Integration Framework enables the integration of applications and data across the extendedenterprise, thus maximizing an agency’s ability to protect its constituents and help improveoperational efficiencies. Elements of the Integration Framework include:

Business Process and Information ModelingAssists in defining and automating an agency’s business and data process flow including links toexternal agencies and data repositories. Business process modeling also allows for the option ofautomatic notification to the proper agencies based on appropriate business rules.

Regional Data Repository (RDR)Provides one location for data storage enabling quick and efficient access to comprehensive justiceenterprise data. The RDR leverages the capability to efficiently capture data once and use it multipletimes. It also provides a central source for data used in reporting, bulk data loads and extracts, andfor administrative tools.

Middleware ServicesIncludes functions such as Security, Identification, Terminology, and Address Resolution services.

• Security ServiceIncludes the capability to register and authenticate systems, restrict access to sensitive data by user role and content, and facilitate the transfer of data to authorized enterprise participants.

• Identification Service (IDS)A collection of persons, weapons or other objects, which are filtered using pre-defined criteria and become unique within the enterprise.

• Terminology ServiceProvides for translation of data elements in separate systems to a common representation within the regional data repository. This normalization process is then reversed from the RDR to an agency’s system when an inquiry is made.

• Address ResolutionUtilizes a geographic data repository to assist in the normalization of address data.

Public safety and justice agencies have increasingly recognizedthe importance of integrating their information systems in orderto share critical data, documents, and images at key decisionpoints in the justice process. The need to electronically exchangeaccurate and complete information in a timely, secure andefficient manner is driven by the operational requirements ofindividual agencies at the local, state, provincial and federal levels.Additionally, a significant number of state and federal legislativemandates have been enacted in recent years requiring thecoordination of information between agencies.

In response to these important issues, Motorola introduces theIntegration Framework platform. Integration Framework fullysupports the automated exchange of information that agenciesfind to be of common interest. Additionally, the system enablesagencies to establish the criteria for the automated exchange ofdata at critical decision points. The criteria can be based onestablished business practices and rules and exist within andbetween justice agencies.

The Integration Framework is built on a foundation of best inclass Commercial Off The Shelf (COTS) software technologiesthat have been implemented successfully in other public servicesectors. These technologies are based on open commercialsoftware standards such as XML, Rosetta Net and Java that havebegun to emerge in the criminal justice, public safety ande-government marketplaces. When combined with Motorola’stechnical and domain specific professional services, theIntegration Framework provides a powerful solution that can helpreduce, or eliminate, the technical barriers that have traditionallyinhibited integration and information sharing. By embracing theproduct approach using open standards, your integration projectscan be completed in a more timely fashion, be compatible to alarger variety of legacy applications, and will reduce the risksassociated with enterprise-wide integration.

Integrating Law Enforcement Agencies at the Local,State/Provincial, and Federal Level

Integrating law enforcement agencies at the local,state/provincial and federal level enables the sharing ofinformation between like agencies. This can result inregional access to multi-jurisdictional investigative andarrest information, the capability to identify crime trendsacross jurisdictions, and can aid in identifying persons andobjects that are common to many agencies. Many timesthese activities require countless hours of manual-modecommunication by fax and phone.

It’s not uncommon for crimes to be committed by the sameindividuals across jurisdictions. Method of operationsimilarities and evidence obtained at the scene are in manyinstances key to solving these crimes. All too often, lawenforcement agencies in separate jurisdictions unknowinglyinvestigate and report on these events without knowing thecomplete story. Integration Framework uses the concept that“if every cop knew what every cop knew” the justice processwould require less time, effort and money, and heavycaseloads could be reduced thereby helping increase publicsafety.

Integration Framework enables critical information atvarious points in the justice process to be shared quickly, securely, and automatically. Access to an aggregated

database can help to quickly identify the cross-jurisdictionalsimilarities of crimes, including participants, weapons andmethods of operation. The system helps insure secureaccess to compiled information by agency, user role andcontent, as well as by sender and receiver. Reusingpreviously entered data helps improve accuracy, provides thecapability to automate business process rules, and speedsinformation to those who need it in a timely manner. As aresult, Integration Framework can help increase publicsafety and significantly reduce time, money and effort spentin solving crimes.

Integrating the Criminal Justice Process Across LawEnforcement, Prosecutors, Courts, and CorrectionsAgencies

Integrating the criminal justice process supportsinformation flow between law enforcement, prosecutors, courts and corrections agencies. Using Motorola’sIntegration Framework enables critical information requiredto make decisions regarding investigations, charges, releases, sentencing, and incarceration to be sharedautomatically, at the right time, to the right people. Currentmethods can be time consuming, unreliable, error prone, and untimely.

Integration Framework can facilitate the sharing ofnormalized information, the generation of automaticnotifications, and the elimination of redundant data entry.Imagine how much time and money would be saved ifjustice professionals throughout the process automaticallyhad access to accurate and timely information at criticaldecision points when processing an individual. IntegrationFramework can help achieve that goal throughout the justiceprocess. This can result in automating the availability of call-for-service information for use in an officer’s investigativeand arrest reports. It can also enable law enforcementpersonnel to electronically submit cases to a prosecutor forreview, and then enable the prosecutor to electronically filethe case with the court. The same system can also facilitatethe passing of data from the court to the sheriff to assist inthe defendant’s remand as well as help notify the jail whenan inmate is scheduled to appear.

Integration Framework’s automatic notification process canbe configured to alert parole or probation authorities when aclient is arrested or provide active warrants notification tothe sheriff prior to an inmate’s release. Additionally, any ofthese process-related transactions could be configured toalso query local, state, provincial or federal databases.

This means cases move efficiently through the systemwithout re-entry of data. Your entire justice enterprise willwork seamlessly as one, even though it is composed ofmany different systems provided by different vendors atdifferent times.
