of these 57; 27 sites were notin compliance while 25 were in compliance; the resultsof the remaining 5 sites are still pending. That leaves16 PDS sites that need to be sampled and analysed.

C. Regulation of Storage Tanks, Sumps & Pipeline

J. Hall informed the committee that the LAFD recentlypresented a report to the RWQCB on its activities overthe past year.

Currently, the subcommittee is reviewing new undergroundstorage tank and pipeline regulations.

J. Hall also pointed out that many oil firms arevoluntarily establishing their own UST complianceprograms rather than prompt LAFD enforcement procedures.

D. Regulation of Landfills - Groundwater Monitoring Program

M. Blevins announced that the next regularly scheduledmeeting for this subcommittee will be May 12, 1987.

M. Blevins reported that all of the landfills involvedin Sanitation's SWAT program have been assigned acontractor.

Construction has begun at the Bradely-West Landfill.

The preliminary SWAT investigation is underway at theSheldon-Arleta Landfill. Monitoring wells are beingdeveloped upgradient and downgradient of the landfillto facilitate further study.

The SWAT program is expected to provide much neededinformation on the integrity of landfills in theSan Fernando Valley Basin while also providingknowledge on the fate of contaminants in thesedepositories.

AB1803 Follow-up

M. Hopkins stated that the RWQCB is planning to implementa follow-up program for the SFVB, based upon findingsfrom the AB1803 study. This progam will encompass aregional approach to identify the sources of groundwaterpollution in the basin. He further stated that the Cityof Glendale has already forwarded data from its resamplingprogram to the State Health Department.

E. Aquifer Management and Groundwater Treatment Program

Well Packers

E. Coufal gave a report on the developments regardingthe DWP well packer project. He reported that 14 wellsare included in the program. Of these, 11 have hadpackers installed and tested.

The data so far has shown that 3 packers have beenvery effective, 4 packers have shown littleto no effect, while the remaining 4 wells are showingsignificantly reduced levels of contamination after theinstallation of the packers. These last 4 wells havebeen grouped into a long term pumping program and theircontaminant concentration levels will be monitored andcharted at regular sampling intervals.

Currently, 3 packers are damaged and will require repairbefore they can be reinstalled and tested.

IV. Superfund StatusSan Fernando Valley Basin

P. Cleary has reported that on March 10, 1987,representatives of EPA and DWP met to discuss variouschanges to the design specifications for the aeration tower.

A draft record of decision was completed on the operableunit (OU) for the North Hollywood-Burbank area. The DWP wasgiven a copy for comment and review.

The first community workgroup meeting was planned for March1987 in Room 1571 of the DWP General Office Building.

The Inspector General conducted an audit and review of theprocurement and auditing system of the DWP the week ofMarch 16, 1987. This was to verify that the DWP meetsfederal requirements for procurement contracting.

The next ICC meeting is scheduled for May 19, 1987 at9:00 a.m. in Room 1555H of the DWP General Office BuildingBoard Room.
