REQUEST FOR PROPOSAL

GEOTECHNICAL STUDY

For

CITY OF LAWN

STANDPIPE CONSTRUCTION

A. INTRODUCTION

The City of Lawn (City) is proposing to construct two standpipes. The preliminary design for the

“CR150” Standpipe is 70,000 gallon, 14’ diameter x 60’ tall standpipe. The preliminary design for the

“Lawn” Standpipe is 160,000 gallon, 16’ diameter x 105’ tall standpipe. Attached is a preliminary site

plan for both standpipe sites. Also attached is a location map for the proposed standpipe sites.

We are requesting your firm submit a proposal for geotechnical engineering as outlined below.

B. GEOTECHNICAL PROPOSAL

Your proposal and scope of work should at a minimum include the following:

1. Field Exploration

• One borehole at each proposed standpipe location (30 feet deep).

• Standard Penetration Tests at each site.

2. Laboratory Testing

Laboratory testing shall be conducted on samples that are representative of each layer of material

obtained from the field exploration. Laboratory testing shall include the following:

• Atterberg Limits Tests (liquid limit, plastic limit and plasticity index)

• Percent Passing #200 Sieve

• Moisture Contents

• Unit Weight Determinations

• Unconfined Compressive Strength

• Pocket Penetrometer

3. Engineering Analysis, Recommendations, and Report

Results of the geotechnical investigation shall be presented in a formal report. The report shall

include boring logs and laboratory test results. The report shall also include general site

characterization, geotechnical foundation design criteria and earthwork criteria. An electronic copy

of the report shall be emailed to our office.

Proposal shall include lump sum price for each of the two sites, which will include compensation

for all work including field explorations, laboratory testing and geotechnical report.

5. Schedule

Proposal shall include proposed timeline for field explorations and submittal of geotechnical report.

6. Special Considerations

• Representative from City of Lawn will provide access to the standpipe sites.

• The CR150 site has limited access and will more than likely need to be accessed over

uneven terrain.

C. REQUIRED NOTICE

This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business

Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of

Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that

applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts,

and procurements to M/WBEs through demonstration of the six affirmative steps. For more details of

the DBE Program and the current, applicable fair share goals, please visit www.twdb.texas.gov/DBE.

D. SUBMISSION

Proposals for geotechnical services work must be received no later than 5:00 P.M.
