1 Purpose of the Document
The FUPOL consortium will publish a book with a specific focus on ICT driven policy
modelling including citizen participation by the use of social media.
The document provides an overview of the first draft of the book, containing
the call for chapter proposals and
a comprehensive structure of the book involving the relevant chapters.

2.2.1 Introduction
This book deals with the use of advanced ICT technologies in the policy lifecycle and
decision making of governments. The use of ICT support in policy design, modeling
and implementation (“e-Policy”) ensures a two-way communication protocol between
citizens and governments during the whole lifecycle of a policy.
The methods and the ICT tools to support the policy lifecycle have drastically
changed with the emergence of social media, advanced simulation techniques, open
government data, big data, opinion mining, advanced text analytics and visualization,
amongst others.
Within the FP7 research program several projects have focused on different
technologies and use cases. For the first time the “Future Policy Modeling” Project
(FUPOL), a large scale integrated project funded under the 7th framework program
of the European Union, has provided a complete detailed policy lifecycle model,
linked each step to new ICT technologies and explained its benefits for governments,
citizens and other stakeholders. It has also outlined how different available
technologies can be integrated in such a model that fit into ICT-infrastructures of
governments.
2.2.2 Objective of the Book
This comprehensive book aims to be an essential reference source, building on the
available literature, research projects and best practice cases in the field of e-
governance, e-participation and policy modeling. It provides an extensive and
detailed view on various technologies and outlined researches for implementing
future policies with ICT tools.
2.2.3 Target Audience
Researchers, advanced-level students,

experts, civil servants, policy makers, politicians on national, regional and city
level,
experts in international organizations and developments banks dealing with
policy design,
NGOs and consulting companies involved in governance, citizen participation,
policy design and implementation projects

2.2.5 Submission Procedure
Researchers and practitioners are invited to submit on or before June 30, 2013, a
chapter proposal not exceeding one page or 500 words clearly explaining the mission
and concerns of his or her proposed chapter. Authors of accepted proposals will be
notified by July 30, 2013 about the status of their proposals and sent chapter

guidelines. Full chapters are expected to be submitted by October 30, 2013. All
submitted chapters will be reviewed on a double-blind review basis. (see also :

2.2.6 Publisher
This book is scheduled to be published by IGI Global (formerly Idea Group Inc.),
publisher of the “Information Science Reference” (formerly Idea Group Reference),
“Medical Information Science Reference,” “Business Science Reference,” and
“Engineering Science Reference” imprints. For additional information regarding the
publisher, please visit www.igi-global.com. This book is anticipated to be released in
2014.

The book is divided into five sections, including general remarks and fundamental
aspects regarding e-governance, policy modelling, simulation, visualization, active
participation, best practices und future developments.
