SHORT NOTICE INVITING TENDER
The O/o the Joint Director of Health Services (MI) & I/C IDSP, Shillong invites Sealed Tender in 2 (Two) separated bids namely Technical & Finnacial bid for Procurement of Lab Equipment for Civil Hospital, Nongpoh, Ribhoi District and Civil Hospital, Nongstoin, West Khasi Hills. Parties may submit their quotations superscribe "The Creation of Rate Contract for Supply of Lab Equipment for Civil Hospital, Nongpoh, Ribhoi District and Civil Hospital, Nongstoin, West Khasi Hills under lntegrated Disease Surveillance Programme" to the O/o of the the Joint Director of Health Services (MI) & I/C IDSP,, Health Complex, Red Hill Road, Laitumkhrah, Shillong-793003 on or before 3rd August, 2016.

2. Terms and Conditions
I. The Bid should be submitted in a sealed envelope superscribed as "The Creation of Rate Contract for
Supply of Lab Equipment for Civil Hospital, Nongpoh, Ribhoi District and Civil Hospital, Non oin West Khasi Hills under InteITTated Disease Surveillance ProITTarnme" and right clearly
the Tender No. and Date. The Superscribed seal cover shall consist of 2(two) seal cover envelope inside
(1) Technical Bid and (2) Financial Bid_at the address mentioned below:

II. Bid submitted after the prescribed date and time, shall not be accepted and shall be returned unopened
to the bidder.
III. Tender applications not accompanied with specified documents (listed in Annexure III) shall not be
considered and will be rejected.
IV. The tender document in original should be signed by the tenderer or his authorised representative along
with a seal on each relevant page as a token of having understood and accepted all terms and conditions
as mentioned in the tender document.
V. The Mission Director reserves the right to accept or reject any quotation and to cancel the bidding
process altogether and reject all quotation at any time prior to the award of the conh·act without
assigning any reason thereof.
VI. The Contract will be awarded to the bidder who has offered the lowest evaluated quotation price. Any
other allowance is not permissible/ applicable except lowest quotation price.

VII. The decision of the committee on technical suitability and quality shall not be opened for discussion.
Every bidder must go through the terms and conditions of bid carefully and understand them before
submitting the bid. No excuse that the conditions have not been read or understood will be entertained
later.
VIII. The Price Bid shall be opened in the presence of all Bidders or their representatives whose items have
been found technically sound and suitable.
IX. The Price Bid of those bidders who have not complied with the provisions of the bid Document or EMD
clause or who have not complied with the provisions/ technical specification of the bid document or
whose bid have been determined as non-responsive or fail to qualify in the technical evaluation shall not
be opened. X. An EMD of U0,000/- (Rupees Ten thousand)only in favour of the IDSP in the form of Demand
Draft/Banker's Cheque should be submitted with a minimum validity period of 90 days.
XI. The EMD of the unsuccessful bidder shall be returned soon after the finalization of the Tender.
XII. The EMD of the successful bidder shall be retained as Security Deposit which will be refunded/ returned
on completion of the total work.
XIII. The above EMD will be forfeited if a bidder:
a. Withdraws its bid during the period of bid validity ,or
b. In case successful bidder fails to execute the necessary arrangements within the specified time.
XIV. The authority reserves the right to reject the materials supplied if found to be defective
XV. No payment will be made for rejected items. XVI. FORCE MAJUERE: The above condition of reduction & termination etc. are subject to majeure
conditions which are beyond the control of the supplier, do not involve fault or negligence of the
supplier and are not anticipated. Such events may include but are not limited to riots, mutinies, war, fire,
storm, tempest, flood, epidemics, or other exceptional causes like quarantine restrictions, freight
embargoes. On specific request made by the bidder the time period of supply may be extended by the
Joint Director of Health Services (MI) & I/C IDSP at his discretion for such period as may be considered
reasonable. However, the condition shall not include scarcity of raw materials, power cut, labour
dispute, failure of sub-vendor and increase in cost of raw material.
XVII. SAVING CLAUSE: No suit, prosecution or any legal proceedings shall lie against Bid Inviting Authority
or any person for anything that is done in good faith or intended to be done in pursuance of the tender.
XVIII. Payments on any form of supply shall be made on submission of bills in triplicate along with copies of
the order issued for supply only after completion of work. No advance payment shall be made.
XIX. Standard warranty period to be specified by the bidders.

payable at Shillong, towards the Earnest Money Deposit 4. Uptodate Trading License frpm the respective District Council for non Tribal only.
5. Attested Copy of Registration as a firm under Meghalaya VAT Act/ CST act and VAT clearance
