INTELLIGENT TRAFFIC PRE-EMPTIVE SYSTEM AND FLOW
CONTROLLER
ABSTRACT
With increase in vehicles population in cities and conversion of ruler India into urban towns traffic
related problems are rising in alarming way in India. Not only in India but a problem exists in entire
world including developed countries like U.S.A (in all major cities newyork, wastion, boston etc.), U.K
(in London).
To tackle these problems there is need for intelligent traffic pre-emptive system and flow
controller so we are proposing intelligent traffic pre-emptive system and flow controller in this
proposal based on ATxmega128A1. Design and application are explained in next few sections.

INTRODUCTION
Traffic jams in the city cost Delhiites Rs 10 crore and the government exchequer Rs 1.5 crore per day,
reveals a survey by Centre for Transforming India (CTI). Its not only Delhi but all major cities are facing
traffic related challenges. India inquired a loss of Rs 600bn ($10.8bn) a year due to congestion, slow
speed of freight and waiting time at traffic signal, toll plazas and check points.

How problem may can trickled
By properly designing junctions: Junction in cities can be designed in such a way thattraffic of city can be scatted in all direction equally.
But above solution can be implemented only in new developing parts of a city butredevelopment of junction in old parts of city is very costly because lot of infrastructure is
need to be redeveloped.
Using intelligent traffic pre-emptive system and flow controller: System uses amicrocontroller to take decision how traffic should be allowed to move for efficient
utilization of time.
System can be installed in any place easily do not require much space but
required promising hardware and carefully designed software.

Traffic pre emptive system help to evacuate emergency vehicles like (Ambulance, Fire brigad trucks,
and rescue team vehicles) and defence related operations so no delay is faced by these critical sectors.
And traffic flow convertor to intelligently guide traffic
Thus, system can be divided into two parts

Traffic movement across a junction can be made fast by intelligent flow controller. System work on
simple algorithmit scan all road meeting junction (near signal).System detect vehicle crowd on each
road around junction and vehicles on most crowded route is allowed to move first so number of
vehicles waiting for green signal reduce significantly.
To monitor traffic any transducer or a camera can be used. Each vehicles crossing detector increase
counter and according to status of number of vehicles signal is switched.

If vehicles on particular road wait for more than 7 minute then signal corresponding to that road is
given highest priority.

TRAFFIC PRE EMPTIVE SYSTEM
Traffic signal pre-emption is defined as the transfer of normal operation of a traffic control signal to a
special control mode of operation. Pre-emptive control is designed and operated to give the most
important classes of vehicles the right of way at and through a signal. This right of way is usually
achieved with a green indication on the approach of the vehicle requesting pre-emption. Pre-emptivecontrol may be given to trains, boats, emergency vehicles, and light rail transit. It is commonly used for
fire engines because the size of their vehicles makes them less able to move through traffic without the
aid of pre-emption.
Signal pre-emption controls the movement of traffic that is of greater importance than general
vehicle and pedestrian traffic. Pre-emptive control is necessary to avoid collisions (e.g., trains versus
automobiles) and/or give right of way to vehicles in an emergency situation (e.g., fire engines
responding to an emergency).
Several types of technologies are available to detect vehicles requesting pre-emption , and include the
use of light (strobe), sound (siren), pavement loops, radio transmission, and push buttons approaching
an intersection, to request immediate service (green indication from the signal).
Traffic Pre-emptive system can be designed on microcontroller based system which contact
approaching vehicle any radio (zigbee is preferred due to auto healing and auto routing ability) and
clear the road before vehicle reach junction. Step with occurs in series for pre-emption of road when
emergency vehicle reach junction are explained in flow graph on next page.
